Student Non-Discrimination Act of 2013 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Fairness and Transparency in Contracting Act of 2013 - Amends the Small Business Act to exclude as a small business, for purposes of meeting federal agency contracting goals with small businesses, any small business (or subsidiary thereof) that is publicly traded, or any business (or subsidiary thereof) with more than 50% non-U.S. citizen ownership. Requires the Administrator of the Small Business Administration (SBA) to notify the head of each federal department or agency regarding this Act and its amendments, and the department or agency head to then notify its contractors. Directs the Administrator to: (1) publish a report regarding federal prime contracts awarded to businesses identified as small businesses for purposes of achieving small business contracting goals, and (2) establish procedures to ensure that the Central Contractor Registration database provides an adequate warning regarding criminal penalties for misrepresenting the status of a small business or person in order to obtain federal contracts. Provides for enforcement of complaints about the classification of a business for such purposes.

Medicare Drug Savings Act of 2013

Medicare Drug Savings Act of 2013 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to require drug manufacturers to pay the Secretary of Health and Human Services (HHS) drug rebates for rebate eligible (low-income) individuals. Excludes from Medicare coverage as a part D drug any drug or biological manufactured by a manufacturer that has not entered into and have in effect a rebate agreement with the Secretary. Requires a rebate agreement to require a drug or biological manufacturer to provide to the Secretary a rebate, determined according to a specified formula, for each rebate period ending after December 31, 2011, for any covered Medicare part D drug dispensed after that date to any rebate eligible individual for which payment was made by a prescription drug plan (PDP) sponsor or MedicareAdvantage (MA) organization for such period. Specifies a formula for determination of Medicaid rebate amounts for such drugs or biologicals. Amends SSA title XIX (Medicaid) to exclude any amounts paid under a rebate agreement from the determination of best price and average manufacturer price under the Medicaid program.

Public Safety and Second Amendment Rights Protection Act of 2013 - Amends the Brady Handgun Violence Prevention Act to reauthorize for FY2014-FY2017 the grant program for improvements to the criminal history record system. Amends the NICS Improvement Amendments Act of 2007 to: (1) establish a four-year implementation plan to ensure maximum coordination and automation of reporting of records or making records available to the National Instant Criminal Background Check System; (2) direct the Attorney General to make grants to states, Indian tribal governments, and state court systems to improve the automation and transmittal of mental health records and criminal history dispositions; (3) provide for reductions in grant funding to states that have not implemented a relief from disabilities program; (4) make federal court information available for inclusion in the System; and (5) allow the submission to the System of mental health records that would otherwise be protected by the Health Insurance Portability and Accountability Act (HIPAA). Provides that nothing in this Act shall be construed to: (1) expand the enforcement authority or jurisdiction of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); (2) allow the establishment, directly or indirectly, of a federal firearms registry; or (3) extend background check requirements to transfers of firearms other than those made at gun shows or over the Internet, or to temporary transfers for purposes including lawful hunting or sporting, or to temporary possession of a firearm for purposes of examination or evaluation by a prospective transferee. National Commission on Mass Violence Act of 2013 - Establishes the National Commission on Mass Violence to study the availability and nature of firearms, including the means of acquiring firearms, issues relating to mental health, and the impacts of the availability and nature of firearms on incidents of mass violence or in preventing mass violence. Requires the Commission to conduct a comprehensive factual study of incidents of mass violence, including incidents not involving firearms, to determine the root causes of such mass violence.

Breast Cancer Patient Protect Act of 2013 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan for prescribing any such length of stay. Requires such a plan to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act, and (2) ensure that coverage is provided for secondary consultations. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

