Practicality in Education Act - Amends the Elementary and Secondary Education Act of 1965 to allow states to exclude the results of limited English proficient students, during their first two school years in this country, from adequate yearly progress (AYP) assessments, when such students are assessed in reading or mathematics in a language other than their native tongue. Allows state determinations of AYP pursuant to state academic achievement standards to employ a growth model, measuring the achievement of the same students and subgroups from year to year. Requires that 4% of disabled students taking modified assessments be counted in measuring student proficiency pursuant to such standards. Gives schools which are identified as needing improvement, due to having failed for two consecutive years to make AYP pursuant to such standards, a full new school year to meet the standards before its students must be given the option to transfer to another public school. (Currently, such transfers must be allowed at the beginning of the school year following such identification.) Provides that, in determining AYP, a student in more than one group subject to measurable annual objectives shall be counted only toward one such group. Allows states to consider new middle and secondary school special education and rural teachers to be highly qualified even if they do not pass a rigorous state academic subject test in every subject they teach, provided they pass such a test for one subject they teach and, with respect to each other subject they teach, work in close consultation with another teacher who is highly qualified in such other subject.

Feeding America's Families Act of 2007 - Amends the Food Stamp Act of 1977 with respect to: (1) inflation adjustments; (2) standard deduction increases; (3) combat pay, retirement account, and education account exclusions; (4) minimum benefit increases; (5) countable resource increases; (6) legal immigrant eligibility; (7) work requirements; (8) state option to provide food assistance to foster community reintegration; (9) program administration; (10) cash payment pilot projects; (11) food stamp program reauthorization; (12) block grants for Puerto Rico and American Samoa; (13) outreach; (14) food stamp use at farmers' markets; (15) community food projects, community food assistance, and food bank infrastructure; (16) creation of the national food for the hungry transportation, self-help, and job-training fund; and (17) hunger-free communities collaborative grants. Establishes in the Department of Agriculture the Bill Emerson National Hunger Fellowship Program and the Mickey Leland International Hunger Fellowship Program. Amends the Farm Security and Rural Investment Act of 2002 to repeal the hunger fellowship program. Amends the Agriculture and Consumer Protection Act of 1973 to extend the commodity supplemental food program.

Clean Water Protection Act - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to define "fill material" to mean any pollutant that replaces portions of waters of the United States with dry land or that changes the bottom elevation of a water body for any purpose and to exclude any pollutant discharged into the water primarily to dispose of waste.

Financial Services Diversity Initiative - Expresses the sense of Congress that: (1) active measures should be taken by employers and educational institutions to increase the demographic diversity of the financial services industry; and (2) diversity within the financial services industry is vitally important not only to promoting innovation and creativity in the industry but to developing a more inclusive workforce for a fair and just economy.

Requires the Governor of the Virgin Islands to appoint a Chief Financial Officer, with the advice and consent of the Legislature of the Virgin Islands, from a list required by this Act. States that if: (1) the Legislature has not confirmed a nominee within 90 days the Governor shall appoint an Acting Chief Financial Officer until the Legislature consents to a Chief Financial Officer; and (2) a Chief Financial Officer has not been appointed within 180 days the Virgin Islands Chief Financial Officer Search Commission shall appoint from such list an Acting Chief Financial Officer until a Chief Financial Officer is appointed. Sets forth the Chief Financial Officer's duties. Transfers the functions of the Director of the Office of Management and Budget to the Chief Financial Officer. Alters the position of the Director of the Office of Management and Budget to that of the Deputy Chief Financial Officer. Implements such changes for a five-year period. Establishes the Virgin Islands Chief Financial Officer Search Commission to recommend at least three candidates for the Chief Financial Officer position. Terminates the Commission 210 days after its first meeting. Prohibits anything in this Act from being construed to permit the Governor and Legislature of the Virgin Islands to delegate or otherwise alter the powers and authority of the Office of Management and Budget established under the laws of the Virgin Islands.

