Fair Credit Billing Act Amendments - Defines the term "discount" for purposes of compliance with the provisions of the Truth in Lending Act as meaning a reduction made from the regular price in a transaction covered by such Act. Stipulates that the term "discount" shall not, under specified application of the provisions of such Act, mean a surcharge. Specifies that the term "surcharge" shall mean any method of increasing the regular price to a creditcard holder which is not imposed upon cash-paying customers. Prohibits the imposition of a surcharge in specified instances covered by the Truth in Lending Act where the holder of a credit card elects to use his card in lieu of paying by cash or check.

Debt Collection Practices Act - Prohibits debt collectors from harassing or intimidating consumers in connection with the collection or attempted collection of any alleged debt arising from a consumer credit transation. Sets forth conduct violating this Act, including the use or threatened use of violence by a debt collector, or threatening a consumer with imprisonment for failure to pay a debt. Prohibits any debt collector, not a licensed attorney, from engaging in the practice of law in connection with the collection or attempted collection of any debt. Prohibits false or misleading representation, or impersonation, in connection with the collection of an alleged debt. States that no debt collector may engage in unfair practices, such as obtaining information form any source about a consumer under false pretenses or through false representation. Requires a debt collector to keep at each office he maintains specified information regarding his accounts. Provides that each debt collector must disclose, clearly and accurately, to each consumer a list of information which includes the date the alleged debt was incurred and the original creditor. Requires debt collectors to permit inspection of records by consumers. Sets forth civil and criminal penalties for violations of the provisions of this Act. Requires the Federal Trade Commission and the Attorney General to report periodically to Congress concerning their administration of functions delegated to them under this Act.

Repeals provisions of the District of Columbia Self-Government and Governmental Reorganization Act establishing the National Capital Service Area. Strikes sections of such Act which give jurisdiction and control of specified streets to the Commissioner of the District of Columbia.

Authorizes the Secretary of Agriculture to distribute, upon request and without cost, seeds for use in home gardens to produce food for the personal consumption of the household. Limits the duration of the program to three years. Authorizes $6,000,000 per year to carry out the provisions of this Act.

Extends until July 1, 1976, the authority of the Board of Governors of the Federal Reserve System, the Board of Directors of the Federal Deposit Insurance Corporation, the Federal Home Loan Bank Board, and the Comptroller of the Currency for the regulation of interest rates on deposits and share accounts in depository institutions and accounts in depository institutions and provides for the maintenance of the existing interest rate differential between depository institutions with respect to individual retirement accounts.

Provides that no veteran may be denied care or treatment at non-Veteran's Administration Hospitals under the CHAMPUS program for any service-connected disability solely because care or treatment for such disability is available at Veterans' Administration medical facilities. Authorizes the people of the Virgin Islands to organize a government pursuant to a constitution of their own adoption under the provisions of this Act. Authorizes the Legislature of the Virgin Islands to call a constitutional convention to draft a constitution for the people of the Virgin Islands. Requires that such constitution shall include a bill of rights. Provides for eligibility for membership at the convention. Establishes voting procedures for the approval or disapproval of such constitution as may be drafted by the convention. Provides that upon taking effect, a constitution drafted and approved under this Act shall supersede such provisions of the Organic Act of the Virgin Islands as may be inconsistent with such constitution.

Franchising Practices Reform Act - Requires a franchisor to notify a franchisee at least ninety days in advance of the franchisor's intention to terminate the franchise, and the franchisor's reasons for terminating. Prohibits a franchisor from cancelling a franchise unless the franchisor has acted in bad faith, or has violated a material requirement of the franchise, or the franchisor is effecting a market area withdrawal. Prohibits a franchisor from failing to renew a franchise except for the reasons stated above, or the franchisor has a legitmate business reason for failing to renew. Makes any franchisor that has violated the requirements of this Act civilly liable to the aggrieved franchisee.

