Veterans Health Care Stamp Act - Requires the U.S. Postal Service to provide for the issuance and sale of a veterans health care stamp to help fund the medical care and treatment of veterans.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, United States Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Clean Cruise Ship Act of 2009 - Declares the purpose of this Act to be the establishment of national standards and prohibitions for discharges from cruise vessels. Defines "cruise vessel" as a passenger vessel that is authorized to carry at least 250 passengers and has onboard sleeping facilities for each passenger. Excludes vessels owned or operated by federal, state, or local governments. Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit cruise vessels departing from, or calling on, a U.S. port from discharging effluents, including sewage or sewage sludge, incinerator ash, hazardous waste, graywater, or bilge water, into navigable waters. Allows an exception for discharges made solely to secure the safety of a cruise vessel or to save a human life at sea. Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) promulgate effluent limits for sewage, graywater, and bilge water discharges from cruise vessels; (2) establish dates for compliance with such limits; (3) require sampling, monitoring, and reporting to ensure compliance with such limits and other applicable requirements; and (4) establish an inspection program to ensure the compliance of cruise vessels with the requirements of this Act. Requires the Commandant of the Coast Guard, in consultation with the Administrator, to establish and carry out a program for hiring and placing trained, independent, observers on cruise vessels to monitor and inspect vessel operations, equipment, and discharges. Establishes in the Treasury the Cruise Vessel Pollution Control Fund. Requires the Commandant and the Administrator to collect fees from cruise vessels and deposit such fees in the Fund for use in carrying out this Act.

Every Person Counts Act - Requires the decennial census to tabulate the total number of persons in each state. Prohibits such census from including any question or otherwise eliciting any information regarding U.S. citizenship or immigration status.

Physical Activity Guidelines for Americans Act of 2009 - Requires the Secretary of Health and Human Services (HHS) to publish a report that contains physical activity information and guidelines for the general public that are based on the preponderance of current scientific and medical knowledge. Requires any federal agency that proposes to issue any physical activity guidance for the general population or identified subgroups to submit the text of such guidance to the Secretary for review. Prescribes review procedures.

Bone Health Promotion and Research Act of 2009 - Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services (HHS) to develop and implement a National Bone Health Program for the control, prevention, and surveillance of osteoporosis and related bone diseases and to coordinate and carry out national education and outreach activities in support of such program; (2) authorize the Secretary to award grants to states and Indian tribes for comprehensive osteoporosis and related bone disease control and prevention programs; and (3) award grants or enter into cooperative agreements for the collection, analysis, and reporting of data on osteoporosis and related bone diseases. including osteogenesis imperfecta and Paget's disease of bone. Requires the Secretary to establish the Osteoporosis and Related Bone Disease Advisory Committee to advise the Secretary and the Assistant Secretary for Health on conducting activities related to the National Bone Health Program. Directs the Director of the National Institutes of Health (NIH) to: (1) expand and intensify NIH research programs for osteoporosis and related bone diseases, including osteogenesis imperfecta, Paget's disease of bone, and rare bone diseases; and (2) award planning grants or contracts for the establishment or enhancement of research programs for osteoporosis and related bone diseases.

Promoting Alternatives to Truancy and Incarceration by Encouraging New and Comprehensive Efforts (PATIENCE) Act of 2009 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to require the Administrator of the Office of Juvenile Justice and Delinquency Prevention of the Department of Justice (DOJ) to set aside at least 5% of funding under such Act for incentive grants to states. Requires states receiving such grants to: (1) support evidence-based or promising programs that address the mental health treatment needs of juveniles; (2) support reforms that protect juveniles while incarcerated; and (3) demonstrate improvement in public safety and rehabilitation of delinquent and at-risk youth.

Affordable Access to Prescription Medications Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act, the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code, with respect to prescription drug plans, to limit the required co-payment or coinsurance for any one prescription to $200, and for all prescriptions in any month to $500. Requires the Secretary of Health and Human Services (HHS), for plan years beginning on or after January 1, 2011, to expand the formulary tier exception request process to allow Medicare beneficiaries enrolled in a prescription drug plan to request an exception for a specialty prescription drug as a non-preferred prescription drug. Requires the Medicare Payment Advisory Commission to study and report to Congress on: (1) the prescription drug program under Medicare part D and the interaction of such program with Medicare beneficiary access to covered drugs under part B; and (2) cost-sharing for prescription drugs under Medicare parts B and D, including an analysis of the impact of eliminating cost-sharing for covered part D drugs for Medicare beneficiaries who incur annual out-of-pocket cost-sharing, after the initial coverage limit, that exceeds 5% of their income and who do not otherwise qualify for an income-related subsidy or other extra help or cost-sharing relief.

