Inclusive Home Design Act of 2007 - Requires, with exceptions, newly constructed, federally assisted single family houses and town houses to include at least one level that complies with the following accessibility features for persons with disabilities: (1) accessible entrance; (2) accessible interior doors; (3) accessible environmental controls; and (4) accessible habitable space and an accessible bathroom. Requires: (1) each applicant for federal financial assistance to submit compliance assurances to the relevant federal agency; and (2) each person who arranges for design or construction of a covered dwelling to submit architectural and construction plans for state or local approval. Prohibits federal financial assistance to a state or local government unit unless the recipient is taking certain enforcement actions with regard to covered dwellings. Permits: (1) private civil actions in a U.S. District Court or state court for violations under this Act; and (2) the Attorney General to commence civil actions or intervene in civil actions under this Act.

School-Based Health Clinic Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants for the cost of operating school-based health clinics to provide comprehensive primary health services (which include physical and mental health services, and which may include optional services such as nutrition, oral health, health education, and case management services) during school hours to children and adolescents by health professionals. Requires such clinics to: (1) provide services to children and adolescents for whom parental or guardian consent has been obtained; (2) provide on-site access during the academic day when school is in session and 24-hour coverage through an on-call system and backup health providers to ensure access to services on a year-round basis. Allows the Secretary to give preference to applicants who demonstrate an ability to serve: (1) communities with evidence of barriers to primary health care and mental health services for children and adolescents; (2) communities that have consistently scored poorly on child and adolescent standardized health indicator reports; (3) communities with high percentages of children and adolescents who are uninsured, underinsured, or enrolled in public health insurance programs; and (4) populations of children and adolescents that have demonstrated difficulty historically in accessing health and mental health services. Requires the Secretary to: (1) establish a program to provide technical and other assistance to clinics; and (2) implement a plan for evaluating clinics and monitoring the quality of their performance.

Federal Ocean Acidification Research And Monitoring Act of 2007 or FOARAM Act - Establishes the Interagency Committee on Ocean Acidification to oversee the planning, establishment, and coordination of a plan to improve the understanding of the role of increased ocean acidification on marine ecosystems and to develop adaptation techniques to effectively conserve marine ecosystems as they cope with ocean acidification. Requires a triennial report to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science and Technology of the House of Representatives containing a summary of federally funded ocean acidification research and monitoring activities, an analysis of the progress made toward achieving certain goals and priorities, and recommendations for future activities, including policy recommendations. Requires the Committee to develop a strategic research and implementation plan for coordinated federal activities. Directs the Secretary of Commerce to establish and maintain an ocean acidification program within the National Oceanic and Atmospheric Administration (NOAA) to implement such strategic research and implementation plan. Authorizes appropriations to NOAA to carry out this Act. Requires that, of amounts made available to carry out this Act: (1) the Secretary of Commerce make at least 60% available to other departments and agencies; and (2) at least 50% be allocated for competitive grants.

Homeless Access to Recovery through Treatment Act - Amends the Public Health Service Act to: (1) require hospitals and other inpatient facilities receiving federal funding under such Act or under title XIX (Medicaid) of the Social Security Act to ensure that patients are referred to appropriate medical care upon discharge and are placed in stable and appropriate housing; (2) establish a state substance abuse planning council to evaluate state substance abuse plans; (3) establish comprehensive community-based substance abuse prevention treatment for the homeless that is linguistically and culturally competent; (4) designate the homeless as a priority population and expand substance abuse and mental health services for the homeless; (5) expand substance abuse services for runaway, homeless, and street youth; (6) expand mental health and substance abuse services under the Projects for Assistance in Transition from Homelessness (PATH); (7) require the Secretary of Health and Human Services to report to Congress on federal, state, and local policies and practices regarding homelessness and addiction and mental illness prevention and treatment; and (8) require the Director of the Center for Substance Abuse Treatment to collaborate with the Assistant Secretary of Health and Human Resources for Children and Families to develop programs to provide substance abuse, alcohol abuse, and mental health services to children and families experiencing homelessness.

