Durkan asked the Minister for the Environment, Community and Local Government the extent, if any, to which he has studied the number of refusals by the various local authorities for applications for extensions to existing planning permissions when the applicants, due to the economic situation, have been unable to proceed with the development in respect of one-off housing in rural areas; if it is recognised that the validity of the planning application in the first instance should carry through to the application for an extension of time; and if he will make a statement on the matter.