No Child Left Behind Reform Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to allow states to include measures of individual or cohort growth over time in determining whether students are making adequate yearly progress (AYP) toward state academic performance standards. Eliminates the consideration of student attendance rates. Allows schools to be given credit for performing well on measures other than test scores when calculating student achievement. Authorizes the Secretary of Education to award competitive: (1) grants to state educational agencies to develop or increase the capacity of data systems for accountability purposes; and (2) subgrants to increase the capacity of local educational agencies to upgrade, create, or manage information databases for the purpose of measuring AYP. Allows schools to target school choice and supplemental services to the students who are members of specified types of groups that fail to make AYP. Requires placement and service in the least restrictive environment for students who receive services under the Individuals With Disabilities Education Act who use an option to transfer under ESEA. Revises the definition of highly qualified teacher to authorize states to: (1) use a generalist exam for middle school teachers; and (2) issue certificates that qualify teachers to teach a number of subjects in social studies or in science.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally related mortgage loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to require lenders to establish a best practices plan, meeting certain criteria, to ensure compliance with such Act for high cost mortgages. Proscribes unfair or deceptive acts or practices in providing: (1) mortgage lending services for either a subprime federally related mortgage loan; (2) mortgage brokerage services for such a loan; and (3) appraisal of a property offered as security for repayment of the loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or the refusal to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate and train borrowers and community groups regarding illegal and inappropriate predatory lending practices.

Comprehensive Learning Assessment for Students and Schools (CLASS) Act - Amends the Elementary and Secondary Education Act of 1965 to revise requirements affecting adequate yearly progress (AYP) assessments of students against state academic performance standards. Allows AYP longitudinal growth calculations and the averaging of school data in a manner designed to stabilize school-building results from year to year. Identifies a school as needing improvement, corrective action, or restructuring only on the basis of the unsatisfactory AYP of a particular group of students in the same academic subject for the requisite period of time. Requires multiple measures of student academic achievement. Requires academic achievement standards to calculate AYP within a continuum of achievement by children within advanced, proficient, and basic achievement levels. Allows states to use the results of subsequent assessments of students who take more than one assessment for the same grade and subject. Limits the provision of supplemental services and transfers to those students who fall within a group whose underperformance results in the school's failure to make AYP. Requires state assessments to be aligned with curriculum and instruction so their effectiveness may be assessed. Requires alternate standards and assessments for disabled children aligned with the child's individualized education program. Allows states to measure the AYP of limited English proficient (LEP) children by including children that have attained English proficiency and excluding LEP children who have resided in the country for less than three years. Allows states to set separate starting points for measuring the AYP of each student group.

Promoting Lifelong Active Communities Every Day Act or the PLAY Every Day Act - Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop the Community Play Index to measure the policy, program, or environmental barriers in communities to participating in physical activity. Requires the Index to include: (1) measurements that examine barriers to physical activities across multiple settings; and (2) measurements to assist economically and culturally diverse communities in examining the social determinants of health. Requires the Secretary, acting through the Director, to award grants to state health departments for work in partnership with community-based coalitions to plan and implement model communities of play that: (1) increase the physical spaces and places available for physical activity; (2) increase the opportunities for children and families to participate in quality play and the number of children and families participating in quality play; and (3) increase knowledge and awareness about the importance of individuals achieving 60 minutes of recommended physical activity every day.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Consumer Price Index for Elderly Consumers Act of 2007 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

1901 Missouri African American Expulsion Commission Act of 2007 - Establishes the 1901 Missouri African American Expulsion Commission to: (1) investigate the expulsion of any African-American resident in or around the Missouri cities of Aurora, Monett, Newburg, Pierce City, Cassville, or Webb City from his or her home or farm between August 1894 and August 1901; (2) identify any person who is a relative of such resident or whom the Commission determines sustained an identifiable loss (including a loss to the personal relations, real property, or personal property of such person) because of the expulsion, whether or not it has previously been the subject of a legal proceeding; (3) research and develop a historical record of the expulsion; and (4) make recommendations regarding the feasibility of providing reparations to the person and the appropriate method to provide it.

Expresses support for: (1) the goals and ideals of Mental Health Month; and (2) President Bush's Commission on Mental Health, including funding of it's 2003 findings that the failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is equally as important as physical well-being and must be treated with parity to other illnesses. Applauds the new coalescing of national and community organizations and their work in promoting public awareness to reduce the stigma of mental health treatment and in providing critical information to support the people and families of those dealing with mental illness. Urges all organizations and health practitioners to promote information to reduce and eliminate stigma and to focus on mental well-being awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Employment Non-Discrimination Act of 2007 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the armed forces. States that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act with regard to: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) dress and grooming standards; and (5) certain matters relating to marriage. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings against state governments and, subject to limitation, the federal government.