Consumer Product Safety Improvement Act of 2008

Consumer Product Safety Modernization Act - Makes any children's consumer product containing more than specified amounts of lead a banned hazardous substance under the Federal Hazardous Substances Act. Lowers the lead level at which paint is a banned hazardous product under the Consumer Product Safety Act. Requires independent third party testing of children's products. Provides for a variety of measures to facilitate identifying a product's source, intermediate parties, and end user. Requires replacing durable infant or toddler product voluntary standards with consumer product safety rules. Requires, in certain circumstances, that choking warnings be included in associated advertising. Authorizes appropriations: (1) to carry out the Consumer Product Safety Act and any other provision of law the Consumer Product Safety Commission (CPSC) carries out; and (2) for capital improvements to the Commission's research, development, and testing facility. Allows the CPSC to transact business with two members, if they are not of the same political party, until August 3, 2008. Modifies procedures for promulgating rules and regulations under the Consumer Product Safety Act and the Federal Hazardous Substances Act. Modifies procedures regarding the public disclosure by the CPSC of information regarding a consumer product. Allows the CPSC to prohibit product stockpiling. Requires notice to the CPSC if a consumer product fails to comply with a rule under the Federal Hazardous Substances Act, the Flammable Fabrics Act, or the Poison Prevention Packaging Act. Modifies requirements regarding action plans of manufacturers, distributors, or retailers to deal with products that present a substantial hazard. Requires manufacturers, distributors, or retailers to give public notice of a substantial product hazard on their Internet website and to third party Internet websites on which the product was for sale. Authorizes the CPSC to prohibit the export of, and makes it unlawful to sell, a product or substance that is not in conformity with applicable requirements. Increases the maximum civil penalties under the Consumer Product Safety Act, the Federal Hazardous Substances Act, and the Flammable Fabrics Act. Authorizes the forfeiture of assets associated with the violation of any Act enforced by the CPSC. Authorizes the CPSC, in certain circumstances, to make certain information obtained by the Commission available to any federal, state, local, or foreign government agency.

Preserve America and Save America's Treasures Act - Establishes the Preserve America Program, under which the Secretary of the Interior, in partnership with the Advisory Council on Historic Preservation, shall provide competitive grants to specified entities to support preservation efforts through heritage tourism, education, and historic preservation planning activities. Sets forth provisions regarding the designation of communities, tribal areas, and neighborhoods as Preserve America Communities. Establishes the Save America's Treasures Program, under which the Secretary shall provide grants to eligible entities for projects to preserve nationally significant collections and historic properties. Provides for, of the amounts available for such grants, not less than 50% to be available for projects to preserve collections and historic properties, which shall be distributed through a competitive grant process. Requires a collection or historic property to be provided a competitive grant only if such collection or property is: (1) nationally significant; and (2) threatened or endangered. Requires historic properties, to be eligible for a grant, to be: (1) listed in the National Register of Historic Places at the national level of significance; or (2) designated as a National Historic Landmark. Sets forth the criteria under which grants shall be provided to projects for eligible collections and historic properties.

Block Burmese JADE (Junta's Anti-Democratic Efforts) Act of 2007 - Amends the Burmese Freedom and Democracy Act of 2003 to: (1) waive the requirement that Congress annually enact renewal resolutions for the continuation of import restrictions against Burmese products; and (2) continue such sanctions until they are terminated by a joint resolution of Congress or by the President (under current law, until terminated by the President). Prohibits the importation of gemstones or rough unfinished geological material mined or extracted from Burma. Expands the ban on the issuance of visas and admission to the United States to former and present leadership of the State Peace and Development Council (SPDC) or the Union Solidarity Development Association (Burmese regime) to include Burmese military members (including their families) involved in the repression of protests in Burma in August, September, and October 2007, and Burmese officials who have engaged in gross violations of internationally recognized human rights. Waives such ban only if the President certifies to Congress that it is in the national interests of the United States. Expands current law provisions providing for the freezing of assets in the United States of Burmese regime members to provide for the blocking of all property and assets in the United States: (1) that are owned by members of the Burmese regime and Burmese military and Burmese officials who have engaged in gross violations of internationally recognized human rights; and (2) of persons and financial institutions associated with such individuals. Sets forth, with specified exceptions, certain prohibited activities related to the blocking of such property. Subjects persons who violate such prohibitions to certain penalties. Denies tax deductions or tax credits with respect to amounts paid or incurred by the Burmese regime, or a joint production agreement involving the Yadana gas field or pipeline.

