Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war (such payments to be made after payments have been made to surviving Guam residents). Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury. Authorizes the Commission to adjudicate claims and determine payment eligibility. Requires: (1) claims to be filed within one year after the Commission publishes public notice of the filing period in the Federal Register; and (2) the Commission to make filing period information available to the public through the media in Guam. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation, or both.

Realize America's Maritime Promise Act or the RAMP Act - Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Breast Cancer Patient Protect Act of 2011 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan for prescribing any such length of stay. Requires such a plan to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that coverage is provided for secondary consultations. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

Teacher Education Assistance Creating Hope for Our Future Act of 2011 or TEACH for Our Future Act of 2011 - Amends the Higher Education Act of 1965 to expand the loan forgiveness available to public elementary and secondary school teachers under the Federal Family Education Loan (FFEL) and Direct Loan (DL) programs. Makes inapplicable to public school teachers the requirements limiting loan forgiveness to: (1) new borrowers on or after October 1, 1998; and (2) highly qualified teachers in certain schools that serve a high proportion of disadvantaged students. Maintains the requirement that such teachers teach full-time for five consecutive complete school years before becoming eligible for loan forgiveness. Raises to $25,000 the amount of the FFEL or DL outstanding that may be forgiven after a public school teacher's fifth complete school year of teaching. Maintains current loan forgiveness eligibility requirements for private elementary and secondary school teachers.

Belated Thank You to the Merchant Mariners of World War II Act of 2011 - Establishes in the Treasury the Merchant Mariner Equity Compensation Fund for payments by the Secretary of Veterans Affairs (VA) of a monthly benefit of $1,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Requires such individuals to: (1) apply for such benefit within one year after the enactment of this Act; and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. Requires the Secretary to include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Lumbee Recognition Act - Extends federal recognition to the Lumbee Tribe of North Carolina, which makes its members eligible for the services and benefits provided to Indians because of their status as members of a federally recognized tribe. Deems members of the Tribe residing in Robeson, Cumberland, Hoke, and Scotland Counties in North Carolina to be within the delivery area for such services. Authorizes the Secretary of the Interior to take land into trust for the Tribe. Prohibits the Tribe from conducting gaming activities. Requires North Carolina to exercise jurisdiction over all criminal offenses committed, and all civil actions that arise, on North Carolina lands owned by, or held in trust for, the Lumbee Tribe or any dependent Indian community of the Tribe.

Recognizes the 22nd anniversary of observing World AIDS Day. Expresses support for: (1) the goals and ideals of World AIDS Day; (2) continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States and for the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; (3) implementation of a national AIDS strategy; (4) the goals of providing universal access to comprehensive HIV/AIDS prevention, treatment, care, and support programs and protecting human rights for all people, including vulnerable and marginalized populations; and (5) efforts to address the factors that make populations vulnerable to HIV/AIDS by decreasing poverty and hunger, expanding educational opportunities for children, and empowering women. Commends: (1) the President and state and local governments for recognizing World AIDS Day and for encouraging individuals to undergo HIV testing; (2) media organizations for carrying messages in support of World AIDS Day; and (3) the work of AIDS service organizations and community and faith based organizations that are providing treatment, care, and support services to people living with and vulnerable to HIV/AIDS.

Condemns North Korea for its unprovoked November 2010 military attack against South Korea in violation of the Korean War Armistice Agreement and for causing civilian casualties. Expresses condolences to the South Korean victims and their families. Calls for North Korea to renounce further acts of aggression. Reaffirms the commitment of the House of Representatives to the alliance between the United States and the Republic of Korea, the security of South Korea, and stability on the Korean Peninsula. Encourages cooperation between the United States and U.S. allies and other countries in the region in the interests of enhancing peace in the Asia-Pacific region. Calls upon China to restrain North Korea from further acts of belligerence and to work with the international community to promote regional stability. Calls upon North Korea to cease all uranium enrichment activities and take concrete steps to dismantle, under international verification, all sensitive nuclear facilities.

Expresses the sense of Congress that an appropriate site on Chaplains Hill in Arlington National Cemetery be provided for a memorial marker, to be paid for with private funds, to honor the memory of the Jewish chaplains who died while on active duty in the U.S. Armed Forces, so long as the Secretary of the Army has exclusive authority to approve the design and site of the memorial marker.

Amends the Federal Election Campaign Act of 1971 to apply it specifically to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, or the United States Virgin Islands. Applies to such jurisdictions specified criminal penalties relating to the intimidation of voters, interference by government employees, and voting by aliens.