Right Start Child Care and Education Act of 2007 - Amends the Internal Revenue Code to: (1) increase the rates and maximum allowable amount of the tax credit for employer-provided child care; (2) increase the dollar limit on the child care tax credit; and (3) allow a $2,000 tax credit for child care providers who hold a bachelor's degree in early childhood education, child care, or a related degree and who provide at least 1,200 hours of child care services in a taxable year.

Urges the President to: (1) declare lung cancer a public health priority and immediately lead a coordinated effort to reduce the mortality rate of lung cancer by 50% by 2015; (2) direct the Secretary of Health and Human Services to increase funding for lung cancer research; (3) direct the Secretary of Defense to develop a lung cancer screening and disease management program among members of the Armed Forces and veterans and diagnostic programs for the early detection of lung cancer; (4) appoint the Lung Cancer Scientific and Medical Advisory Committee; and (5) convene a National Lung Cancer Public Health Policy Board to oversee and coordinate all efforts to reduce the lung cancer mortality rate.

Ethiopia Democracy and Accountability Act of 2007 - States that is U.S. policy to: (1) support human rights, democracy, independence of the judiciary, freedom of the press, peacekeeping capacity building, and economic development in the Federal Democratic Republic of Ethiopia; (2) collaborate with Ethiopia in the Global War on Terror; (3) seek the release of all political prisoners and prisoners of conscience in Ethiopia; (4) foster stability, democracy, and economic development in the region; and (5) strengthen U.S.-Ethiopian relations. Directs the Secretary of State to take specified actions to support human rights and democratization in Ethiopia. Prohibits until the President makes specified congressional certifications: (1) security assistance to Ethiopia, with exceptions for peacekeeping or counter-terrorism assistance; and (2) U.S. entry of any Ethiopian official involved in giving orders to use lethal force against peaceful demonstrators or accused of gross human rights violations, and government security personnel involved in specified shootings of demonstrators and prisoners. Directs the President to provide assistance for the rehabilitation of Ethiopian torture victims. Expresses the sense of Congress that the U.S. government should: (1) encourage the government of Ethiopia to enter into discussions with peaceful political groups to bring them into full participation in Ethiopia's political and economic affairs; and (2) provide necessary assistance to help achieve such goal. Directs the President to provide Ethiopia with: (1) resource policy assistance; and (2) health care assistance.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Greater Hells Canyon ecosystem; (6) Islands in the Sky Wilderness; and (7) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as wilderness and components of the System; and (3) certain biological connecting corridors as special corridor management areas. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Community Health Workers Act of 2007 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants to promote positive health behaviors for women and children in target populations, especially racial and ethnic minority women and children in medically underserved communities. Permits such funds to be used to support community health workers to: (1) educate and provide outreach regarding enrollment in health insurance; (2) educate, guide, and provide outreach regarding health problems among women and children, especially among racial and ethnic minority women and children; (3) educate, guide, and provide experiential learning opportunities that target behavioral risk factors, including poor nutrition and tobacco use; (4) educate and guide regarding effective strategies to promote positive health behaviors within the family; (5) promote community wellness and awareness; and (6) educate and refer target populations to appropriate health care agencies and community based programs and organizations. Requires the Secretary to give priority to experienced applicants who propose to target geographic areas: (1) with a high percentage of uninsured or underinsured residents who are eligible for health insurance; and (2) with a high percentage of families for whom English is not their primary language. Requires the Secretary to: (1) encourage community health worker programs to collaborate with academic institutions; and (2) establish guidelines for assuring the quality of the training and supervision of community health workers under programs funded under this Act and for assuring the cost-effectiveness of such programs.

