Requires CBO, if the measure would result in such substantial reductions, to include in any CBO projection a description and estimate of such reductions and a description of the basis for such conclusions. Authorizes CBO to prepare a budget projection that includes some or all of the budgetary outyears.

Amends the Brady Handgun Violence Prevention Act to prohibit the sale or other disposition of a firearm or ammunition to any person knowing or having reasonable cause to believe that such person: (1) has been convicted of a crime of violence in the previous 10 years; (2) is under age 25 and has been adjudicated as having committed an offense that would have been a crime of violence if committed by an adult; (3) has been convicted on 2 separate occasions in any period of 3 consecutive years in the last 10 of an offense that has the possession or distribution of alcohol or a controlled substance as an element; or (4) has been convicted of stalking. Prohibits any such person from: (1) shipping or transporting in interstate or foreign commerce, or possessing in or affecting commerce, any firearm or ammunition; or (2) receiving any firearm or ammunition which has been shipped or transported in interstate or foreign commerce.

Thirteenth Amendment Commemorative Coin Act

Thirteenth Amendment Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue the following coins in commemoration of the sesquicentennial anniversary of the passage of the Thirteenth Amendment to the Constitution (formally abolished slavery in the United States): up to 250,000 $50 bi-metallic platinum and gold coins, up to 250,000 $20 gold coins, and up to 500,000 $1 silver coins. Requires such coins to be considered legal tender and numismatic items. Permits the Secretary to issue such coins only during the calendar year beginning January 1, 2016, except that sales may be initiated, without issuance, before such date. Requires specified surcharges received by the Secretary from the sale of such coins to be paid to the Smithsonian National Museum of African American History and Culture. Directs the Secretary to ensure that: (1) the minting and issuing of such coins will not result in any net cost to the U.S. government; and (2) no funds, including applicable surcharges, are disbursed to the Museum until the total cost of designing and issuing all such coins is recovered by the Treasury.

National Infrastructure Development Bank Act of 2013

National Infrastructure Development Bank Act of 2013 - Establishes the National Infrastructure Development Bank as a wholly owned government corporation. Makes the Bank's Board of Directors responsible for monitoring and overseeing energy, environmental, telecommunications, and transportation infrastructure projects. Authorizes the Board to: (1) make senior and subordinated direct loans and loan guarantees to assist in the financing or refinancing of an infrastructure project, (2) issue public benefit bonds and provide financing to infrastructure projects, and (3) pay an interest subsidy to the issuer of American Infrastructure Bonds. Requires the Board to establish an Executive Committee, headed by the chief executive officer, to establish requirements and make recommendations for project proposals to be considered for financial assistance. Requires the Bank to establish a Risk Management Committee, headed by the chief risk officer, which shall: (1) create financial, credit, and operational risk management guidelines for the Bank; (2) set guidelines to ensure diversification of lending activities by both geographic region and infrastructure project type; (3) create conforming standards for all financial assistance provided by the Bank; (4) monitor financial, credit, and operational exposure of the Bank; (5) provide financial recommendations to the Board; and (6) ensure that the aggregate amount of interest subsidies provided for American Infrastructure Bonds in a given calendar year do not exceed 28% of interest payable under all such Bonds. Requires the Bank to establish an audit committee, headed by a chief compliance officer, to be responsible for auditing and accounting activities. Requires the Board to approve criteria established by the Executive Committee, with public input, for determining project eligibility for financial assistance. Sets forth criteria to be considered by the Board for each type of infrastructure project. Requires the Executive Committee to conduct an analysis that considers the economic, environmental, and social benefits and costs of each project under consideration, prioritizing projects that contribute to economic growth, lead to job creation, and are of regional or national significance. Requires any financial assistance for an infrastructure project to be repayable from dedicated revenue sources that also secure the infrastructure project obligations. Limits the amount of assistance under this Act to 50% of reasonably anticipated project costs. Exempts all bonds issued by the Bank, and the interest on or credits with respect to such bonds, from state or local government taxation. Sets forth requirements regarding compliance of assisted projects with wage rate, domestic content, and buy American statutes. Requires the Board to establish an American Infrastructure Bond program. Establishes in the Treasury the National Infrastructure Development Bank Trust Fund into which an amount estimated to equal the tax receipts attributable to interest payable under such Bonds is to be appropriated.