Prevent All Soring Tactics Act of 2013 or the PAST Act - Amends the Horse Protection Act (HPA) to replace the Designated Qualified Persons program responsible for inspecting horses for soring with a new inspection system. (The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness.) Directs the Department of Agriculture (USDA) to prescribe regulatory requirements to license, train, assign, and oversee persons who are to be hired by the management of horse shows, exhibitions, sales, or auctions and are qualified to detect and diagnose sore horses or otherwise inspect horses at such events. Prohibits issuing a license to any person unless such person is free from conflicts of interest. Authorizes USDA to revoke a license for unsatisfactory performance. Requires USDA to give a preference to persons who are licensed or accredited veterinarians in issuing the licenses. Requires USDA to assign USDA-licensed inspectors after receiving notice that management intends to hire the inspectors. Directs an inspector to issue a citation for violations and notify USDA of the violations within five days of the citation being issued. Requires USDA to: (1) publish on the Animal and Plant Health Inspection Service's website information on violations of such Act; and (2) disqualify a horse that is sore for specified time periods that increase after the first, second, and third instance. Prohibits a person in any horse show, horse exhibition, or horse sale or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, auctioning, or offering for sale the horse. Prohibits showing, exhibiting, selling, or auctioning a Tennessee Walking, a Racking, or a Spotted Saddle horse with: (1) an action device that causes friction by rotating around a horse's leg or sliding up and down the leg or strikes the hoof, coronet band, fetlock joint, or pastern of the horse; or (2) a weighted shoe, pad, wedge, hoof band, or other device or material if it is constructed to artificially alter a horse's gait and is not strictly protective or therapeutic. Increases the maximum criminal penalties and maximum civil liability penalties for certain HPA violations. Authorizes USDA to disqualify a violator from: (1) transporting or arranging for the transportation of a horse to or from a show, exhibition, sale, or auction; (2) personally giving instructions to an exhibitor; or (3) being knowingly present in a warm-up area, inspection area, or other area that spectators are not permitted. Permits USDA to permanently disqualify a person with at least three violations after notice and an opportunity for a hearing.

Entitles each Senator, House Member, Delegate, and Resident Commissioner to nominate three persons each year. Requires nominees to be citizens or nationals of the United States and meet any minimum requirements established by the Secretary of the respective department in which the Coast Guard is operating. Directs the Superintendent of the Academy to furnish any Member of Congress, upon written request, the name of the nominating authority responsible for the nomination of any named or identified person for appointment to the Academy.

Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services (HHS) to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment for, and retention, research, and reinvestment in, the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, translating social work research to practice, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Requires such study to assess the professional capacity of the social work workforce to serve and respond successfully to the increasing biopsychosocial needs of individuals, groups, and communities in certain areas, including aging and child welfare. Terminates the Commission 30 days after it submits such report within 18 months of its first meeting. Authorizes the Secretary to award: (1) workplace improvement grants to eligible entities and individuals to address workplace concerns for the social work profession, including caseloads, compensation, social work safety, supervision, and working conditions; and (2) research grants, education and training grants, and community-based programs of excellence grants. Directs the Secretary to: (1) contract with a national social work entity to serve as a coordinating center and clearinghouse for information on activities funded under the grants, and (2) develop a multi-media outreach campaign and issue public service announcements that advertise and promote the social work profession.

Marine Debris Emergency Act of 2013 - Amends the Marine Debris Act to require the Administrator of the National Oceanic and Atmospheric Administration (NOAA): (1) to give preference under the Marine Debris Program to projects that address a severe marine debris event, including an event that has introduced or is likely to introduce marine invasive species to the United States; and (2) within 60 days after receiving a grant application with respect to such an event, to approve or disapprove such application and provide grant funds to an approved applicant. Authorizes state governors to request that the Administrator declare a severe marine debris event for such purpose. Requires the Administrator, within 30 days after receiving such request, to either declare such an event or provide a response explaining why not. Requires the Administrator to encourage grant recipients to: (1) educate staff and volunteers engaged in response efforts on the potential threats that marine debris and marine invasive species may pose, and (2) coordinate marine debris response efforts with appropriate entities. Defines "marine invasive species" to mean a marine nonindigenous species the introduction of which to the United States will, or is likely to: (1) cause economic or environmental harm; (2) threaten the diversity or abundance of native species or the ecological stability of infested waters; or (3) disrupt commercial, agricultural, aquacultural, or recreational activities dependent on infested waters.

