Illegal, Unreported, and Unregulated Fishing Enforcement Act of 2009 - Amends specified Acts related to commercial fishing and marine resources, including the High Seas Driftnet Fishing Moratorium Protection Act, the Magnuson-Stevens Fishery Conservation and Management Act, the Pacific Salmon Treaty Act of 1985, the South Pacific Tuna Act of 1988, the High Seas Fishing Compliance Act of 1995, and the Antarctic Marine Living Resources Convention Act of 1984, to provide for increased interagency and international cooperation, as well as for increased penalties for violations of such acts and increased enforcement and inspection authorities relating to driftnet fishing, illegal, unreported, or unregulated fishing, and bycatch of a protected living marine resource. Requires: (1) the development and publication of a list of vessels engaged in illegal, unreported, or unregulated fishing, including vessels identified by an international fishery management organization or an arrangement made pursuant to an international fishery agreement, whether or not the United States is a party to such organization or agreement; and (2) taking appropriate action against listed vessels. Authorizes the Secretary of Commerce to establish an international cooperation and assistance program, including grants, to provide assistance for international fishing capacity building efforts.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act - Makes appropriations for: (1) programs under the Elementary and Secondary Education Act of 1965 for FY2009-FY2014; and (2) the Individuals with Disabilities Education Act, including specified amounts for FY2009-FY2016 and an amount determined pursuant to a specified formula (based on the number of children who received special education, the average per-pupil expenditure, and the rate of change in a state's population) for FY2017 and thereafter. Requires such appropriated amounts to be expended consistent with pay-as-you-go requirements.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release the seven leaders and all other prisoners held solely on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, Mr. Sasan Taqva, and Ms. Haleh Roohi.

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act to allow the Secretary of Health and Human Services to deny a new drug application if the application fails to include required information on clinical investigations. Directs the Secretary to: (1) require that a new drug application include any clinical data possessed by the applicant that relates to the safety and effectiveness of the drug involved by gender, age, and racial subgroup; and (2) develop guidance for the staff of the Food and Drug Administration (FDA) to ensure that new drug applications are adequately reviewed to determine whether they include the required clinical data. Authorizes the Secretary to place a clinical hold on an investigation under an investigational new drug application if the sponsor of the investigation fails to meet the requirements of an annual report on the status of each study in progress. Applies provisions relating to clinical data submission for new drug applications to applications for an investigational new drug, a biologics license for a biological product, premarket approval for a class III device, and investigational use of a device. Amends the Public Health Service Act to require the Secretary to provide that all nonidentifiable patient safety work product reported to and among the network of patient safety databases be identified by sex. Directs that analyses of statistics of information reported to the network of patient safety databases take into account data that specifically relates to women and any disparities between treatment and the quality of care between males and females. Requires the Director of the Agency for Healthcare Research and Quality to support research and demonstrations to identify and evaluate clinical and organizational strategies to improve the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires the Secretary to: (1) distribute to females age 65 or older and appropriate health care professionals educational materials relating to the prevention, diagnosis, and treatment of heart disease, stroke, and cardiovascular diseases in women; and (2) conduct an education and awareness campaign for health care professionals relating to such diagnosis and treatment. Expands the grant program authorizing the Secretary to award grants for preventive health services to all states.

Amends the Wild Free-Roaming Horses and Burros Act to revise provisions concerning the management of such animals. Requires the Secretary of the Interior (for Bureau of Land Management- [BLM] administered lands) or the Secretary of Agriculture (for Forest Service-administered lands) to: (1) update the inventory of such animals annually and make it publicly available on the BLM website; (2) take specified actions to estimate populations of, and establish management levels for, such animals; (3) identify new rangelands, arrange for supervised protection on private lands, and establish sanctuaries or exclusive use areas for such animals; (4) implement enhanced surgical or immunocontraception sterilization or other safe methods of fertility control; (5) exhaust all practicable options of maintaining horse and burro populations in the range before providing for the capture and removal of excess animals for private maintenance; (6) take specified actions to promote the adoption program; (7) temporarily remove horses or burros from the range if their immediate health or safety is threatened; and (8) provide specified public information on animal removals, range changes, and treatment. Requires adopters of horses and burros to affirm that adopted animals will not be slaughtered for human consumption. Prohibits: (1) the use of helicopters or other airborne devices to remove such animals; (2) containing such animals in holding facilities for more than six months while awaiting disposition; or (3) the destruction of such an animal unless the Secretary determines it is terminally ill. Expands the membership of the advisory board on the management and protection of such animals. Applies criminal penalties to any person who transports a live or deceased horse or burro for processing into commercial products. Sets forth new reporting requirements on the management of such animals.

