Strengthening Preventive Health Care for Service Members Act This bill expands preventive health care services under the Department of Defense's (DOD) TRICARE program to include services comparable to coverage provided by a group health plan and a health insurance issuer offering group or individual health insurance coverage under the Public Health Service Act, including certain: (1) evidence-based items or services; (2) immunizations; (3) evidence-informed preventive care and screenings for infants, children, and adolescents; and (4) additional preventive care and screenings for women. Persons entitled to such medical care shall also be entitled to other evidence-based preventive health care services and screenings, as DOD may prescribe. DOD shall prescribe regulations to: (1) waive certain copayments for preventive services for beneficiaries, and (2) ensure that a beneficiary pays nothing for such preventive services without regard to whether the beneficiary has reached his or her annual deductible. The bill makes immunizations and health promotion and disease prevention visits available to all dependents. (Currently, different health care provisions apply to dependents based upon whether they are under, or at least, six years old.)

Reserve Component Benefits Parity Act This bill makes reserve component members who are deployed to support pre planned operations of a combatant command eligible for: (1) pre-mobilization health care, (2) transitional health care, (3) consideration of active duty service to reduce the age for retired pay, (4) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations, (5) Post-9/11 educational assistance, and (6) non-reduction in pay while serving in the uniformed services or National Guard. The bill makes reserve component members who are deployed in response to a major disaster or emergency eligible for Post-9/11 educational assistance. The bill makes all such reserve component members eligible for extension of the time limitation during deployment with respect to: (1) educational assistance, and (2) training and rehabilitation assistance for veterans with service-connected disabilities.

Preventing Maternal Deaths Act of 2017 This bill directs the Department of Health and Human Services (HHS) to establish a program under which HHS may make grants to states for the purpose of: (1) reviewing pregnancy-related and pregnancy-associated deaths (maternal deaths); (2) establishing and sustaining a maternal mortality review committee to review relevant information; (3) ensuring that the state department of health develops a plan for ongoing health care provider education in order to improve the quality of maternal care, disseminate findings, and implement recommendations; (4) disseminating a case abstraction form to aid information collection for HHS review and preserve its uniformity; and (5) providing for the public disclosure of information included in state reports. The bill defines "pregnancy-associated death" as the death of a woman while pregnant or during the one-year period following the date of the end of pregnancy, irrespective of the cause of death. It defines "pregnancy-related death" as the death of a woman while pregnant or during the one-year period following the date of the end of pregnancy, irrespective of the pregnancy's duration, from any cause related to, or aggravated by, the pregnancy or its management, excluding any accidental or incidental cause. States shall develop procedures for mandatory reporting to their departments of health by health facilities and professionals concerning maternal deaths and for voluntary reporting of such deaths by family members. States shall investigate each case and prepare a case summary for each case, to be reviewed by the committee and included in applicable reports. The bill amends the Public Health Service Act to direct HHS to take specified steps to eliminate disparities in maternal health outcomes.

Veterans' Compensation Cost-of-Living Adjustment Act of 2017 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2017, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Each such increase shall be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Scientific Integrity Act

Scientific Integrity Act This bill requires, subject to Freedom of Information Act disclosure restrictions and privacy requirements, federal agencies that fund or conduct scientific research to: (1) promote and maximize the communication and open exchange of scientific data and findings to other agencies, policymakers, and the public; and (2) prevent the suppression or distortion of such data and findings. The bill amends the America COMPETES Act to require federal agencies that fund or conduct scientific research to develop and enforce a scientific integrity policy and submit it to Congress and the Office of Science and Technology Policy (OSTP). A scientific integrity policy must, at a minimum, ensure that scientific conclusions are not made based on political considerations. It must be made available to the public on agency websites and be disseminated to each new agency employee and contractor. Agencies must also develop and require training on the policy for its employees and contractors. The OSTP shall enter into an agrement with the National Academy of Public Administration to study the appropriateness of scientific integrity policies.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth. The Commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the Commonwealth. The Commonwealth shall consist of all Washington, DC territory as of enactment of this bill, with specified exclusions for federal buildings and monuments. The Commonwealth may not impose taxes on federal property except as Congress permits. The bill applies current DC laws to the Commonwealth and continues pending judicial proceedings. The bill maintains: (1) DC as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-Third Amendment to the Constitution (which provides for the appointment of electors for President and Vice President).

