Improving Dental Access in Underserved Communities Act of 2008 - Amends the Public Health Service Act to reauthorize appropriations for FY2009-FY2013 for National Health Service Corps Scholarship and Loan Repayment programs. Requires the Secretary of Health and Human Services to reserve a portion of such funds for scholarships to individuals who are accepted for enrollment or enrolled in a course of study or program that leads to a degree in dentistry. Reauthorizes appropriations for FY2009-FY2013 for grants and contracts to: (1) assist schools in supporting programs of excellence in health professionals education for underrepresented minority individuals; and (2) assist individuals from disadvantaged backgrounds to undertake education to enter a health profession.

Memorializes the loss of more than 4,000 lives due to the Okeechobee Hurricane of 1928. Recognizes: (1) the importance of hurricane preparedness measures, enhanced evacuation, emergency plans, and disaster response training in economically disadvantaged communities to prevent a disproportionate impact of natural disasters and disparities in disaster response; and (2) the role of relevant federal agencies, research institutes, universities, and disaster response organizations in such activities to better prepare for, respond to, and mitigate the impacts of storms and hurricanes. Expresses support for initiatives to enhance our understanding of mitigation impacts on physical structures. Urges the federal, state, and local governments to: (1) commemorate the 80th anniversary of Okeechobee Hurricane; (2) recognize mass graves of the victims; (3) act to quickly repair and rehabilitate dikes, water management systems, and other infrastructure in hurricane-prone regions designated by the Army Corps of Engineers with Class I "urgent and compelling" vulnerability and to encourage hurricane and disaster preparedness, education, response, and mitigation; and (4) support programs that promote disaster preparedness, education, response, and mitigation in economically disadvantaged and migrant communities. Recommits to hurricane preparedness, safety education, response, and mitigation for all communities.

Emergency Gasoline Assistance Act - Increases funding for the social services block grant under title XX (Block Grants to States for Social Services) of the Social Security Act for FY2008 and 2009. Requires the state to use such increased funding to provide a gasoline subsidy to assist individuals who are members of families with incomes that do not exceed 300% of the federal poverty line.

Sanctuary Enhancement Act of 2008 - Amends the National Marine Sanctuaries Act to require that the National Marine Sanctuary System consist of national marine sanctuaries authorized or established by an Act of Congress (in addition to sanctuaries currently designated by the Secretary of Commerce) and marine national monuments. Sets forth the System's mission. Requires the Secretary to prepare, maintain, and update an ecological classification of the nation's marine environment and an identification of maritime heritage resources as a national inventory of marine ecoregions and maritime heritage resources under U.S. jurisdiction. Requires the Secretary to strive to include in the System, by 2030, sites that will incorporate a full range of the nation's marine ecoregions and rare and unique marine habitats, and a full range of maritime heritage resource areas. Modifies various requirements regarding the designation and implementation of marine sanctuaries. Expands the list of prohibited activities. Amends provisions making a violation of a prohibited activity a criminal offense to: (1) exclude from those provisions foreign governments and their entities; and (2) add a requirement that a violation be knowing. Increases the maximum term of imprisonment and the maximum civil fine. Revises requirements regarding the preparation of fishing regulations applicable to a marine sanctuary. Requires that System research and monitoring conducted, supported, or permitted by the Secretary be made available to the public unless the Secretary determines that public disclosure may result in the destruction of, loss of, or injury to any System resource. Modifies requirements regarding special use permits.

Missing Alzheimer's Disease Patient Alert Program Reauthorization of 2008 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to reauthorize the Missing Alzheimer's Disease Patient Alert Program through FY2015 and to revise program requirements to: (1) provide for competitive grants to nonprofit organizations to assist in locating missing patients with Alzheimer's disease and related dementias; (2) expand such program to include locating other missing elderly individuals; (3) require the Attorney General to solicit grants for program applications in the Federal Register and on the Department of Justice (DOJ) website; and (4) establish a preference in awarding grants to national nonprofit organizations that have a direct link to patients with Alzheimer's disease and related dementias and their families (currently, grants may be awarded to only such organizations).

Expresses support for the goals and ideals of National HIV/AIDS Testing Day. Encourages: (1) state and local governments to recognize such day, publicize its importance, encourage individuals to undergo counseling and testing for HIV and other sexually transmitted infections, and establish and maintain effective linkages to care and treatment services for individuals testing positive; (2) use of rapid test kits approved by the Food and Drug Administration (FDA) as a fast and efficient method of HIV testing; (3) media organizations to carry messages in support of the Day; and (4) the President to emphasize the importance of addressing the HIV/AIDS epidemic among all Americans, especially among minority communities. Expresses support for the development of a national AIDS strategy with clear goals and objectives to reduce new HIV infections, especially among minorities.

