Commends Sir Nicholas Winton and those British and Czechoslovakian citizens who worked with him for their persistence and courage in saving the lives of 669 Czechoslovakian Jewish children in the months before the outbreak of World War II. Urges men and women everywhere to recognize in Winton's humanitarian effort the difference that one devoted individual can make in changing and improving the lives of others.

Expresses the sense of the House of Representatives that: (1) crime and violence pose a serious threat to peace and stability in Central America; (2) officials from Central America and the United States should be commended for holding a historic meeting to discuss regional security strategies and should continue such cooperation; (3) the announcement on July 18, 2007, of the United States Strategy to Combat Criminal Gangs from Central America and Mexico should be commended and the President should follow upon such Strategy with concrete actions; and (4) the commitment of U.S. funds to fight youth gangs in Central America is an important step forward and greater future resources should be considered to fight this problem.

Ocean Thermal Energy Tax and Energy Credits Act of 2007 - Amends the Internal Revenue Code to allow the tax credit for electricity produced from renewable resources and the investment energy tax credit for ocean thermal energy conversion. Extends eligibility for the tax credit for production of electricity from ocean thermal energy conversion resources to transactions taking place in: (1) Guam, American Samoa, the Commonwealth of the Northern Marianas Islands, the U.S. Virgin Islands, or Puerto Rico; (2) the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau; or (3) any U.S. installation worldwide, including military bases, embassies, and other facilities.

South Pacific Economic and Educational Development Act of 2007 - Authorizes funding for South Pacific exchanges carried out under the educational and cultural exchange programs of the Department of State. Directs the United States Agency for International Development (USAID), upon request, to provide technical and other assistance to: (1) the Cook Islands; (2) the Federated States of Micronesia; (3) the Independent State of Samoa; (4) the Kingdom of Tonga; (5) Niue; (6) Papua New Guinea; (7) the Republic of Fiji; (8) the Republic of Kiribati; (9) the Republic of the Marshall Islands; (10) the Republic of Nauru; (11) the Republic of Palau; (12) the Republic of Vanuatu; (13) the Solomon Islands; and (14) Tuvalu. Directs the Secretary of State to review and report to Congress on the marginalization of Pacific Island students in the awarding of Fulbright Scholarships. Requires the Secretary to establish an annual one-year program within the J. William Fulbright Educational Exchange program providing scholarships to Pacific Islands students who are citizens of any of the listed countries for study in the United States pursuant to the terms of such Exchange program.

Health Equity and Accountability Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a technical clearinghouse on health workforce diversity; and (2) Regional Minority Centers of Excellence Programs. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, and primary language. Directs each federal health agency to implement a strategic plan to eliminate disparities and improve the health and health care of minority populations. Requires the Secretary to establish: (1) an Office of Health Disparities within the Office of Civil Rights; and (2) civil rights compliance offices in each HHS agency that administers health programs. Reestablishes the Indian Health Service as an agency within the Public Health Service of HHS to be administered by an Assistant Secretary of Indian Health. Requires the establishment of an Office of Minority Health within specified agencies. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Provides for the establishment of health empowerment zone programs in communities that disproportionately experience disparities in health status and health care. Requires the Secretary to designate centers of excellence at public hospitals and other health systems that demonstrate excellence in providing care to minority populations and reducing health disparities. Makes immigrants from certain U.S. territories and possessions eligible for specified federal programs. Requires the Secretary to expand the Minority HIV/AIDS Initiative. Provides for grants for strategies to eliminate racial and ethnic health and health care disparities. Requires the Secretary to establish the Rural Health Quality Advisory Commission.

Glaucoma Screening Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to expand coverage of screening for glaucoma to include individuals who are both older than 49 years of age and Hispanic. Directs the Secretary of Health and Human Services to establish a program to award a grant to an eligible entity to provide glaucoma screenings to individuals determined to be at high risk. Requires such an entity to: (1) utilize mobile screening units to test for glaucoma and other eye diseases; (2) target screening activities to populations primarily consisting of high-risk individuals; (3) form partnerships with federally-qualified health centers to increase awareness of the need for glaucoma screenings and to provide screenings for high-risk individuals; and (4) provide grants to approved medical residency training programs to permit participating students to conduct such screenings.