Young Jr., Social Work Reinvestment Act This bill directs the Department of Health and Human Services (HHS) to establish the Social Work Reinvestment Commission to provide independent counsel to Congress and HHS on policy issues related to recruitment, retention, research, and reinvestment in the profession of social work. In addition, HHS shall award specified grants to support grantees in carrying out workplace improvement programs to address concerns related to the social work profession. HHS shall also award specified grants to support: (1) postdoctoral research in social work, (2) the recruitment and education of social work students in advanced degree programs and the professional development of social work faculty, and (3) the testing and replication of effective social work interventions. HHS must contract with a national social work entity to serve as a coordinating center and clearinghouse. In addition, HHS must develop and issue public service announcements that advertise and promote the social work profession.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

Keep America's Waterfronts Working Act

Keep America's Waterfronts Working Act This bill amends the Coastal Zone Management Act of 1972 to direct the National Oceanic and Atmospheric Administration (NOAA) to establish a Working Waterfront Grant Program. Under the program, NOAA may award grants to coastal states with approved working waterfront plans in place to preserve and expand access to coastal waters for people engaged in fishing, aquaculture, boat building, and other water-dependent businesses. In addition, NOAA is authorized to award grants to coastal states for the purpose of developing or revising working waterfront plans. States are allowed to allocate any grant money received to eligible local governments and other entities. Each state that is awarded a grant must contribute at least 25% of matching funds towards the total cost of the project carried out with the grant, subject to certain exceptions. The Department of the Interior must establish a Working Waterfront Task Force that will be designed to identify and address critical working waterfront needs with respect to cultural and economic importance, climate change and other environmental threats, and market conditions for water-dependent businesses.

Federal Employees Paid Parental Leave Act of 2017 This bill allows federal employees to substitute any available paid leave for any leave without pay for either the birth of a child or the placement of a child for adoption or foster care. It makes available for any of the 12 weeks of leave an employee is entitled to for such purposes: (1) six administrative weeks of paid parental leave in connection with the birth or placement involved, and (2) any accumulated annual or sick leave. The Office of Personnel Management may promulgate regulations to increase the amount of paid parental leave available to such an employee to a total of 12 administrative workweeks. Such regulations must consider certain factors, including benefit and cost to the federal government. The bill amends the Congressional Accountability Act of 1995 and the Family and Medical Leave Act of 1993 to allow the same substitution for covered congressional employees, Government Accountability Office (GAO) employees, and Library of Congress employees. Service in the National Guard or the Reserves by employees of the executive branch, Congress, the GAO, or the Library of Congress shall count as service for purposes of determining eligibility to take or substitute leave as allowed under this bill.

Title VIII Nursing Workforce Reauthorization Act of 2017 This bill amends the Public Health Service Act to extend through FY2022 support for nursing workforce programs and grants. Eligibility for advanced nursing education grants is expanded to include education programs for clinical nurse leaders and all combined registered nurse and graduate degree programs. (Clinical nurse leaders are advanced generalist clinicians who apply research and coordinate care in order to improve outcomes for patients.) To be eligible for these grants, clinical nurse specialist programs must provide registered nurses with full-time clinical nurse specialist education that qualifies the nurses to provide a full range of care. Programs for loan repayment and scholarships for nurses, loans for nursing faculty, and geriatric care education are extended through FY2022. Grants for increasing nursing workforce diversity are also extended through FY2022. Nurse education, practice, and quality grants are extended through FY2022 and eligibility is expanded to include nurse-managed health clinics. Grants for nursing career ladder programs are expanded to: (1) promote career advancement for individuals to become registered nurses or advanced education nurses; and (2) support internships and residency programs to encourage mentoring and the development of specialties.