Respect for Marriage Act - Amends the Defense of Marriage Act to repeal a provision that prohibited a state, territory, possession, or Indian tribe from being required to recognize any public act, record, or judicial proceeding of any other state, territory, possession, or tribe respecting a same sex marriage. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state. Removes the definition of "spouse" (currently, a person of the opposite sex who is a husband or a wife).

Treat and Reduce Obesity Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to include information on the coverage of intensive behavioral therapy for obesity in the "Medicare and You Handbook." Authorizes the Secretary of Health and Human Services (HHS) to allow other physicians, registered dietitians, certified diabetes educators, and instructors trained and certified by the National Diabetes Prevention Lifestyle Coach Training program of the Centers for Disease Control and Prevention (CDC) to provide, and be independently reimbursed for, intensive behavioral therapy for obesity furnished outside of the primary care setting, so long as any such nonphysician provider or instructor furnishing the therapy must communicate any recommendation or treatment plan for an individual to the individual's primary care physicians or practitioner. Authorizes the Secretary to cover under Medicare part D (Voluntary Prescription Drug Benefit Program) medication for treatment of obesity or for weight loss management for an overweight individual with one or more comorbidities.

Requires the design of such coins to be emblematic of the centennial of America's involvement in World War I. Permits the Secretary to issue such coins only during calendar year 2018. Julia Carson Responsible Fatherhood and Healthy Families Act of 2013 - Conditions continued approval of a state plan under part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSAct) upon state assessment of its policies with respect to barriers to employment and financial support of children. Directs the Department of Health and Human Services (HHS) to award grants to states for an employment demonstration project involving a court- or state child support agency-supervised employment program for noncustodial parents who have barriers to employment and a history of nonpayment, so that they can pay their child support obligations. Directs the Secretary of Labor to award grants for transitional jobs programs and for public-private career pathways partnerships. Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) with respect to: (1) funding for responsible fatherhood programs, (2) activities promoting responsible fatherhood, and (3) elimination of a separate TANF work participation rate for two-parent families. Prohibits a state from conditioning receipt of TANF or certain other benefits on participation in a healthy marriage or responsible fatherhood program. Amends SSAct title IV part D (Child Support and Establishment of Paternity) to prohibit a state from collecting any amount owed it by reason of costs it has incurred under SSAct title XIX (Medicaid)for the birth of a child for whom support rights have been assigned. Requires a state to make a full distribution of collected child support to the family. Amends the Food and Nutrition Act of 2008 with respect to: (1) deductions from family income for child support received in order to qualify for food stamps, (2) verification of child support payments, and (3) inclusion of economic opportunities programs in qualifying work programs. Amends SSA title IV part A (TANF) with respect to: (1) grants to healthy family partnerships for domestic violence intervention and prevention, and (2) grant recipients and their procedures for responding to the risks of domestic violence. Amends the Internal Revenue Code to increase the earned income tax credit percentage for eligible individuals with no qualifying children.

Time Off to Vote Act - Entitles an employee to two hours of paid leave on the day of any federal election in order to vote. Gives the employer the right to determine the two-hour-period, excluding any lunch break or other break. Prohibits the loss of benefits for any employee taking such leave under this Act. Makes it unlawful for any employer to interfere with, restrain, or deny the exercise of or the attempt to exercise, the right to take leave under this Act, or to discriminate against an employee in any manner for taking leave under this Act. Makes it unlawful for any employer to discharge or in any other manner discriminate against any individual for: (1) opposing any practice made unlawful by this Act; (2) filing any charge, or instituting or causing to be instituted any proceeding, under or related to this Act; or (3) testifying or preparing to testifying in any inquiry or proceeding relating to any leave provided under this Act. Specifies the penalties for any employer who violates this Act.

Wireless Tax Fairness Act of 2013 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.