Statistical Teaching, Aptitude, and Training Act of 2010 or STAT Act of 2010 - Amends the Elementary and Secondary Education Act of 1965 to award formula grants to states and, through them, competitive subgrants to eligible partnerships to: (1) establish or enhance teacher training in statistics education; and (2) develop more rigorous statistics education curricula that are aligned with challenging state academic content and achievement standards in statistics, and integrate statistics in the teaching of other courses. Defines an "eligible partnership" as a partnership between a local educational agency (LEA) and one or more of the following: (1) an institution of higher education (IHE); (2) another LEA; (3) a public elementary or secondary school or schools; or (4) a government statistical agency experienced in improving the quality of statistics teachers. Requires partnership activities to be consistent with a statistical literacy plan that each state is required to develop and have approved by the Secretary of Education before receiving its formula grant. Authorizes the Secretary to award competitive grants to states that lack the resources to develop an adequate plan so that they can do so. Authorizes the Secretary to award competitive grants to IHEs, governmental statistical agencies, or nonprofit organizations to: (1) develop model state standards and curriculum frameworks for statistics education; (2) disseminate information about proven and tested model statistics education programs that integrate statistics in other studies; (3) develop and implement new policy approaches to advancing statistics education; (4) conduct national statistics education studies; and (5) advance the widespread adoption by states and LEAs of statistics education content standards.

Marine Debris Act Reauthorization Amendments of 2010 - Reauthorizes appropriations through FY2015 for, and revises provisions of, the Marine Debris Research, Prevention, and Reduction Act. Replaces provisions establishing within the National Oceanic and Atmospheric Administration (NOAA) the Marine Debris Prevention and Removal Program with provisions establishing the Marine Debris Program. Revises provisions governing such Program, including by requiring the Administrator of NOAA to: (1) investigate, identify sources of, assess, reduce, remove, and prevent the occurrence of marine debris and to address and prevent adverse impacts of such debris on the marine environment, navigation safety, and the economy; (2) address land-based sources of marine debris, develop fishing gear modifications or alternatives to conventional fishing gear posing a threat to the marine environment, and develop effective nonregulatory measures and incentives to cooperatively reduce the volume of lost and discarded fishing gear and to aid in its recovery; (3) undertake national and regional coordination to assist states, Indian tribes, and regional organizations to address marine debris issues that are particular to their areas; (4) develop tools and products to improve efforts to address marine debris and make them available to researchers, the marine debris community, and the general public; and (5) lead the development and implementation of a strategy to promote international action to reduce the incidence of marine debris. Requires the Administrator to host a Global Marine Debris Coordination Conference in 2015 and at least every four years thereafter. Defines "marine debris" to mean any man-made object that: (1) intentionally or unintentionally, is discarded, disposed of, or abandoned; and (2) enters the coastal or marine environment directly from a vessel, a facility, or shore or indirectly, by being carried via a river, stream, or storm drain or by other means.

Fishery Conservation Transition Act - Directs the Secretary of Commerce, for certain fisheries for which a fishery management plan is in effect that contains a complete prohibition on the retention of stocks subject to overfishing within the fishery for the entire fishing season, to determine whether such prohibition is sufficient to prevent or end overfishing for the stocks, or stocks being overfished. Sets forth provisions for specified remedial and other actions to be taken by the Secretary if the prohibition contained in such a plan is insufficient to prevent or end overfishing for the stocks to which it applies. Establishes an economic assistance program to assist recreational and commercial fishery participants, fishing industries, and fishing communities significantly affected by a prohibition on the retention of stocks to end or prevent overfishing or rebuild overfished stocks. Limits the federal share of assistance provided under the program to 75% and requires the provision of state matching funds. Provides criteria for determining the existence of an overfishing situation requiring emergency action. Requires the consideration of specified fishery studies and management measures in the review of any fishery management plan, plan amendment, or regulations relating to the rebuilding of overfished fisheries. Requires the Secretary to assess current management measures for stocks in multispecies fisheries.

Homeland Defense Operations Pay Equity Act - Revises the Omnibus Appropriations Act of 2009 to extend to federal government employees who are members of the Coast Guard Reserve or National Guard an entitlement to receive the basic pay which would have been payable for their civilian employment when absent while serving on active duty or training in certain domestic operations and emergencies.