Ensuring Military Readiness Through Stability and Predictability Deployment Policy Act - Prohibits any unit of the regular Armed Forces from being deployed for Operations Iraqi Freedom or Enduring Freedom unless the period between the most recent previous deployment and a subsequent deployment is equal to or longer than the period of the most recent previous deployment. Expresses the sense of Congress that the optimal minimum period between such deployments should be equal to or longer than twice the period of the most recent previous deployment. Prohibits any unit of the reserves from being deployed for such Operations unless the period between the most recent previous deployment and a subsequent deployment is at least three times longer than the period of the most recent previous deployment. Expresses the sense of Congress that units of the reserves should not be mobilized continuously for more than one year, and that the optimal minimum period between such deployments should be five years. Provides exceptions from deployment requirements. Authorizes the President or chief of staff of the military department concerned to waive such requirements under certain circumstances.

Tom Lantos Pulmonary Hypertension Research and Education Act of 2009 - Expresses the sense of Congress that: (1) the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Heart, Lung, and Blood Institute, should continue aggressive work on pulmonary hypertension; and (2) the Director of the Institute should continue research to expand the understanding of the causes of, and to find a cure for, pulmonary hypertension. Requires inclusion of information on the status of pulmonary hypertension research at NIH in biennial reports to Congress. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to carry out an educational campaign to increase public awareness of pulmonary hypertension, which may include information on: (1) pulmonary hypertension and its symptoms; (2) the incidence and prevalence of pulmonary hypertension; (3) diseases and conditions that can lead to pulmonary hypertension as a secondary diagnosis; (4) the importance of early diagnosis; and (5) the availability of a range of treatment options. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA) and the Director of CDC, to carry out an educational campaign to increase awareness of pulmonary hypertension among health care providers, which may include information on: (1) the symptoms of pulmonary hypertension; (2) the importance of early diagnosis; (3) current diagnostic criteria; and (4) Food and Drug Administration (FDA)-approved therapies for the disease. Requires such campaign to target health care providers, including cardiologists, pulmonologists, rheumatologists, primary care physicians, pediatricians, and nurse practitioners.

Mammogram and MRI Availability Act of 2009 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 (ERISA) to require a group health plan that provides coverage for diagnostic mammography for any woman 40 years old or older to provide no less favorable coverage for annual screening mammography for such a woman, and diagnostic mammography, annual screening mammography, and annual magnetic resonance imaging for any high risk woman. Prohibits a group health plan from denying enrollment or renewal solely to avoid the requirements of this Act, providing monetary incentives to encourage women to accept less than such minimum protections, penalizing providers for providing care in accordance with this Act, or providing incentives to induce providers to provide care in a manner inconsistent with this Act. Applies such requirements and prohibitions to coverage offered in the individual market.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Greater Hells Canyon ecosystem; (6) Islands in the Sky Wilderness; and (7) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as wilderness and components of the System; and (3) certain biological connecting corridors as special corridor management areas. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Declares that Congress commits to passing, within 18 months, legislation that guarantees health care for women and all individuals and that establishes coverage that enables women to attain good health that they can maintain during their reproductive years and throughout their lives. Requires such legislation to: (1) recognize the role of women as health care consumers, caregivers, and providers; (2) guarantee a level of benefits and care necessary to achieve and maintain good health throughout a woman's lifetime and lessen the burdens caused by poor health; (3) promote primary and preventive care; (4) provide a choice of public and private insurance plans and direct access to a choice of health care providers to ensure continuity of coverage and a delivery system that meets the needs of women; (5) eliminate disparities in health coverage, treatment, and outcomes on the basis of gender, culture, race, ethnicity, socioeconomic status, health status, or sexual orientation; (6) share financing responsibility among employers, individuals, and the government while taking into account small business needs; (7) ensure affordable access to health care; (8) enhance health care quality and patient safety; (9) ensure a sufficient supply of qualified providers through expanded medical and public health education and adequate reimbursement; (10) ensure every woman access to a women's medical home, including direct access to women's health care providers and care coordination, throughout each woman's lifetime; (11) recognize and promote the role of women as providers of health care; and (12) promote administrative efficiency and ease of use. Urges the President sign such legislation.

