National Pro-Life Waiting Period Act of 2012 - Prohibits an abortion provider engaged in interstate or foreign commerce from performing an abortion without waiting 24 hours after obtaining a written certification from the pregnant woman certifying the date and time of her first in-person meeting with the provider to seek the abortion. Makes an exception if the abortion is necessary to save a mother whose life is endangered by a physical disorder, illness, or injury, including a physical condition arising from the pregnancy itself. Requires the provider to certify the specific medical conditions that support such determination and include the certification in the woman's medical file. Sets penalties for willfully falsifying such a certification or for otherwise violating this Act. Establishes a private right of action against a provider to any woman upon whom an abortion has been performed in violation of this Act. States that this Act does not affect the duration of any waiting period required under state law that is equal to or longer than the waiting period required by this Act.

Urges the President and the international community to: (1) focus assistance on Haiti's public sector capacity to provide basic services, (2) develop and improve communications and participatory mechanisms to more substantially involve Haitian civil society at all stages of the cholera and post-earthquake responses, and (3) give priority to programs that protect vulnerable populations. Urges the President to: (1) make necessary resources available to U.S. and U.N. agencies, nongovernmental organizations, private volunteer organizations, and regional institutions; (2) assess long-term needs for investing in public health and building water and sanitation infrastructure, particularly in relation to the cholera epidemic; (3) lead humanitarian and development efforts with the government of Haiti, the Haitian Diaspora, and international actors; and (4) work with Haitian authorities and private landowners to prevent the forced eviction of internally displaced person communities.

