Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medals struck under this Act and to deposit the proceeds in the United States Mint Public Enterprise Fund to pay for the costs of the medals awarded under this Act.

Applauds the European Parliament for its December 2005 resolution regarding human rights in Vietnam. Expresses the sense of Congress that the United States should: (1) make the immediate release of Dr. Pham Hong Son and others a top concern; (2) continue to urge the government of Vietnam to comply with internationally recognized standards for basic freedoms and human rights; (3) make clear to the government of Vietnam that it must adhere to the rule of law and respect the freedom of the press in order for it to accede to the World Trade Organization (WTO); and (4) make clear to the government of Vietnam that the detention of Dr. Pham and others is not in the interest of Vietnam because such detentions create obstacles to improved U.S. relations.

Requires the Director to: (1) establish and carry out a program, to be known as the Angel Finance Program, to provide financing to approved angel groups; (2) establish and maintain a searchable database, to be known as the Federal Angel Network, to assist small businesses in identifying angel investors; and (3) establish and carry out a program to make grants for the development of new or existing angel groups and to increase awareness and education about angel investing. Amends the Internal Revenue Code to provide a small business investment tax credit of 20 percent of the amount paid or incurred for qualified small business investment.

Minority-Owned Venture Empowerment Act of 2005 - Directs the Administrator of the Small Business Administration (SBA) to establish a program, to be known as the Pre-8(a) Program, to provide technical assistance to small businesses with respect to the receipt and performance of federal procurement contracts. Prohibits a participating small business from being awarded a contract under the Program which is awarded using procedures other than competitive procedures under section 8(a) of the Small Business Act (wherein the SBA provides for the performance of federal procurement contracts by small, disadvantaged, and minority-owned businesses). Limits to $750,000 the maximum net worth of a small business Program participant. Modifies the 8(a) program under the Small Business Act to require small businesses to complete the Pre-8(a) Program before participating in the 8(a) program. Limits to $100 million the aggregate value of contracts an 8(a) participant may enter into. Requires the Administrator, for the 8(a) program, to establish for each industry classification a maximum level of net worth for an economically disadvantaged individual, but prohibits establishing a net worth of less than $750,000. Makes some small businesses eligible for 8(a) participation in a contract using other than competitive procedures (restricted competition), under certain circumstances. Allows a contracting officer, under specified conditions, to utilize restricted competition in the award of federal procurement contracts for small businesses owned and controlled by socially and economically disadvantaged individuals.

Community Health Workers Act of 2005 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants to promote positive health behaviors for women in target populations, especially racial and ethnic minority women in medically underserved communities. Permits such funds to be used to support community health workers to: (1) educate, guide, and provide outreach regarding health problems among women and especially among racial and ethnic minority women; (2) educate, guide, and provide experiential learning opportunities that target behavioral risk factors, including poor nutrition and tobacco use; (3) educate and guide regarding effective strategies to promote positive health behaviors within the family; (4) educate and provide outreach regarding enrollment in health insurance; (5) promote community wellness and awareness; and (6) educate and refer target populations to appropriate health care agencies and community based programs and organizations. Requires the Secretary to give priority to experienced applicants who propose to target geographic areas: (1) with a high percentage of uninsured or underinsured residents who are eligible for health insurance; (2) with a high percentage of families for whom English is not their primary language; and (3) that encompass the United States-Mexico border region. Requires the Secretary to: (1) encourage community health worker programs to collaborate with academic institutions; and (2) establish guidelines for assuring the quality of the training and supervision of community health workers under programs funded under this Act and for assuring the cost-effectiveness of such programs.

