Veterans Medical Marijuana Safe Harbor Act This bill authorizes activities related to medical marijuana use by veterans and provides for research on medical marijuana use by veterans. Specifically, the bill authorizes (1) a veteran to use, possess, or transport medical marijuana in accordance with applicable state or Native American tribal law; (2) a Department of Veterans Affairs (VA) physician to discuss with a veteran the use of medical marijuana as a treatment if the physician is in a state or on tribal land that authorizes such treatment; or (3) a VA physician to recommend, complete forms for, or register veterans for participation in a medical marijuana treatment program in accordance with applicable state or tribal law. These authorizations expire after five years. The bill also requires the VA to report on (1) the use of medical marijuana by veterans to manage pain and to treat diseases and disorders (e.g., post-traumatic stress disorder); and (2) the relationship between state-approved medical marijuana treatment programs, program access, and opioid use and misuse reduction.

Safe Step Act

Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer.  A request for such an exception to the protocol must be granted if (1) an otherwise required treatment has been ineffective, (2) such treatment is expected to be ineffective and delaying effective treatment would lead to irreversible consequences, (3) such treatment will cause or is likely to cause an adverse reaction to the individual, (4) such treatment is expected to prevent the individual from performing daily activities or occupational responsibilities, (5) the individual is stable based on the prescription drugs already selected, or (6) there are other circumstances as determined by the Employee Benefits Security Administration. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol, including required information and criteria for granting an exception. The bill further specifies timelines under which plans must respond to such requests.

Global Aircraft Maintenance Safety Improvement Act This bill addresses safety standards related to foreign aircraft repair stations. Specifically, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year. Further, mechanics and others working on U.S. registered aircraft at foreign repair stations are required to meet certain minimum certification or licensing standards. The bill also prohibits certain agreements, contracts, and application approvals related to maintenance in a country that the Federal Aviation Administration's (FAA's) International Aviation Safety Assessment program has classified as Category 2 (i.e., the country does not provide safety oversight in accordance with certain international standards). Air carriers must submit annual reports to the FAA with respect to heavy maintenance work on aircraft (including on-wing aircraft engines) performed outside the United States. The bill also prohibits FAA officials from traveling internationally if a previously mandated final rule on drug and alcohol testing of employees at repair stations has not been published, with specified exceptions. In addition, the bill requires the FAA to initiate rulemaking to require certain employees of foreign repair stations to undergo security threat assessments. Finally, the bill directs the FAA to convene a foreign repair station working group with other civil aviation authorities to conduct a review of the certification and oversight of the stations and to identify any future enhancements to strengthen oversight of such stations.

Save Money on Auto Repair Transportation Act or the SMART Act This bill limits design patent infringement liability for component parts used to repair the exterior of a motor vehicle. Specifically, the bill limits liability for infringement of a design patent that claims the appearance of a component part of a motor vehicle's exterior, such as a hood or fender. The act of making, offering to sell within the United States, or importing into the United States an article of manufacture (such as an exterior component part from an aftermarket manufacturer) that would otherwise infringe such a design patent shall not constitute infringement if the purpose of the article of manufacture is to repair a motor vehicle to restore it to its original appearance. In addition, 30 months after a motor vehicle with an exterior component part covered by a design patent is offered for sale in any country, it shall not constitute design patent infringement to use or sell within the United States an otherwise-infringing article of manufacture if the purpose of that article of manufacture is to repair the motor vehicle to restore it to its original appearance.

RAIL Act

Reducing Accidents In Locomotives Act or the RAIL Act This bill addresses safety requirements for rail carriers and trains transporting hazardous materials. Specifically, the Department of Transportation (DOT) must issue safety regulations for trains carrying hazardous materials to require that rail carriers (1) provide state emergency response commissioners with advance notice and information about the hazardous materials; (2) reduce blocked rail crossings; and (3) comply with certain requirements regarding train length and weight specifications, track standards, speed restrictions, and response plans. DOT must also establish requirements for wayside defect detectors. These are used by railway systems alongside the tracks to detect defects and failures (e.g., wheel bearing failures). Current federal regulations do not require their use, but federal guidance does address their placement and use. Under the bill, DOT must issue regulations establishing requirements for the installation, repair, testing, maintenance, and operation of wayside defect detectors for each rail carrier operating a train carrying hazardous materials. Further, these regulations must establish requirements that safety placards be able to withstand heat in excess of 180 degrees. The bill also increases the maximum fines DOT may impose on rail carriers for violating safety regulations, requires DOT to update rail car inspection regulations and audit the federal inspection program, phases out certain railroad tank cars by May 1, 2028 (one year sooner than required under current law), expands training for local first responders, and imposes a new fee on certain rail carriers.