Grain Export Control Act - Requires prior approval by the Secretary of Agriculture of the export of wheat, corn, soybeans, or any other grain in excess of one hundred thousand tons.

Establishes a Foreign Service grievance procedure. States that it is the purpose of such procedure to provide officers and employees of the Service and their survivors with a means to insure the fullest measure of due process and to provide for the just consideration and resolution of grievances of such officers employees and survivors. Provides that the Secretary shall implement this Act by promulgating regulations to provide for the consideration and resolution of grievances by a board. Sets forth provisions which such regulations shall include. Provides for judicial review of regulations promulgated by the Secretary and of the actions of the Secretary or the board pursuant to such regulations.

Congressional Public Financing Act - Adds a new subtitle to the Internal Revenue Code: the Congressional Election Campaign Fund Act. Directs the Secretary of the Treasury to maintain in the Presidential Election Campaign Fund a separate account to be known as the Congressional Election Payment Account. Directs the Secretary to deposit into the Congressional Election Payment Account that portion of the annual amounts designated by taxpayers on their income tax returns that equals the excess above 25 percent of the total amount made available in the last Presidential election. Authorizes the Federal Election Commission to conduct an examination and audit of the campaign contributions raised for purposes of obtaining matching funds and the qualified campaign expenditures made by all candidates for Federal office and official political party committees who received payments under this Act. Provides criminal penalties for violations of this Act. Provides for payments of funds in amounts matching the contributions received by candidates for the office of U.S. Senator or U.S. Representative. Imposes limitations on the amounts of such funds to be disbursed to any individual candidate, and restricts the uses to which such matching funds may be put.

Truth in Leasing Act - Declares it the purpose of this Act to assure a meaningful disclosure of the terms of leases of personal property so as to enable the lessee to compare more readily the various lease and credit terms available to him, to limit balloon payments, and to assure meaningful and accurate disclosures of lease terms in advertisements. Requires, under the Truth in Lending Act, the lessor of personal property to give to the lessee, prior to the consummation of the lease, a dated written statement on which the lessor and lessee are identified setting out in a clear conspicuous manner the terms of the lease, as specified by this Act. Imposes specified limitations upon consumer lease advertising. Makes a lessor who violates the provisions of this Act civilly liable to the lessee. Enumerates damage limitations and defenses for the lessor.

Federal Employees' Political Activities Act - Stipulates that it is the policy of the Congress that Federal employees should be encouraged to fully exercise, to the extent not expressly prohibited by laws, their rights of voluntary participation in the political processes of our Nation. Defines the terms used in this Act. States that an employee may not use his official authority or influence for the purpose of: (1) interfering with the result of any election; (2) intimidating or commanding any individual for the purpose of interfering with the right of any individual to vote as such individual may choose; or (3) influencing the giving or withholding a political contribution. Prohibits specified forms of solicitation by Federal employees. Provides for leave without pay for Federal employees engaging in activities relating to seeking elective offices. Establishes a Board on Political Activities of Federal Employees. Directs the Board to hear and decide cases brought under this Act. Directs the Civil Service Commission to investigate specified reports and allegations of activities prohibited by this Act. Provides penalties for violations of this Act. Directs the Civil Service Commission to conduct a program to inform all employees of their rights of political participation and to educate employees as to prohibited political activities.

