Native American Veterans' Memorial Amendments Act of 2013 - Amends the Native American Veterans' Memorial Establishment Act of 1994 to authorize the construction of the National Native American Veterans' Memorial on the property of the National Museum of the American Indian. (Currently, its location is restricted to the interior structure of the Museum.) Authorizes the Museum to participate in the selection of the Memorial's design, on more than a consultative basis, with the National Congress of American Indians. Makes the Museum and the National Congress of American Indians responsible for accepting contributions for, and paying the expenses of, establishing the Memorial. (Currently, the National Congress of American Indians is solely responsible for those duties.)

Territorial Omnibus Act of 2013 - Conveys to the government of the Commonwealth of the Northern Mariana Islands (CNMI) submerged lands surrounding such Islands and extending three geographical miles outward from their coastlines. Includes the CNMI among the islands where the President may establish naval defensive sea areas and airspace reservations when necessary for national defense. Amends the Fair Minimum Wage Act of 2007 to add 2013 and 2015 as years in which there shall be no increase in the minimum wage applicable to the CNMI. Revises the treatment of supplemental fees imposed for employment of nonimmigrant workers paid into the Treasury of the CNMI government for the purpose of funding ongoing vocational educational curricula and program development by CNMI educational entities to: (1) require such government to provide to the Secretary of Homeland Security (DHS) a plan for the expenditure of funds and a projection of the effectiveness of the expenditures in job placement of U.S. workers, and (2) require a biennial report by the Comptroller General (GAO) on the effectiveness of meeting the goals set out in the CNMI's annual plan for the expenditure of funds. Revises the procedure for classification of aliens in the CNMI as long-term investors. Extends through December 31, 2019, a system for allocating and determining the number, terms, and conditions of permits issued to prospective employers for nonimmigrant workers performing work during the transition period (the period for administration of a transition program to regulate immigration to the CNMI) who would not otherwise be eligible for admission under the Immigration and Nationality Act. Requires the Secretary of the Interior to establish a team of technical, policy, and financial experts to: (1) develop an energy action plan addressing the energy needs of each of the insular areas (American Samoa, the CNMI, Puerto Rico, Guam, and the Virgin Islands) and Freely Associated States (the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau); and (2) assist each of the insular areas and Freely Associated States in implementing such plan. Requires such plan to include: (1) recommendations to reduce reliance and expenditures on imported fossil fuels, to develop indigenous, nonfossil fuel energy sources, and to improve performance of energy infrastructure and overall energy efficiency; (2) a schedule for implementation of such recommendations and identification and prioritization of specific projects; (3) a financial and engineering plan for implementing and sustaining projects; and (4) benchmarks for measuring progress toward implementation. Requires the Board of Elections of the Virgin Islands, as part of the next regularly scheduled, islands-wide election, to hold a referendum to seek the approval of the people of the Virgin Islands regarding whether the position of Chief Financial Officer of the Government of the Virgin Islands shall be established as a part of the executive branch of such government. Requires the governor of the Virgin Islands to appoint a Chief Financial Officer (CFO), with the advice and consent of the Legislature of the Virgin Islands, from a list required by this Act. Provides a process for appointment of an Acting CFO. Sets forth the CFO's duties. Establishes the Virgin Islands Chief Financial Officer Search Commission to recommend at least three candidates for the CFO position. Terminates the Commission upon the nomination and confirmation of the CFO. Authorizes the Secretary of Health and Human Services (HHS) to make grants under the Low-Income Home Energy Assistance Act of 1981 to the government of Virgin Islands in an amount equal to 3 times the FY2013 allotment for programs under such Act. Includes in eligibility thresholds households with incomes up to 300% of the poverty level for the Virgin Islands. Establishes the Castle Nugent National Historic Site on the island of St. Croix, U.S. Virgin Islands, as a unit of the National Park System in order to preserve, protect, and interpret a Caribbean cultural landscape spanning over 300 years of agricultural use, significant archaeological resources, an extensive barrier coral reef system, and other outstanding natural features. Authorizes the Secretary of the Interior to lease certain lands within the boundary of the Historic Site to the University of the Virgin Islands for the purpose of continuing the University's operations for breeding Senepol cattle. Establishes the St. Croix National Heritage Area in St. Croix, U.S. Virgin Islands. Designates St. Croix United for Community, Culture, Environment, and Economic Development (SUCCEED) Inc., as the local coordinating entity for the Area. Requires SUCCEED Inc. to submit a management plan that provides for the protection, enhancement, and interpretation of the natural, cultural, historic, scenic, and recreational resources of the Area. Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the residents of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to establish a Fund for the payment of claims submitted by compensable Guam victims and survivors of compensable Guam decedents. Directs the Secretary to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches, or internment resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war (such payments to be made after payments have been made to surviving Guam residents). Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury and adjudicate claims and determine payment eligibility. Requires claims to be filed within one year after the Commission publishes notice of the filing period in the Federal Register and in the Guam media. Amends the Housing and Community Development Act of 1980, with respect to housing assistance for the benefit of an alien lawfully resident in the United States, to provide that within Guam a citizen or national of the United States shall be entitled to a preference or priority in receiving financial assistance before any such alien who is otherwise eligible for such assistance. Requires the Comptroller General to study the use of benefit-to-cost ratio formulas by departments and agencies for purposes of evaluating projects in American Samoa, assessing in particular its remote locations, transportation costs, airport traffic control towers, and water resources development projects. Requires departments and agencies, in the case of grants to American Samoa, Guam, the Virgin Islands, and the CNMI, to waive any requirement for local matching funds (including in-kind contributions) that the area would otherwise be required to provide, including waiver of an entire matching requirement for a grant requiring matching funds of $500,000 or less. Exempts vessels from the fishery endorsement requirement that they be rebuilt in the United States if they offload in American Samoa and were rebuilt outside of the United States before January 1, 2011. Amends the Fair Minimum Wage Act of 2007 to require GAO to include in reports assessing the impact of minimum wage increases applicable to American Samoa and the CNMI an analysis of the economic effects on employees and employers of the differentials in minimum wage rates among industries and classifications in American Samoa, including the potential effects of eliminating such differentials prior to the time when such rates are scheduled to equal the minimum wage set forth in the Fair Labor Standards Act. American Samoa Citizenship Plebiscite Act - Requires the Secretary of the Interior to direct the American Samoa Election Office to conduct a plebiscite on the issue of whether persons born in American Samoa desire U.S. citizenship. Allows local matching required of an affected jurisdiction (i.e., American Samoa, Guam, the CNMI, or the state of Hawaii) for federal programs to be paid in cash or in-kind services provided by the jurisdiction pursuant to the Compact of Free Association Amendments Act of 2003 (concerning the Federated States of Micronesia and the Republic of the Marshall Islands) and the Palau Compact of Free Association Act. Excepts programs of competitive grants.

Native American Psychiatric and Mental Health Care Improvement Act - Directs the Secretary of Health and Human Services (HHS) to award a five-year grant to one department of psychiatry in, or one non-profit entity affiliated with, an accredited medical school in this country to carry out a demonstration program to recruit, train, deploy, and professionally support psychiatric physicians who agree to provide primary and specialty health care services in Indian health programs for at least two years. Requires the grantee to: (1) create a nationally-replicable workforce model that identifies and incorporates best practices for carrying out such activities, and (2) provide participating psychiatric physicians with up to one year of supplemental clinical and cultural competency training that enables them to provide primary and specialty health care services in Indian health programs. Requires participating psychiatric physicians to: (1) be licensed or eligible for licensure to practice in the state to which they will be deployed; and (2) demonstrate a commitment, beyond the one year of training and two years of deployment, to a career as a specialty care or primary care physician providing mental health services in Indian health programs. Gives a preference to psychiatric physicians who are American Indians or Alaska Natives. Directs the Secretary to make a repayment, under the Indian Health Service Loan Repayment Program, of the educational loans of participating psychiatric physicians for each year of their deployment to an Indian health program.

