Deputy Seán Crowe asked the Minister for the Environment, Community and Local Government the reason there are differences in the rate required in securing council mortgages throughout the country, that Kildare County Council and Kilkenny County Council both require 3%, but Laois County Council requires 10%; and if he will correlate the rates in each county council.
