Deputy Ken O'Flynn asked the Minister for Education and Youth the current policy of her Department regarding Garda vetting for volunteers in school-based Parent Associations, in particular volunteers who assist with activities such as school discos, parties, trips or other events outside normal classroom teaching; whether these activities are deemed “relevant work or activities” with children under the terms of the National Vetting Bureau (Children and Vulnerable Persons) Acts 2012 to 2016 and require a vetting disclosure; whether her Department intends to review the existing circulars/guidance, for example Circular 0031/2016, to ensure child safety in the context of non-teaching/parent volunteer roles; the planned updates to guidance for schools; and if she will make a statement on the matter.