Firefighter Cancer Registry Act of 2018

Firefighter Cancer Registry Act of 2017 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary registry of firefighters to collect history and occupational information that can be linked to existing data in state cancer registries. The registry must be used to improve monitoring of cancer among firefighters and to collect and publish epidemiological information regarding cancer among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) develop a strategy to maximize participation in the registry; (2) develop guidance for states and firefighting agencies regarding the registry; (3) encourage inclusion in the registry of data on minority, female, and volunteer firefighters; and (4) seek feedback on the registry from nonfederal experts. The CDC must develop a process for making registry data available for research without a fee if findings or publications from the research are made public or available to stakeholders.

FAMILY Act

Family and Medical Insurance Leave Act or the FAMILY Act This bill establishes the Office of Paid Family and Medical Leave within the Social Security Administration (SSA). The bill entitles every individual to a family and medical leave insurance (FMLI) benefit payment for each month beginning on the first day of the month in which the individual meets the criteria specified below and ending 365 days later (benefit period), not to exceed 60 qualified caregiving days per period. An individual qualifies for such a benefit payment if such individual: is insured for disability insurance benefits under the Social Security Act at the time an application is filed; has earned income from employment during the 12 months before filing it; and was engaged in qualified caregiving (any activity for which the individual would be entitled to leave under the Family and Medical Leave Act of 1993), or anticipates being so engaged, during the 90-day period before the application is filed or within 30 days after. The bill prescribes a formula for determination of an individual's monthly benefit, as well as for the maximum and minimum amounts. An FMLI benefit payment shall be coordinated with any periodic benefits received under a state or local temporary disability insurance or family leave program. The bill prescribes criteria that make an individual ineligible for an FMLI benefit payment and specifies prohibited acts by an employer and penalties for violations. The bill establishes the Federal Family and Medical Leave Insurance Trust Fund. FMLI benefit payments shall be made only from this fund. No amounts from the Social Security Trust Funds or appropriated to the SSA to administer Social Security programs may be used for FMLI benefits or administration. The bill amends the Internal Revenue Code to impose a tax on every individual and employer, all self-employment income, and every railroad employee, employee representative, or railroad employer to finance the Federal Family and Medical Leave Insurance Trust Fund for FMLI benefits.

Portable Fuel Container Safety Act of 2017 This bill requires the Consumer Product Safety Commission (CPSC) to promulgate a final rule for flame mitigation devices in portable flammable liquid fuel containers that impede the propagation of flame into the container, unless the CPSC publishes a determination that a voluntary standard developed by a standard development organization meets the intent of this bill. Either the promulgated standard or the voluntary standard shall be treated as a consumer product safety rule. If a standard development organization subsequently revises a voluntary standard, the organization must notify the CPSC and the revision becomes enforceable unless, within 90 days after receiving notice, the CPSC determines that the revised standard does not meet this bill's requirements. The CPSC must undertake a campaign to educate consumers about dangers associated with portable fuel containers near an open flame or other source of ignition. The bill amends the Children's Gasoline Burn Prevention Act to extend child-resistance requirements for closures on portable gasoline containers to receptacles for gasoline, kerosene, or diesel fuel (including any spout, retrofit spout, cap, and other closure mechanism and component) produced or distributed for sale to, or use by, consumers for transport of, or for refueling of internal combustion engines with, gasoline, kerosene, or diesel fuel.

"Covered aircraft" is defined as a commercial aircraft: (1) equipped with more than 75 passenger seats, and (2) with a maximum gross takeoff weight of more than 75,000 pounds.

Pet and Women Safety Act of 2017 This bill amends the federal criminal code to broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet. Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order. The bill specifies the applicable criminal penalty—a prison term of up to five years, a fine, or both—for a person who commits an interstate violation of a protection order against a pet. With respect to a defendant who commits a domestic violence offense or an interstate violation of a protection order, mandatory restitution in the "full amount of victim's losses" includes costs incurred for veterinary services related to the pet. The bill directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets. Finally, it expresses the sense of Congress that states should include, in domestic violence protection orders, protections against violence or threats against a person's pet.