Local Farms, Food, and Jobs Act of 2013 - Amends the Food and Nutrition Act of 2008 regarding the supplemental food assistance program (SNAP, formerly known as the food stamp program) to include as a retail store an agricultural producer marketing agricultural products directly to consumers. Requires participating retailers to pay 100% of the costs of acquiring, and arranging for the implementation of, electronic benefit transfer (EBT) point-of-sale equipment and supplies. Allows exemptions, including for farmers' markets, direct farmer-to-consumer marketing outlets, military commissaries, nonprofit food buying cooperatives, and group living arrangements. Ends manual vouchers, except as necessary. Establishes a pilot program to test mobile technologies for SNAP transactions. Permits using benefits to purchase a community-supported agriculture share. Provides for a five-state grant pilot program to purchase locally grown fresh fruits and vegetables for distribution to schools and service institutions participating in food service programs under the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966. Permits each school food authority with a low annual commodity entitlement value to elect to substitute locally and regionally grown and raised food for the authority's allotment of commodity assistance for the school lunch program, subject to specified conditions. Increases funding for community food projects and the seniors farmers' market nutrition program. Revises the hunger-free community provisions, including by prohibiting state or local sales taxes and providing specified mandatory funding through FY2018. Amends the Department of Agriculture Reorganization Act of 1994 to establish a Food and Agriculture Service Learning Program to increase knowledge of agriculture and improve the nutritional health of children. Establishes a special initiative within the Research, Education, and Extension Office to coordinate Department of Agriculture (USDA) plant and animal breeding research. Amends the Consolidated Farm and Rural Development Act to provide for guaranteed loans to eligible producers for the production of locally or regionally produced agricultural food products. Gives loan priority to projects that will increase access to locally or regionally grown food in underserved communities, create new market opportunities for local or regional agricultural producers, or support regional economic and community development. Amends the Farm Credit Act of 1971 to include assistance for the production of locally or regionally produced agricultural food products. Amends the the Competitive, Special, and Facilities Research Grant Act to expand the scope of the Agriculture and Food Research Initiative. Amends the Farmer-to-Consumer Direct Marketing Act of 1976 to reference locally and regionally produced agricultural products and give priority to projects that benefit underserved communities. Authorizes appropriations through FY2018. Amends the Specialty Crops Competitiveness Act of 2004 to specify making grants for locally or regional produced agricutural products. Provides for grants through FY2018. Provides for a study on local food production and program evaluation. Requires the Federal Crop Insurance Corporation to: (1) conduct activities or enter into contracts to carry out research and development for a whole farm risk management insurance plan, and (2) offer organic crop producers price elections for all organic crops that reflect actual retail and wholesale prices. Provides, with regard to the agricultural management assistance program, for: (1) nationwide program expansion, (2) organic certification cost assistance, and (3) funding through FY2018.

Equal Access to Quality Education Act of 2013

Equal Access to Quality Education Act of 2013 - Directs the Secretary of Education to award competitive matching grants to partnerships between high-need local educational agencies (LEAs) and institutions of higher education (IHEs) to establish or support: (1) teacher preparation programs, and (2) teacher induction and retention programs. Requires the teacher preparation programs to: (1) require participants to complete at least one year of residency followed by at least three years of teaching at the LEA's high-need schools, and (2) award participants a teaching credential or degree that meets state requirements for a teaching license or certification upon completion of the program. Requires the teacher induction and retention programs to use high-quality mentoring, teacher collaboration, and research-based instructional practices to: (1) support and advance the retention of beginning teachers and principals, and (2) promote effective teaching and leadership skills. Allows the grants to be used for certain other activities designed to improve the quality of education in high-need areas. Gives grant priority to partnerships that: (1) use a valid and reliable teacher performance assessment and have a plan to recruit teachers from among minority and local candidates and the disabled; or (2) use that assessment and include an IHE that is eligible to participate in the TEACH Grant program, a Tribal College or University, an Asian American and Native American Pacific Islander-serving institution, a Hispanic-serving institution, or a historically Black college and university.