Insular Areas Energy Act of 2007 - Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy to make loan guarantees for target ocean thermal energy conversion systems projects. Authorizes such guarantees for any specified eligible innovative energy projects, including ocean thermal energy conversion systems, which are located in Guam, American Samoa, the Commonwealth of the Northern Marianas Islands, the U.S. Virgin Islands, the Commonwealth of Puerto Rico, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau, as well as any U.S. government installation worldwide (including military bases, embassies, other federally owned or leased facilities, and all territorial waters, seabed, and subsoil of submarine areas adjacent to such installations).

Indian Tribal Federal Recognition Administrative Procedures Act - Establishes the Commission on Indian Recognition. Sets forth procedures for an Indian group to submit letters of intent and a petition to the Commission requesting federal recognition as an Indian tribe (effectively transferring the federal recognition process from the Bureau of Indian Affairs to the Commission). Specifies the requirements of a petition for recognition. Requires the Commission upon receiving a petition to: (1) send acknowledgment of receipt in writing to the petitioner; and (2) conduct a review to determine whether the petitioner is entitled to be recognized as an Indian tribe. Authorizes the petitioner to seek judicial review of a final determination with respect to a petition in the United States District Court for the District of Columbia. Makes an Indian tribe upon recognition by the Commission: (1) eligible for services and benefits from the federal government that are available to other federally recognized Indian tribes by virtue of their status as Indian tribes with a government-to-government relationship with the United States; and (2) have responsibilities, obligations, privileges, and immunities of those Indian tribes. Authorizes the Secretary of Health and Human Services (HHS) to award grants to Indian groups seeking federal recognition as Indian tribes to enable them to conduct research to substantiate, and prepare documentation necessary for submission of, documented petitions under this Act.

Severs the United States relations with the Cherokee Nation of Oklahoma until the Cherokee Nation is meeting all of its treaty obligations and other federal statutory obligations, including all obligations with the Treaty of 1866 and has restored the rights of Cherokee Freedmen disenfranchised from the Cherokee Nation in the March 3, 2007, Cherokee Nation vote to remove them from the Cherokee Nation. Requires a report from the Government Accountability Office (GAO) on the Cherokee Nation's expenditure of federal funds, as well as other specified reports from federal agencies, the Secretary of the Interior, and the National Indian Gaming Commission. Suspends the Cherokee Nation's authority to conduct gaming operations until it is in compliance with all treaty and other obligations with the United States. Grants any Cherokee Freedman a private right to bring actions for injunctive relief, declaratory relief, or monetary damages against the Cherokee Nation, officials of the Cherokee Nation, or federal officials. Directs the Attorney General to issue a finding on whether the federal civil rights of the Cherokee Freedmen have been violated by the Cherokee Nation and/or the Department of the Interior.

Expresses the sense of the House of Representatives that the United States should: (1) make clear to the governments of major natural gas exporting countries that it regards efforts to establish a cartel or other mechanism to manipulate the supply of natural gas to the world market for the purpose of setting an arbitrary and nonmarket price, or as an instrument of political pressure, to be an unfriendly act prejudicial to the security of the United States and of the world as a whole; (2) develop a joint strategy with its allies and all countries that are importers of natural gas, as well as with cooperative exporting countries, to prevent the establishment of such a cartel or other similar mechanism, including by diversifying sources and alternative means of access by exporters and importers to international markets, such as by pipeline; and (3) work with our allies to reduce our dependence on natural gas and to increase and promote the utilization of clean energy sources.