Ryan White HIV/AIDS Treatment Extension Act of 2009 - Amends provisions of title XXVI of the Public Health Service Act (popularly known as the Ryan White Care Act [RWCA]) to extend and reauthorize appropriations for the RWCA. Extends the transition period for reporting living names-based non-AIDS cases of HIV. Sets forth provisions governing eligible metropolitan areas (EMAs) being considered transitional areas for purposes of emergency relief grants. Limits the maximum amount that a grant to an EMA or a state may decrease from the prior fiscal year. Requires the HIV health services planning council to develop a strategy for identifying individuals with HIV/AIDS who are unaware of their HIV status. Adjusts the number of living cases of HIV/AIDS for areas that moved to names-based reporting systems in FY2007. Increases from 2% to 5% the percentage of unobligated balances permitted from the prior fiscal year for purposes of eligibility for supplemental grants and avoidance of grant reductions. Requires state applications for Care grants (grants to enable states to improve health care and support services for individuals and families with HIV/AIDS) to include a plan related to identifying and making services available to individuals with HIV/AIDS who are not aware of their status. Sets forth provisions related to rebates under the AIDS Drug Assistance Program, including excluding certain rebate amounts from unobligated balances. Requires the Secretary of Health and Human Services (HHS) to establish a national HIV/AIDS testing goal of 5 million tests annually through federally supported HIV/AIDS prevention, treatment, and care programs. Sets forth provisions governing notification of emergency response employees of their exposure to infectious diseases.

Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish programs of grants to state and local government entities for the purpose of providing assistance to eligible small businesses to gain access to the specialized knowledge and professional services needed to operate small businesses in the construction industry, enhance their capacities and qualifications for financial and surety credit, and access and compete for construction contracting opportunities. Defines as eligible small businesses for such purposes: (1) those owned and controlled by women; (2) any socially and economically disadvantaged small business; and (3) those owned and controlled by veterans, especially service-disabled veterans.

Teacher Tax Relief Act of 2009 - Amends Internal Revenue Code provisions relating to the tax deduction for the expenses of elementary and secondary school teachers to: (1) increase the maximum dollar amount of such deduction to $500; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Directs the Secretary of the Interior to report to the appropriate congressional committees regarding the economic situation in the Commonwealth of the Northern Mariana Islands (CNMI). Extends by one year the date for beginning the transition period of U.S. immigration laws to the CNMI. States that during such one-year period the CNMI visitor entry program shall be administered under CNMI law.

Amends the Act commonly known as the Indian Reorganization Act to apply the Act to all federally recognized Indian tribes, regardless of when any tribe became recognized. (This effectively overrules the Supreme Court's decision in Carcieri v. Salazar, which held that the Secretary of the Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the Act was enacted.)

Community College Energy Training Act of 2009 - Directs the Secretary of Energy, in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) energy efficient construction, retrofitting, and design; (3) sustainable energy technologies; (4) water and energy conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates or degrees in one or more of the industries or practices listed above.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Castle Nugent National Historic Site Establishment Act of 2009 - Establishes the Castle Nugent National Historic Site on the island of St. Croix, U.S. Virgin Islands, as a unit of the National Park System in order to preserve, protect, and interpret a Caribbean cultural landscape spanning over 300 years of agricultural use, significant archeological resources, mangrove forests, endangered sea turtle nesting beaches, an extensive barrier coral reef system, and other outstanding natural features. Requires the Secretary of the Interior to prepare a general management plan for the Historic Site. Authorizes the Secretary to lease certain lands within the boundary of the Historic Site to the University of Virgin Islands for the purpose of continuing the University's operations for breeding Senepol cattle.

