69 Mr. Stagg asked the Minister for Enterprise, Trade and Employment if the Government has formally responded to the reasoned opinion received from the European Commission in July 2004 (details supplied) regarding Ireland’s apparent failure to comply with Directive 92/100/EEC on rental rights, lending rights and on certain rights related to copyright which was transposed into Irish law by the Copyright and Related Rights Act 2000, specifically by exempting all lending institutions from the obligation to pay rightholders for works lent by them; and if he will make a statement on the matter.