Building Energy Conservation Standards Act - Declares it to be the purpose of this Act: (1) to assist in the development and implementation as soon as feasible of energy conservation standards for new residential and commercial buildings to achieve the maximum practicable economics in fuels and energy consumption within reasonable cost levels; and (2) to encourage States and local governments to adopt and enforce such standards through their existing building codes and other construction control mechanisms. Directs the Secretary of Housing and Urban Development, within 18 months after enactment of this Act, to develop and promulgate proposed performance standards for new commercial buildings, and to promulgate standards within six months of the publication of the proposed standards. Requires the Secretary to promulgate such proposed standards for new residential buildings within three years of the enactment of this Act. Requires standards to be published within six months of the publication of the proposed standards. Directs the Secretary, assisted by the National Institute of Building Sciences: (1) to monitor the progress of the States in adopting and enforcing such standards; (2) to identify obstacles inhibiting implementation of such standards; (3) to evaluate the effectiveness of existing standards; and (4) to report to Congress on the progress of the States and to recommend additional measures to encourage the application of such standards. Authorizes the Secretary to make grants to the States to assist them in implementing the standards approved by the Secretary. Authorizes the appropriation of $10,000,000 to make such grants. Directs the Secretary to consult with builders, public officials, and representatives of consumer groups in developing and promulgating performance standards under this Act. Directs the Secretary to conduct such research and demonstration activities as are necessary to assist in the development of performance standards under this Act.

Handgun Control Act - Makes it unlawful with specified exceptions, for any person to import, manufacture, sell, buy, transfer, receive, transport own, or possess any handgun or handgun ammunition. Provides that the Secretary of the Treasury may, consistent with public safety and necessity, exempt from such prohibitions by licensed importers, manufacturers, or dealers, and by pistol clubs licensed under this Act as may in his judgment be required for the operation of such pistol club. Requires a pistol club desiring to be licensed under this Act to file an application for such license with the Secretary. Establishes a $25 annual fee for such license. Directs such clubs to meet various requirements in order to have their applications approved. Provides for administrative and judicial review in the case of a license denial or revocation by the Secretary. Provides that whoever violates any provision of this Act or knowingly makes any false statement or represenation with respect to the information required by the provisions of this Act to be kept in the records of a pistol club licensed under this Act, or in applying for any license under the provisions of this Act, shall be fined not more than $5,000, or imprisoned not more than five years, or both, and shall become eligible for parole as the Board of Parole shall determine. Provides that any handgun involved or used in, or intended to be used in, any violation of the provisions of this Act or chapter 44 (firearms legislation) of title 18, United States Code, or any rule or regulation promulgated thereunder, or any violation of any other criminal law of the United States, shall be subject to seizure and forfeiture. Exempts from the provisions of this Act the importation, manufacture, sale, purchase, transfer, receipt, or transportation of any handgun which the Secretary determines is: (1) being imported or manufactured for, sold, or transferred to, purchased, received, owned, possessed or transported by, or issued for the use of, the United States or any department or agency thereof or any State or any department, agency or political subdivision thereof; (2) a professional security guard service licensed by the State; or (3) a handgun manufactured prior to 1890, which is unserviceable, and intended for use as a curio, museum piece, or collectors' item. Establishes procedures for the reimbursement of a person who voluntarily delivers a handgun to a law enforcement agency. Directs the Secretary to prescribe such rules and regulations as he deems necessary to carry out the provisions of this Act. (Adds 18 U.S.C. 1091-1100).

Title I: Regulation of Interest Rates - Extends the authority for the flexible regulation of interest rates on deposits and share accounts in depository institutions from December 31, 1975 to December 31, 1976. Title II: Electronic Fund Transfers - Prohibits Federal regulatory agencies from authorizing financial institutions to establish or expand any electronic funds transfer systems for 90 days after enactment of this Act. Directs the National Commission on Electronic Fund Transfers to review existing electronic fund transfer systems and applications for such and to make recommendations for monitoring such systems. Title III: Mortgage Disclosure - Mortgage Disclosure Act - Requires depository institutions to make available to the public the number and dollar amount of mortgage and real estate loans, and savings accounts: (1) that were outstanding at the end of the previous fiscal year; and (2) which were made or held during the year. Directs the Bureau of the Census to study the feasibility and practicality of the disclosure requirements of this Act in various geographical locations.