Student Loan Fairness Act

Student Loan Fairness Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 (HEA) to establish a 10/10 Loan Repayment Plan that allows borrowers of Federal Family Education Loans (FFELs) and Direct Loans (DLs) to limit their monthly payment on such loans to one-twelfth of 10% of the amount by which their adjusted gross income and that of their spouse (if applicable) exceeds 150% of the federal poverty level. Establishes a 10/10 Loan Forgiveness Program that provides FFEL and DL forgiveness to borrowers who, after the date that is 10 years before the date of this Act's enactment, have made 120 monthly payments under the 10/10 Loan Repayment Plan or under another repayment plan that required them to make payments at least as large as those they would have made under the 10/10 Loan Repayment Plan. Credits the months during which an individual is in deferment due to an economic hardship as months for which payment was made for purposes of the 10/10 Loan Forgiveness Program. Caps the amount of loan forgiveness that the program will provide to individuals who become new borrowers after the date of this Act's enactment. Caps the interest rate on new DLs at 3.4%. Amends the public service employee loan forgiveness program to forgive the DLs of participants who have made 60 (currently, 120) monthly payments on such loans pursuant to specified repayment plans. Includes primary care physicians in medically underserved areas in the public service employee loan forgiveness program. Allows certain borrowers to consolidate their private education loans as Direct Consolidation Loans, provided the private loans were made on or before the date of this Act's enactment. Limits such borrowers to those who: (1) were students eligible for unsubsidized Stafford loans or PLUS loans under the FFEL or DL programs for their enrollment at an institution of higher education, or would have been had they been enrolled on at least a half-time basis; (2) borrowed at least one private education loan for such enrollment; and (3) have an average adjusted gross income that does not exceed their total education debt. Caps the interest rate on those Direct Consolidation Loans at 3.4%. Requires borrowers to apply for such loans within one year of this Act's enactment. Amends the Truth in Lending Act to direct the Bureau of Consumer Financial Protection (CFPB) to issue regulations that require private education lenders to sell private education loans to the Secretary of Education for consolidation as Direct Consolidation Loans. Sets forth the data to be used in determining the price paid for such loans. Amends title IV of the HEA to direct the Secretary of Education to pay the interest that accrues on unsubsidized FFELs and DLs that are deferred due to a student borrower's lack of full-time employment. Requires the Secretary to pay the interest that accrues on Federal Consolidation Loans that are in deferment due to a borrower's lack of full-time employment, provided the application for such a loan is received on or after the date of this Act's enactment. Directs the Secretary to pay the interest that accrues on FFELs and DLs that are subject to income-based repayment provisions and are in deferment due to a borrower's lack of full-time employment. Limits these interest-free deferment periods to those occurring on or after the date of this Act's enactment and covering no more than three years of full-time unemployment. Excludes from a borrower's taxable income the principal and interest on FFELs and DLs that is forgiven pursuant to income-based repayment plans.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth Promise Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity, and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Research Center for Proven Juvenile Justice Practices to provide PCCs and the public with research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention or intervention. Directs the Administrator to award grants to institutions of higher education to serve as regional research partners with PCCs that are located in the same geographic region as the educational institution.

Authorizes the Secretary to collect and set fee amounts. Authorizes the Secretary of Homeland Security (DHS) to admit into the United States a qualifying Canadian citizen over 50 years old and spouse for a period not to exceed 240 days if the person maintains a Canadian residence and owns a U.S. residence or has rented a U.S. accommodation for the duration of such stay. Directs the Secretary to require overseas visa processing posts to make public the availability of visa appointments during periods of low demand to encourage visa applicants to apply when interview wait times are lowest. Revises the visa waiver program to: (1) authorize the Secretary of Homeland Security to designate any country as a program country; (2) adjust visa refusal rate criteria, including addition of a 3% maximum overstay rate; and (3) revise probationary and termination provisions. Directs the Secretary to require U.S. diplomatic and consular missions to: (1) conduct nonimmigrant visa application interviews expeditiously, consistent with national security requirements and in recognition of resource allocation considerations; and (2) set a goal of interviewing 90% of all nonimmigrant visa applicants, worldwide, within 10 days of application receipt. Directs the Secretary to: (1) develop and conduct a pilot program for processing visas using secure remote videoconferencing technology, and (2) seek to coordinate enrollment and interview processes for individuals eligible for both a U.S. visa and enrollment in the Global Entry program.

Electronic Health Records Improvement Act - Amends title XVIII (Medicare) of the Social Security Act to exempt certain eligible physicians in solo practice and physicians near early retirement age from the application of the Medicare payment adjustment for not demonstrating electronic health record (EHR) meaningful use for certain payment years. Establishes a special rebate for eligible professionals who receive a negative adjustment to their payments for failure to establish an EHR process but subsequently do establish a process meeting the criteria for establishing meaningful use of certified EHR technology. Creates specified additional exceptions to the application of the Medicare negative payment adjustment for certain Medicaid providers participating in the Medicaid EHR incentive program and hospital-based eligible professionals not demonstrating EHR meaningful use. Adds as a criterion for meaningful EHR user that an eligible professional satisfactorily uses a qualified national specialty registry system that measures quality improvement or improves patient safety. Directs the Secretary to specify criteria for determining: (1) if a national specialty registry system is qualified under this Act, and (2) if an eligible professional has demonstrated satisfactory use of such a system for a period. Extends: (1) Medicare EHR incentives (increased payments and adjustments) to eligible professionals practicing in rural health clinics, and (2) Medicare Electronic Prescribing (ERx) and quality reporting incentives to rural health clinics. Disqualifies claims for items or services furnished by an eligible professional at an ambulatory surgical center during performance years for the 2015, 2016, or 2017 payment determinations from inclusion in data used to determine if the eligible professional is a meaningful EHR user. Exempts certain eligible professionals from certain EHR meaningful use requirements for purposes of the Medicare payment adjustment. Creates a process for eligible professionals to appeal a determination that they did not qualify as a meaningful EHR user. Amends SSA title XIX (Medicaid) to make certain requirements of this Act inapplicable to eligible professional Medicaid provider incentives to encourage the adoption and use of certified EHR technology.

