Expresses condolences to the families and loved ones of the sailors of the Republic of Korea Ship Cheonan who were killed in action on March 26, 2010. Stands in solidarity with the people and the government of the Republic of Korea in the aftermath of this incident. Reaffirms the commitment of the House of Representatives to the alliance between the Republic of Korea and the United States and to the Republic of Korea's security. Supports the findings and conclusions of the Republic of Korea's investigation report. Condemns North Korea for sinking the Cheonan. Calls for an apology by North Korea for its hostile acts and a commitment by North Korea never to violate the Korean War Armistice Agreement again. Urges the international community to: (1) support the Republic of Korea as it prepares to respond to the sinking of the Cheonan; and (2) implement all U.N. Security Council Resolutions pertaining to security on the Korean Peninsula, including Security Council Resolutions 1695, 1718, and 1874. Urges the United States, in coordination with its allies and partners, to take other appropriate actions in response to the sinking of the Cheonan and other hostile acts of North Korea.

Urges states to enact laws that address the crime of domestic sex trafficking of minors. Encourages the Department of Health and Human Services (HHS) to establish the pilot shelter for juvenile trafficking victims authorized by the Trafficking Victims Protection Reauthorization Act of 2005. Recognizes: (1) that the demand for commercial sex with minors is central to the problem of domestic sex trafficking and urges the Attorney General to make the arrest and prosecution of buyers a federal priority; (2) the need for standardized practices of identification and response to domestic sex trafficking of minors among law enforcement and service providers; and (3) the need for an adequate number of specialized residential facilities and services that are gender specific and trauma informed for the protection and restoration of trafficking victims.

Sikes Act Amendments Act of 2010 - Amends the Sikes Act (conservation programs on military installations and facilities) to include under such Act's coverage state-owned facilities used for National Guard training. Authorizes the Secretary of a military department to develop and implement an integrated natural resources management plan for a state-owned National Guard installation. Outlines plan elements and requires such plans to be reviewed at least every five years. Makes permanent and expands (under current law, a pilot program for FY2009-FY2014 limited to Guam) the program for invasive species management for military installations.

Expresses: (1) condolences for the loss of life and the physical and psychological damage caused by the April 2010 earthquake in Qinghai province, the Peoples Republic of China (PRC); (2) solidarity with the people of Qinghai province, Tibetan-Americans, Chinese-Americans, and all those who have been affected by the tragedy; and (3) support for the reconstruction needs of the residents of the areas affected by the earthquake, including the restoration of monasteries and other Tibetan Buddhist sites. Reaffirms the U.S. pledge to assist the people of China during this difficult period.

National Marine Fisheries Service Ombudsman Act of 2010 - Establishes an Office of the Ombudsman in the National Marine Fisheries Service which shall be under the direction of the Ombudsman of the National Marine Fisheries Service, who shall be appointed by the Administrator of the National Oceanic and Atmospheric Administration (NOAA). Requires the Ombudsman to maintain a regional Ombudsman in each of the regions for which a Regional Fishery Management Council. Requires the Ombudsman to report solely to, and be under the general supervision of, the Administrator and allows the removal of the Ombudsman only by the Administrator for neglect of duty, misconduct, or inability to perform the duties of the office of the Ombudsman. Sets forth the duties of the Ombudsman, including: (1) to act as a neutral third party who conducts informal, impartial fact finding and investigations; (2) to identify points of conflict or contention (and to mitigate such points of conflict or contention) between the fishing industry and the National Marine Fisheries Service with respect to the implementation and enforcement of regulations; (3) through each regional ombudsman, to serve as a point of contact for local fishermen and businesses that are regulated by the National Marine Fisheries Service; and (4) to maintain a public Internet site that includes contact information for each regional office.

Amends the Safe and Drug-Free Schools and Communities Act to require: (1) states to use grants for safe and drug-free schools to collect and report information on the incidence of bullying and harassment; and (2) local educational agencies (LEAs) and schools to use subgrants to prevent and respond to incidents of bullying and harassment. Requires such LEAs or schools to: (1) notify parents and students annually of conduct prohibited in their school discipline policies, that now must include bullying and harassment; and (2) establish complaint procedures for students and parents to register complaints regarding such conduct. Includes bullying and harassment within the Act's definition of violence.

Expresses support for the goals and ideals of the International Year of Biodiversity. Recognizes: (1) the importance of biodiversity to human well-being, the environment, and the ecosystems; and (2) the persistent threats that undermine biodiversity and require U.S. diligence in its participation under conservation strategies, plans, and agreements. Encourages complementary actions at the state and local levels. Reaffirms the U.S. commitment to the preservation of global biodiversity, especially through its leadership and participation under the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

Assuring Quality Care for Veterans Act - Authorizes (current law requires) the Secretary of Veterans Affairs (VA) to reimburse any full-time board-certified health professional (under current law, physician or dentist) appointed to the VA for continuing professional education expenses incurred, up to $1,600 per year (under current law, $1,000). Directs that the expenses incurred be required to maintain licensure.