Specifically, the bill requires the VA to establish a competitive internship program to provide high-achieving law students with an opportunity to gain experience with the BVA. The VA must also establish a nine-year competitive honors pilot program to recruit high-achieving law students, recent law school graduates, and entry-level attorneys for employment. Under the pilot, the VA must (1) provide student loan repayment benefits to participants, (2) enter into participant agreements that outline terms of the program, (3) assign mentors who are outside of the participant's chain of command, and (4) provide participants with at least one assignment within the VA's Office of General Counsel. The bill also requires the VA to report on improving access to tele-hearings before the BVA (held by picture and voice transmission).

United States Foundation for International Conservation Act of 2023 This bill requires the Department of State to establish the U.S. Foundation for International Conservation as a tax-exempt organization to promote international conservation efforts, including by providing grants for eligible projects. The foundation shall fund projects that support effective area-based conservation measures and the long-term management of protected or conserved areas and their contiguous buffer zones. Such areas include terrestrial, coastal, and marine-protected or conserved parks, conservancies, and reserves. Projects must be cost-matched from sources other than the U.S. government. Project grants shall focus on countries that (1) have low-income, lower middle-income, or upper-middle-income economies; (2) have a high degree of biological diversity or important species or ecosystems; and (3) have demonstrated a commitment to conservation through their actions. The foundation may not provide support for any government, or any entity owned or controlled by a government, that has repeatedly provided support for acts of international terrorism or has engaged in a consistent pattern of gross human rights violations. Additionally, the foundation may not engage in any dealings prohibited under U.S. sanctions.

Correcting Guam's History in the PACT Act This bill expands eligibility for a presumption of service-connection for specified diseases associated with exposure to certain herbicide agents. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, service performed in Guam or its territorial waters between August 15, 1958, and July 31, 1980, provides a veteran who has a specified disease that is associated with exposure to certain herbicide agents with eligibility for a presumption of service-connection. (Under current law, the eligible time frame for service in Guam is between January 9, 1962, and July 31, 1980.)

Veteran Education Empowerment Act This bill reauthorizes through FY2031 and otherwise revises a Department of Education (ED) grant program for student veteran centers. Specifically, ED must make grants to institutions of higher education (IHEs) or consortia of IHEs to establish, maintain, improve, or operate a student veteran center. A student veteran center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with (1) a lounge or meeting space for themselves, their spouses or partners, their children, and veterans in the community; and (2) a centralized office for student veteran services that serves as a single point of contact to coordinate comprehensive support services for student veterans.

Commitment to Veteran Support and Outreach Act This bill authorizes the Department of Veterans Affairs (VA) to provide grants to states and Indian tribes to implement programs that improve outreach and assistance to veterans and their families to ensure that such individuals are fully informed about veterans' benefits and programs. Specifically, the VA may provide grants to states and tribes to (1) implement or enhance outreach activities; (2) increase the number of county or tribal veterans service officers in the state or tribe; or (3) expand, implement, or otherwise enhance existing programs and services of the existing state or tribal organization that is recognized by the VA in the preparation, presentation, and prosecution of claims for veterans benefits through representatives who hold positions as county or tribal veterans service officers. The VA must prioritize awarding grants in areas with a critical shortage of county or tribal veterans service officers, areas with high rates of suicide among veterans, and areas with high rates of referrals to the Veterans Crisis Line. During FY2024-FY2028, the VA is authorized to hire two or more additional full-time equivalent employees in the VA's Office of General Counsel to carry out duties under the accreditation, discipline, and fees program.

Prime Minister Golda Meir Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of Golda Meir, former Prime Minister of Israel, and the 75th anniversary of the United States-Israel relationship. All surcharges received by Treasury from the sale of such coins must be paid to the American Friends of Kiryat Sanz Laniado Hospital Inc.