Unlawful Internet Gambling Enforcement Act of 2005 - Prohibits any person engaged in the business of betting or wagering from knowingly accepting on behalf of another person participating in Internet gambling: (1) credit; (2) electronic fund transfers or funds transmitted through money transmitting businesses; (3) any instrument payable through any financial institution; or (4) the proceeds of any other form of financial transaction involving a financial institution as payer or financial intermediary. Directs the Secretary of the Treasury to prescribe regulations requiring each designated payment system and all participants in such system to establish policies and procedures to identify and block restricted transactions and to prevent acceptance of products and services of a payment system in connection with such transactions. Grants federal district courts exclusive jurisdiction to prevent or restrain violations. Specifies requirements regarding relief granted against an interactive computer service. Provides that this Act shall not be construed as authorizing the Attorney General or a state official to institute proceedings to prevent or restrain a violation against a financial transaction provider with respect to that provider's designated payment system. Establishes liability for any financial transaction provider or any interactive computer service or telecommunications service that has actual knowledge and control of bets and wagers and that owns or operates an Internet website at which unlawful wagers are offered or may be made. Calls for the United States, in deliberations with foreign governments, to: (1) encourage cooperation in identifying whether Internet gambling operations are being used for money laundering or other crimes; (2) advance policies that promote international cooperation in enforcement; and (3) encourage the Financial Action Task Force on Money Laundering to study the extent to which Internet gambling operations are being used for money laundering purposes.

Reinstitutes (Boren amendment) payment methodology, providing for payment of Medicaid services through the use of rates determined pursuant to the criteria under state Medicaid plan requirements as in effect on August 1, 1997. Establishes safe harbor rates. Provides a permanent 1.5% increase of the Medicaid federal medical assistance percentage (FMAP) for a state beginning with FY 2006. Authorizes inclusion of: (1) financial accountability requirements in the survey and certification process with respect to facilities receiving Medicare or Medicaid payments; and (2) professionals trained in financial accounting and auditing in the multidisciplinary survey teams of professionals under Medicare and Medicaid.

Pandemic Preparedness and Response Act - Amends the Public Health Service Act to require the President to appoint a National Director of Pandemic Preparedness and Response to strengthen, expand, and coordinate domestic pandemic influenza preparedness activities. Establishes the Pandemic Influenza Preparedness Policy Coordinating Committee to develop an Interagency Preparedness Plan. Requires states to have an approved state preparedness plan as a condition of receiving certain funds related to bioterrorism. Provides for the integration and coordination of public and private influenza surveillance activities. Directs the Secretary of Health and Human Services to: (1) procure antivirals, developed vaccines, and essential medications for the Strategic National Stockpile; (2) develop a national system for tracking and distributing antiviral medications and vaccines; and (3) assist other counties in preparation for, and response to, pandemic influenza. Provides for the expansion and intensification of influenza research. Directs the Secretary to contract with the Institute of Medicine to study topics related to the pandemic influenza. Establishes the National Pandemic Influenza Economics Advisory Committee. Requires the Secretary of Agriculture to expand and intensify efforts to prevent pandemic influenza. Requires the Secretary of Health and Human Services to: (1) enter into contracts with manufacturers to produce additional necessary doses of the influenza vaccine; and (2) develop a national plan for responding to potential influenza vaccine shortages. Sets forth prohibitions against charging excessive prices during a public health emergency for, reporting false pricing information to the Secretary about, or employing a manipulative or deceptive device or contrivance in connection with the purchase or sale of, drugs, devices, or biologics for the prevention or treatment of influenza at wholesale.

Pension Benefits Protection Act of 2005 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code with respect to pension benefits of employees in defined benefit plans. Directs the Secretary of the Treasury to apply Code provisions regarding continued accrual of benefits beyond normal retirement age under a defined benefit plan, which prohibit certain discrimination based on age, without regard to the portion of the preamble to a specified Treasury Decision which relates to allocation of interest adjustments through normal retirement age under a cash balance plan. Prohibits forced conversions of certain defined benefit plan participants to cash balance plans, and other such plans that are hybrids of defined benefit and defined contribution plans, by plan amendments which: (1) change the way the accrued benefits to participants or beneficiaries are expressed; and (2) reduce the rate of future benefit accrual of one or more participants. Requires employers, at the time such amendment takes effect, to provide employees who have attained 40 years of age or 10 years of service with certain notices and an election upon retirement to receive benefits as determined either under the plan in effect at time of retirement or under the plan in effect immediately before the plan amendment. Sets forth a formula to determine when a plan amendment adopted by a large (100 or more participants) defined benefit plan shall be treated as wearing away accrued benefits.