Stop AIDS in Prison Act of 2007 - Directs the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates in federal prisons and upon reentry into the community. Requires such policy to include provisions for: (1) testing of inmates upon intake and counseling; (2) HIV/AIDS prevention education; (3) HIV testing of prisoners annually or upon exposure to HIV; (4) HIV testing of pregnant inmates; (5) comprehensive medical treatment of inmates who test positive for HIV and confidential counseling on managing their medical condition and preventing its transmission to other persons; (6) protection of confidentiality; (7) testing, counseling, and referral prior to reentry into the community; (8) allowing inmates the right to refuse routine HIV testing; (9) mandatory testing after a documented exposure to HIV; and (10) timely notification of test results. Amends the federal criminal code to: (1) require HIV testing for all federal prison inmates upon intake regardless of length of sentence or risk factors; (2) allow inmates to decline testing prior to release from incarceration; and (3) make HIV testing part of the routine health screening conducted at intake.

Homegrown Terrorism Prevention Act of 2007 - Amends the Homeland Security Act of 2002 to add provisions concerning the prevention of homegrown terrorism (terrorism by individuals born, raised, or based and operating primarily in the United States). Directs the Secretary of Homeland Security to: (1) establish a grant program to prevent radicalization (use of an extremist belief system for facilitating ideologically-based violence) and homegrown terrorism in the United States; (2) establish or designate a university-based Center of Excellence for the Study of Radicalization and Homegrown Terrorism in the United States; and (3) conduct a survey of methodologies implemented by foreign nations to prevent radicalization and homegrown terrorism. Prohibits the Department of Homeland Security's efforts to prevent ideologically-based violence and homegrown terrorism from violating the constitutional and civil rights, and civil liberties, of U.S. citizens and lawful permanent residents.

Community Environmental Equity Act - Amends the Public Health Service Act to prohibit any entity that handles, manages, treats, releases, discharges, disposes, stores, transports, removes, moves, or delivers any covered substance from disproportionately exposing any person or community to such substance on the ground of race, color, national origin, or economic status. Defines "covered substance" to include: (1) any contaminant identified under the Safe Drinking Water Act; (2) any pesticide chemical under the Federal Food, Drug, and Cosmetic Act; (3) any chemical listed as a known or probable human carcinogen under the National Toxicology Program of the Department of Health and Human Services (HHS); (4) any chemical substance or mixture regulated under the Toxic Substance Control Act; (5) any hazardous waste identified under the Solid Waste Disposal Act; (6) any pesticide registered under the Federal Insecticide, Fungicide, and Rodenticide Act; and (7) any air pollutant regulated under the Clean Air Act. Requires such an entity to: (1) work in partnership with state and local government officials and the federal government to comply with this Act; and (2) address actual or potential disproportionate exposure to covered substances prior to pursuing authorization or approval to work with such substances. Authorizes enforcement: (1) by denial or termination of authorization to work with covered substances; (2) by any other means authorized by law; and (3) for an entity receiving federal financial assistance, through specified compliance provisions of the Civil Rights Act of 1964. Requires the Secretary of Health and Human Services to establish a Health Impact Profile Program to make grants to community-based organizations and community health centers to assist in the planning and development of community health impact profiles.

America's Red Rock Wilderness Act of 2007 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase-Escalante; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of state-owned lands within such areas; (3) federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Religious Freedom Peace Tax Fund Act - Directs the Secretary of the Treasury to establish in the Treasury the Religious Freedom Peace Tax Fund for the deposit of income, gift, and estate taxes paid by or on behalf of taxpayers: (1) who are designated conscientious objectors opposed to participation in war in any form based upon their deeply held moral, ethical, or religious beliefs or training (within the meaning of the Military Selective Service Act); and (2) who have certified their beliefs in writing to the Secretary. Requires that: (1) amounts deposited in the Fund be allocated annually to any appropriation not for a military purpose; (2) the Secretary report to the House and Senate Appropriations Committees on the total amount transferred into the Fund during the preceding fiscal year and the purposes for which such amount was allocated; and (3) the privacy of individuals using the Fund be protected. Expresses the sense of Congress that any revenue increase resulting from the creation of the Fund be allocated in a manner consistent with its purposes.

Call Center Consumer's Right to Know Act - Directs each U.S. corporation or subsidiary that utilizes a call center to initiate telephone calls to, or receive calls from, individuals located in the United States to require each call center employee to disclose the physical location of such employee at the beginning of such call. Requires such corporation or subsidiary to annually certify to the Federal Trade Commission (FTC) their compliance with such requirement. Subjects noncomplying corporations or subsidiaries to such civil penalties as the FTC may prescribe. Directs the FTC to prescribe rules for effective monitoring and compliance with such requirement.

