Deputy Michael McCarthy asked the Minister for Health with regard to the Rights of Grandparents Bill 2013 that due consideration be given to particular circumstances when children are in care; that a provision be included in the Bill permitting grandparents to be made a party to the proceedings from the outset; if he will allow for a near parental role being ascribed to, and acknowledged, for grandparents in circumstances where, sadly, either parent is not deemed able, for whatever reason, to function in a parental role.