Expedited Hiring for VA Trained Psychiatrists Act of 2017 This bill authorizes the Department of Veterans Affairs to appoint a psychiatrist who completes a residency at a Veterans Health Administration (VHA) facility to a VHA health care position immediately after such residency, without regard to civil service or classification laws, if: (1) the psychiatrist meets the qualifications established in regulations prescribed for the position, and (2) the position has been unfilled for at least 35 days.

Putting Our Veterans Back to Work Act of 2017 This bill amends the: (1) VOW to Hire Heroes Act of 2011 to extend through 2020 the veterans retraining assistance program, and (2) Wounded Warrior Act to extend through 2020 the authority of the Department of Veterans Affairs (VA) to provide the same rehabilitation and vocational benefits to members of the Armed Forces with severe injuries or illnesses as are provided to veterans. The bill extends through: (1) March 31, 2020, additional VA rehabilitation programs for certain disabled veterans who have completed a VA rehabilitation program and have exhausted their rights to state unemployment benefits; and (2) FY2021 the collaborative veterans' training, mentoring, and placement program. The VA shall develop a single, unified federal web-based employment portal for veterans to access information on federal programs and activities concerning veterans employment, unemployment, and training. The bill directs the: (1) Department of Homeland Security to award grants to hire veterans as firefighters, and (2) Department of Justice to award grants to hire veterans as law enforcement officers. The head of each executive and defense agency shall consider favorably, as an evaluation factor in federal solicitations for civilian or defense contracts and task or delivery orders valued at or above $25 million, the employment by a prospective contractor of veterans constituting at least 5% of the contractor's workforce.

Military Surviving Spouses Equity Act

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

Childhood Cancer STAR Act

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Organized under presidential memorandum, the Principals Committee is a cabinet-level senior interagency forum chaired by the National Security Advisor or the Homeland Security Advisor to consider policies that affect U.S. national security interests. The bill expresses the sense of Congress that no limitations should be imposed on the ability of the Director of National Intelligence or the Chairman of the Joint Chiefs of Staff, or their designees, to attend any Principals Committee meeting convened under the auspices of the NSC or any other senior interagency meeting convened to consider policy issues that affect U.S. national security interests.

Military Infrastructure Consolidation and Efficiency Act of 2017 This bill requires the Department of Defense (DOD) to: (1) develop a force structure plan (plan) for the Armed Forces based on a DOD assessment of threats to U.S. national security for FY2018-FY2038; (2) conduct a comprehensive inventory of military installations world-wide for each military department; and (3) submit a certification of whether the need exists for DOD to consolidate, close, or realign military installations (installation actions). DOD may begin a round for the selection of installation actions only after Congress has had 90 days to consider such certification. The President may not begin such actions if Congress enacts a joint resolution of disapproval of the plan, inventory, or certification during such period. DOD must certify that a round of installation actions will result in annual net savings within five years. In developing its installation action recommendations, DOD shall consider an affected local government's approval of such an action. The bill prescribes final selection criteria for such recommendations, which shall include military value criteria. The bill establishes an independent Military Infrastructure Consolidation and Efficiency Commission of 2019 if: (1) DOD certifies that the need exists for a round for the selection of installation actions, and (2) Congress does not enact such a joint resolution of disapproval within the prescribed 90 days. The bill provides for: (1) commission review of, and authority to make changes to, DOD recommendations; and (2) presidential review of commission recommendations for the consolidation, closure, and realignment of military installations inside the United States. DOD may provide economic adjustment assistance to an affected community. DOD shall establish a new Field Activity to act as the executive agent for the management and disposal of excess real property resulting from installation actions. The General Services Administration shall delegate to DOD the authority to utilize excess property and dispose of surplus property located at a military installation closed or realigned under this Act. The bill sets forth: (1) provisions governing the transfer of property located at an affected installation, (2) the responsibilities of the redevelopment authorities for such installations, and (3) the duties of the Department of Housing and Urban Development s regarding how redevelopment plans address the needs of the homeless. The bill provides for establishment of the Military Infrastructure Consolidation and Efficiency 2019 account to be used for approved installation actions. This bill shall be the exclusive authority for selecting or carrying out installation actions inside the United States until April 15, 2020, excluding specified closures and realignments carried out for reasons of national security or a military emergency.