Detainment Reform Act of 2009 - Directs the President, with respect to non-U.S. individuals taken into custody, to make a specific determination whether the individual poses a danger to U.S. security and interests based on specified criteria, including whether the individual is an agent of a foreign power against which the use of military force was authorized under the Authorization for Use of Military Force. Allows the U.S. to detain, for up to 14 days, an individual determined to pose such a danger. Requires the U.S., after such period, to initiate detention proceedings provided under this Act or other legal authority, release the individual, transfer the individual to a foreign government, or transfer the individual to an international tribunal with appropriate jurisdiction. Outlines procedures for detention proceedings, requiring a determination that the individual is an imperative threat to security, with the burden of proof upon the U.S. by a preponderance of the evidence. Requires the protection of national security information during such proceedings. Requires: (1) the head of any military or federal department or agency that has custody or control of a detainee, upon such detention, to notify the International Committee of the Red Cross of such custody or control; (2) Red Cross access to such detainees; and (3) a report on conditions of detainees and detainee facilities. Provides for the disposition of detainees entitled to the right of habeas corpus review, requiring each such detainee to be: (1) charged with an offense and transferred to a detention facility for further legal proceedings; (2) transferred to an international tribunal with appropriate jurisdiction; (3) transferred to the custody of the individual's country of citizenship or a different country, provided the transfer is consistent specified conditions; or (4) held in detention after being determined an imperative threat to security. Expresses the sense of Congress concerning the investigation, prosecution, and treatment of individuals and organizations suspected of involvement with international terrorism. Requires detainees to be held in accordance with conditions of confinement guaranteed by Article 3 of the Geneva Conventions. Requires a report identifying those nations, persons, or organizations considered to be forces covered by the Authorization for the Use of Military Force (P.L. 107-40) as having planned, committed, or aided the terrorist attacks of September 11, 2001, or as having harbored such persons or organizations as co-belligerents.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Hurricane Satellite Modernization Act - Authorizes the Administrator of National Aeronautics and Space Administration (NASA) to procure and launch the next-generation Extended Ocean Vector Winds Mission, or XOVWM, constellation of satellites. Requires the Administrator to coordinate with the National Oceanic and Atmospheric Administration (NOAA) to ensure that the capabilities of the XOVWM constellation of satellites will meet the operational data needs of NOAA. Requires development of a plan and schedule for the procurement and launch of the XOVWM constellation of satellites. Authorizes the Administrator of NOAA to operate the constellation of satellites procured under this Act.

Harmful Algal Blooms and Hypoxia Research and Control Amendments Act of 2009 - Amends the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 to direct the Under Secretary of Commerce for Oceans and Atmosphere, through the Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia (Task Force) established by such Act, to: (1) establish and maintain a National Harmful Algal Bloom and Hypoxia Program to develop a national strategy to address marine and freshwater harmful algal bloom and hypoxia events; (2) promote activities and an action strategy to implement such Program; (3) oversee the development and implementation of regional research and action plans for addressing marine and freshwater harmful algal bloom and hypoxia events; and (4) identify the appropriate regions and subregions to be addressed by such plans. Directs the Administrator of the Environmental Protection Agency (EPA), through the Mississippi River/Gulf of Mexico Watershed Nutrient Task Force, to report on progress toward the attainment of the coastal goal of the 2008 Gulf Hypoxia Action Plan released by the EPA on June 16, 2008. Directs the Task Force to complete and submit to Congress and the President an integrated assessment of hypoxia in the coastal and estuarine waters of the Pacific Northwest.

Bay-Watershed Education and Training (B-WET) Regional Program and National Environmental Literacy Grant Program Act - Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a national competitive grant program under which the Administrator shall provide financial assistance to: (1) expand the adoption of coastal, ocean, and watershed environmental education within mainstream educational systems and other appropriate media; (2) build administrative and technical capacity with coastal, ocean, and watershed communities and stakeholder groups to enhance their effectiveness; (3) encourage water-dependent and outdoor recreation, experiential learning, and hands-on involvement with coastal and watershed resources as a method of promoting stewardship of those resources; and (4) develop and implement new approaches to advance coastal, ocean, and watershed education and environmental literacy at national, regional, and local levels. Requires the Administrator to: (1) give priority, in awarding grants, to innovative, strategic, high-leverage projects that demonstrate strong potential for being sustained; and (2) publish guidelines regarding implementation of the grant program. Directs the Administrator to: (1) establish the Bay-Watershed Education and Training (B-WET) Regional Program, which shall be carried out through specified regional program offices; and (2) appoint a Regional Program Manager for each office. Authorizes the Administrator, in awarding grants under such Program, to give priority to projects that will: (1) promote bay-watershed education throughout the region; (2) advance strategic initiatives to incorporate bay-watershed education into education systems; (3) build capacity within bay-watershed education communities and stakeholder groups for expanding and strengthening their work; (4) build bay-watershed education into professional development or training activities for educators; and (5) broadly replicate existing, proven bay-watershed education programs. Requires NOAA's Office of Education to work with Regional Program Managers. .

Broadband Affordability Act of 2009 - Requires the Federal Communications Commission (FCC) to establish a broadband lifeline program enabling qualifying low-income customers residing in urban and rural areas to purchase broadband service at reduced charges by reimbursing providers for each such customer served. Requires that the program: (1) be similar in structure to the Lifeline program for basic telephone service; and (2) promote competition from broadband service providers by using neutral technology. Requires a broadband service provider that is not an eligible telecommunications carrier to obtain FCC authorization to participate in the program.

Requires, notwithstanding specified provisions of the Digital Television Transition and Public Safety Act of 2005, that sums made available to administer the Public Safety Interoperable Communications Grant Program remain available until expended, but not beyond September 30, 2012. Extends the period for performance of any investment approved under the Program as of enactment of this Act by one year, but not later than September 30, 2011. Allows the Assistant Secretary of Commerce for Communications and Information to extend, on a case-by-case basis, the period of performance for any such investment for a period of not more than 2 years, but not later than September 30, 2012.

