Deputy Michael Collins asked the Minister for Transport if he will review the current NCT expiry rules whereby vehicles tested after their due date automatically revert to the original anniversary date, resulting in a shortened certificate even where a vehicle has been genuinely off the road, untaxed and unused for a prolonged period; if he will consider introducing a statutory off road declaration system similar to the UK's SORN so that vehicle owners are not penalised for keeping a vehicle off the road; if he will examine the modernisation of compliance and enforcement systems by replacing paper tax, insurance and NCT discs with a fully digital, real time verification system; and if he will undertake a review of NCT validity rules to ensure that NCT certificates reflect the actual date of test rather than an arbitrary anniversary date, in order that responsible motorists and purchasers of second-hand vehicles are not unfairly disadvantaged; and if he will make a statement on the matter.