Home Health Care Access Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth PROMISE Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity; and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Center for Proven Practices Research to provide PCCs and the public current research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention and intervention. Directs the Administrator to award grants to hire and train law enforcement officers as youth-oriented police to work with PCCs, other community-based organizations, and high-risk youths. Establishes a Center for Youth-Oriented Policing. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for the creation and expansion of state, local, and tribal juvenile witness and victim protection programs. Extends and increases funding for juvenile accountability block grants through FY2013.

Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Office of Justice Programs to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI) and the Bureau of Immigration and Customs Enforcement. Requires the Attorney General to report to Congress annually on resources used to investigate and prosecute child exploitation and child obscenity cases.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

Calls upon the President to develop within the Department of State and the United States Agency for International Development (USAID) a Women and Girls of Darfur Initiative to improve assistance to victims and potential victims of rape and sexual violence in Darfur, Sudan, eastern Chad, and the Central African Republic. Calls upon the Secretary General of the United Nations, the permanent members of the U.N. Security Council, the African Union (AU), the European Union (EU), the Arab League, and other nations to take steps to ensure that a fully funded and fully equipped U.N.-AU peacekeeping force (UNAMID) is deployed to Darfur, including an adequate number of female troops and police to properly manage incidents of rape and sexual violence. Calls upon the Security Council to: (1) find the government of Sudan in noncompliance with Security Council Resolution 1325; (2) call on the government of Sudan to provide legal protections to victims of rape and sexual violence and to bring to justice individuals responsible for such crimes; and (3) enforce the arrest warrants for Ahmad Muhammad Harun and Ali Muhammad Al Abd-Al-Raham, and further recognize the systematic rape of women and girls in Darfur as crimes against humanity and war crimes.

Declares that it is the sense of the Congress that the United States, through the International Commission for the Conservation of Atlantic Tunas, should: (1) pursue a review and assessment of compliance with conservation and management measures adopted by the Commission for the 2006 Eastern Atlantic and Mediterranean bluefin tuna fishery and other fisheries subject to Commission jurisdiction; (2) address noncompliance by nations through appropriate actions including, as appropriate, deducting a proportion of a future quota for a country to compensate for such country exceeding its quota in prior years; (3) pursue a meaningful discussion of the implementation and effectiveness of a specified Commission recommendation relating to a recovery plan for bluefin tuna in the Eastern Atlantic and Mediterranean; and (4) seek to strengthen conservation and management of Eastern Atlantic and Mediterranean bluefin tuna by making recommendations to halt the decline of the stock and begin to rebuild it.

Methamphetamine Prevention Enhancement Act of 2007

Methamphetamine Prevention Enhancement Act of 2007 - Amends the Public Health Service Act to direct the Administrator of the Substance Abuse and Mental Health Services Administration to establish a Drug-Free Workplace Information Clearinghouse. Requires the Clearinghouse Director to: (1) serve as a resource for employers maintaining or attempting to establish a drug-free workplace policy; (2) provide assistance to employers and employees in resolving complaints, grievances, and requests for information regarding drug-free workplaces and in understanding rights and responsibilities under federal employment laws pertaining to drug-free workplace policies; and (3) conduct an educational campaign for employers on federal drug-free workplace standards or guidelines and on federal assistance available to employers to establish or maintain a drug-free workplace. Requires the Director of the Center for Substance Abuse Treatment to: (1) make grants to medical associations, health care providers, and health care facilities to conduct training for health care providers on recognizing the signs of methamphetamine addiction and recognizing vulnerable populations for purposes of preventing and treating such addiction; (2) conduct an educational campaign on the public health effects of methamphetamine addiction; and (3) make grants to schools, community organizations, and local governmental entities to establish or maintain a methamphetamine awareness project consisting of after-school or extracurricular activities in which students learn about the dangers of methamphetamine through hands-on advertising or video production exercises.