Youth Crime Deterrence Act of 2007 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to set forth additional requirements for state plans under the juvenile justice and delinquency prevention program (program) relating to juvenile truancy from detention or placement settings and housing, reentry and aftercare services for juveniles released from the juvenile justice system. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to make grants to or contracts with public and nonprofit private agencies for: (1) family and community programs to prevent and reduce the participation of juveniles in criminal gangs; (2) treatment programs for juvenile offenders who are victims of child abuse or neglect and their families; and (3) mentoring programs for at-risk juveniles. Authorizes the Administrator to make grants to states for certain challenge activities under the program. Defines "challenge activity" as a state program maintained to: (1) provide juveniles in the juvenile justice system with basic health, mental health, and education services; (2) increase community-based alternatives to incarceration of juveniles; (3) provide secure settings for the placement of violent juvenile offenders; (4) establish and operate a state ombudsmen office for monitoring out-of-home care for juveniles; or (5) adopt policies for alternatives to suspension and expulsion from school and for prohibiting discrimination against juveniles in program placement or treatment based on perceived or actual sexual orientation or gender identity.

Authorizes the Director of the United States Patent and Trademark Office (USPTO) to accept any application or other filing made by an applicant for, or owner of, a patent or trademark after the applicable deadline, as the Director considers appropriate, if the applicant or owner files a petition within 30 days after such deadline showing that the delay was unintentional. Deems such a petition denied if the Director has not made a decision within 60 days. Provides that the Director's decision is not subject to judicial review. Deems that the 30-day period to file a petition after the deadline begins on the date of enactment of this Act for trademark applicants or owners.

Medicare Access to Physical Medicine and Rehabilitation Services Improvement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) access to outpatient occupational and physical therapy services provided incident to a physician's professional services if furnished by an educated or credentialed therapist who does not have a license; and (2) coverage of certified athletic trainer services and lymphedema therapist services under part B (Supplementary Medical Insurance) of Medicare, including those provided in rural health clinics and federally qualified health centers.

Expanding American Homeownership Act of 2007 - Amends the National Housing Act to: (1) modify requirements governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash downpayment by the mortgagor in the eligibility criteria for mortgage insurance, including mortgage insurance premiums for zero- and lower-downpayment borrowers who obtain a mortgage secured by a one- to four-family dwelling. Distinguishes standard risk mortgages secured by a one- to four-family dwelling from higher-risk mortgages. Authorizes the Secretary of Housing and Urban Development (HUD) to: (1) establish underwriting standards for higher-risk mortgages for mortgagors with a credit score equivalent to a FICO score of less than 560; (2) provide for flexible premium rate variations according to the credit risk associated with the type of mortgage product being insured; and (2) create certain payment incentives, both discretionary and mandatory. Makes certain borrower protections, including mortgagee disclosures and mortgagor counseling, mandatory for higher risk mortgages. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain HUD-insured blanket mortgage. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund, specifying operating goals among other things. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a one- to four-family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements, for a certain period, to insure up to 100% of certain mortgages for a single family residence located in a major disaster area. Revises multifamily housing mortgage limits in high cost areas. Requires the Secretary to consider industry standard appraisal practices in determining the market value of any multifamily real property or multifamily loan for any noncompetitive sale to a state or local government entity.

AmeriCare Health Care Act of 2007 - Adds a new title XXII to the Social Security Act (SSA) entitled "AmeriCare Health Benefits." Makes all U.S. residents eligible for AmeriCare benefits, including prescription drugs and biologicals. Requires the development of an AmeriCare enrollment mechanism that includes automatic enrollment at birth and the issuance of AmeriCare cards for identification and claims processing purposes. Provides that an individual may elect not to be enrolled for benefits under AmeriCare if the individual has health benefits coverage under a group health plan at least equivalent to AmeriCare coverage. Provides the same benefits under AmeriCare as are provided under parts A (Hospital Insurance) and B (Supplementary Medical Insurance) of SSA title XVIII (Medicare). Provides additional AmeriCare coverage to children under age 24, pregnant women, and low-income individuals. Establishes the AmeriCare Trust Fund. Requires the modification of Medicaid (SSA title XIX), SCHIP (SSA title XXI (State Children's Health Insurance Program), and other federal health programs to avoid their duplication of AmeriCare coverage. Provides for the regulation of AmeriCare supplemental policies. Establishes the general obligations for individuals and employers for the cost of health insurance coverage provided under this Act. Provides for additional premium subsidies.