Wildlife Disease Emergency Act of 2010 - Directs the Secretary of the Interior to: (1) declare a wildlife disease emergency in one or more states for a disease that is occurring either within the United States or outside the United States with the potential to enter the United States, (2) lead a coordinated response to the emergency, and (3) implement a grant program to provide funding to state wildlife agencies and Indian tribes to address such emergencies. Directs the Secretary, in making such a declaration, to consider: (1) the level of threat the disease poses to affected wildlife populations; (2) the sufficiency of resources available in the Wildlife Disease Emergency Fund; (3) the ability of the Department of the Interior and other federal, state, and local agencies, tribal governments, and other stakeholders to address and coordinate a response to the disease through other authorities; and (4) any state governor's request for such a declaration. Establishes in the Treasury a Wildlife Disease Emergency Fund, which shall be available to the Secretary for activities authorized by this Act. Directs the Secretary to establish a Wildlife Disease Committee to assist the Secretary in increasing the level of preparedness of the United States to address emerging wildlife diseases. Authorizes the Secretary to convene rapid response teams to address a wildlife disease emergency.

Denounces the actions of the State Peace and Development Council (SPDC) that seek to legitimize military rule in Burma through a flawed election process. Demands the release of Aung San Suu Kyi, detained Buddhist monks, and all other political prisoners and prisoners of conscience. Calls on the Administration to: (1) not recognize the military regime's elections as legitimate; and (2) implement the Tom Lantos Block Burmese JADE Act of 2008 by nominating the Special Representative and Policy Coordinator on Burma and by imposing the required financial sanctions. Calls on the Burmese junta to permit members of the democratic opposition and ethnic minorities to participate in the government. Urges support for an international inquiry to investigate the Burmese regime's war crimes and crimes against humanity.

Supports the goal of ensuring that all Holocaust survivors in the United States are able to live with dignity, comfort, and security in their remaining years. Applauds the nonprofit organizations and agencies that work tirelessly to honor and assist Holocaust survivors in their communities. Urges the Administration and the Department of Health and Human Services (HHS), in conjunction with the Administration on Aging (AoA), to provide Holocaust survivors with needed social services through existing programs. Encourages the AoA to expeditiously develop and implement programs that ensure Holocaust survivors are able to age in place in their communities and avoid institutionalization during their remaining years.

National Blue Alert Act of 2010 - Directs the Attorney General to: (1) establish a national Blue Alert communications network within the Department of Justice (DOJ) to disseminate information when a law enforcement officer is seriously injured or killed in the line of duty; (2) assign a DOJ officer to act as the national coordinator of the Blue Alert communications network; and (3) provide grants to states for the development or enhancement of programs and activities to support Blue Alert plans and the Blue Alert communications network. Sets forth the duties of the national coordinator, including working with states to develop additional Blue Alert plans in the network, establishing voluntary guidelines for states in developing Blue Alert plans, developing protocols for efforts to apprehend suspects, and establishing an advisory group to assist states, local governments, law enforcement agencies, and other entities in initiating, facilitating, and promoting Blue Alert plans.

Encourages individuals to be proactive about their health and to become knowledgeable of their blood pressure and their risk for hypertension. Expresses support for: (1) community-based programs that use culturally competent and evidence-based strategies to address hypertension; and (2) research that provides a better understanding of how hypertension affects communities that have been historically underrepresented in demographic studies and clinical trials for antihypertensive drugs. Recognizes the importance of linking hypertension awareness programs to other existing programs that address health concerns such as diabetes and obesity at the community health and development levels. Calls for the Food and Drug Administration (FDA) to set mandatory national standards, including improved nutrition labeling, for the sodium content in foods.

Recognizes that National POW/MIA Recognition Day is one of the six days specified by law as a day on which the POW/MIA flag is to be flown over specified federal facilities and national cemeteries, military installations, and post offices. Extends the gratitude of the House of Representatives and the nation to those who have served the United States in captivity to hostile forces as prisoners of war. Recognizes and honors the more than 84,000 members of the Armed Forces who remain unaccounted for and their families. Recognizes the untiring efforts of national POW/MIA organizations in ensuring that America never forgets the contribution of the nation's prisoners of war and unaccounted for military personnel. Applauds the personnel of the Defense POW/Missing Personnel Office, the Joint POW/MIA Accounting Command, the Armed Forces Identification Laboratory, the Life Sciences Equipment Laboratory, and the military departments for continuing their mission of achieving the fullest possible accounting of all Americans unaccounted for as a result of the previous conflicts of the United States.
