Deputy Mairéad Farrell asked the Minister for Education and Youth if teachers registered with the teaching council under route 4, the route designated for individuals who hold recognised special education teaching qualifications obtained outside the State, are classified as qualified or unqualified teachers for pay and permanency; if her Department's payroll circulars take into account the full qualifications profile of such teachers, including additional Level 8 degrees in psychology or related disciplines; if her Department’s attention has been drawn to the fact that the same payroll threshold designed for post-primary subject teachers (requiring a Level 8 degree plus a PME) should be applied to SEN specialists under route 4 who do not deliver any curricular subject; and if she will make a statement on the matter.