Medicare Premium Fairness Act - Amends title XVIII (Medicare) of the Social Security Act with respect to the part B (Supplementary Medical Insurance Benefits for Aged and Disabled) premium for 2010. Makes such premium, and the related monthly actuarial rate, the same as those for 2009. Requires transfer from the Treasury general fund to the Federal Supplementary Medical Insurance Trust Fund of an amount estimated to be equivalent to the aggregate reduction in part B premiums resulting from application of this Act. Revises the formula for funding the Medicare Improvement Fund (MIF) to reduce (offset) the amount available to the MIF for FY2014 by the transferred amount plus $567 million. Makes $567 million the amount available to the MIF for FY2015.

Amends the Food, Conservation, and Energy Act of 2008 to make it unlawful for a person to knowingly commit specified fraudulent acts relating to a Pigford claim (relating to racial discrimination by the Department of Agriculture). Subjects a violator to criminal fine and/or up to five years in prison. Provides for: (1) access to the permanent judgment fund for additional claims payments or debt relief after the expenditure of amounts otherwise made available for claims payments; and (2) reasonable attorney fees, administrative costs, and expenses to be paid from such fund.

Plastics Recycling Act of 2009 - Amends the Internal Revenue Code to allow a business-related tax credit equal to 60 cents per gallon of qualified synthetic oil produced from recycled waste plastics. Defines "qualified synthetic oil" as oil derived from post-consumer and post-industrial waste plastics and which has a minimum market value of 90% of crude oil. Directs the Secretary of the Treasury to make grants to persons eligible for the waste plastic recycling tax credit provided by this Act in lieu of such credit.

Marianas Trench Marine National Monument Visitor Facility Authorization Act of 2009 - Authorizes the Secretary of the Interior to construct a multipurpose visitor facility in the Commonwealth of the Northern Mariana Islands for the interpretation and public education and enjoyment of the marine environment within the boundaries of the Marianas Trench Marine National Monument.

Waterfront Brownfields Revitalization Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to require the President to establish a grant program for reuse planning, site characterization and assessment, or remediation at waterfront brownfields sites, including the integration of activities related to the design and implementation of water quality improvements, low impact development approaches, green infrastructure, remediation and management of sediments, or flood damage prevention associated with brownfields remediation and reuse. Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide training, research, and technical assistance to individuals and organizations to facilitate waterfront brownfields revitalization. Authorizes funding for brownfields revitalization for FY2010-FY2014. Requires the Administrator to establish and serve as chairperson of a task force on waterfront brownfields revitalization that shall identify: (1) funding and technical assistance resources for such revitalization; (2) barriers to and solutions for revitalization; and (3) methods to coordinate interagency revitalization efforts. Directs: (1) the Administrator to submit to specified congressional committees an annual report on the implementation of the brownfield site characterization and assessment grant program authorized by CERCLA; and (2) such committees to hold hearings each year on such report.

Bear Protection Act of 2009 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect state regulation of bear population or to affect the lawful hunting of bears under state law.

National Future Farmers of America Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue gold and silver coins in commemoration of the National Future Farmers of America Organization and the 85th anniversary of such Organization. Authorizes the issuance of coins under this Act only for a one year period, beginning on January 1, 2012. Requires all sales of coins minted under this Act to include a surcharge of $25 per gold coin and $10 per silver coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Future Farmers of America Foundation in Indianapolis, Indiana, for the creation of an endowment to enhance and expand programs that encourage the development of leadership skills, personal growth, and career success through agricultural education and the Future Farmers of America.

Recognizes the contributions of U.S. automobile dealerships. Expresses the sense of the House of Representatives that a quantifiable number of automobile dealerships that have been successful and are being closed not of their own doing, but as a function of the auto market as a whole, should be given an opportunity to obtain a dealership franchise when auto manufacturers seek new partners to open dealerships in their respective geographic areas.

Calls upon all people in the United States to: (1) observe, annually, a National Day of Service and Remembrance in honor of those who lost their lives or were injured in the September 11, 2001, terrorist attacks and in tribute to those who came to the aid of those in need; and (2) continue to live their lives throughout the year with the same spirit of unity, service, and compassion that was exhibited following the attacks.

Encourages: (1) local communities to raise awareness of the benefits of immunization; and (2) individuals to receive recommended immunizations. Recognizes: (1) health care professionals and researchers that have facilitated the success of immunizations in eradicating and drastically decreasing the incidence of several diseases; and (2) the nation's commitment to continued education regarding immunization and to furthering immunization opportunities.