Temporary Payroll Tax Cut Continuation Act of 2011 - Title I: Temporary Payroll Tax Relief - Amends the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 to: (1) extend through 2012 the 2% reduction in the self-employment tax rate for self-employment income not exceeding the excess of $18,350 over any wages and compensation paid to a self-employed taxpayer, and (2) extend through February 29, 2012, the 2% reduction in employment tax rates for employee wages and compensation not exceeding $18,350. Title II: Temporary Extension of Unemployment Compensation Provisions - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the final date for entering a federal-state agreement under the Emergency Unemployment Compensation (EUC) program through March 6, 2012. Postpones the termination of the program until August 15, 2012. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until March 7, 2012, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and August 15, 2012, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2011, to February 29, 2012, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the Railroad Unemployment Insurance Act, as amended by the American Recovery and Reinvestment Act of 2009, the Worker, Homeownership, and Business Assistance Act of 2009, and the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, to extend through February 29, 2012, the temporary increase in extended unemployment benefits for employees with 10 or more years of service as well as for those with less than 10 years. Title III: Temporary Extension of Health Provisions -Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the update to the single conversion factor in the formula for the physicians' fee schedules for the first two months of 2012 at zero (thus freezing the physician payment update for the first two months of 2012). Requires the conversion factor for the remaining portion of 2012 and subsequent years to be computed as if the zero update for the first two months of 2012 had never applied. Amends the Tax Relief and Health Care Act of 2006, as modified by other federal law, to extend section 508 hospital reclassifications for two months through November 30, 2011. ("Section 508" refers to Section 508 of the Medicare Modernization Act of 2003 [MMA], which allows the temporary reclassification of a hospital with a low Medicare area wage index, for reimbursement purposes, to a nearby location with a higher Medicare area wage index, so that the "Section 508 hospital" will receive the higher Medicare reimbursement rate.) Extends through February 29, 2012, the 1.0 floor on geographic indexing adjustments to the work portion of the physician fee schedule. Extends through February 29, 2012, the process allowing exceptions to limitations on medically necessary therapy caps. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to extend until February 29, 2012, an exception to a payment rule that permits laboratories to receive direct Medicare reimbursement when providing the technical component of certain physician pathology services that had been outsourced by certain (rural) hospitals. Amends SSA title XVIII to extend the bonus and increased payments for ground ambulance services until March 1, 2012. Amends the Medicare Improvements for Patients and Providers Act of 2008 (MIPPA) to extend the payment of certain urban air ambulance services until February 29, 2012. Extends increased payments for super rural ambulance services until March 1, 2012. Amends MIPPA to extend the physician fee schedule mental health add-on payment provision through February 29, 2012. Extends through February 29, 2012, hold harmless provisions under the prospective payment system (PPS) for hospital outpatient department (OPD) services. Extends the minimum payment for bone mass measurement through the first two months of 2012. Amends SSA title XIX (Medicaid) to extend the Qualifying Individual (QI) Program through February 29, 2012, at specified allocations. xtends the Transitional Medical Assistance (TMA) Program through February 29, 2012. Amends part A (Temporary Assistance for Needy Families) (TANF) of SSA title IV to extend the TANF program through February 29, 2012. Title IV: Mortgage Fees and Premiums - Amends the Housing and Community Development Act of 1992 to require the Director of the Federal Housing Finance Agency (FHFA) to require each government-sponsored enterprise (GSE) (the Federal National Mortgage Association [Fannie Mae] and the Federal Home Loan Mortgage Corporation [Freddie Mac]) to charge a guarantee fee in connection with any guarantee of the timely payment of principal and interest on securities, notes, and other obligations based on or backed by mortgages on residential real properties designed principally for the occupancy of from one to four families. Requires the FHFA Director to prohibit a GSE from consummating any offer for a guarantee to a lender for mortgage-backed securities if: (1) the guarantee is inconsistent with the requirements of this Act; or (2) the risk of loss is allowed to increase, through the lowering of the underwriting standards or other means, for the primary purpose of meeting the requirements of this Act. Requires direct deposit into the Treasury of any amounts received from fee increases imposed by this Act that are necessary to comply with the minimum increase required by this Act. Requires the Director to require each GSE, as part of its annual report, to: (1) describe changes made to up-front fees and annual fees as part of the guarantee fees negotiated with lenders, changes to the riskiness of the new borrowers compared to previous origination years or book years, and any adjustments required to improve for future origination years or book years, in order to be in complete compliance with guarantee fee requirements; and (2) assess how the changes in such guarantee fees met the requirements of this title. Amends the National Housing Act with respect to requirements for each mortgage secured by a 1- to 4-family dwelling that is an obligation of the Mutual Mortgage Insurance Fund. Directs the Secretary of Housing and Urban Development (HUD), in addition to other required or authorized premiums, to establish and collect through FY2021 annual premium payments of up to 10 basis points of the remaining insured principal balance for any mortgage for which the Secretary collects an annual premium on the remaining insured principal balance. Title V: Other Provisions - Subtitle A: Keystone XL Pipeline - Directs the President, acting through the Secretary of State, to grant a permit for the Keystone XL pipeline project application filed on September 19, 2008. Waives such requirement if the President determines that the Keystone XL pipeline would not serve the national interest. Requires the President, in that case, to report to certain congressional committees and officials a justification for his determination, including consideration of economic, employment, energy security, foreign policy, trade, and environmental factors. Declares that a permit for such pipeline shall take effect by operation of law if after 60 days following enactment of this Act the President fails to: (1) determine that the Keystone XL pipeline would not serve the national interest, or (2) grant the permit. Subtitle B: Budgetary Provisions - Amends the Congressional Budget Act of 1974 to make it out of order in the Senate to consider a bill, resolution, amendment, motion, or conference report that includes an emergency designation. Permits waiver or suspension of such prohibition, or successful appeals from a ruling of the Chair, only by an affirmative vote of three-fifths (60 votes) of the Senate. Prohibits the budgetary effects of this Act from being entered on either PAYGO scorecard maintained pursuant to the Statutory Pay-As-You-Go Act of 2010.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture (USDA) to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory livestock by specified entities, including a requirement that nonambulatory livestock be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy), and (2) not move nonambulatory livestock unless required for a specific test for disease. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act from passing through inspection any nonambulatory livestock, carcass, or carcass parts and requires an inspector at such establishment to label such material as "inspected and condemned."

Sets forth principles to ensure that water, sanitation, and hygiene projects carried out under the Foreign Assistance Act of 1961 and the Senator Paul Simon Water for the Poor Act of 2005 achieve maximum impact. Amends the Senator Paul Simon Water for the Poor Act of 2005 regarding the strategy to further the U.S. foreign assistance objective to provide access to safe water and sanitation in developing countries to: (1) transfer primary authority from the Secretary to USAID, (2) include hygiene, and (3) include designation of high priority countries. Directs the Administrator to maintain a webpage for information on U.S. water, sanitation, and hygiene foreign assistance programs.