Rural Energy Investment Act of 2013 - Amends the Farm Security and Rural Investment Act of 2002 regarding the biobased markets program to: (1) extend program funding through FY2018, (2) increase the number of categories of biobased products designated and individual biobased products eligible for preferred purchasing, and (3) provide for a program of biobased product education and promotion activities. Amends the Rural Energy for America Program to: (1) extend Program funding through FY2018; (2) make nonprofit organizations eligible for assistance; (3) provide loan guarantees and grants to agricultural producers and rural small businesses for renewable energy system purchases, with a tiered loan and grant application process that reflects project cost; and (4) permit the combined amount of a grant and a loan guarantee to cover all eligible activity costs. Extends funding through FY2018 for: (1) biorefinery assistance, (2) the biodiesel fuel education program, (3) biomass research and development, (4) the Rural Energy Self-Sufficiency Initiative, (5) the biomass crop assistance program, (6) the forest biomass for energy program, (7) the community wood energy program, and (8) the feedstock flexibility program for bioenergy producers.

MOMS for the 21st Century Act

Maximizing Optimal Maternity Services for the 21st Century or the MOMS for the 21st Century Act - Amends the Public Health Service Act to require the Office on Women's Health to: (1) establish the Interagency Coordinating Committee on the Promotion of Optimal Maternity Outcomes, and (2) develop and implement a consumer education campaign to promote understanding and acceptance of evidence-based maternity practices and models of care for optimal maternity outcomes among women of childbearing ages and their families. Requires the Agency for Healthcare Research and Quality to make publicly available and update an online bibliographic database identifying systematic reviews, including an explanation of the level and quality of evidence, for the care of childbearing women and newborns. Requires the Administrator of the Health Resources and Services Administration to: (1) designate maternity care health professional shortage areas under the National Health Service Corps program, and (2) award planning and implementation grants to address workforce disparities for such professionals. Directs the Secretary of Health and Human Services (HHS) to support the establishment of two additional Centers for Excellence on Optimal Maternity Outcomes to conduct research to improve maternity outcomes. Requires the Secretary to convene an Interprofessional Maternity Provider Education Commission to discuss and make recommendations for: (1) a consensus standard physiologic maternity care curriculum that takes into account the core competencies for basic midwifery practice and the educational objectives for physicians practicing in obstetrics and gynecology, (2) suggestions for multidisciplinary use of the consensus physiologic curriculum, (3) strategies to integrate and coordinate education across maternity care disciplines, and (4) pilot demonstrations of interprofessional educational models. Amends title XVIII (Medicare) of the Social Security Act to cover services provided by a supervised student midwife or an intern or resident-in-training under a teaching program under certain circumstances.

Veterans Education Flexibility Act - Provides that if an individual eligible for educational assistance under the all-volunteer force educational assistance program of the Department of Veterans Affairs (VA) is enrolled in an educational institution and the period of such individual's entitlement (ten years after discharge or release from active duty) would expire during a quarter or semester of enrollment, that period shall be extended to the end of that quarter or semester. Allows such an extension until the earlier of the end of the course or 12 weeks, in the case of an educational institution not regularly operated on a quarter or semester basis. Repeals the delimiting period for the use of assistance under the post-Vietnam era veterans' educational assistance program (generally 10 years after the veteran's last discharge or release from active duty). Applies the assistance extension provided under the all-volunteer force educational assistance program to the post-9/11 veterans' educational assistance program.

