Dismantle Foreign Scam Syndicates Act This bill requires the President to (1) impose applicable sanctions on foreign persons (individuals or entities) responsible for online financial scams against U.S. nationals, and (2) establish an interagency task force to shut down the criminal syndicates perpetuating such scams. Under the bill, the President must determine whether 43 specified foreign persons, and any other foreign persons the President determines are responsible for or complicit in online financial scams against U.S. nationals, are subject to sanctions under specified laws and Executive Order 13581 . Upon such determination, the President must impose applicable sanctions (for example, blocking the sanctioned person's property transactions within the United States). The President must also establish an interagency task force to shut down transnational criminal syndicates that use large scam centers and forced labor of trafficked persons to perpetuate mass online scams against Americans. The task force must (1) submit a comprehensive strategy to Congress to combat these scam centers and dismantle the criminal elements involved with them, and (2) coordinate and oversee implementation of the strategy. Within 360 days of submitting the strategy to Congress and annually thereafter for five years the task force must submit to Congress a report addressing various topics related to such scam centers including a list of all foreign persons sanctioned by the United States for their scam center involvement. The Department of State is authorized to provide trauma-informed care, shelter, reintegration, and support services for victims of trafficking in persons within online scam centers.

Developing and Empowering our Aspiring Leaders Act of 2025 This bill directs the Securities and Exchange Commission to revise venture capital investment regulations to allow additional types of investments to be considered as qualifying investments. Venture capital funds are exempt from certain regulations applicable to other investment firms, including those related to filings, audits, and restricted communications with investors. Under current regulations, non-qualifying investments—which include secondary transactions and investments in other venture capital funds—may comprise up to 20% of a venture capital fund. The bill allows investments acquired through secondary transactions or investments in other venture capital funds to be considered as qualifying investments for venture capital funds. However, for a private fund to qualify as a venture capital fund, the fund's investments must predominately (1) be acquired directly, or (2) be investments in other venture capital funds.

Protecting Private Job Creators Act This bill provides statutory authority for an exemption from specified disclosure requirements applicable to fixed-income securities (e.g., corporate bonds or a certificate of deposit). Disrupt Explicit Forged Images And Non-Consensual Edits Act of 2025 or the DEFIANCE Act of 2025 This bill expands civil remedies for the nonconsensual disclosure of intimate images (i.e., nonconsensual pornography). The bill also establishes a new federal civil action for nonconsensual conduct involving intimate digital forgeries (i.e., deepfakes). The term intimate digital forgery means any intimate visual depiction of an identifiable individual created using software, machine learning, artificial intelligence, or other computer-generated or technological means that looks authentic. With respect to the nonconsensual disclosure of intimate images, current law allows an identifiable individual to recover civil remedies, including litigation costs, damages, and injunctive relief. This bill increases the available damages by allowing the individual to recover punitive damages and by including, as part of actual damages, profits of the defendant that are attributable to the conduct at issue. The bill also allows an identifiable individual who is the subject of an intimate digital forgery to file a federal civil action against anyone who knowingly discloses, produces or possesses with intent to disclose, or solicits and receives the intimate digital forgery without the individual's consent. Under the bill, the identifiable individual may recover the same expanded civil remedies that are available for the nonconsensual disclosure of intimate images. Finally, the bill establishes a 10-year statute of limitations for filing civil actions involving nonconsensual intimate digital forgeries or nonconsensual disclosure of intimate images. The statute begins to run when the individual discovers the violation or turns 18, whichever is later.

Greenlighting Growth Act This bill limits the financial information an emerging growth company (EGC) must submit to the Securities and Exchange Commission. An EGC is a type of issuer that qualifies for reduced disclosures after its initial public offering (IPO) if its annual gross revenues are below a specific dollar amount. For example, an EGC must currently provide two years of financial statements after its IPO, rather than the three required for other companies. Under the bill, an emerging growth company is not required to present certain financial statements from acquired companies. This applies to statements from the time period prior to the earliest audited period presented in connection with the EGC’s IPO. In addition, the bill provides that no issuer that was formerly an EGC is required to present financial statements older than its earliest audit performed in connection with its IPO.