Expresses the sense of the House of Representatives that the government of the People's Republic of China (PRC) should: (1) seek to ensure the linguistic, cultural, and religious rights of the Uyghur people of the Xinjiang Uyghur Autonomous Region; (2) release the children of Rebiya Kadeer from incarceration and house arrest and cease intimidation of the Kadeer family members; and (3) release Canadian citizen Huseyin Celil and allow him to rejoin his family in Canada.

Compacts of Free Association Amendments Act of 2007 - Amends the Compact of Free Association Amendments Act of 2003 with respect to: (1) the provision of emergency and disaster assistance through the United States Agency for International Development (USAID) and the Federal Emergency Management Agency (FEMA) to the Federated States of Micronesia and the Republic of the Marshall Islands; (2) Palau; and (3) the continuation of legal services to the citizens of the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands residing in the United States (including territories and possessions).

Green McAdoo School National Historic Site Study Act of 2007 - Directs the Secretary of the Interior to conduct a study of the site of Green McAdoo School in Clinton, Tennessee, to evaluate the national significance, suitability, and feasibility of designating such site as a unit of the National Park System.

Sunset of Public Law 107-243 Act of 2007 - Amends the Authorization for Use of Military Force Against Iraq Resolution of 2002 (Public Law 107-243) to terminate such Act 180 days after the date of enactment of this Act. States that nothing in this Act shall be construed to prevent or prohibit Congress, during the 180-day period, from: (1) reauthorizing Public Law 107-243; or (2) passing a new authorization for the use of military force against Iraq or a declaration of war against Iraq.

Reducing Coverage Gaps for Kids Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to prohibit states from requiring eligibility determinations for children for Medicaid and SCHIP benefits more frequently than annually.

States that: (1) Congress finds that the relationship between the United States and the indigenous peoples of the United States, the United States Tribal Nations, grounded in the Constitution and implemented through Indian treaties, federal statutes, and policies, may be considered a model by other countries in recognizing the rights of self-determination and self-governance; (2) the interests of tribal nations may be further advanced and protected by adoption of such rights as U.S. policy; and (3) Congress recommends that the U.S. Ambassador to the U.N. General Assembly support the Declaration on the Rights of Indigenous Peoples when it comes before the General Assembly during their fall 2007 session.

International Climate Cooperation Re-engagement Act of 2007 - Establishes in the Department of State an Office of Global Climate Change to be headed by the Ambassador-at-Large for Global Climate Change. States that the Ambassador-at-Large's primary responsibility shall be to advance U.S. goals with respect to reducing global greenhouse gas emissions and addressing the challenges posed by global climate change. Requires: (1) United States Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to expand or create a corps of the Foreign Commercial Service officers to promote U.S. exports in clean and efficient energy technologies and build the capacity of government officials in India and China to become more familiar with available technologies; (3) the Secretary of Commerce to direct the International Trade Administration to expand or create trade missions to and from the United States to encourage private sector trade and investment in clean and efficient energy technologies; (4) the Trade and Development Agency to fund projects that involve the utilization of clean and efficient energy technologies, including trade capacity building and capital investment projects; and (5) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation which shall serve the long-term foreign policy and energy security goals of reducing global greenhouse gas emissions.

Expresses the sense of the House of Representatives that: (1) the United Nations High Commissioner for Refugees, the Colombian Catholic Church, and the Coalition for Human Rights and Internal Displacement should be commended for their initiative to declare the Year of the Rights of the Internally Displaced People in Colombia; (2) the government of Colombia and the international donor community should be encouraged to prioritize discussion of humanitarian assistance and internal displacement with the international donor community, especially within the context of the London-Cartagena Process; and (3) the government of the United States should increase the resources it makes available to provide emergency humanitarian assistance and protection through international and civilian government agencies and assist Colombia's internally displaced people in rebuilding their lives.

