Grandfamilies Act of 2023

United States · United States Congress · 14 December 2023

Grandfamilies Act of 2023 This bill expands access to specified programs for children living with grandparents or other family members who are not their legal guardian. Specifically, the bill provides that a child of a relative eligible for Old-Age and Survivors Insurance benefits is eligible for such benefit payments if that child (1) began living with such relative before age 18, (2) receives at least 50% of their support from such relative, and (3) has lived with such relative pursuant to a court order for at least 12 months. Additionally, the bill revises the Temporary Assistance for Needy Families (TANF) eligibility requirements for children living with specified caregiver relatives. First, the bill lessens the requirement for TANF applicants to assign their rights to child support when such assignment may impact the likelihood of reunifying the child with their noncustodial parent, such as where the noncustodial parent is working to gain financial stability so they may reunify with their child. Further, when a child, but not the caregiver relative, receives TANF benefits (i.e., child-only cases), or if the caregiver relative is 55 or older, the bill (1) excludes such caregiver’s income from that child’s eligibility determination, (2) removes the 5-year cap on assistance, and (3) exempts such caregiver relatives from TANF work requirements. The bill also (1) encourages states to enact temporary guardianship laws, (2) provides grants for state plans to support caregiver relatives, and (3) requires the Administration for Community Living to provide grants for establishing cross-sector partnerships that support families with caregiver relatives.

Bipartisan Workforce Pell Act

United States · United States Congress · 5 December 2023

Bipartisan Workforce Pell Act This bill expands student eligibility for Pell Grants by establishing the Workforce Pell Grant Program. The bill also places conditions on certain private educational institutions. Specifically, the bill requires the Department of Education (ED) to award Workforce Pell Grants to students enrolled in eligible workforce programs. Eligible programs are those that provide at least 150 clock hours (but less than 600 clock hours) of instruction during a minimum of 8 weeks (but less than 15 weeks). A state workforce development board must first make a determination that the program (1) provides education aligned with the requirements of high-skill, high-wage, or in-demand industry sectors or occupations; (2) meets the hiring requirements of potential employers; and (3) satisfies any applicable educational prerequisite requirement for professional licensure or certification in the state or states in which the program is offered. Furthermore, an eligible program must lead to a recognized postsecondary credential that is portable across multiple employers and accepted toward requirements for a certificate or degree, as determined by an accrediting agency or association recognized by ED. Next, ED must determine if a program meets verified completion and job placement rates. ED must also collect and publish information regarding eligible workforce programs. The bill also places certain conditions on private educational institutions that are subject to an excise tax (also known as the endowment tax) on their net investment income. For example, the bill prohibits these institutions from awarding federal student loans to eligible students.

Full-Service Community School Expansion Act of 2023

United States · United States Congress · 4 December 2023

Full-Service Community School Expansion Act of 2023 This bill reauthorizes through FY2028 and expands the Full-Service Community Schools program. The program provides support for full-service community schools that serve children and their families, particularly for children who attend high-poverty elementary and secondary schools. Specifically, the bill directs the Department of Education (ED) to award grants to eligible entities to plan, implement, expand, and support full-service community schools. An eligible entity is a consortium of (1) one or more local educational agencies; and (2) one or more community-based organizations, nonprofit organizations, Indian tribes, tribal organizations, Native Hawaiian organizations, or other entities. A full-service community school is a public elementary or secondary school that incorporates the pillars of community schools. Among other practices, these pillars are defined by the bill as (1) integrated student supports that address out-of-school barriers to learning (e.g., medical care and assistance with housing, transportation, or nutrition); (2) expanded and enriched learning time and opportunities (e.g., before- and after-school programs); (3) student, family, and community engagement (e.g., adult education); and (4) collaborative leadership and practices, which must include a school-based leadership team, a community school coordinator, and a community-wide leadership team. The bill directs ED to award grants to states to plan, implement, and expand full-service community schools. A state educational agency that receives a grant must meet certain requirements, such as providing subgrants to local educational agencies, establishing a state-level steering committee, and establishing goals for the implementation and expansion of full-service community schools throughout the state.

Protecting Benefits for Disabled Veterans Act of 2023 This bill provides statutory authority for the Department of Veterans Affairs (VA) to assign, for purposes of the disability compensation program, a disability rating of total to a veteran who meets certain parameters and is unable to secure or maintain substantially gainful employment due to a service-connected disability. The VA may also make a determination on the disability rating in circumstances where a veteran meeting the specified parameters maintains marginal employment (income is less than the poverty threshold), or if the veteran maintains substantially gainful employment (exceeds the poverty threshold) and the VA determines that the rating is appropriate. The bill prescribes what disabilities may be considered as one disability (e.g., disabilities incurred or aggravated as a prisoner of war). The VA may not consider the age of a veteran or eligibility for retirement benefits when making any determination related to disability rating.
