Condemns in the strongest possible terms the horrific attack that occurred at the "Congress on your Corner" event hosted by Representative Gabrielle Giffords in Tucson, Arizona, on January 8, 2011. Offers heartfelt condolences to the families, friends, and loved ones of those killed in that attack. Expresses hope for the rapid and complete recovery of those wounded in the shooting. Honors the memory of Christina-Taylor Green, Dorothy Morris, John Roll, Phyllis Schneck, Dorwan Stoddard, and Gabriel Matthew Zimmerman. Applauds the bravery and quick thinking exhibited by those who prevented the gunman from taking more lives and helped to save those who had been wounded. Recognizes the service of the first responders who raced to the scene and the health care professionals who tended to the victims once they reached the hospital and whose service and skill saved lives. Reaffirms the bedrock principle of American democracy and representative government, memorialized in the First Amendment and which Representative Giffords herself read in the Hall of the House of Representatives on January 6, 2011, of "the right of the people peaceably to assemble, and to petition the Government for a redress of grievances." Stands firm in the belief in a democracy in which all can participate and in which intimidation and threats of violence cannot silence the voices of any American. Honors the service and leadership of Representative Giffords, a distinguished Member of the House of Representatives, as she courageously fights to recover. States that when the Senate adjourns on this day, it does so out of respect to the victims of this attack.

Amends Rule XXII (Precedence of Motions) of the Standing Rules of the Senate to state that, if the Senate has voted against closing debate (cloture) on a measure, motion, or other matter (measure), but a majority of the Senators present have voted to invoke cloture, then the debate procedures under the Rule shall be in order at any time, so long as that measure, motion or other matter has continued as the only pending business subsequent to the vote against cloture. Makes it in order for the Majority Leader or his designee to move to invoke cloture on the pending measure on the grounds that no Senator seeks recognition to debate it. Requires the Presiding Officer: (1) immediately after the motion is made, and before putting forth the question, to inquire whether any Senator seeks recognition to debate the measure; (2) if a Senator seeks such recognition, to announce that the Senate is proceeding under extended debate (filibuster); and (3) to recognize that Senator. Prohibits the entertainment of any dilatory motions, motions to suspend any rule or any part of it, or any dilatory quorum call if the Senate enters into a filibuster. Authorizes Senators to speak more than twice on a question during filibuster. Requires the Senate, if during filibuster specified proceedings occur, and unless the Majority Leader or his designee withdraws the cloture motion, to proceed immediately to vote on the motion or to vote at a time designated by the Majority Leader or his designee within the next four calendar days of Senate session. Requires only a majority of Senators to decide such a motion to end the filibuster. Requires the Presiding Officer, if the Majority Leader's cloture motion is agreed to by a majority of Senators, to announce that: (1) the filibuster is ended; (2) the measure pending before the Senate shall be the unfinished business to the exclusion of all other business until disposed of; and (3) further proceedings on the measure shall occur in accordance with the Rule. States that, if filibuster on a measure is ended other than by agreement of a majority of Senators, further consideration of the measure shall occur as otherwise provided by the Rule. Applies these filibuster procedures if the Senate subsequently votes again against cloture.

Declares that, in recognition of the historic contributions of the U.S. veterans who served in World War I, the remains of Frank W. Buckles (the last surviving U.S. veteran of such War), should be permitted to lie in honor in the rotunda of the Capitol from March 14, 2011, to March 15, 2011, so that U.S. citizens may pay their last respects to those great Americans.

Expresses the sense of Congress that an appropriate site on Chaplains Hill in Arlington National Cemetery be provided for a memorial marker, to be paid for with private funds, to honor the memory of the Jewish chaplains who died while on active duty in the U.S. Armed Forces, so long as the Secretary of the Army has exclusive authority to approve the design and site of the memorial marker.

