Deputy Albert Dolan asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation further to Parliamentary Question Nos. 367 and 368 of 17 September 2025, regarding the estimate that public procurement accounts for approximately €18.5 billion annually, if he will provide the actual dataset used to calculate public procurement expenditure across the public service; if not, the reason; whether the “billions of euro” figure referenced during Parliamentary Question No. 13 of 28 May 2026 refers to the same methodology as the €18.5 billion estimate; if so, whether this remains based on a summation of estimated contract notice values published on eTenders rather than actual expenditure incurred under public contracts; whether he has considered asking each contracting authority or accounting officer to report annually to his Department the actual value of procurement expenditure incurred by their organisation, having regard to the expectation that such bodies should already maintain this information for financial management, governance and value-for-money purposes.