Historic Structures Tax Act - Provides, under the Internal Revenue Code, for the preservation and rehabilitation of historic structures by allowing a tax deduction under the Internal Revenue Code with respect to the amortization of the amortizable basis of any certified historic structure based on a period of 60 months. Specifies that no deduction shall be allowed for any expense or loss incurred as a result of the destruction of a certified historic structure. Limits deductions on structures erected upon a site which was occupied by a certified historic structure which was demolished or substantially altered. Allows the taxpayer to compute the depreciation deduction attributable to substantially rehabilitated property as through the original use of such property commenced with him. Permits deductions for transfer of the remainder or partial interests in property for conservation purposes.

Deposit Disclosure and Mortgage Placement Reporting Act - Requires federally insured banks and savings and loan associations to keep and publicly disclose the following information: (1) the number and total dollar amount of mortgage loans made by that institution which were outstanding as of the close of business of December 31 of the previous year showing the distribution of loans by residences designed primarily for occupancy by one to four families, condominiums and cooperatives, and other multifamily dwelling units where applicable; (2) the number and total dollar amount of new mortgage loans made by that institution during the same pervious year in comparable categories as required above; and (3) the average daily dollar amount of savings accounts, held by that institution during such year and the total amount held as of December 31 of the same year. Directs the Board of Governors of the Federal Reserve System to prescribe such regulations as may be necessary to carry out the purposes of this Act.

Constitutional Amendment - Provides that the people of the District constituting the seat of government of the United States shall elect two Senators and the number of Representatives in Congress to which the District would be entitled if it were a State. States that each Senator or Representative so elected shall be an inhabitant of the District and shall possess the same qualifications as to age and citizenship and have the same rights, privileges, and obligations as a Senator or Representative from a State.

Requires under the Social Security Act the continued application of the 8 1/2 percent nursing salary cost differential which is presently allowed in determining the reasonable cost of inpatient nursing care for purposes of reimbursement to providers under the medicare program.

Authorizes and directs the General Accounting Office to audit the Federal Reserve Board, the Federal Advisory Council, the Federal Open Market Committee, and Federal Reserve banks and their branches. Requires the Comptroller General to annually file a report with Congress on the results of the audit. Directs the Comptroller General to include recommendations for attaining a more economical and efficient administration of the entities audited.

Federal Utility and Energy Low-Income Subsidy Act - Directs the Secretary of Health, Education, and Welfare to establish a program to provide financial assistance to low and moderate income families to pay the increased costs of utility services to eligible families. States that the Secretary shall establish uniform national standards of eligibility for the benefits to be provided under this Act, and establishes specified minimal classes of households and landlords as eligible for such benefits. Provides that the State agency designated by the Secretary to administer this program shall certify, under rules prescribed by the Secretary, the eligibility of households and landlords for benefits provided by this Act. Provides that a household or landlord may be certified for a period of not less than three nor more than twelve months. Provides that the Secretary shall pay to each such State agency 50 percent of its administration costs. Authorizes the Secretary to establish the percentage of utility expenses to eligible families that will be paid by the program according to the income of such family in relation to the maximum allowable income for eligibility for benefits under this Act. Authorizes the Secretary to pay up to 90 percent of such expenses. Provides that any State requesting aid under this Act shall submit a plan to the Secretary for his approval indicating specified procedures and programs to be carried out under such a plan. Authorizes to be appropriated such sums as are necessary for carrying out the provisions of this Act.