Supports the ideals of World Malaria Day, including the achievable target of ending malaria deaths by 2015. Recognizes the importance of reducing malaria to improve child and maternal health, especially in sub-Saharan Africa. Commends the progress made toward reducing global malaria deaths and prevalence, particularly through the efforts of the President's Malaria Initiative and the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Supports continued U.S. leadership and investment in efforts to combat malaria as a critical part of the President's Global Health Initiative. Encourages members of the international community to sustain and scale up their support for efforts to combat malaria.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release seven specified imprisoned Baha'i leaders and all other prisoners held on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, and Mr. Navid Khanjani. Calls on the President and Secretary of State, in cooperation with the international community, to condemn Iran's continued violation of human rights and demand the release of prisoners held on account of their religion, including the above-named individuals. Urges the President and Secretary to utilize all available measures, such as those available under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and Executive Order 13553, to sanction Iranian government officials and other individuals directly responsible for human rights violations in Iran, including against the Baha'i community.

Applauds the bravery of the Libyan people, who are fighting to secure their universal rights against the violent dictatorship of Muammar Qaddafi. Condemns Muammar Qaddafi for using overwhelming and indiscriminate violence against peaceful demonstrators and civilians, which has resulted in gross human rights abuses, grave loss of innocent life, and potentially crimes against humanity. Welcomes the calls for imposing a no-fly zone in Libya. Reiterates that it is U.S. policy that Colonel Qaddafi must leave power. Calls on the President to: (1) recognize the Libyan Transitional National Council as the sole legitimate governing authority in Libya, (2) implement a no-fly zone in Libya with international support, and (3) implement a strategy to achieve the stated U.S. policy objective of Qaddafi leaving power.

Condemns the December 2010 election in Belarus as illegitimate and joins the European Parliament in calling for new elections that meet international standards. Condemns the Alexander Lukashenko regime's systematic efforts to prevent freedom of expression and association in Belarus. Stands in solidarity with the people of Belarus. Calls on the Lukashenko regime to: (1) release all political prisoners who were arrested in association with the December 2010 election, including presidential candidates Andrei Sannikov, Nikolai Statkevich, and Uladzimir Nyaklyaeu; and (2) hold new and free presidential and parliamentary elections. Urges the President and the Secretary of State to: (1) coordinate U.S. and EU policies towards Belarus; (2) resume support to the opposition and civil society in Belarus; (3) impose sanctions where warranted on Belarusian officials; and (4) identify and freeze the assets of entities that enrich Mr. Lukashenko and his regime. Calls on: (1) other members of the international community, including Russia, to take similar targeted actions against the leaders of the government of Belarus; and (2) the government of Lithuania, as chair of the OSCE for 2011, to make the reestablishment of the OSCE Office in Belarus one of its chief priorities.

Amends Rule XXVI (Committee Procedure) of the Standing Rules of the Senate to make it out of order in a subcommittee or committee to proceed to any legislative matter (including complete substitute amendments and messages between the chambers) unless the legislative matter and a final budget scoring for it by the Congressional Budget Office (CBO) have been publicly available on the Internet, on the official committee and CBO websites, in searchable form 48 hours before proceeding (excluding Saturdays, Sundays, and holidays except when the Senate is in session on such a day). Permits waiver or suspension of this rule, or successful appeals from rulings of the Chair, only by an affirmative vote of three-fifths of the Members of the subcommittee or committee. Makes it out of order in the Senate to proceed to a legislative matter if it was proceeded to in a subcommittee or committee in violation of this rule. Permits waiver or suspension of this rule, or successful appeals from rulings of the Chair, only by an affirmative vote of three-fifths (60) of the entire Senate. Amends Rule XVII (Reference to Committees; Motions to Discharge; Report; Hearings Available) to apply the same rule in the Senate before it proceeds to any legislative matter, including any matter hotlined. States that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the Senate's custody. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules.