Student Loan Default Prevention Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require the Secretary of Education, upon the request of an eligible guaranty agency, to enter into or revise a voluntary, flexible agreement with that agency to provide services to borrowers and potential borrowers of Federal Family Education Loans (FFELs) or Direct Loans (DLs). Treats guaranty agencies as eligible to participate in such agreements if they have extensive and relevant experience and demonstrated effectiveness in providing such services. Authorizes those guaranty agencies to provide services that include: (1) delinquency prevention and default aversion activities, (2) collecting defaulted loans, (3) monitoring institutions that participate in the DL program, (4) training financial aid officials, and (5) informational outreach to schools and students that supports access to higher education and financial literacy. Requires the Secretary to pay fees to such agencies that are cost neutral and take into account the savings projected from the provision of such services.

Cyber Intelligence Sharing and Protection Act

Cyber Intelligence Sharing and Protection Act of 2011 - Amends the National Security Act of 1947 to add provisions concerning cyber threat intelligence and information sharing. Defines "cyber threat intelligence" as information in the possession of an element of the intelligence community directly pertaining to a vulnerability of, or threat to, a system or network of a government or private entity, including information pertaining to the protection of a system or network from: (1) efforts to degrade, disrupt, or destroy such system or network; or (2) theft or misappropriation of private or government information, intellectual property, or personally identifiable information. Requires the Director of National Intelligence to: (1) establish procedures to allow intelligence community elements to share cyber threat intelligence with private-sector entities, and (2) encourage the sharing of such intelligence. Requires the procedures established to ensure that such intelligence is only: (1) shared with certified entities or a person with an appropriate security clearance, (2) shared consistent with the need to protect U.S. national security, and (3) used in a manner that protects such intelligence from unauthorized disclosure. Provides for guidelines for the granting of security clearance approvals to certified entities or officers or employees of such entities. Authorizes a cybersecurity provider (a non-governmental entity that provides goods or services intended to be used for cybersecurity purposes), with the express consent of a protected entity (an entity that contracts with a cybersecurity provider) to: (1) use cybersecurity systems to identify and obtain cyber threat information in order to protect the rights and property of the protected entity; and (2) share cyber threat information with any other entity designated by the protected entity, including the federal government. Regulates the use and protection of shared information, including prohibiting the use of such information to gain a competitive advantage and, if shared with the federal government, exempts such information from public disclosure. Prohibits a civil or criminal cause of action against a protected entity, a self-protected entity (an entity that provides goods or services for cybersecurity purposes to itself), or a cybersecurity provider acting in good faith under the above circumstances. Directs the Privacy and Civil Liberties Oversight Board to submit annually to Congress a review of the sharing and use of such information by the federal government, as well as recommendations for improvements and modifications to address privacy and civil liberties concerns. Preempts any state statute that restricts or otherwise regulates an activity authorized by the Act.

Everson Walls and Ron Springs Gift for Life Act of 2011 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Administrator of the Health Resources and Services Administration, to establish a National Organ and Tissue Donor Registry Resource Center, which shall: (1) advance the development, expansion, and evaluation of state organ and tissue donor registries; (2) facilitate timely access to, and the exchange of accurate donor information between, such registries; (3) ensure that registries funded through this Act comply with applicable requirements; (4) provide technical assistance to states for such registries; and (5) maintain a registry information clearinghouse to collect, synthesize, and disseminate best practices information. Requires the Secretary to award grants or cooperative agreements to states for the development, enhancement, expansion, and evaluation of organ and tissue donor registries. Sets forth requirements for registries, including that such registries: (1) allow a donor to include a statement or symbol that the donor has made, amended, or revoked an anatomical gift; (2) allow organ procurement organizations to access that information, at or near the donor's death; and (3) bar the use or disclosure of personally identifiable information for any other purpose without the donor's consent. Prohibits any person from being held civilly liable for having harvested or taken an individual's organs or tissues without obtaining valid consent if: (1) such person verified that the individual was registered as a donor with a state organ and tissue donor registry, and (2) the harvesting or taking was within the scope of the consent given for purposes of such registration. Directs the Comptroller General to report on the feasibility of establishing a living donor database to track health effects for donors associated with living organ donation.

