Amends rule XI of the Rules of the House of Representatives to prohibit specified House committees and subcommittees from holding regular or additional meetings on days when the House is in session, other than for the purpose of taking testimony or receiving evidence, on Thursdays or on Wednesday afternoons, and other specified committees on Tuesdays or Wednesday mornings. Prohibits any subcommittee from meeting in the District of Columbia, except for the purpose of taking testimony or receiving evidence, unless the chairman of the committee has specifically authorized in writing the subcommittee meeting. Requires the Committee on House Administration, through the House Information Systems, to provide a scheduling service which shall be used by all the committees and subcommittees of the House to eliminate any meeting and scheduling conflicts. Requires any announcement made by a House committee concerning the date, place, and subject of any committee hearing to be promptly entered into the committee scheduling service of the House Information Systems.

Amends rule X of the Rules of the House of Representatives to establish a standing Committee on Energy to investigate and report on: (1) national energy policy generally; (2) measures relating to the production, supply, marketing, pricing, regulation, or conservation of energy resources, except on the public lands; (3) the transmission and marketing of all electrical energy, except by or through federally chartered regional or national power authorities and for rural electrification; and (4) all interstate energy compacts, except on the public lands. Specifies that such committee shall have the same jurisdiction with respect to regulation of nuclear facilities and use of nuclear energy as it has with respect to regulation of nonnuclear facilities and of use of nonnuclear energy.

Amends the Rules of the House of Representatives to specify that committees shall have responsibility for considering and reporting any provisions within their subject matter jurisdiction whether contained in an introduced bill, resolution, or committee amendment. Directs the Speaker of the House to prescribe an appropriate time limitation for committees to consider any bill or resolution, and that upon expiration of such limitation, such committee shall be discharged from further consideration if it has not taken any formal action. Provides that referrals of a bill divided into two or more parts to different committees may be concurrent or sequential. Requires the Speaker, when making such referrals, to designate the committee which has predominant jurisdiction as the committee of primary responsibility, and to prescribe a time period within which other committees of referral shall make their report. Allows the referral to other than the primary committee either at the initial time of referral or after the matter has been reported by the committee or committees initially referred. Repeals the provision of the Rules which prohibits the referral of any bill or resolution to the Joint Committee on Atomic Energy. Makes amendments in this Act effective prior to noon on January 3, 1981.

Committee Reform Amendments - Title I: Legislative Jurisdiction of the Standing Committees - Provides, under the Rules of the House of Representatives, that there shall be the following standing committees: Committee on Agriculture and Forestry; Committee on Appropriations; Committee on Armed Services; Committee on Banking, Currency, and Housing; Committee on the Budget; Committee on Commerce and Health; Committee on the District of Columbia; Committee on Education; Committee on Energy and Environment; Committee on Foreign Affairs; Committee on Government Operations; Committee on House Administration; Committee on the Judiciary; Committee on Labor; Committee on Merchant Marine and Fisheries; Committee on Public Works and Transportation; Committee on Rules; Committee on Science and Technology; Committee on Small Business; Committee on Standards of Official Conduct; Committee on Veterans' Affairs; and Committee on Ways and Means. Title II: Oversight Responsibilities, Legislative Review and Additional Committee Functions, Referral of Bills and Resolutions, and Election and Membership of Committees - Prescribes the general oversight responsibilities of each standing committee. Delegates special oversight functions to eight committees and enumerates additional functions of committees. Prescribes the procedures for referral of bills, resolutions, and other matters to committees. Prescribes the rules governing: (1) election and membership of committees; (2) committee chairmen; (3) limitations on committee service; (4) committee vacancies; and (5) select and conference committees. Title III: Rules of Procedure for Committees - Outlines the rules of procedure for committees, including rules for the broadcasting of committee hearings. Provides that whenever a committee hearing is open to the public, the committee may permit, by a majority vote, that hearing to be covered by television, radio, and still photography coverage, but only under such written rules as the committee may adopt. Limits coverage to four fixed television cameras in a hearing room. Enumerates the rules governing: (1) privileged reports and amendments; (2) committee expenses; and (3) committee staff. Title IV: Miscellaneous and Conforming Provisions - Prescribes the rules governing the calling of a caucus or conference. Establishes in the House of Representatives the Legislative Classification Office to maintain a system linking Federal programs and expenditures to the authorizing statutes and showing the committee jurisdiction for each authorization. Outlines the functions of the Office. Establishes a Commission on Information to conduct a study of the information problems of the House of Representatives. Elaborates the required content of such study. Creates the Commission on Administrative Services and Facilities to study the administrative services, facilities, and space requirements of the Members and committees of the House. Provides for the establishment of the Office of the Law Revision Counsel to keep an official codification of the laws of the United States. Provides that such Office shall maintain impartiality as to issues of legislative policy. Makes technical, conforming and transitional provisions.