Supports the people of Syria as they seek to exercise universal rights and pursue peaceful democratic change. Condemns the human rights abuses of the government of Syria, including the use of lethal violence, torture, mass arrests, and the cut-off of basic services. Condemns the government of Iran for assisting the government of Syria in its campaign of repression against the Syrian people. Finds that the government of Syria, led by Bashar al-Assad, has lost legitimacy and expresses support for the people of Syria to determine their future for themselves. Commends President Obama for authorizing targeted sanctions on human rights abusers in Syria. Urges the President to: (1) in conjunction with international partners, ensure access of humanitarian relief organizations and international media to affected areas of Syria and to impose consequences on the government of Syria and its leaders if access by these organizations continues to be impeded; and (2) work with our allies and partners at the U.N. Security Council to hold accountable human rights abusers in Syria and to support the human rights of the Syrian people. Urges the United Nations Human Rights Council (UNHRC) to: (1) implement UNHRC Resolution S-16/1 and to ensure that the investigation into violations by the government of Syria of international human rights law is undertaken immediately, and (2) reinforce the need for the U.N. General Assembly to reject Syria's candidacy for UNHRC membership.

Urges the Department of Homeland Security (DHS) to: (1) reject any efforts by the European Union to modify existing passenger name record (PNR) data sharing mechanisms in a way that would degrade the usefulness of the PNR data for identifying terrorists and other dangerous criminals, and (2) not enter into any agreement that would impose European oversight structures on the United States. Opposes any effort by the European Union to interfere with counterterrorism cooperation and information sharing between DHS and non-European countries.

Supports the aspirations of the Libyan people for political reform based on democratic and human rights. Commends the service of the men and women of the U.S. Armed Forces and our coalition partners who are engaged in military operations to protect the Libyan people. Supports the limited use of military force by the United States in Libya as part of the North Atlantic Treaty Organization (NATO) mission to enforce U.N. Security Council Resolution 1973, as requested by the Transitional National Council, the Arab League, and the Gulf Cooperation Council. Agrees that the goal of U.S. policy in Libya is to achieve the departure from power of Muammar Qaddafi and his family so that a peaceful transition can begin to a government that ensures freedom, opportunity, and justice for the people of Libya. Affirms that the funds of the Qaddafi regime that have been frozen by the United States should be returned to the Libyan people, and calls for exploring with the Transitional National Council the possibility of using some of such funds to reimburse NATO countries for expenses incurred in Operation Odyssey Dawn and Operation Unified Protector. Calls on the President to: (1) submit to Congress a description of U.S. policy objectives in Libya, and (2) consult regularly with Congress regarding U.S. efforts in Libya.

Recognizes that continued investigation of Central Intelligence Agency (CIA) employees for involvement in a detention and interrogation program to avert terrorist attacks on the United States is unwarranted and will likely have a chilling effect on the work of CIA and other U.S. national security professionals. Urges: (1) the President and the Attorney General to immediately close the Department of Justice's (DOJ) ongoing investigation and decline future prosecution of CIA employees for actions related to the interrogation of detainees at overseas locations, including the use of enhanced interrogation techniques on detained terrorists; and (2) the President to develop and implement policies allowing for the long-term detention and interrogation of high-value detainees, including detainees captured overseas or in the custody of foreign countries.

Reaffirms the strong support of the United States for the peaceful resolution of maritime territorial disputes in the South China Sea. Deplores the use of force by China's naval and maritime security vessels in the South China Sea Calls on all parties to the territorial dispute to refrain from threatening force or using force to assert territorial claims. Supports the continuation of operations by the U.S. Armed Forces in support of freedom of navigation rights in international waters and air space in the South China Sea.

Reaffirms support for a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic Jewish state of Israel and a democratic Palestinian state living in peace and mutual recognition. States that any Palestinian unity government must forswear terrorism, accept Israel's right to exist, and reaffirm previous agreements made with Israel. Opposes any attempt to establish or seek recognition of a Palestinian state outside of an agreement negotiated between leaders in Israel and the Palestinians. Urges Palestinian leaders to cease efforts at circumventing the negotiation process, including through a unilateral declaration of statehood or by seeking recognition of a Palestinian state from other nations or the United Nations (U.N.). Supports the President's opposition to a unilateral declaration of a Palestinian state. States that the Senate will consider restrictions on aid to the Palestinian Authority (PA) should the PA persist in efforts to circumvent direct negotiations. Reaffirms the requirement under U.S. law precluding assistance to a PA that includes Hamas unless that PA and all its ministers accept Israel's right to exist and all prior agreements and understandings with the governments of the United States and Israel.
