89 Deputy Emmet Stagg asked the Minister for Education and Skills in view of circular 007/2010, which classified that all staff employed by a recognised school on the vocational education committee come within the definition of public servant, regardless of the source of the money used to fund their salary, and further to circular 0040/2011, which outlines new pay rates for all teachers appointed after 1 January 2011, if he will accept that in natural justice teachers who worked as substitute teachers in 2010 and who were paid by the school board of management should not be regarded as new appointees under circular 0040/2011 and in the specific case of a person (details supplied) in County Kildare, if he will clarify that they are not a new appointee under circular 0040/2011.