Credit Union Financial Institutions Act Amendments - Title I: New Powers and Modernization - Empowers a Federal credit union to make loans and extend credit to members, other credit unions, or financial organizations. Permits credit unions to make loans to members in accordance with the following: (1) loans shall be made in conformity with criteria established by the board of directors and with standards enumerated in this Act; (2) lines of credit shall be established to a stated maximum amount on certain terms and conditions which may be different than those of another borrower; (3) loans to other credit unions shall be approved by the board of directors and not exceed 1 percent of the unimpaired capital and surplus; and (4) participation loans shall be in accordance with written policies of the board of directors. Empowers the credit union to invest funds: (1) in securities or obligations guaranteed by the United States or any agency or instrumentality thereof; (2) in obligations of any State, or the several territories and possessions or any political subdivision thereof; and (3) in the shares or obligations of any other organization which advances the development of credit unions. Empowers credit unions to place their funds: (1) in share accounts or deposits of savings which are insured by an agency of the Federal Government, or by any federally or State insured credit union; and (2) in demand or time deposits of banks whose accounts are insured by the Federal Deposit Insurance Corporation. Empowers such credit union to sell all or part of its assets to another credit union, or to purchase assets from another such credit union, and to permit members to transfer money to and from the member's account pursuant to regulations of the Board. Declares that Federal credit union membership shall consist of the incorporators, and such other persons and organizations as may be elected. Stipulates that a Federal credit union shall be managed by a board of directors, a supervisory committee, and a credit committee. Requires the board of directors to annually elect from their number an executive officer, one or more vice presidents, a treasurer, and a secretary. States that the board of directors shall meet at least once a month and shall have general control of the direction of the Federal credit union. Enumerates the general functions and duties of the board of directors. Permits the board of directors to elect a credit committee. Makes it the duty of the committee to hold such meetings as are necessary to consider applications for loans or lines of credit. Requires each Federal credit union to maintain reserves against its demand deposits in the Central Liquidity Facility and in currency and coin in such other form as the Board of Governors of the Federal Reserve System may provide. Authorizes the board to declare a dividend after provision for required reserves has been made. Authorizes issuance of shares in joint tenancy with persons designated by the credit union member. Authorizes shares to be issued in the name of a minor or in trust. Repeals provisions of the Federal Credit Union Act pertaining to: (1) District of Columbia credit unions; (2) approval of certificates; and (3) conditions upon conversion to Federal status. Title II: Restructuring the National Credit Union Administration - Establishes in the executive branch of the Government an independent agency to be known as the National Credit Union Administration. Places the Administration under the management of a National Credit Union Administration Board and provides for a National Credit Union Administration Advisory Board. States that the Board shall have three members having credit union experience appointed by the President with the advice and consent of the Senate. Directs the Chairperson of the Board to be the spokesperson of the Board and to represent the Board and the National Credit Union Administration in its relations with other branches of the Government. Requires that an Advisory Board be elected to advise and make recommendations on policy matters to the Board. Permits any aggrieved party to seek to enjoin or obtain other appropriate remedy when a charter revocation or suspension or an involuntary liquidation is ordered by the Board. Limits the powers of the Administration to the exercise of all powers specifically granted by the provisions of the Federal Credit Union Act and such incidental powers as shall be necessary to carry out the power so granted. Title III: Share Insurance - Includes credit unions organized and operated according to the laws of the trust territories in the Federal credit unions whose member accounts are insured by the Administrator. Title IV: Central Liquidity Facility - Establishes the National Credit Union Central Liquidity Facility to: (1) provide funds to meet the liquidity needs of credit unions; (2) provide for an orderly transfer of funds; and (3) assist credit unions to improve their general welfare and the financial and general welfare of their members and member's family. Vests management of the Facility in the National Credit Union Administration Board. Authorizes the Secretary of the Treasury to advance $500,000 to be utilized by the Facility for initial organization and operating expenses. Declares the initial capitalization of the Facility shall be by stock subscription consisting of shares having a par value of $50 each. Enumerates the general powers of the Board in administering the Central Liquidity Facility. Entitles any member of the Facility to apply in a form prescribed by regulations for advances. Authorizes the Board to deny or grant any application upon such terms as it may prescribe by regulations. Authorizes the Secretary of the Treasury to purchase any obligation issued by the Board in the event of insufficient funds in the Facility to meet the obligations arising under this Act. Directs the Board to prepare and submit to the President and to the Congress annually a full report on the activities of the Facility for the previous year. Exempts the Facility from all taxation imposed by the United States or by any State.