Territorial Omnibus Act of 2013

Territorial Omnibus Act of 2013 - Conveys to the government of the Commonwealth of the Northern Mariana Islands (CNMI) submerged lands surrounding such Islands and extending three geographical miles outward from their coastlines. Includes the CNMI among the islands where the President may establish naval defensive sea areas and airspace reservations when necessary for national defense. Amends the Fair Minimum Wage Act of 2007 to add 2013 and 2015 as years in which there shall be no increase in the minimum wage applicable to the CNMI. Revises the treatment of supplemental fees imposed for employment of nonimmigrant workers paid into the Treasury of the CNMI government for the purpose of funding ongoing vocational educational curricula and program development by CNMI educational entities to: (1) require such government to provide to the Secretary of Homeland Security (DHS) a plan for the expenditure of funds and a projection of the effectiveness of the expenditures in job placement of U.S. workers, and (2) require a biennial report by the Comptroller General (GAO) on the effectiveness of meeting the goals set out in the CNMI's annual plan for the expenditure of funds. Revises the procedure for classification of aliens in the CNMI as long-term investors. Extends through December 31, 2019, a system for allocating and determining the number, terms, and conditions of permits issued to prospective employers for nonimmigrant workers performing work during the transition period (the period for administration of a transition program to regulate immigration to the CNMI) who would not otherwise be eligible for admission under the Immigration and Nationality Act. Requires the Secretary of the Interior to establish a team of technical, policy, and financial experts to: (1) develop an energy action plan addressing the energy needs of each of the insular areas (American Samoa, the CNMI, Puerto Rico, Guam, and the Virgin Islands) and Freely Associated States (the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau); and (2) assist each of the insular areas and Freely Associated States in implementing such plan. Requires such plan to include: (1) recommendations to reduce reliance and expenditures on imported fossil fuels, to develop indigenous, nonfossil fuel energy sources, and to improve performance of energy infrastructure and overall energy efficiency; (2) a schedule for implementation of such recommendations and identification and prioritization of specific projects; (3) a financial and engineering plan for implementing and sustaining projects; and (4) benchmarks for measuring progress toward implementation. Requires the Board of Elections of the Virgin Islands, as part of the next regularly scheduled, islands-wide election, to hold a referendum to seek the approval of the people of the Virgin Islands regarding whether the position of Chief Financial Officer of the Government of the Virgin Islands shall be established as a part of the executive branch of such government. Requires the governor of the Virgin Islands to appoint a Chief Financial Officer (CFO), with the advice and consent of the Legislature of the Virgin Islands, from a list required by this Act. Provides a process for appointment of an Acting CFO. Sets forth the CFO's duties. Establishes the Virgin Islands Chief Financial Officer Search Commission to recommend at least three candidates for the CFO position. Terminates the Commission upon the nomination and confirmation of the CFO. Authorizes the Secretary of Health and Human Services (HHS) to make grants under the Low-Income Home Energy Assistance Act of 1981 to the government of Virgin Islands in an amount equal to 3 times the FY2013 allotment for programs under such Act. Includes in eligibility thresholds households with incomes up to 300% of the poverty level for the Virgin Islands. Establishes the Castle Nugent National Historic Site on the island of St. Croix, U.S. Virgin Islands, as a unit of the National Park System in order to preserve, protect, and interpret a Caribbean cultural landscape spanning over 300 years of agricultural use, significant archaeological resources, an extensive barrier coral reef system, and other outstanding natural features. Authorizes the Secretary of the Interior to lease certain lands within the boundary of the Historic Site to the University of the Virgin Islands for the purpose of continuing the University's operations for breeding Senepol cattle. Establishes the St. Croix National Heritage Area in St. Croix, U.S. Virgin Islands. Designates St. Croix United for Community, Culture, Environment, and Economic Development (SUCCEED) Inc., as the local coordinating entity for the Area. Requires SUCCEED Inc. to submit a management plan that provides for the protection, enhancement, and interpretation of the natural, cultural, historic, scenic, and recreational resources of the Area. Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the residents of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to establish a Fund for the payment of claims submitted by compensable Guam victims and survivors of compensable Guam decedents. Directs the Secretary to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches, or internment resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war (such payments to be made after payments have been made to surviving Guam residents). Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury and adjudicate claims and determine payment eligibility. Requires claims to be filed within one year after the Commission publishes notice of the filing period in the Federal Register and in the Guam media. Amends the Housing and Community Development Act of 1980, with respect to housing assistance for the benefit of an alien lawfully resident in the United States, to provide that within Guam a citizen or national of the United States shall be entitled to a preference or priority in receiving financial assistance before any such alien who is otherwise eligible for such assistance. Requires the Comptroller General to study the use of benefit-to-cost ratio formulas by departments and agencies for purposes of evaluating projects in American Samoa, assessing in particular its remote locations, transportation costs, airport traffic control towers, and water resources development projects. Requires departments and agencies, in the case of grants to American Samoa, Guam, the Virgin Islands, and the CNMI, to waive any requirement for local matching funds (including in-kind contributions) that the area would otherwise be required to provide, including waiver of an entire matching requirement for a grant requiring matching funds of $500,000 or less. Exempts vessels from the fishery endorsement requirement that they be rebuilt in the United States if they offload in American Samoa and were rebuilt outside of the United States before January 1, 2011. Amends the Fair Minimum Wage Act of 2007 to require GAO to include in reports assessing the impact of minimum wage increases applicable to American Samoa and the CNMI an analysis of the economic effects on employees and employers of the differentials in minimum wage rates among industries and classifications in American Samoa, including the potential effects of eliminating such differentials prior to the time when such rates are scheduled to equal the minimum wage set forth in the Fair Labor Standards Act. American Samoa Citizenship Plebiscite Act - Requires the Secretary of the Interior to direct the American Samoa Election Office to conduct a plebiscite on the issue of whether persons born in American Samoa desire U.S. citizenship. Allows local matching required of an affected jurisdiction (i.e., American Samoa, Guam, the CNMI, or the state of Hawaii) for federal programs to be paid in cash or in-kind services provided by the jurisdiction pursuant to the Compact of Free Association Amendments Act of 2003 (concerning the Federated States of Micronesia and the Republic of the Marshall Islands) and the Palau Compact of Free Association Act. Excepts programs of competitive grants.