Global Warming Education Act - Requires the National Science Foundation to establish a Global Warming Education Program to: (1) broaden the understanding of human induced global warming, possible long and short-term consequences, and potential solutions; (2) apply the latest scientific and technological discoveries to provide learning opportunities to people; and (3) emphasize actionable information to help people understand and to promote implementation of new technologies, programs, and incentives related to energy conservation, renewable energy, and greenhouse gas reduction. Requires such Program to include: (1) a national information campaign to disseminate information on and promote implementation of the new technologies, programs, and incentives; and (2) a competitive grant program to provide grants to states, municipalities, educational institutions, and other organizations to create materials relevant to global warming and climate science, develop climate science K-12 curriculum and supplementary educational materials, or publish global warming and climate science information.

Directs the Secretary of the military department concerned, in the case of a regular or reserve member of the Armed Forces with a combat-related disability who is entitled to monthly retired pay, to permit such member to elect an alternative retired pay rate based on $2,917, the average monthly salary for high school graduates in the United States. Directs the Secretary of Veterans Affairs, with respect to veterans with service-connected disabilities, to permit such veterans to elect to receive a monthly compensation of $2,917 (in the case of a service-connected disability rated as total) or a percentage of such amount (depending on the percentage rating of the disability).

Protection Against Transmission of HIV for Women and Youth Act of 2007 - States that it shall be U.S. policy to: (1) pursue a global HIV prevention strategy that emphasizes the needs of married and unmarried women and girls and addresses the factors that lead to gender disparities in HIV infection rates; and (2) balance funding for HIV prevention methods. Directs the President to: (1) formulate and submit to the appropriate congressional committees, and make available to the public, a comprehensive and culturally appropriate global HIV prevention strategy that addresses the HIV vulnerability of married and unmarried women and girls and seeks to reduce the factors that lead to gender disparities in HIV infection rates; (2) ensure that the United States coordinates its overall HIV/AIDS policy and programs with foreign governments, international organizations, other donor countries, and indigenous organizations; and (3) provide clear guidance to U.S. field missions.

Flexibility in Assessments for Individuals Reform Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to alter requirements regarding state assessments of whether students are making adequate yearly progress (AYP) toward academic achievement standards by allowing states to: (1) track AYP on a longitudinal basis; (2) permit disabled students and students for religious reasons to opt out of the assessments; (3) reschedule assessments for students who for specified reasons cannot attend scheduled assessments; and (4) count disabled students who graduate from secondary school within reasonable periods of time in favorable AYP graduation rates. Includes students in the limited-English proficient subgroup for three school years after they attain English proficiency, when determining whether the subgroup has made AYP. Requires limited-English proficient students to be included in English proficiency assessments if they have attended U.S. schools for more than five consecutive years. (Currently, they are subject to such assessments after attending U.S. schools for three or more consecutive years.)

All Healthy Children Act of 2007 - Amends the Social Security Act (SSA) to establish under a new title XXII (All Healthy Children Program) a state-operated program receiving federal financial assistance to provide comprehensive health coverage for children and pregnant and postpartum women in place of benefits previously provided for them under SSA titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP). Establishes a Commission on Children's Health Coverage to: (1) evaluate annually for Congress the status of children's health coverage in the United States; and (2) report to Congress a legislative proposal that would assure health benefits coverage for all U.S. children. Provides for expedited congressional consideration of such proposal.

National Liberty Memorial Act - Authorizes the National Mall Liberty Fund D.C. (previously, the Black Revolutionary War Patriots Foundation) to establish a memorial on specified federal land in the District of Columbia to honor the slaves and free persons who served as soldiers and sailors or provided civilian assistance during the American Revolution and to honor the men, women, and children who ran away from slavery or filed petitions with courts and legislatures seeking their freedom. Requires the National Mall Liberty Fund D.C. to establish the memorial.
