127 Deputy Pat Rabbitte asked the Minister for Foreign Affairs if, following the damning report of the Council of Europe’s Committee for the Prevention of Torture regarding the conditions in Irish prisons, and more particularly its conclusions on the lack of sanitation, adequate space and basic safety from violence for inmates and staff in Mountjoy, Limerick Prison and St. Patrick’s Institution, Ireland is in breach of its international obligations under the Convention Against Torture, the Convention on the Rights of the Child, the Covenant on Civil and Political Rights, the European Convention on Human Rights and the European Convention on the Prevention of Torture; and if he will raise with his Government colleagues in general, and the Minister for Justice, Equality and Law Reform in particular the issues of non-compliance that arise.