Conveys to the government of the Commonwealth of the Northern Mariana Islands submerged lands surrounding such Islands and extending three geographical miles outward from their coastlines. States that P.L. 93-435 is intended to be applied in a consistent manner to Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands, except to the extent that there is a specific and express exception regarding its application to one or more of these territories.

Compensation Owed for Mental Health Based on Activities in Theater Post-traumatic Stress Disorder Act or COMBAT PTSD Act - Defines "combat with the enemy," for purposes of proof of service-connection for veterans' disability compensation, as service on active duty: (1) in a theater of combat operations during a period of war; or (2) in combat against a hostile force during a period of hostilities.

Federal Firefighters Fairness Act of 2009 - Provides that: (1) specified diseases, including heart disease, lung disease, tuberculosis, hepatitis, human immunodeficiency virus (HIV), and specified cancers, of federal employees in fire protection activities shall be presumed to be proximately caused by such employment; (2) the disability or death of such an employee due to such a disease shall be presumed to result from personal injury sustained while in the performance of duty; and (3) such presumptions may be rebutted by a preponderance of the evidence. Defines an "employee in fire protection activities" as a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker, who: (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; and (4) performs such activities as a primary responsibility of his or her job. Directs the National Institute of Occupational Safety and Health (NIOSH) to examine the implementation of this Act and appropriate scientific and medical data related to the health risks associated with firefighting and to report to Congress on: (1) an analysis of the injury claims made under this Act; (2) an analysis of the available research related to the health risks associated with firefighting; and (3) recommendations for any administrative or legislative actions necessary to ensure that those diseases most associated with firefighting are included in the presumption created by this Act.

Requires the total service of an employee who retires eligible for an annuity under the Federal Employees' Retirement System (FERS) (currently, an employee who retires on an immediate FERS annuity from the position of a registered nurse with the Veterans Health Administration), or who dies leaving a survivor entitled to benefits, to include the employee's days of unused sick leave for annuity computation purposes. Provides that those days will not be counted in determining average pay or annuity eligibility.

Veterans' Medical Personnel Recruitment and Retention Act of 2009 - Authorizes the Secretary of Veterans Affairs to appoint personnel for health care positions within the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA) not specifically listed as authorized categories for appointment, as long as the Secretary provides prior notification to the congressional veterans' committees and the Office of Management and Budget. Requires newly-appointed nurses to serve a probationary period. Authorizes the Secretary to: (1) appoint nurse assistants; and (2) waive required pay offsets for federal annuitants reemployed in VA health care positions. Sets the minimum rate of basic pay for appointees to certain positions in the Office of the Under Secretary for Health at the lowest rate of basic pay for a Senior Executive Service position. Allows for the payment of: (1) comparability pay of up to $100,000 annually for Office positions which are not physicians or dentists; and (2) special incentive pay of up to $40,000 annually to a VHA pharmacist executive. Removes or waives certain pay restrictions for: (1) physicians or dentists occupying administrative or executive leadership positions; (2) nurses; and (3) certified registered nurse anesthetists. Revises locality pay scale computations. Increases from $25,000 to $100,000 the special pay for nurse executives. Makes part-time nurses eligible for additional nurse pay. Provides limitations on overtime duty, weekend duty, and alternative work schedules for nurses, with exceptions for emergency situations. Reinstates the VA's health professionals educational assistance scholarship program, and increases maximum assistance amounts. Authorizes the Secretary to provide an educational loan repayment program for clinical researchers from disadvantaged backgrounds.

Suzanne Gonzales Suicide Prevention Act of 2009 - Amends the federal criminal code to prohibit the use of any facility of interstate or foreign commerce to teach a person how to commit suicide, or to provide such person with material support or resources in committing suicide, knowing such person is likely to use such assistance to commit suicide. Imposes a fine and/or prison term of not more than five years for violations. Increases the prison term to any number of years or life if a violation results in a death.