Part-Time Career Opportunity Act - Phases in, at the rate of 2 percent each year for five years up to a maximum of 10 percent, part-time jobs in the Federal Civil Service. Authorizes the Civil Service Commission to waive or reduce any such percentage minimum for a period not to exceed one year under specified circumstances. States that a decision of the Commission to waive or reduce any such percentage minimum shall include the reasons and justification therefor. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

African Development Fund Act - Authorizes the President to accept participation for the United States in the African Development Fund. Requires the President, by and with the advice and consent of the Senate, to appoint a Governor, and an Alternate Governor, of the Fund. Requires the Governor to cast the votes of the United States for the Director to represent the United States in the Fund. Prohibits any person or agency unless Congress authorizes by law from : (1) agreeing to increase the subscription of the United States to the fund, (2) agreeing to any amendment which increases the subscription of the United States, or (3) making a loan or providing other financing for the Fund. Authorizes to be appropriate $150,000,000 as the United States subscription to the Fund. Stipulates that any reserve bank requested by the President to act as a despository for the Fund shall do so. Declares that the agreement establishing the Fund shall have full force and effect in the United States, upon acceptance of participation.

Establishes a select committee in the House of Represenatives to conduct an investigation of the circumstances surrounding the deaths of John F. Kennedy, Robert F. Kennedy, and Martin Luther King, and the attempted assassination of George Wallace. Directs the committee to report to the House as soon as practicable during the present Congress the results of its investigations, together with such recommendations as it deems advisable.

Low-Income Home Insulation Act - States that the purpose of this Act is to provide for the effective insulation of existing homes of low- income households through Federal grant programs. Authorizes the Director of the Community Services Administration to make grants to the States upon annual application. States that the Director shall develop and publish criteria to evaluate State applications. Provides for reasonable notice and opportunity for a hearing before final disapproval of an application. Directs that no more than 15 percent per annum of the grant to any State may be used by the State for administration of the grant. Provides that no more than 12 1/2 percent per annum of the total amount appropriated for any fiscal year under this Act may be granted to any State. Authorizes the Director to require a State receiving a Federal assistance under this Act to file with the Director reports upon necessary to enable the Director to carry out his functions under this Act. Requires States receiving aid to keep such records as necessary to assure an effective audit of the disposition of the funds. Authorizes the Director to take specified actions to enforce the provisions of the applications. Provides for review of the Director's final action to the United States Court of Appeals. Provides sanctions against discrimination by any program funded by this Act. States that wages for employees paid with funds secured by this Act shall be at rates not less than those prevailing on similar construction in the locality. Requires the Director to submit, by March 31, 1978, a report to the President and Congress presenting the results of insulation programs receiving Federal assistance under this Act. Authorizes the appropriation of $100,000,000 for fiscal year 1976 and for each of the three succeeding fiscal years for the purposes of this Act.

Prisoner Rights Act - Prohibits the inhumane treatment, as defined by the Act, of Federal prisoners. Requires the immediate discharge of any Federal employee engaging in such prohibited conduct. Sets forth minimum standards to be followed before a Federal prisoner may be placed in solitary confinement and regulates the treatment of such prisoner while so confined. Directs the Attorney General to establish grievance procedures for Federal prisoners. Declares that any such prisoner shall be entitled to report any grievance. Provides for the investigation by independent investigators appointed by the Attorney General of alleged grievances. Sets forth visitation rights for the friends, relatives, and attorneys of Federal prisoners.

Constitutional Amendment - Provides that the people of the District constituting the seat of government of the United States shall elect two Senators and the number of Representatives in Congress to which the District would be entitled if it were a State. States that each Senator or Representative so elected shall be an inhabitant of the District and shall possess the same qualifications as to age and citizenship and have the same rights, privileges, and obligations as a Senator or Representative from a State.