Radiation Exposure Compensation Act Amendments of 2010 - Amends the Radiation Exposure Compensation Act to extend the Radiation Exposure Compensation Trust Fund until 19 years after enactment of this Act. Prescribes additional periods of required presence in an affected area during atmospheric nuclear testing for individuals filing leukemia or specified disease claims. Increases the amount of compensation an individual filing a claim may receive to $150,000. Expands "affected area" to include Colorado, Idaho, Montana, and New Mexico, as well as any county in Arizona, Nevada, or Utah. Extends to December 31, 1990, the period during which an individual employed at any time in a uranium mine or uranium mill is made eligible to receive compensation for a disease claim due to radiation exposure. Makes a core driller eligible to receive compensation upon filing of a disease claim. Makes miners, core drillers, and ore transporters who suffer renal cancer or any other chronic renal disease, including nephritis and kidney tubal tissue injury, eligible for compensation due to exposure to radiation while on the job. Requires the Attorney General to accept written affidavits meeting specified requirements regarding employment history, physical presence in an affected area, or participation at a nuclear testing site in determining the eligibility of claimants. Extends until 19 years after enactment of this Act the statute of limitations for the filing of such claims. Increases from 2% to 10% of the payment received by a claimant the maximum amount of attorneys fees that can be charged for the filing of an initial claim. Directs the Secretary of Health and Human Services (HHS), through the National Institute of Environmental Health Services, to establish a program of grants to institutions of higher education to study the epidemiological impacts of uranium mining and milling among non-occupationally exposed individuals, including family members of uranium miners and millers.

Veteran Employment Assistance Act of 2010 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a program, headed by a Director, which designates veterans business centers to provide entrepreneurial training and counseling to veterans in areas in which the number of veterans, especially veterans of Operations Iraqi Freedom and Enduring Freedom, exceed the national median. Requires the Director to establish a program of grants to veterans business centers to: (1) provide federal procurement assistance to small businesses owned and controlled by veterans; and (2) develop outreach programs to create or further develop service-disabled veteran-owned small businesses. Authorizes the Director to hold biennial veterans entrepreneurial development summits. Decreases from three years to one year the period for completion of training of new disabled veterans' outreach program specialists and local veterans' employment representatives. Directs the Secretary of Labor to provide a training subsistence allowance for each month that an unemployed veteran is enrolled in a full-time employment and training program that is offered by an eligible training provider and teaches a skill connected to a career in an in-demand industry. Provides for the use of veterans' post-9/11 educational assistance for the pursuit of apprenticeships and on-job training. Requires the Secretary of Veterans Affairs (VA) to establish: (1) a program to award grants to states to establish veterans conservation corps to give veterans volunteer and employment opportunities under state conservation projects; and (2) a center of excellence of methods for educational institutions to afford academic credit to veterans for previous military experience and training. Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to establish: (1) information technology military pathways demonstration programs to enable veterans to build upon technical skills learned in the military when entering into the civilian information technology workforce; and (2) nursing, public health and allied health professional, and physician assistant military pathways demonstration programs to enable veterans to build upon military technical skills when entering into civilian positions in those fields. Requires the Secretary of Labor to carry out a veterans energy-related employment program to encourage the employment of veterans in the energy industry. Directs the Secretary of Defense (DOD) to carry out the Veterans to Work pilot program to provide veterans with employment in military construction projects. Requires: (1) a report on improvements and enhancements of the Transition Assistance Program to better meet the needs of members of the Armed Forces and veterans; and (2) a study on a program of transition assistance modeled on the Employment Enhancement Program of the Washington National Guard.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Home Health Care Planning Improvement Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner; (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law; (3) a certified nurse-midwife; or (4) a physician assistant under a physician's supervision.

TRICARE Dependent Coverage Extension Act - Deems the following individuals as dependents, for purposes of dependent coverage under TRICARE (a Department of Defense [DOD] managed health care program): (1) a child who has not yet attained age 26 and is not eligible to enroll in any employer-sponsored plan; or (2) a person who is in the legal custody of the covered member, has not attained age 26, is not eligible to enroll in any employer-sponsored plan, resides with the member, is not otherwise a dependent under TRICARE, and is not the child of another covered beneficiary. Requires a premium payment for such coverage.

Cabin Fee Act of 2010 - Requires the payment of an annual "cabin user fee" by a "cabin owner." Defines: (1) "cabin user fee" as the annual fee paid to the United States by a cabin owner pursuant to an authorization for the use and occupancy of a cabin on National Forest System land derived from the public domain; (2) "cabin owner" as a person, heir, trust, or assignee authorized to use, occupy, and dispose of a cabin on National Forest System lands derived from the public domain or an heir or assignee of such a person; and (3) "cabin" as a privately built and owned recreation residence and related improvements on National Forest System land derived from the public domain that is authorized for private use and occupancy and may be sold or transferred between private parties. Directs the Secretary of Agriculture (USDA) to set such fee. Requires a reduction in the cabin use fee to $100 per year if access to a cabin is significantly impaired, whether by catastrophic events, natural causes or governmental actions, such that the cabin is rendered unsafe or unable to be occupied. Requires payment of a "cabin transfer fee" to the United States upon the transfer of a cabin between private parties for money or other consideration. Requires the Secretary to retain revenues from cabin user fees and cabin transfer fees necessary to cover costs incurred by the Forest Service in administering the Recreation Residence Program.

Amends the Internal Revenue Code to provide that health care coverage provided by the TRICARE program and the Nonappropriated Fund Health Benefits Program of the Department of Defense (DOD) shall constitute minimal essential health care coverage as required by the Patient Protection and Affordable Care Act.
