Ensuring Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.

High-Quality Charter Schools Act

High-Quality Charter Schools Act This bill establishes a federal tax credit for 75% of the qualified contributions of cash or market securities made by an individual to an eligible charter school organization to create or expand the charter schools operated or managed by the organization. (Limitations apply.) The bill limits the tax credit to the greater of $5,000 or 10% of the individual’s adjusted gross income. The tax credit is not refundable, but any amount of the tax credit that exceeds an individual’s tax liability for the tax year may be carried forward for up to five tax years. Further, the bill establishes an annual $5 billion volume cap (which must be increased under certain circumstances) from which $10 million must be distributed to each state for allocation of the tax credit to individuals residing in the state. The remaining amount of the volume cap must be allocated to individuals on a first-come, first-serve basis. The bill requires the Internal Revenue Service (IRS) to develop a system for tracking qualified contributions in real time. Under the bill, an eligible charter school organization generally is required to spend all of the qualified contributions (less reasonable administrative expenses) within a certain amount of time. If the IRS determines that an organization has failed to meet such spending requirements, the tax credit is not allowed for contributions to the organization for one year after the date of the determination.

Uyghur Policy Act of 2025

Uyghur Policy Act of 2025 This bill addresses human rights issues concerning the Uyghurs and other minority groups residing primarily in the Xinjiang Uyghur Autonomous Region (XUAR) in China. The bill directs the Department of State to prioritize policies and programs to support the Uyghurs and members of other ethnic and religious minority groups in the XUAR and to lead coordination efforts for the release of certain political prisoners in the XUAR.  The State Department's Bureau of Educational and Cultural Affairs may make certain funds available to human rights advocates working on behalf of Uyghurs and members of other persecuted minority groups from the XUAR. The funds shall be used to facilitate the presence of such human rights advocates at public diplomacy forums to speak on issues related to the human rights and religious freedoms of persecuted minority groups in China. The State Department must ensure that Uyghur language training is available to Foreign Service officers. It must also ensure that a Uyghur-speaking member of the Foreign Service is assigned to U.S. diplomatic and consular posts in China.

Mental Health in Aviation Act of 2025

Mental Health in Aviation Act of 2025 This bill requires the Federal Aviation Administration (FAA) to review and update its regulations and policies on mental health for pilots and air traffic controllers. The FAA must update regulations and take any other actions necessary to implement the recommendations of (1) the Aviation Workforce Mental Health Task Group, and (2) the Mental Health and Aviation Medical Clearances Aviation Rulemaking Committee (the ARC). The FAA must also annually review and update, as appropriate, the applicable regulations and policies on mental health-related special issuance for pilots and air traffic controllers. As background, an Authorization for Special Issuance of a Medical Certificate is a discretionary document from the FAA which allows an airman with a disqualifying medical condition to fly under a restricted medical certificate. Among other things, the review and update must reclassify and approve additional medications that may be safely prescribed to airmen to treat mental health conditions, delegate additional authority to aviation medical examiners (AMEs) consistent with the ARC recommendations, and improve the special issuance process for pilots and air traffic controllers.  The bill authorizes the FAA to take actions to recruit and train additional AMEs. The bill also authorizes an FAA public information campaign or education efforts to (1) destigmatize individuals in (or interested in joining) the aviation industry who seek mental health care, (2) broaden awareness of available supportive services, and (3) establish trust with pilots and air traffic controllers.

Sanctioning Russia Act of 2025

Sanctioning Russia Act of 2025   This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government.   If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Uzbekistan Normalized Trade Act This bill addresses trade between the United States and Uzbekistan.  Specifically, the bill authorizes the President to determine that Section 402 of the Trade Act of 1974 (commonly known as the Jackson-Vanik amendment) does not apply to Uzbekistan. The Jackson-Vanik amendment denies normal trade relations (NTR) status to some current and former nonmarket economy countries unless they comply with certain freedom-of-emigration requirements. Under a provision of this amendment, the President may extend NTR status to a country affected by the amendment by waiving the freedom-of-emigration requirements or determining that the country is not in violation of those requirements, subject to an annual review. Uzbekistan has received temporary NTR status since 1992. Additionally, the bill authorizes the President to extend permanent NTR status to Uzbekistan. The bill shall take effect on the date on which the President certifies to Congress that Uzbekistan has acceded to the Marrakesh Agreement Establishing the World Trade Organization (WTO) and is a WTO member.

This bill exempts Guam and the Northern Mariana Islands from specific eligibility requirements of the Essential Air Service (EAS) program, thus allowing certain communities in Guam and the Northern Mariana Islands to participate. As background, the Department of Transportation's EAS program subsidizes passenger airline service to eligible small and isolated communities. To participate in the program under current law, most places must meet the eligibility requirements, such as be a community that received EAS in FY2011. Alaska and Hawaii are generally exempt from most of the EAS eligibility requirements. This bill adds Guam and the Northern Mariana Islands to that exemption.