Responsive Government Act of 2008 - Amends the federal judicial code to authorize the chief judge of a district or court of appeals to delay, toll, or otherwise grant relief from time deadlines applicable to pending civil and criminal cases in the event of a natural disaster or other emergency situation requiring the closure of courts or rendering it impracticable to comply with such deadlines. Grants the Director of the United States Patent and Trademark Office authority to: (1) waive statutory provisions governing the filing, processing, renewal, and maintenance of patents, trademark registrations, and patent and trademark applications in certain emergencies; and (2) accept late application filings for patent extensions in certain cases of unintentional delay. Prescribes filing fees for patent extensions, including: (1) $65 million for an anticoagulant drug intended for use in humans; and (2) a formula for other items.

Next Steps for Haiti Act of 2008 - Authorizes the Director of Foreign Assistance, in consultation with the government of Haiti and Haitian civil society organizations, to establish the Haiti Professional Exchange Program whose purpose shall be to assign qualified Haitian Americans and others to provide technical assistance to help Haiti improve in areas vital to its growth and development, including education, energy, environment, health care, infrastructure, security, transportation, and disaster preparedness. Requires that the Director establish an outreach program to encourage Exchange Program participation. Sets forth Program provisions. Authorizes appropriations.

Recognizes the efforts of: (1) southern African trade unions, religious leaders, and advocacy groups to raise awareness about a possible weapons transfer to Zimbabwe as part of a campaign to address Zimbabwe's worsening political, economic, and humanitarian crisis; and (2) southern African governments which denied access through their territories for a weapons shipment destined for a regime that continues to perpetuate gross human rights violations against its own citizens. Urges the United States to continue to work with African governments and multilateral institutions to compel Robert Mugabe's regime to respect the will of its citizens and find a peaceful solution to the current political standoff. Urges the U.S. Permanent Representative at the United Nations to advocate for an international moratorium on arms shipments to Zimbabwe until democracy, human rights, and the rule of law are respected by the government of Zimbabwe.

Responsibility in Drug and Device Advertising Act of 2008 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit direct-to-consumer advertising in the first three years after approval of a new drug or device. Authorizes the Secretary of Health and Human Services to: (1) waive such prohibition if such advertising would have an affirmative value to public health; and (2) continue such prohibition in subsequent years if the drug or device has significant adverse health effects. Requires any direct-to-consumer advertisement to include a fair balance of the benefits and risks associated with the drug or device. Deems a drug to be misbranded if a direct-to-consumer television advertisement for such drug does not prominently display a statement encouraging individuals to report negative side effects of prescription drugs to the Food and Drug Administration (FDA). Requires the Secretary to discontinue the study designed to determine if such a statement is appropriate for television advertisements. Deems a device to be misbranded if a direct-to-consumer television advertisement for such device does not include a statement encouraging individuals to report negative side effects of medical devices to the FDA. Sets forth civil monetary penalties for violations relating to the advertising and promotion of a drug or device. Allows the Secretary to order the distribution of materials to notify the public and the medical community of such a violation and to provide corrective information. Requires the Secretary to conduct an education campaign to increase public awareness of risks that, for some patients, may outweigh the benefits of using a particular drug or device. Authorizes additional appropriations to regulate direct-to-consumer drug and device advertisements.

Enhancing Science, Technology, Engineering, and Mathematics Education Act of 2008 - Requires the President to establish, in the Office of Science and Technology Policy, a Committee on Science, Technology, Engineering, and Mathematics Education (STEM education) within the National Science and Technology Council. Establishes an Office of Science, Technology, Engineering, and Mathematics Education in the Department of Education, to be administered by an Assistant Secretary. Requires the Assistant Secretary to conduct an annual evaluation of the STEM education programs administered by the department. Requires the Secretary of Education to award a grant to establish a voluntary State Consortium on STEM Education and a grant to the National Science Digital Library to establish a National STEM Education Research Repository.

Extractive Industries Transparency Disclosure Act - Amends the Securities Exchange Act of 1934 to instruct the Securities and Exchange Commission (SEC) to require specified annual reports of an issuer to disclose the total payments made to an agency or instrumentality of a foreign government: (1) for natural resources in a foreign country; or (2) in connection with the extraction of natural resources from a foreign country. Requires compilation of such information so that it is accessible by the public directly from the SEC website without separately accessing the annual reports of each issuer filing the information on the EDGAR system.