Public Safety and Second Amendment Rights Protection Act of 2013 - Amends the Brady Handgun Violence Prevention Act to reauthorize for FY2014-FY2017 the grant program for improvements to the criminal history record system. Amends the NICS Improvement Amendments Act of 2007 to: (1) establish a four-year implementation plan to ensure maximum coordination and automation of reporting of records or making records available to the National Instant Criminal Background Check System; (2) direct the Attorney General to make grants to states, Indian tribal governments, and state court systems to improve the automation and transmittal of mental health records and criminal history dispositions; (3) provide for reductions in grant funding to states that have not implemented a relief from disabilities program; (4) make federal court information available for inclusion in the System; and (5) allow the submission to the System of mental health records that would otherwise be protected by the Health Insurance Portability and Accountability Act (HIPAA). Provides that nothing in this Act shall be construed to: (1) expand the enforcement authority or jurisdiction of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); (2) allow the establishment, directly or indirectly, of a federal firearms registry; or (3) extend background check requirements to transfers of firearms other than those made at gun shows or over the Internet, or to temporary transfers for purposes including lawful hunting or sporting, or to temporary possession of a firearm for purposes of examination or evaluation by a prospective transferee. National Commission on Mass Violence Act of 2013 - Establishes the National Commission on Mass Violence to study the availability and nature of firearms, including the means of acquiring firearms, issues relating to mental health, and the impacts of the availability and nature of firearms on incidents of mass violence or in preventing mass violence. Requires the Commission to conduct a comprehensive factual study of incidents of mass violence, including incidents not involving firearms, to determine the root causes of such mass violence.

Requires the Secretary of Health and Human Services (HHS) to refuse approval if the applicant fails to make such a demonstration. Defines “medically important antimicrobial” as a drug intended for use in food-producing animals and composed wholly or partly of: (1) any kind of specified antibiotics, including penicillin and tetracycline; or (2) a drug from an antimicrobial class that is listed on the World Health Organization’s list of critically important antimicrobials. Requires the Secretary to withdraw approval for the nontherapeutic use in food-producing animals of a medically important antimicrobial marketed for human use unless the Secretary makes a final written determination that, based on either the application holder's demonstration or an HHS risk analysis, there is a reasonable certainty of no harm to human health due to the development of antimicrobial resistance attributable to the drug's nontherapeutic use. Requires the Secretary to rescind approval of an exemption for investigational use of, or of approval of a new drug application for, a medically important antimicrobial for its nontherapeutic use in a food-producing animal two years after the exemption is granted or the application for approval is submitted. Exempts from this requirement any drugs for which there has been found a reasonable certainty of no harm to human health. Prohibits the administration of a medically important antimicrobial (including by means of animal feed) to a food-producing animal for nonroutine disease control unless there is a significant risk that a disease or infection present on the premises will be transmitted to the food-producing animal. Requires the administration of the antimicrobial to be: (1) necessary to prevent or reduce the risk of transmission; (2) for the shortest duration possible to prevent or reduce the risk of transmission; and (3) at a scale no greater than the barn, house, or pen level and to the fewest animals possible to prevent or reduce the risk of transmission.

Identifies the lands to be conveyed as: (1) the 25 parcels of federal land comprising approximately 69,235 acres that are generally depicted as "Sealaska Selections" on certain Sealaska Land Entitlement Finalization maps, and (2) up to 127 cemetery sites and historical places that Sealaska must apply for and that comprise up to 840 acres of federal land. Includes with those conveyances: (1) public easements under the ANCSA, (2) a ten-year easement for Forest System research activities on study plots, and (3) an easement providing Sealaska access to and the use of the log transfer facility at Shipley Bay on Kosciusko Island. Keeps those 25 parcels of conveyed lands that are outside ANCSA withdrawal areas open for subsistence uses and noncommercial recreational uses by the public. Allows Sealaska to impose reasonable restrictions on public access to and across the conveyed lands. Requires Sealaska to allow existing guiding or outfitting special use permit holders to continue to operate on the conveyed lands for the remainder of the permit term and a subsequent ten-year renewal period. Renames certain culturally and historically significant trade and migration routes and keeps them open for travel by Sealaska and the public.

