Keystone XL Pipeline Act Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain the pipeline and cross-border facilities specified in an application filed by TransCanada Corporation to the Department of State on May 4, 2012. Deems the Final Supplemental Environmental Impact Statement regarding the pipeline issued by the Secretary of State in January 2014 to fully satisfy the National Environmental Policy Act of 1969 and any law that requires federal agency consultation or review, including the Endangered Species Act of 1973. Maintains in effect any applicable federal permit or authorization issued before enactment of this Act. Grants original and exclusive jurisdiction, except for review in the Supreme Court, to the U.S. Court of Appeals for the District of Columbia Circuit over any civil action for the review of a federal agency action regarding the pipeline and related facilities. Declares that this Act does not alter any federal, state, or local process or condition in effect on the date of enactment of this Act that is necessary to secure access from an owner of private property to construct the pipeline and cross-border facilities.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires a three-fifths roll call vote of each chamber of Congress to increase the public debt limit. It requires a majority roll vote of each chamber to increase revenue. It also requires the President to submit a balanced budget to Congress annually. Congress is authorized to waive these requirements when a declaration of war is in effect or if the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

No Budget, No Pay Act This bill withholds the salaries of Members of a house of Congress that has not agreed to a budget resolution for FY2016 by April 15, 2015, as required by the Congressional Budget Act of 1974. Salaries are withheld from April 16, 2015, until the house of Congress agrees to a budget resolution or the last day of the 114th Congress, whichever is earlier.

Local Organization Cooperative Agreement for Land and Facility Maintenance Act of 2015 or the LOCAL Act of 2015 - Amends the Water Resources Development Act of 1992 to authorize the Secretary of the Army to permit a non-federal public or private entity that has entered into a cooperative agreement for the operation and management of recreation facilities and natural resources at civil works projects under the Secretary's jurisdiction to collect user fees for the use of developed recreation sites and facilities, whether developed or constructed by such entity or the Department of the Army. Permits such an entity to retain up to 100% of the fees collected and use them for operation, maintenance, and management at the recreation site where they were collected.