Requires such documentation to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, documents, or other official employment records. Requires the Secretary, when determining whether to recognize service allegedly performed during such period, to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for or discharging from the merchant marine. Considers any service so recognized as active-duty service for purposes of veterans' burial benefits. Makes such veterans eligible for any appropriate military medals, ribbons, and decorations. Requires the Secretary to verify that an individual performed such service under honorable conditions without regard to their sex, age, or disability during the service period.

Directs the National Institute for Literacy to: (1) disseminate information regarding integrated English literacy, U.S. history, and civics education programs; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Makes integrated English literacy, U.S. history, and civics education programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy, U.S. history, and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Act and the Elementary and Secondary Education Act of 1965 to replace references to individuals of limited English proficiency with references to English language learners. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Establishes the Presidential Award for Business Leadership in Promoting United States Citizenship to be awarded to companies and other organizations that make extraordinary efforts in assisting their employees and members to learn English and increase their understanding of U.S. history and civics. Renames the Office of Citizenship within U.S. Citizenship and Immigration Services of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions furthering the integration of immigrants into this country. Permits the Office to accept donations in support of its activities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant introduction plans and disseminate information pertaining to effective English acquisition and civics education programs; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans. Establishes a New Citizens Award program authorizing the President to present a medal to up to 10 new citizens per year who make an outstanding contribution to this country.

Security and Financial Empowerment Act - Authorizes appropriations for grants for the national resource center on workplace responses to assist victims of domestic and sexual violence for FY2014-FY2018. Establishes limits on the use of funds for administrative costs. Requires the center to provide information and assistance to enable victim service organizations to provide resource materials or other assistance to employers, labor organizations, or employees. Amends the Violence Against Women Act (VAWA) to set forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic violence, dating violence, sexual assault, or stalking (domestic or sexual violence). Prohibits: (1) any employer from interfering with the exercise of any right provided under this Act; or (2) discrimination against any individual for exercising any such right, opposing any practice made unlawful by this Act, or instituting any proceeding under this Act. Establishes a private right of action to enforce this Act. Directs the Secretary of Labor to receive, investigate, and attempt to resolve complaints of violations of this Act. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes state use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for victims of domestic or sexual violence on emergency leave. Adds provisions to VAWA, entitled the Victims' Employment Sustainability Act, to prohibit certain discriminatory practices against victims of domestic or sexual violence by: (1) employers with respect to the terms, conditions, or privileges of employment; or (2) public agencies with respect to the terms or conditions of public assistance. Authorizes civil actions by individuals or the Attorney General to enforce such provisions. Amends the Internal Revenue Code to prohibit denial of unemployment compensation to individuals separated from employment due to their experience of domestic or sexual violence. Amends the Social Security Act to require training of unemployment compensation and TANF personnel to provide necessary services to victims of domestic or sexual violence. Authorizes the Secretary of Health and Human Services (HHS) to award a grant to a national victim services organization to develop and disseminate a model training program. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage (including termination of health insurance coverage) or addition of a premium differential based on the status of the applicant or insured as a victim of abuse by a household or family member, intimate partner, or caretaker. Provides for enforcement of such prohibitions by the Federal Trade Commission (FTC) and by a private cause of action.

Directs the Secretary to provide for periodic enumerations of qualified nonimmigrants in the states and territories of the United States. Defines "qualified nonimmigrant" as a person admitted to the United States pursuant to: (1) section 141 of the Compact of Free Association set forth in title II, or (2) section 141 of the Compact of Free Association between the United States and the government of Palau.

Requires LEAs to also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their discipline policies; (2) students and parents with grievance procedures that target such conduct; (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level; and (4) discipline policies that minimize the removal of students from instruction and prevent disproportionate punishment. Requires: (1) the Secretary of Education to conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools; and (2) the Commissioner for Education Statistics to collect state data, that are subject to independent review, to determine the incidence and frequency of the conduct prohibited by LEA discipline policies.