Reuniting Families Act - Amends the Immigration and Nationality Act (INA) to establish the fiscal year worldwide level of employment-based immigrants at 140,000 plus: (1) the previous year's unused visas, and (2) the number of unused visas from FY1992-FY2011. Establishes the fiscal year worldwide level of family-sponsored immigrants at 480,000 plus: (1) the previous year's unused visas, and (2) the number of unused visas from FY1992-FY2011. Revises the definition of "immediate relative" to: (1) mean a child, spouse, or parent of a U.S. citizen or the child or spouse of a lawful permanent resident (and for each family member of a citizen or resident, such individual's accompanying spouse or child), except that in the case of parents such citizens shall be at least 21 years old; (2) permit a widow or widower of a U.S. citizen or resident to seek permanent resident status if married at least two years at the time of the citizen's or resident's death or, if married less than two years, by showing through a preponderance of the evidence that the marriage was entered into in good faith and not solely to obtain an immigration benefit; and (3) include an alien who was the child or parent of a U.S. citizen or resident at the time of the citizen's or resident's death if the alien files a petition within two years after such date or prior to reaching 21 years old. Increases immigration visas for: (1) unmarried sons and daughters of U.S. citizens, and (2) brothers and sisters of U.S. citizens. Provides an 80,640 visa allocation for the unmarried sons and daughters of permanent resident aliens. Increases annual per country (10% of annual total) and dependent area (5% of annual total) limits for employment-based and family-sponsored immigrant visas. Expands specified family-unity exceptions to unlawful presence-based inadmissibility. Provides specified relief for orphans and spouses regarding: (1) petitions for immediate relative status, (2) parole eligibility, (3) permanent resident status adjustment, and (4) processing of immigrant visas. Makes an alien inadmissible for willful misrepresentation of citizenship. (Under current law inadmissibility is based on false representation of citizenship.) Filipino Veterans Family Reunification Act - Exempts children of naturalized Filipino World War II veterans from worldwide or numerical immigrant limitations. Makes a minor child of an alien fiancee/fiance or of an alien spouse of a U.S. citizen eligible for derivative K-visa status provided that the child's age is determined using such child's age at the date that the petition to classify such child's parent as a K-visa alien is filed with the Secretary of Homeland Security (DHS). Authorizes the Secretary or the Attorney General to adjust the status of a finacee/fiance or alien spouse and any minor children (K-visa) to conditional permanent resident status if such alien marries the petitioner within three months after U.S. admission. Redefines "child" for purposes of titles I and II of the Act to include a stepchild under 21 years old. (Current law includes a stepchild who has not reached 18 years old at the time the marriage creating the status of stepchild occurred.) Amends INA to include a "permanent partner" within the scope of such Act. Revises provisions regarding: (1) priority date retention; (2) false claims and misrepresentations; and (3) waiver eligibility for widows, widowers, and orphans. Defines "permanent partner" as an individual 18 or older who: (1) is in a committed, intimate relationship with another individual 18 or older in which both individuals intend a lifelong commitment; (2) is financially interdependent with the other individual; (3) is not married to, or in a permanent partnership with, anyone other than the individual; (4) is unable to contract with the other individual a marriage cognizable under this Act; and (5) is not a first, second, or third degree blood relation of the other individual. Defines "permanent partnership" as the relationship existing between two permanent partners. Defines "alien permanent partner" as the individual in a permanent partnership who is being sponsored for a visa.
