Deputy Gerry Adams asked the Minister for Finance that in acknowledging that the imposition of professional services withholding tax to non-EU agents could be construed as unfair as it puts an administrative burden on non-EU agents, it delays the return of capital which is rightfully theirs, it delays the use of capital cost of lost opportunities, if the PSWT is not collected at source it does not confer an economic advantage to the agent; in this context the PSWT is only collected at source for optics, and that the PSWT is seen as an obstacle to doing business, if he will consider in the next budget ceasing the practice of PSWT being collected in this context; and if he will make a statement on the matter.