Directs the Secretary (of Education) to award grants to IHEs adversely affected by a Gulf hurricane disaster to assist the affected institutions in recruiting and retaining students and retaining faculty. Directs the Secretary to assume or cancel repayment obligations for qualified loan amounts under specified student loan programs under the Higher Education Act of 1965 for certain borrowers who return to or enroll in such affected IHEs in academic years 2005–2006, 2006–2007, or 2007–2008, and obtain associate’s or bachelor’s degrees from such IHEs. Designates such provisions for institutional grants and student loan forgiveness under this Act as emergency requirements pursuant to specified budget provisions of H. Con. Res. 95 of the 109th Congress.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to study and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for public access to an electronic national database that accepts data from state registries, health care professionals, and others as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory livestock while such livestock is conscious, and ensure that such livestock remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned." Defines "covered entity," "nonambulatory livestock," and "humanely euthanize."

Federal Response to Energy Emergencies Act of 2005 - Declares unlawful: (1) unconscionable pricing of gasoline, oil, natural gas, and petroleum distillates during emergencies; (2) intentional reporting of false price information concerning wholesale prices of such products; and (3) market manipulation regarding the purchase or sale at wholesale of such products. Authorizes the President to declare a federal energy emergency upon finding that the national health, safety, welfare, or economic well-being is at risk because of an actual or imminent shortage of such products due to a disruption of the national distribution system, or significant pricing anomalies in national or regional energy markets for the products. Empowers the Federal Trade Commission (FTC) and State Attorneys General to enforce this Act. Sets forth civil and criminal penalties for violations of this Act. Requires fines and penalties collected under this Act to be deposited in a separate fund in the treasury to be known as the Consumer Relief Trust Fund to provide assistance under the Low Income Home Energy Assistance Program. Directs the FTC to facilitate price transparency in wholesale markets for the sale of crude oil and essential petroleum products. Instructs the FTC to transmit a confidential report to Congress on the potential impact on domestic prices of crude oil, residual fuel oil, and refined petroleum products that would result from the disruption for periods of one week, one year, and five years, respectively. Directs the Secretary of Energy and the Energy Information Administration to review and report to Congress on expenditures and activities undertaken by certain size companies to protect the energy supply system from terrorist attacks, international supply disruptions, and natural disasters, and ensure a stable and reasonably priced supply of such products to consumers in the United States. Requires such report to assess the companies' preparations for the forecasted period of more frequent and more intense hurricane activity in the Gulf of Mexico and other vulnerable coastal areas.

Hurricanes Katrina and Rita Flood Insurance Buy-In Act of 2005 - Establishes a temporary flood insurance buy-in program. Instructs the Director of the Federal Emergency Management Agency to make flood insurance coverage available under such program for eligible structures (but not their contents) for flooding resulting from Hurricane Katrina or Hurricane Rita. Limits eligibility to structures located in an area not subject to the mandatory purchase requirements of the national flood insurance program, and which were not covered by such insurance at the time of the hurricanes. Prescribes a formula for determination of premiums, which may be paid by deduction from the amount of any claims payable under coverage by the buy-in program.

Threatened and Endangered Species Recovery Act of 2005 - Amends the Endangered Species Act of 1973 to revise various provisions of that Act relating to the determination of endangered and threatened species, procedures for making such determinations, and the role of states and private property owners in the determination process. Defines "best available scientific data" and requires the use of such standard in making endangered species and other determinations under the Act. Revises provisions for designating endangered or threatened species and the process for reviewing lists of such species. Repeals the authority of the Secretary of the Interior (or the Secretary of Commerce) to designate a critical habitat for an endangered or threatened species. Directs the Secretary of the Interior to develop and implement recovery plans for endangered or threatened species and to establish recovery teams to assist in the development of such plans, giving priority to species that will most likely benefit from such plans. Authorizes the Secretary to: (1) enter into species recovery agreements and species conservation contract agreements with persons, other than federal or state governments, for conservation activities to protect endangered or threatened species; and (2) make grants to promote the voluntary conservation of endangered and threatened species by private property owners. Eliminates the Endangered Species Committee and the process for granting exemptions from endangered or threatened species determinations. Requires the Secretary to make certain information available to the public on the Internet, including lists of threatened or endangered species, final and proposed regulations under the Act, results of five-year reviews conducted under the Act, all draft and final recovery plans, and certain required reports and data. Requires the Secretary to report to Congress annually on expenditures made primarily for the conservation of species. Authorizes appropriations for FY2006-FY2010.
