Building Resources and Access for Veterans' Mental Health Engagement Act of 2025 or the BRAVE Act of 2025 This bill addresses mental health services and care provided by the Department of Veterans Affairs (VA), including matters related to personnel, Vet Center administration, care for women veterans, and access to care. The bill authorizes the VA to waive the licensure or certification requirement for individual licensed professional mental health counselor appointees for a reasonable period of time. The bill also extends the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program and increases the maximum annual grant amount. The VA must provide Vet Centers with guidance for assessing outreach activities and implement processes to periodically assess the extent to which (1) veterans and eligible members of the Armed Forces experience barriers to obtaining services at Vet Centers, and (2) Vet Center staff may encounter barriers to providing services. Among other requirements, the VA must also survey and host listening sessions with women veterans to gauge the effectiveness of the VA’s suicide prevention, lethal-means safety, and mental health resources and messaging campaigns; initiate efforts to modify the Recovery Engagement and Coordination for Health-Veterans Enhanced Treatment (REACH VET) program to incorporate risk factors weighted for women; annually offer a mental health consultation to veterans who are receiving compensation for a service-connected disability relating to a mental health diagnosis; and implement a pilot program to provide access to mental health residential treatment programs for veterans with a spinal cord injury or disorder.

National Cemetery Access Act This bill requires that national cemeteries administered by the Department of Defense, Department of Veterans Affairs, or the National Park Service must be open to visitors on the 11 legal public holidays (e.g., Memorial Day).

Financial Services and General Government Appropriations Act, 2026 This bill provides FY2026 appropriations for several federal departments and agencies, including the Department of the Treasury, the Executive Office of the President, the judiciary, the District of Columbia, and several independent agencies. The independent agencies funded in the bill include the Administrative Conference of the United States, the Consumer Product Safety Commission, the Election Assistance Commission, the Federal Communications Commission, the Federal Deposit Insurance Corporation, the Federal Election Commission, the Federal Labor Relations Authority, the Federal Permitting Improvement Steering Council, the Federal Trade Commission, the General Services Administration, the Harry S. Truman Scholarship Foundation, the Merit Systems Protection Board, the Morris K. Udall and Stewart L. Udall Foundation, the National Archives and Records Administration, the National Credit Union Administration, the Office of Government Ethics, the Office of Personnel Management, the Office of Special Counsel, the Privacy and Civil Liberties Oversight Board, the Public Buildings Reform Board, the Securities and Exchange Commission, the Selective Service System, the Small Business Administration, the U.S. Postal Service, and the U.S. Tax Court. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

This resolution commends and congratulates Petty Officer Third Class Scott Ruskan for his bravery and heroic efforts to rescue 165 victims during the July 2025 catastrophic flooding in central Texas. It also extends gratitude to all members of the Coast Guard, other federal and state agencies, first responders, and volunteers who risked their lives to protect and rescue others.

Poarch Band of Creek Indians Parity Act This bill applies the Indian Reorganization Act (IRA) to the Poarch Band of Creek Indians. Additionally, the bill reaffirms previous decisions by the Department of the Interior to take land into trust for the tribe under the IRA. A 2009 Supreme Court case, Carcieri v. Salazar, decided that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the IRA was enacted in 1934. This bill (1) affirms the applicability of the IRA to the Poarch Band of Creek Indians, thereby deeming the tribe to be under federal jurisdiction as of June 18, 1934, for purposes of the IRA; and (2) reaffirms prior decisions by Interior to take land into trust for the benefit of the tribe.

American Flags to Honor Our Veterans Act of 2025 This bill authorizes the display of the American flag in an upright position directly adjacent to the grave site of a deceased member of the Armed Forces or veteran, regardless of other time and display requirements.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Combating Organized Retail Crime Act of 2025 This bill expands federal enforcement of criminal offenses related to organized retail and supply chain crime. The term organized retail and supply chain crime includes criminal offenses involving the interstate transportation of stolen property, the sale or receipt of stolen goods, or theft from an interstate or foreign shipment that is committed by, in coordination with, or at the instruction of an organization. First, with respect to criminal offenses involving the interstate transportation of stolen property or the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses by allowing prosecutions to be based on the aggregate value of stolen items over a 12-month period. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property obtained from the proceeds of an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill also makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any associated property. Third, the bill expands the federal money laundering statute to include offenses involving general-use prepaid cards, gift certificates, or store gift cards. Finally, the bill temporarily establishes a center within the Department of Homeland Security to coordinate federal law enforcement activities related to organized retail and supply chain crime.

Improving Veterans Access to Congressional Services Act of 2025 This bill requires the Department of Veterans Affairs (VA) to permit a Member of Congress (upon request) to use a VA facility to meet with constituents. The VA and the General Services Administration must jointly identify available spaces in VA facilities for such purposes. The VA must prescribe regulations regarding such use of a VA facility by a Member of Congress.

Sanctioning Russia Act of 2025 This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government. If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Romance Scam Prevention Act This bill requires online dating service providers (i.e., mobile applications or websites) to provide users with a fraud ban notification if the user has established an account with the service and received a message through the service from a banned user of the service. The fraud ban notification must include (1) the username or other profile identifier of the banned user and the most recent time when the user who is receiving the notification sent or received a message through the service to or from the banned user, (2) a statement that the banned user may have been using a false identity or attempting to defraud other users, (3) a statement that the user should not send cash (or another form of currency) or personal financial information to another user, (4) information about avoiding online fraud (e.g., a link to another website or a disclosure) and (5) contact information for the provider's customer service department. The bill provides for enforcement of these requirements by the Federal Trade Commission and state attorneys general.

Protecting Access to Ground Ambulance Medical Services Act of 2025 This bill extends the specialized rate increase for Medicare payment of ground ambulance services in rural areas for an additional three years (until January 1, 2028).

Correcting Guam's History in the PACT Act This bill expands eligibility for a presumption of service-connection for specified diseases associated with exposure to certain herbicide agents. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, service performed in Guam or its territorial waters between August 15, 1958, and July 31, 1980, provides a veteran who has a specified disease that is associated with exposure to certain herbicide agents with eligibility for a presumption of service-connection. (Under current law, the eligible time frame for service in Guam is between January 9, 1962, and July 31, 1980.)

Homes for Every Local Protector, Educator, and Responder Act of 2025 or the HELPER Act of 2025 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a first-time mortgage on a primary family residence with no down payment. Instead, the mortgage is subject to a one-time, up-front mortgage insurance premium.

This resolution honors and recognizes the patriotism and contributions made by generations of veterans service organizations, veteran advocacy groups, and volunteers and commends the members of such organizations for their dedicated service to members of the Armed Forces, veterans, their families, and their communities. The resolution also encourages the people of the United States to promote awareness of the contributions and dedication of members of veterans service organizations, veteran advocacy groups, and volunteers to members of the Armed Forces, veterans, and their families. Additionally, the resolution calls on citizens to follow the example of such groups and volunteer support and services to those who have served the country.

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.