Coral Reef Conservation Act Reauthorization and Enhancement Amendments of 2009 - Coral Reef Conservation Amendments Act of 2009 - Amends the Coral Reef Conservation Act of 2000 to extend the award of remaining coral reef conservation program grant funds to appropriate projects, including monitoring and assessment, research, pollution reduction, education, and technical support. Authorizes actions to minimize injury to a coral reef or loss of an ecosystem function from vessel impacts, derelict fishing gear, vessel anchors and anchor chains, and unforeseen or disaster-related circumstances as a result of human activities and to stabilize, repair, or restore the reef, including vessel removal and emergency stabilization of the vessel or reef. Deems specified terms (such as "sanctuary resources" and "national marine sanctuary") to include any coral reef that is subject to the jurisdiction of the United States or (subject to state consent) any state, regardless of whether the reef is in a national marine sanctuary. Modifies the Act's purposes, the goals and objectives of the national coral reef action strategy, and the Act's authorized activities. Directs the Secretary of Commerce to provide for the long-term stewardship of environmental data. Allows the Coral Reef Conservation Fund to be used to address emergency response actions. Authorizes the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) make community-based planning grants for increased protection of high priority coral reefs; (2) maintain an inventory of all vessel grounding incidents involving coral reefs; and (3) identify all coral reefs with a high incidence of vessel impacts and measures to reduce such impacts. Establishes the International Coral Reef Conservation Program for ecosystems outside U.S. jurisdiction and establishes an international coral reef ecosystem partnership program. Establishes the U.S. Coral Reef Task Force to coordinate federal actions regarding such ecosystems. Amends the Fish and Wildlife Coordination Act to include such ecosystems in the definition of "wildlife" and "wildlife resources." Requires, regarding authorities under the Fish and Wildlife Act of 1956 and the Fish and Wildlife Improvement Act of 1978, that references to "wildlife" and "fish and wildlife" be construed to include such ecosystems. Authorizes the Secretary of the Interior, subject to appropriations, to provide financial assistance to coastal states.

Establishes the U.S. Office for Native Hawaiian Affairs (Office) within the Office of the Secretary of the Interior. Requires the Attorney General to designate a Department of Justice official to assist the Office in the implementation and protection of the rights of Native Hawaiians and their political, legal, and trust relationship with the United States. Establishes the Native Hawaiian Interagency Task Force to: (1) coordinate federal policies or actions that may significantly or uniquely affect Native Hawaiian resources, rights, or lands; (2) assure that each federal agency develops a policy on consultation with Native Hawaiians; and (3) assure the participation of such agencies in the development of an annual report on the Task Force. Establishes a process for development of a membership roll for organizing a Native Hawaiian Interim Governing Council and for election of a Native Hawaiian government. Recognizes the right of the Native Hawaiian people to adopt organic governing documents. Extends federal recognition to the government as the representative governing body of the Native Hawaiian people upon election of officers and certification by the Secretary. Permits the United States, upon federal recognition of the Native Hawaiian government, to enter into an agreement with the state of Hawaii and such government regarding the transfer of lands, resources, and assets dedicated to Native Hawaiian use.

Tracing and Recalling Agricultural Contamination Everywhere Act of 2009 or TRACE Act of 2009 - Amends the Federal Meat Inspection Act to direct the Secretary of Agriculture to establish a traceability system for all stages of manufacturing, processing, packaging, and distribution of food. States that cattle, sheep, swine, goats, horses, mules and other equines, and poultry presented for slaughter for human consumption, and the carcasses or parts of carcasses and the meat and food products of those animals, shipped in interstate commerce shall be identified in a manner that enables the Secretary to trace: (1) each animal to any location at which the animal was held at any time before slaughter; and (2) each carcass or part of a carcass and food product forward from slaughter through processing and distribution to the ultimate consumer. Directs the Secretary to establish a traceability system for all stages of production, processing, and distribution of meat and meat food products produced through the slaughter of such animals. Authorizes the Secretary to: (1) prohibit or restrict entry to a slaughtering establishment of an animal not so identified; and (2) require a person or entity to maintain records. Amends the Poultry Products Inspection Act and the Egg Products Inspection Act to establish similar provisions for poultry and poultry products and for eggs and egg products.

