134 Mr. Rabbitte asked the Minister for the Environment, Heritage and Local Government if his attention has been drawn to the fact that Article 15 of Council Directive 75/442/EEC, as amended by Directive 91/156/EEC, states that the cost of waste disposal must be borne by the holder who has the waste handled by a waste collecter, or the previous holder or the producer of the product from which the waste came; if he intends to amend the WEEE regulations in order that the producers of the products being disposed of under the WEEE directive will be obliged to pay their fair share of the recycling and disposal costs of their products.