Congratulates: (1) the citizens of Israel on the 40th anniversary of the Six Day War; and (2) the residents of Jerusalem and the people of Israel on the 40th anniversary of the reunification of that historic city. Commends: (1) those former combatant states of the Six Day War, Egypt and Jordan, who in subsequent years had the wisdom and courage to embrace peace and coexistence with Israel; and (2) Israel for its administration of Jerusalem for the past 40 years, during which Israel has respected the rights of all religious groups. Reiterates the commitment to the provisions of the Jerusalem Embassy Act of 1995 and calls upon the President and U.S. officials to abide by its provisions. Urges the Palestinians and Arab countries to join with Israel in peace negotiations to resolve the Arab-Israeli conflict, including the realization of Israeli and Palestinian democratic states.

Montgomery GI Bill Second Chance Act of 2007 - Authorizes certain members of the Armed Forces to make an irrevocable election during October of any year beginning in 2005 to become entitled to basic educational assistance under the Montgomery GI Bill. Requires a reduction in basic pay of those members electing such educational assistance or, if the member is discharged or released from active duty prior to such reduction, the collection of specified amounts from the member or an equivalent reduction in retired or retainer pay. Requires the Secretary concerned, in conjunction with the Secretary of Defense, to provide notice of the opportunity created by this Act to elect educational assistance under the Montgomery GI Bill.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Feeding America's Families Act of 2007 - Amends the Food Stamp Act of 1977 with respect to: (1) inflation adjustments; (2) standard deduction increases; (3) combat pay, retirement account, and education account exclusions; (4) minimum benefit increases; (5) countable resource increases; (6) legal immigrant eligibility; (7) work requirements; (8) state option to provide food assistance to foster community reintegration; (9) program administration; (10) cash payment pilot projects; (11) food stamp program reauthorization; (12) block grants for Puerto Rico and American Samoa; (13) outreach; (14) food stamp use at farmers' markets; (15) community food projects, community food assistance, and food bank infrastructure; (16) creation of the national food for the hungry transportation, self-help, and job-training fund; and (17) hunger-free communities collaborative grants. Establishes in the Department of Agriculture the Bill Emerson National Hunger Fellowship Program and the Mickey Leland International Hunger Fellowship Program. Amends the Farm Security and Rural Investment Act of 2002 to repeal the hunger fellowship program. Amends the Agriculture and Consumer Protection Act of 1973 to extend the commodity supplemental food program.

Internet Gambling Study Act - Requires the National Research Council of the National Academy of Sciences to conduct a comprehensive study of Internet gambling, including the existing legal framework that governs such activities and transactions and the impact of the Unlawful Internet Gambling Enforcement Act on Internet gambling in the United States.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Calls on U.S. and European regulatory agencies to reduce regulatory barriers across the Atlantic. Urges the United States and the EU to conduct a study of existing obstacles to creating a transatlantic market. Encourages the U.S. and EU business and labor communities to work with the U.S. Congress and the European Parliament, as well as European national parliaments, to reduce regulatory barriers and strengthen the transatlantic economic partnership.

Urges the President to: (1) declare lung cancer a public health priority and immediately lead a coordinated effort to reduce the mortality rate of lung cancer by 50% by 2015; (2) direct the Secretary of Health and Human Services to increase funding for lung cancer research; (3) direct the Secretary of Defense to develop a lung cancer screening and disease management program among members of the Armed Forces and veterans and diagnostic programs for the early detection of lung cancer; (4) appoint the Lung Cancer Scientific and Medical Advisory Committee; and (5) convene a National Lung Cancer Public Health Policy Board to oversee and coordinate all efforts to reduce the lung cancer mortality rate.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Greater Hells Canyon ecosystem; (6) Islands in the Sky Wilderness; and (7) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as wilderness and components of the System; and (3) certain biological connecting corridors as special corridor management areas. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Recognizes the strong alliance between the Republic of Korea and the United States and expresses appreciation to the Republic of Korea for its efforts in the global war against terrorism.

Provides that federal employees stationed in American Samoa shall be paid the same allowance based on living costs and conditions of environment as if stationed in Guam or the Commonwealth of the Northern Mariana Islands.
