Deputy Matt Carthy asked the Minister for Justice, Home Affairs and Migration whether the mobility framework associated with the EU-India Free Trade Agreement, upon which negotiations concluded on 27 January 2026, will form part of the trade proposal that the Commission will bring to the Council, and therefore be subject to QMV, or whether the mobility agreement between the EU and India will come under the pillar of freedom, security and justice, and be subject to Protocol 21, giving Ireland the facility to either opt-in or remain outside the mobility agreement; and to outline the Government’s view of the proposal; and if he will make a statement on the matter.