Natural Hazards Risk Reduction Act of 2013 - National Earthquake Hazards Reduction Program Reauthorization Act of 2013 - Amends the Earthquake Hazards Reduction Act of 1977 to revise and reauthorize through FY2017 the National Earthquake Hazards Reduction Program. Repeals provisions establishing the Interagency Coordinating Committee on Earthquake Hazards Reduction and an associated advisory committee. Revises responsibilities of Program agencies, including by making: (1) the National Institute of Standards and Technology (NIST) responsible for research and development to improve building standards and practices; (2) the Federal Emergency Management Agency (FEMA), consistent with its all hazards approach, responsible for facilitating the adoption of model building codes; (3) the United States Geological Survey (USGS) responsible for providing real-time earthquake information; and (4) the National Science Foundation (NSF) responsible for funding basic research. Makes NIST (currently, USGS) responsible for organizing investigations under the post-earthquake investigations program. National Windstorm Impact Reduction Reauthorization Act of 2013 - Amends the National Windstorm Impact Reduction Act of 2004 to revise and reauthorize through FY2017 the National Windstorm Impact Reduction Program. Repeals provisions requiring the Director of the Office of Science and Technology Policy to establish an Interagency Working Group responsible for the planning, management, and coordination of the Program. Designates NIST as the lead agency and sets forth revised responsibilities of NIST and the other Program agencies: FEMA, NSF, and the National Oceanic and Atmospheric Administration (NOAA). Establishes an Interagency Coordinating Committee on Natural Hazards Risk Reduction, chaired by the Director of NIST, to oversee the planning and coordination of the National Earthquake Hazards Reduction Program, the National Windstorm Impact Reduction Program, and other federal research for natural hazard mitigation that the Committee considers appropriate. Requires: (1) the Committee to develop strategic plans and coordinated budgets for such Programs; and (2) the Director to establish an Advisory Committee on Earthquake Hazards Reduction, an Advisory Committee on Windstorm Impact Reduction, and other advisory committees to mitigate the impact of natural disasters, as necessary. Amends: (1) the National Construction Safety Team Act to authorize safety teams to be established for deployment after events causing the failure of infrastructure, as well as buildings, leading to a substantial loss of life; and (2) the National Institute of Standards and Technology Act to include among the types of fires subject to the Fire Research Center's research program fires at the wildland-urban interface.

Amends the Small Business Act to direct the head of each executive department to submit an annual report to the Administrator of the Small Business Administration (SBA) containing the percentage of the total value of all prime contracts awarded by the executive department during the preceding one-year period to small business concerns owned and controlled by service-disabled veterans.

Requires such campaign to include dissemination of the following information: (1) breast reconstruction is possible at the time of breast cancer surgery or at a later time; (2) prostheses or breast forms may be available; (3) federal law mandates that both public and private health plans include coverage of breast reconstruction and prostheses; (4) the patient has a right to choose the provider of reconstructive care, including the potential transfer of care to a surgeon that provides breast reconstructive care; and (5) the patient may opt to undergo breast reconstruction at a time after surgery for personal or medical reasons during treatment or after completion of all other breast cancer treatments. Requires the information required to be disseminated by this Act to be be posted on the Internet websites of relevant federal agencies, including the Office of Women's Health, the Office of Minority Health, and the Office of Rural Health Policy. Prohibits such campaign from specifying, or being designed to serve as a tool to limit, the health care providers available to patients. Requires biennial reports to Congress describing and evaluating the activities carried out under this Act.