Fair Payment for Energy and Mineral Production on Public Lands Act - United States Exploration on Idle Tracts Act or USE IT Act - Directs the Secretary of the Interior (Secretary) to issue regulations to establish a specified graduated annual production incentive fee with respect to federal onshore and offshore lands subject to a lease for production of oil or natural gas under which production is not occurring. Deficit Reduction Through Fair Oil Royalties Act - Prohibits the Secretary from issuing new oil or natural gas production leases in the Gulf of Mexico under the Outer Continental Shelf Lands Act (OCSLA) to a person that does not renegotiate its existing leases in order to require royalty payments if oil and natural gas prices are greater than or equal to specified price thresholds. Requires rentals or royalties received by the United States to be deposited in the Treasury for federal budget deficit reduction or, if there is no federal budget deficit, for reducing the federal debt. No Free Inspections for Oil Companies Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary to establish and collect inspection fees from operators of Outer Continental Shelf (OCS) facilities. Establishes in the Treasury the Ocean Energy Enforcement Fund as depository for such fees. Gulf Coast Oil and Gas Royalty Giveaway Repeal and Deficit Reduction Act - Amends the Gulf of Mexico Energy Security Act of 2006 to direct the Secretary of the Treasury to deposit: (1) 87.5% of qualified outer Continental Shelf (OCS) revenues into the general fund of the Treasury, and (2) 12.5 % of qualified OCS revenues in a special account in the Treasury to be disbursed 100% to provide financial assistance to states. Requires rentals or royalties received by the United States from leases under such Act to be deposited into the Treasury and used for federal budget deficit reduction or, if there is no federal budget deficit, for reducing the federal debt. Hardrock Mining Reform and Deficit Reduction Act of 2011 - Applies this Act to any mining claim, millsite claim, or tunnel site claim located under the general mining laws or used for beneficiation or mineral processing activities, regardless of whether legal and beneficial title to the mineral is held by the United States. Conditions federal issuance of a patent for any such mining or millsite claim upon specified determinations by the Secretary. Subjects production of locatable minerals to a royalty of 12.5% of the gross income from mining. Prescribes a hardrock mining claim maintenance fee for each unpatented mining claim, mill, or tunnel site on federally owned lands. Designates certain wilderness study areas, areas of critical environmental concern, and related areas as not open to location of mining claims. Permits a state or local government or Indian tribe to petition the Secretary for withdrawal of specific federal land from operation of the general mining laws in order to protect specific values. Instructs the Secretary to ensure that mineral activities on federal land subject to a claim are carefully controlled to prevent undue degradation of public lands and resources. Prescribes requirements for the exploration permit process and for operations permits, including financial assurances. Requires restoration of lands to a condition capable of supporting prior uses or other beneficial uses. Amends the National Materials and Minerals Policy, Research and Development Act of 1980 to direct the Secretary of Agriculture to initiate prompt actions to improve the availability and analysis of mineral data in public land use decision-making with respect to National Forest System lands. Amends the Energy Policy Act of 1992 to subject certain oil shale claims to the reclamation requirements of this Act. Repeals the Building Stone Act and the Saline Placer Act. Abandoned Mine Reclamation and Deficit Reduction Act of 2011 - Requires each operator of a hardrock mining operation to pay the Secretary a displaced material reclamation fee of 7 cents per ton of displaced material. Establishes the Abandoned Mine Cleanup Fund for: (1) deposit of such fees, and (2) use for grants to public entities for reclamation and restoration of land and water resources adversely affected by past mineral activities on certain federal lands. Amends the Surface Mining Control and Reclamation Act of 1977 to rename the Abandoned Mine Reclamation Fund as the Coal Abandoned Mine Reclamation Fund. Revises requirements for allocation of amounts from the Fund to states and Indian tribes for reclamation grants, administrative grants, and related uses. Repeals authority to use such amounts for water supply restoration, certain agreements for reclamation of rural lands, and the filling of voids and sealing of tunnels. Prescribes requirements for state or Indian tribe application for reclamation funds. Administrative Cost Recovery for Oil and Natural Gas on Public Lands Act of 2011 - Amends the Mineral Leasing Act to repeal the prohibition against reducing for federal administrative costs any payments to states from the proceeds of sales, bonuses, and royalties paid to the United States under oil and natural gas rentals of public lands. Requires such payments, beginning in FY2013, to be reduced by 2% for any such costs.