Correcting Guam's History in the PACT Act This bill expands eligibility for a presumption of service-connection for specified diseases associated with exposure to certain herbicide agents. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, service performed in Guam or its territorial waters between August 15, 1958, and July 31, 1980, provides a veteran who has a specified disease that is associated with exposure to certain herbicide agents with eligibility for a presumption of service-connection. (Under current law, the eligible time frame for service in Guam is between January 9, 1962, and July 31, 1980.)

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

The sale of all coins issued under this bill must include a surcharge to be paid to the National September 11 Memorial and Museum at the World Trade Center to support operations and maintenance. However, if the issuance of this commemorative coin exceeds certain annual limits, no surcharge may be included.

Strategic Ports Reporting Act This bill requires the Department of State to conduct a study and submit a report to Congress on strategic ports. The report shall contain various elements related to such ports, including (1) a detailed list of all strategic ports owned, operated, or controlled by China or a foreign person of China; (2) a detailed list of all strategic ports owned, operated, or controlled by the United States or a U.S. person; (3) an assessment of the national security and economic interests relevant to each such port; (4) an analysis of actions by China to gain control or ownership of strategic ports; and (5) courses of action to protect strategic ports and maritime infrastructure from Chinese control. The bill also requires the State Department to develop and provide to Congress a global mapping of foreign and domestic ports of importance to the United States because of a capability to provide military, diplomatic, economic, or resource exploitation superiority.

Pacific Island Flight Alternatives Act of 2025 or PIFAA This bill allows authorized foreign aircraft to pick up and drop off passengers and cargo in Guam or the Northern Mariana Islands on international flights to or from other places in the United States. Authorized aircraft are those registered to a foreign air carrier from Japan, the Philippines, or South Korea. Current law prohibits foreign air carriers from transporting passengers or cargo between places in the United States, with exceptions. The bill deems that passengers or cargo that are added to or removed from authorized foreign aircraft in Guam or the Northern Mariana Islands on a flight that is traveling between another place in the United States and an international location have not broken the international journey, thus allowing authorized foreign aircraft to transport passengers and cargo between Guam or the Northern Mariana Islands and other places in the United States on such flights.

Pay Our Coast Guard Parity Act of 2025 This bill provides continuing appropriations to the Coast Guard for pay and benefits when there is a Coast Guard-specific funding lapse. Under the bill, a  Coast Guard-specific funding lapse occurs when (1) a bill providing appropriations for the Coast Guard for a fiscal year has not been enacted before the beginning of that fiscal year, and no joint resolution providing continuing appropriations for the Coast Guard is in effect; and (2) a bill providing appropriations for the Department of Defense (DOD) for the fiscal year has been enacted before the beginning of the fiscal year, or a joint resolution providing continuing appropriation for DOD is in effect.  If a Coast Guard-specific funding lapse occurs, the bill provides appropriations to the Coast Guard for pay and allowances for military members of the Coast Guard who perform active service or inactive-duty training; pay and benefits for certain civilian employees and contract employees; the payment of a death gratuity; payments for travel related to funerals, the dignified transfer of remains, and unit memorial services; and the temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty. The bill generally provides the appropriations to the Coast Guard until the earlier of the enactment of specified Coast Guard appropriations legislation, the termination of the availability of appropriations for DOD, or two weeks after the beginning of the Coast Guard-specific funding lapse.

Smithsonian American Women’s History Museum Act This bill authorizes the Smithsonian American Women's History Museum to be located on a particular site within the Reserve of the National Mall in Washington, DC. Specifically, the bill designates the South Monument site as the location for the museum; however, the President may designate an alternative site within 180 days of the bill's enactment. (The site is the undeveloped land across the National Mall from the National Museum of African American History and Culture.) Administrative jurisdiction of the site must be transferred to the Smithsonian Institution.  The Board of Regents of the Smithsonian Institution must have the approval of specified federal entities (e.g., the Commission of Fine Arts) to plan, design, and construct a museum building. The bill (1) outlines the criteria for considering site and design proposals, and (2) requires the Smithsonian Institution to reimburse for costs resulting from the building approval process. The bill directs the museum to be dedicated to preserving, researching, and presenting the history, achievements, and lived experiences of biological women in the United States. Under this bill, the museum may not identify, present, describe, or depict any biological male as a female. In carrying out its duties, the museum's advisory council must (1) seek and utilize guidance from a broad array of knowledgeable and respected sources reflecting the diversity of the political viewpoints and authentic experiences held by women in the United States, and (2) seek guidance for the creation and substantial revision of exhibits and programs.

Weatherization Enhancement and Readiness Act of 2025 This bill reauthorizes through FY2030 and modifies the Weatherization Assistance Program. Under the program, the Department of Energy (DOE) provides grants for low-income households to improve the energy efficiency of their homes. The bill increases the cap on the average assistance provided per home from $6,500 to $12,000. The bill also directs DOE to include in its annual report to Congress a description of the impacts of enhancement and innovation readiness efforts on eligibility for assistance under the program.