Dorothy I. Height and Whitney M. Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment, retention, research, and reinvestment in the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, translating social work research to practice, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Requires such study to assess the professional capacity of the social work workforce to serve and respond successfully to the increasing biopsychosocial needs of individuals, groups, and communities in certain areas, including aging and child welfare. Authorizes the Secretary to award: (1) workplace improvement grants to eligible entities and individuals to address workplace concerns for the social work profession, including caseloads, compensation, social work safety, supervision, and working conditions; and (2) research grants, education and training grants, and community-based programs of excellence grants. Directs the Secretary to: (1) contract with a national social work research entity to serve as a coordinating center and clearinghouse for information on activities funded under the grants; and (2) develop a multi-media outreach campaign and issue public service announcements that advertise and promote the social work profession.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2009, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on January 1, 2009, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Strengthening America's Public Health System Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) establish the Epidemiology and Laboratory Capacity Grant Program to assist public health agencies in improving surveillance for, and response to, infectious diseases and other conditions of public health importance; and (2) issue guidelines for public health entities relating to information systems to receive, monitor, and report infectious diseases and other such conditions. Authorizes the Secretary, acting through the Director, to: (1) address documented workforce shortages in state and local health departments in applied public health epidemiology and public health laboratory science and informatics; and (2) provide for the expansion of applied epidemiology training programs. Requires the Director, upon request, to assist the Council of State and Territorial Epidemiologists in developing or improving a process for states to conduct surveillance and submit reports to the Director on nationally notifiable diseases and conditions. Requires the Secretary to adopt and use guidelines to develop improved standards and protocols for binational epidemiology, surveillance, laboratory analyses, and control of infectious diseases between the United States and Mexico. Requires the Secretary, acting through the Director, to establish a committee to: (1) evaluate best practices in public health surveillance; and (2) assess systems needed for improving coordination among public health surveillance and monitoring systems.

Teen Dating Violence Prevention Act of 2009 - Authorizes the Attorney General to award grants to state, local, or tribal governments, nonprofit organizations, and community and faith-based organizations to provide services and education and counseling programs for runaway and homeless youth or other at-risk youth who are the victims of domestic or dating violence, sexual assault, or stalking.

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Treats the service as a member of the Alaska Territorial Guard during World War II of any individual who was honorably discharged therefrom as active service for purposes of eligibility for, and the computation of, retired pay for members of the Armed Forces. Makes such provision applicable for retired pay for months beginning on or after August 9, 2000.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and annually update a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NIH and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Pedestrian Safety Enhancement Act of 2009 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Sewage Overflow Community Right-to-Know Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require owners or operators of publicly owned treatment works to: (1) institute monitoring systems to provide timely alerts of sewer overflows; (2) notify the public, not later than 24 hours after receiving knowledge, of such overflows in areas where human health is potentially affected; (3) notify public health authorities and other affected entities, in the case of an overflow that may imminently and substantially endanger human health, immediately after the owner or operator knows of the overflow; (4) report each overflow on discharge monitoring reports to the Administrator of the Environmental Protection Agency (EPA) or the state; and (5) annually report to the Administrator or the state on the total number of overflows in a calendar year. Makes specified exceptions to notification and reporting requirements for backups into single-family residences and for overflows that occur in the course of treatment works maintenance, respectively. Requires annual summary reports by states to the Administrator. Requires the Administrator to issue regulations, including to establish overflow assessment guidance and develop communications measures to provide notification under this Act. Makes the monitoring systems eligible for state water pollution control revolving fund assistance.

Toxic Right-to-Know Protection Act - Amends the Emergency Planning and Community Right-to-Know Act of 1986 to repeal provisions authorizing the Administrator of the Environmental Protection Agency (EPA) to modify the frequency of submitting toxic chemical release forms. Requires the Administrator to establish the eligibility threshold regarding the use of a form A certification statement under the toxic release inventory program at not greater than 500 pounds for nonpersistent bioaccumulative and toxic chemicals. Prohibits the use of such form with respect to any chemical of special concern identified by the Administrator.

Safeguarding America's Seniors and Veterans Act of 2009 - Directs the Secretary of the Treasury to make a one-time payment of $500 to each eligible individual age 18 or over who, during the three-month period immediately preceding enactment of this Act, was entitled to Social Security benefits, railroad retirement benefits, or veterans disability benefits.