Home Retention and Economic Stabilization Act of 2008 - Amends the Truth in Lending Act to establish the right of an eligible deferred-foreclosure consumer, defendable in court, to defer initiation of a foreclosure or related action, including a foreclosure sale, brought by any creditor, servicer, or holder of an eligible deferred-foreclosure mortgage, during a specified deferment period. Declares invalid any foreclosure action or proceeding regarding a deferred-foreclosure mortgage if the creditor or servicer fails to notify the consumer: (1) at least 30 days before instituting the action or proceeding; and (2) at least once during each subsequent 30-day period until the foreclosure becomes final. Prescribes procedures governing: (1) initiating foreclosure deferment; (2) payment notices during the deferment period; and (3) the manner of consumer payment during the deferment period. Amortizes over the life of the mortgage the difference between the amount of monthly payment due under the eligible deferred-foreclosure mortgage and the deferment payment amount. Prohibits a creditor or servicer from imposing any late fee or other fee or charge during the deferment period. Requires the creditor or servicer to provide the consumer with separate, written notification, distinct from all other correspondence, regarding: (1) any interest rate increase with respect to a sub-prime mortgage; (2) any minimum monthly payment increase with respect to a negative amortization mortgage; (3) clear and conspicuous disclosure of the good faith estimate of the monthly payment applicable after the adjustment or reset date; and (4) a list of alternatives available to consumers prior to the date of adjustment or increase. Authorizes appropriations for the Neighborhood Reinvestment Corporation to implement foreclosure mitigation activities.

Veterans Disability Benefits Claims Modernization Act of 2008 - Revises or adds provisions relating to the disability compensation system of the Department of Veterans Affairs (VA) to: (1) require a study on adjusting the schedule for rating veterans' disabilities; (2) establish the Advisory Committee on Disability Compensation; (3) require a study on the employee work credit system of the VA's Veterans Benefits Administration (VBA); (4) require a study on the VBA's work management system; (5) require the certification and training of VBA employees responsible for processing claims; (6) require an annual independent assessment of the VBA's quality assurance program; (7) provide for the expedited VBA treatment of fully developed claims and a checklist for individuals submitting incomplete claims; (8) require a study of the VBA's need to employ additional medical professionals to act as a medical reference for employees handling claims; (9) provide for the assignment of partial disability ratings to certain veterans; (10) require a review and revision of VBA use of information technology; and (11) allow a claim beneficiary to be substituted as a claimant in the case of the death of a veteran claimant while a claim is awaiting adjudication or appeal. Requires the Chief Judge of the U.S.Court of Appeals for Veterans Claims to report annually to the congressional veterans' committees on the Court's workload. Revises provisions concerning the jurisdiction and finality of decisions of the Court.

Citizen and Community Preparedness Act of 2008 - Amends the Homeland Security Act of 2002 to establish: (1) a Community Preparedness Division in the Department of Homeland Security (DHS); and (2) a Citizen Corps Program in the Division, through which the Secretary of Homeland Security shall bring community and government leaders together to coordinate efforts to strengthen community involvement in emergency preparedness, planning, mitigation, response, and recovery for acts of terrorism and natural disasters. Gives the Director of that Division primary responsibility within DHS for assisting the efforts of state, local, and tribal governments in preparing citizens for emergencies. Requires the Director to consider the unique preparedness challenges faced by specified underserved populations, including persons with disabilities and limited English proficiency, socially and economically disadvantaged households, the elderly, children, and individuals with pets. Directs the Secretary to make grants to states to: (1) form and sustain a state or local Citizen Corps Council; and (2) develop and implement educational programs for the public on terrorism and natural disaster preparedness and volunteer responsibilities. Conditions receipt of funds by states on outreach efforts to underserved populations, neighborhoods bordering critical infrastructure, and specified communities and community service organizations. Establishes in the Division: (1) a Community Emergency Response Team Program; (2) a Fire Corps Program; and (3) a National Citizen Corps Council. Directs the Secretary to: (1) carry out a public affairs campaign; and (2) commence a pilot program to enhance citizen preparedness at primary and secondary schools and on university and college campuses.

Eliminating Disparities in Breast Cancer Treatment Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a breast cancer treatment quality performance system to: (1) assess and disclose publicly, through the use of quality measures, the quality of care provided for the treatment of breast cancer by specified health care providers; and (2) base payment to such providers for such treatment on their performance with respect to such measures. Requires reduced payments to providers that either do not submit data in accordance with the reporting process in the system, or furnish low quality care for treatment of breast cancer.

Emergency Housing Assistance Act of 2008 - Authorizes appropriations for FY2008 for grants under the Emergency Food and Shelter Program under the McKinney-Vento Homeless Assistance Act. Allows only up to 3.5% of such funds to be used for administrative costs. Limits the use of grants to the Emergency Food and Shelter Program National Board under this Act, and any monies received by any private nonprofit organization or local government from the National Board from such amounts, solely for housing-related assistance needed to prevent homelessness in connection with the foreclosure on a dwelling occupied by an eligible family. Specifies among the uses of such assistance relocation expenses, security and utility deposits, mortgage payments, rent payments, utility payments, and other foreclosure or eviction prevention expenses. Allows an eligible family to receive such assistance for up to three months. Requires such assistance to be provided directly to mortgage servicers, property managers, utility companies, or other entities necessary to prevent the homelessness of such family. (No funds shall be provided directly to the family). Requires the National Board, and any private nonprofit organization or local government receiving monies from it, to maintain such monies in an account separate from other funds provided under the Program.

