Redistricting Reform Act of 2025 This bill sets forth requirements for congressional redistricting and generally prohibits mid-decade redistricting. Specifically, the bill requires that congressional redistricting be conducted in accordance with a plan developed by (1) a state-established independent commission; or (2) if such a commission does not enact a plan, a three-judge panel from a U.S. District Court. This requirement does not apply to a state that has a plan developed and approved by an independent redistricting commission that complies with specified requirements. The bill outlines the criteria for a redistricting plan, including that congressional districts must be drawn to (1) ensure the practical ability of a protected group to participate in the political process, nominate candidates, and elect representatives of choice; and (2) represent communities of interest and neighborhoods. Additionally, the bill prohibits the use of a redistricting plan that was drawn with the intent (or has the effect of) materially favoring or disfavoring any political party. Further, the bill establishes the requirements for appointing members to a state-established independent redistricting commission, including diversity requirements. The Government Accountability Office must report on the extent to which these commissions meet the diversity requirements. The bill includes a provision to prevent states from redistricting more than once following an apportionment (i.e., mid-decade redistricting). The bill also directs the Election Assistance Commission to make payments to states to carry out congressional redistricting.

Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027.

Doug LaMalfa Federal Disaster Tax Relief Certainty Act This bill extends the federal tax deduction for qualified disaster-related personal casualty losses and the exclusion from gross income of qualified wildfire relief payments. Under current law, unreimbursed personal casualty losses arising in a qualified disaster area (qualified disaster-related personal casualty losses) are deductible (as an itemized tax deduction or as part of the standard tax deduction) if such losses exceed $500 per casualty. A qualified disaster area is an area with respect to which a major disaster has been declared during the period beginning in 2020 and ending 60 days after July 4, 2025, if the incident period begins on or after December 28, 2019, and on or before July 4, 2025. The bill extends the federal tax deduction for qualified disaster-related personal casualty losses by defining a qualified disaster area as an area with respect to which a major disaster has been declared if the incident period begins on or after December 28, 2019, and before January 1, 2027. The bill provides that the exclusion from gross income of qualified wildfire relief payments applies to such payments attributable to forest or range fires declared a federal disaster after 2014 and before 2027, regardless of when such payments are received. (Currently, qualified wildfire relief payments attributable to forest or range fires declared a federal disaster after 2014 and received after 2019 and before 2026 may be excluded from gross income.) The bill also provides statutory authority for several related tax rules.

NSF AI Education Act of 2025 This bill establishes, or authorizes the National Science Foundation (NSF) to establish, various scholarship, fellowship, and grant programs to promote education and professional development related to artificial intelligence (AI). The bill authorizes NSF to award scholarships and fellowships to college students focusing their studies on AI. NSF may also support AI-related professional development fellowships for (1) students and faculty, (2) K-12 teachers and school professionals, and (3) industry professionals seeking short-term appointments to teach AI. NSF must also establish up to eight centers of AI excellence at community colleges or area career and technical education schools. Designated centers must develop best practices for AI research and education, integrating AI into the classroom, and facilitating partnerships with the private sector, among other topics. This program must be administered in coordination with the Department of Commerce Regional Technology and Innovation Hubs program. NSF may make merit-based grants to eligible entities, including institutions of higher education and nonprofit organizations, for research on AI teaching models, integration of AI in the classroom, and AI’s impact on educational outcomes for students through grade 12. Awards must be used to (1) prepare K-12 teachers to integrate AI into their classrooms; and (2) research, test, and implement AI-related instructional materials, teaching models, and professional development for teachers. Finally, NSF may establish a pilot program through which regional cohorts will provide AI-related peer support, mentoring, and research experiences to K-12 teachers and school leaders.

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language. Section 203 of the Voting Rights Act of 1965 (VRA) requires covered states and political subdivisions to provide voting materials and other language assistance to persons who are American Indian, Asian American, Alaskan Natives, or of Spanish heritage and whose ability to speak or understand English limits electoral participation. A state or political subdivision that is subject to Section 203 is prohibited from providing English-only voting materials in an election. Among other requirements, this bill (1) requires the Department of Justice to issue a notice of prohibition, including the trigger threshold at which the prohibition applies, to certain states and political subdivisions; and (2) requires covered states and political subdivisions to provide written translations of all voting materials, with the consent of any applicable tribal government, to election workers. Additionally, the bill requires the Election Assistance Commission to make incentive grants for states and political subdivisions to provide translated voting materials. The bill also directs the Government Accountability Office to study and report on the impact of (1) reducing the threshold requirement under Section 203 of the VRA, and (2) expanding the definition of language minorities to include native speakers of additional languages.

Election Mail Act This bill addresses the delivery and processing of election mail for federal elections, including by establishing certain standards for mail-in ballots. Specifically, the bill requires the U.S. Postal Service (USPS) to ensure (to the maximum extent practicable) same-day processing of mail-in ballots, postmark each ballot, carry election mail (e.g., voter registration applications and mail-in ballots) as first-class mail that is free of postage, appoint an election mail coordinator at each area office and district office, and consult annually with Indian tribes regarding barriers to voting for eligible voters living on Indian lands. The bill prohibits the USPS, within 120 days of a federal election, from making any operational change that would restrict the prompt and reliable delivery of election mail. Each state and jurisdiction must provide with each mail-in ballot a return envelope with an intelligent mail barcode. This requirement does not apply to a state or jurisdiction that uses an alternative system that enables voters to track the ballot through the mail. The bill requires election officials to count mail-in ballots that are postmarked by election day and arrive within seven days after the election.

Time Off to Vote Act This bill requires an employer, upon the request of an employee, to provide the employee with a minimum of two consecutive hours of paid leave while polls or sites that facilitate voting-related activity are open on the day of a federal election. This allotted time may be used to vote, return a mail-in ballot, or perform other voting-related activities. The employer may determine the two-hour period, excluding any lunch break or other break. Taking such leave shall not result in the employee losing accrued employment benefits. The bill makes it unlawful for an employer to interfere with the right to take such leave or for an employer to discriminate against an employee for taking such leave. Further, the bill makes it unlawful for any employer to retaliate against an employee for (1) opposing any practice made unlawful by this bill; (2) filing a charge, or instituting or causing to be instituted any proceeding, under or related to this bill; or (3) testifying or preparing to testify in an inquiry or proceeding relating to such leave. The bill specifies penalties for employers who violate these provisions.

Sustaining Our Democracy Act This bill establishes and provides funds through FY2035 for the State Election Assistance and Innovation Trust Fund for purposes of promoting election activities. Specifically, the bill establishes the Democracy Advancement and Innovation Program, through which the Office of Democracy Advancement and Innovation (also established by this bill) shall make allocations to states for carrying out democracy promotion activities. These activities include improving the administration of federal elections, recruiting and training nonpartisan election officials and poll workers, and increasing voting access. The bill requires each state, in order to receive allocated funds, to (1) submit a plan for approval that describes how the state will distribute resources and carry out democracy promotion activities, and (2) establish uniform and nondiscriminatory state-based administrative complaint procedures. The bill prohibits states from using funds for certain activities, including any activity that diminishes the ability of any eligible voter to participate in the electoral process.