Directs the Federal Crop Insurance Corporation to offer a whole farm adjusted revenue risk management insurance plan that allows a producer to qualify for an indemnity if actual gross farm revenue is below 85% of the producer's average gross farm revenue. Prohibits the Corporation from requiring organic crop insurance premium surcharges. Directs the Corporation to offer organic crop producers price elections that reflect actual retail or wholesale prices. Amends the Food and Nutrition Act of 2008 (formerly known as the Food Stamp Act of 1977) to require state agencies to treat wireless retailers in the same manner as wired program retail food stores for purposes of supplemental nutrition assistance (SNAP, formerly food stamp) benefits. Defines "wireless retailer" to include: (1) a farmers market, (2) a farm stand, (3) a green cart, (4) a route vendor, (5) an entity operating a community-supported agriculture or fishery program, (6) a buying club, and (7) a farmer affiliated with such entities. Directs the Secretary of Agriculture (USDA) to establish a wireless retailer electronic benefit transfer pilot program for smartphone technology. Extends: (1) the program of fresh fruit and vegetable purchases for distribution to schools and service institutions; (2) the special supplemental nutrition program for women, infants, and children (WIC) farmers' market nutrition program; (3) the seniors farmers' market nutrition program; (4) the rural business opportunity grant program; (5) the value-added agricultural product market development grant program; (6) the Agriculture and Food Research Initiative; (7) the specialty block grant program; and (8) the national organic certification cost-share program. Amends the Richard B. Russell National School Lunch Act to permit schools to use an amount equal to 15% of their commodity dollars for purchases of locally grown food. Increases the annual fiscal year limit for community food project grants. Amends the Consolidated Farm and Rural Development Act to direct the Secretary to make and guarantee loans for the production of locally or regionally produced agricultural food products. Directs the Comptroller General (GAO) to evaluate how the credit needs of young, beginning, and small farmers and local and regional farm and food systems are being met by the Farm Credit System, USDA, the Department of the Treasury, and any other federal agencies. Amends the Department of Agriculture Reorganization Act of 1994 to direct: (1) the Secretary to distribute price reporting of locally or regionally produced agricultural food products, and (2) the Under Secretary to establish a special initiative to coordinate USDA research relating to classical plant and animal breeding. Amends the Rural Development Act of 1972 to direct the Secretary to increase technical assistance for sustainable local and regional food systems. Amends the the Farmer-to-Consumer Direct Marketing Act of 1976 to establish the local marketing promotion program (in lieu of the farmers market promotion program) to promote producer-to-consumer marketing, including farmers markets and other local and regional food markets. Directs the Secretary to establish in the Food Safety and Inspection Service technical assistance divisions to provide directly or through grants outreach, education, and training to very small or certain small meat and poultry processing plants. Directs the Secretary to establish an electronic option for meat and poultry label preapproval. Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to provide funding for the national food safety training, education, outreach, and technical assistance program.

Local Flexibility for Transit Assistance Act - Authorizes the Secretary of Transportation (DOT) to make urbanized area formula grants for the operating costs of equipment and facilities for use in public transportation in an urbanized area with a population over 200,000 to a designated recipient, direct recipient, or subrecipient that provides public transportation in the area operating less than 100 buses in fixed-route service in the area during peak service hours. Authorizes a designated recipient or direct recipient that operates at least 100 buses in fixed-route service during peak service hours in an urbanized area with a population of more than 200,000 to use grant funds for the operating costs of public transportation equipment and facilities in such projects if: (1) the recipients are certified by the Secretary as being in a crisis period; and (2) the recipients' percentage of revenue for the operating costs of public transportation equipment and facilities from non-federal sources (excluding system-generated revenue) is equal to the previous fiscal year's revenue, or the revenue is derived from dedicated sources. Specifies percentage limitations on the use of funds for urbanized areas with populations between 200,000 and 500,000, between 500,000 and 1 million, and over 1 million. Defines "crisis period" to mean that: (1) the unemployment rate within the recipients' service area is 7% or higher for the preceding month, or (2) the national average retail price of regular gasoline during a quarter has increased by more than 10%.