Free Flow of Information Act of 2013 - Prohibits a federal entity (an entity or employee of the judicial or executive branch or an administrative agency of the federal government), in any matter arising under federal law, from compelling a covered person to testify or produce any document related to information obtained or created as part of engaging in journalism unless a court makes specified determinations by a preponderance of the evidence, including determinations that: (1) alternative sources have been exhausted; (2) the testimony or document sought is critical to the investigation, prosecution, or defense of a crime or the successful completion of a noncriminal matter; (3) disclosure of an information source's identity is necessary to prevent an act of terrorism, harm to national security, imminent death, significant bodily harm or to identify a person who has disclosed a trade secret, individually identifiable health information, or certain nonpublic personal information; and (4) the public interest in compelling disclosure of the information or document involved outweighs the public interest in gathering or disseminating news or information. Defines "covered person" as a person who, for financial gain or livelihood, is engaged in journalism, including a supervisor, employer, parent, subsidiary, or affiliate of such a person. Excludes from that definition foreign powers and their agents and certain designated foreign terrorist organizations. Defines "journalism" as the gathering, preparing, collecting, photographing, recording, writing, editing, reporting, or publishing of news or information that concerns local, national, or international events or other matters of public interest for dissemination to the public. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Prohibits this Act from being construed as applying to civil defamation, slander, or libel claims or defenses under state law. Applies this Act to communications service providers with regard to testimony or any record, information, or other communication that relates to a business transaction between such providers and covered persons. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

Directs: (1) the Attorney General (AG), Secretary of Health and Human Services (HHS), and Secretary of Defense (DOD) to initiate a national review of federal (including military) and state laws, policies, regulations, and judicial precedents and decisions regarding criminal and related civil commitment cases involving people living with HIV/AIDS; and (2) the AG to transmit to Congress and make publicly available the results of such review with related recommendations. Requires the AG and HHS Secretary to: (1) develop and publicly release guidance and best practice recommendations for states, and (2) establish an integrated monitoring and evaluation system to measure state progress. Directs the AG and HHS and DOD Secretaries to transmit to the President and Congress any proposals necessary to implement adjustments to federal laws, policies, or regulations. Prohibits this Act from being construed to discourage the prosecution of individuals who intentionally transmit or attempt to transmit HIV to another individual.

Amends the Child Abuse Prevention and Treatment Act to require the state plan for use of a grant for a child abuse or neglect prevention program to contain an assurance that the state law has in place provisions and procedures for the assessment and identification of victims of trafficking, as well as comprehensive training and services to serve such victims.

Veterans Mental Health Accessibility Act - Makes any veteran who served on active duty in a theater of combat operations during World War II, the Korean conflict, the Vietnam era, the Persian Gulf War, Operations Iraqi Freedom or Enduring Freedom, or any other period of war after the Persian Gulf War, or in combat against a hostile force during a period of hostilities, eligible for hospital care, medical services, and nursing home care for any mental illness through the Department of Veterans Affairs (VA), notwithstanding insufficient medical evidence to conclude that the mental illness is attributable to such service.

Deployed Troops Support Act of 2013 - Authorizes the Secretary of Defense (DOD) to transport to any country, on a space-available basis and without charge, supplies that have been furnished by a nonprofit organization and intended for distribution to members of the Armed Forces. Prohibits such transportation unless the Secretary determines that: (1) such transportation is consistent with U.S. policies, (2) the supplies are suitable for transportation and in usable condition, (3) there is a legitimate need for the supplies, and (4) adequate arrangements have been made for their distribution. Makes the nonprofit organization responsible for ensuring the suitability for transport of such supplies. Allows the supplies to be distributed by the U.S. government or a nonprofit organization.

VA Claims, Operations, and Records Efficiency Act - Directs the Secretary of Defense (DOD) to make the service treatment records, personal records, unit records, and medical records (service records) of each member of the Armed Forces available to the Secretary of Veterans Affairs (VA) in an electronic format. Provides post-discharge or release timelines for such availability. Requires each service record provided to include a DOD certification of the record's completeness. Deems such service record release a permitted disclosure under requirements of the Health Insurance Portability and Accountability Act of 1996.