Supports the goals and ideals of National Sarcoidosis Awareness Month (April 2008). Recognizes that sarcoidosis: (1) has played a prominent yet hidden role in America's workforce history, being the chief diagnosis of the deaths of fluorescent light bulb workers in Salem, Massachusetts, in the 1940s; (2) disproportionately affects factory workers and Navy deckgrinders; and (3) was the first diagnosis for an overwhelming majority of rescue workers who assisted with the rescue and recovery operations after the attacks on September 11, 2001. Supports research efforts to better understand the links between sarcoidosis and specific occupations where sarcoidosis is disproportionately represented.

Recognizes that mental well-being is as important as physical well-being for people, the economy, and the nation. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those with mental illness.

Vieques Bioluminescent Bay Conservation Act of 2008 - Designates certain submerged lands and waters of Puerto Mosquito Bay, Puerto Rico, as the Puerto Mosquito Bay National Marine Sanctuary under specified provisions of the Marine Protection, Research, and Sanctuaries Act of 1972. Gives the governor of Puerto Rico veto power over the designation of any part of that area and over the related management plan and regulations. Directs the Secretary of Commerce to issue a comprehensive management plan and implementing regulations.

Separating Servicemember Handbook Development Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to direct the Secretary of Defense to develop and maintain, in a handbook and on a publically-available Internet website, a comprehensive description of the compensation and other benefits to which an Armed Forces member, and the family of the member, would be entitled on separation or retirement resulting from a serious injury or illness. Requires that the handbook be provided to each member as soon as practicable following an injury or illness for which the member may retire or separate.

FHA Housing Stabilization and Homeownership Retention Act of 2008 - Amends the National Housing Act to create the Refinance Program Oversight Board, charged with establishing program and oversight requirements for the programs established under this Act. Instructs the Secretary of Housing and Urban Development (HUD) to insure any (homeownership retention) mortgage covering a one- to four-family residence made to pay or prepay outstanding obligations under an existing mortgage on the residence. Declares that all penalties for prepayment of the existing mortgage, and all fees and penalties related to default or delinquency on all existing mortgages, shall be waived or forgiven. Sets forth terms for: (1) reduction of indebtedness under an existing senior mortgage; and (2) extinguishment of debt by refinancing. Requires any debt service payments due under a mortgage insured under this Act to be substantially reduced from the debt service payments due under the existing mortgage or mortgages. Requires the mortgage to provide that the HUD Secretary shall retain a lien on the residence which shall: (1) be subordinate to the mortgage insured under this Act but senior to all other existing mortgages on the residence; and (2) secure the repayment. Authorizes the Oversight Board to prohibit borrowers from granting a new second lien on the mortgaged property during the first five years of the term of the mortgage insured under this Act. Requires the mortgagee to document and verify the income of the mortgagor. Requires a mortgage insured under this Act to: (1) bear interest at a single fixed rate for the entire mortgage term; and (2) involve a principal obligation that does not exceed the limitation on the amount that would be allowable for a mortgage insured pursuant to the Economic Stimulus Act of 2008. Requires the Oversight Board to establish specified underwriting standards for mortgages insured under this Act, including a limitation on origination fees. Prohibits the aggregate original principal obligation of all mortgages insured under this Act from exceeding $300 billion. Directs: (1) the Oversight Board and the HUD Secretary to monitor independent quality reviews of designated underwriters and risk; and (2) the Inspector General of HUD to conduct an annual compliance audit of the mortgage insurance program under this Act. Requires the HUD Secretary to ensure that securities based on and backed by a pool or trust composed of mortgages insured under this Act are available to be guaranteed by the Government National Mortgage Association (GNMA) for timely payment of principal and interest. Makes the insurance of each mortgage under this Act the obligation of the Special Risk Insurance Fund. Directs the Board of Governors of the Federal Reserve System to study and report to specified congressional committees on the need for and efficacy of an auction or bulk refinancing mechanism to facilitate refinancing of existing residential mortgages that are at risk for foreclosure into mortgages insured under the National Housing Act.

School Emergency Notification Deployment Act - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to establish competitively neutral rules to permit universal service support to public and nonprofit elementary and secondary schools to be used for a communications service or system that can be used by school administrators and other public officials to deliver emergency messages to students and their parents, faculty, and staff, and their designated emergency contacts, via messages carried over telecommunications and information services, including those transmitted by providers of commercial mobile service.
