911 Deputy Mary Upton asked the Minister for the Environment, Heritage and Local Government the reason the valuation of affordable housing by local authorities seems to be significantly higher than the market value at the time of valuation; his views on whether this valuation process imposes significant financial constraint on the purchaser of the affordable house should they decide to sell the house at a later stage; and that while it is fully acceptable to have a clawback clause, that it should not be such that it penalises the purchaser of the affordable home and effectively forces them to stay in what might be unsuitable accommodation, when for example their family size increases; and if he will make a statement on the matter.
