Navy SEAL Chief Petty Officer William “Bill” Mulder (Ret.) Transition Improvement Act of 2019 This bill requires the Department of Labor and the Department of Veterans Affairs (VA) to make improvements to the Transition Assistance Program that serves members of the Armed Forces who separate, retire, or are discharged from service. Among other requirements, the bill extends by five years the pilot program for providing off-base transition training for veterans and their spouses. Labor must select no fewer than 50 locations to implement the training, and at least 20 shall be states with a high rate of veteran unemployment. The bill requires the VA to make grants to eligible organizations for the provision of transition assistance. Finally, the bill grants access to the VA and Labor to certain information reported by employers to states' new hire directories in order to track employment of veterans.

This bill reduces the credit hour requirement for the Edith Nourse Rogers STEM Scholarship program of the Department of Veterans Affairs. Specifically, an eligible individual must be enrolled in a program that requires at least the standard 120 semester (or 180 quarter) credit hours, instead of the current requirement for more than 128 semester (or 192 quarter) credit hours.

Keeping Our Promises Act This bill expands the list of diseases that are provided a presumption of service-connection for veterans who served in the Republic of Vietnam between January 9, 1962, and May 7, 1975. The bill extends through September 30, 2030, the requirement for the Department of Veterans Affairs (VA) to make determinations and submissions related to the connection between herbicide exposure and occurrence of disease. Additionally, the VA is prohibited from taking the costs of compensation into account when determining the association between exposure to an herbicide agent and occurrence of a disease. The bill requires the VA to determine within 120 days (currently 60) whether a presumption of service-connection is warranted for diseases covered by a National Academy of Sciences report.

Territory Health Insurance Tax Relief Act of 2019 This bill lowers the annual fee on health insurers that collect premiums from residents in U.S. territories. The annual fee for a health insurer is currently calculated based on the insurer's share of total premiums from the preceding calendar year. The bill excludes premiums paid by residents of U.S. territories from a health insurer's net premiums but still includes the premiums of such residents in the determination of total premiums from the preceding year, thereby lowering the fee for these insurers. Under current law, the fee is suspended for 2019 (i.e., there is no fee based on premiums from 2018).

Metastatic Breast Cancer Access to Care Act This bill exempts individuals with metastatic breast cancer from certain waiting periods for disability insurance benefits under the Old-Age, Survivors, and Disability Insurance program and related Medicare coverage.

Boosting Rates of American Veteran Employment Act or the BRAVE Act This bill authorizes the Department of Veterans Affairs (VA), in awarding a contract for the procurement of goods or services, to give preference to offerors based on the percentage of the offeror's full-time employees who are veterans. The VA is also authorized to debar from VA contracting for at least five years any offeror determined to have willfully and intentionally misrepresented the veteran status of its employees. Such debarment shall include the debarment of all principals in the offeror for at least five years.

Veterans Posttraumatic Growth Act This bill requires the Department of Veterans Affairs (VA) to conduct a two-year pilot program to study the effectiveness of nonprofit post-traumatic growth programs to determine (1) the outcomes of such programs in contrast to traditional models of mental health care, (2) the possible integration of such nonprofit programs into VA mental health care programs, and (3) the budgetary impact of such integration. Post-traumatic growth is the positive psychological change that can result from struggling with traumatic events. The bill makes veterans who are not at immediate risk of attempting suicide and not participating in traditional mental health treatment eligible for such program.

Smithsonian Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Lymphedema Treatment Act of 2019 This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Helping Angels Lead Our Startups Act of 2019 or the HALOS Act This bill directs the Securities and Exchange Commission (SEC) to revise Regulation D, which exempts certain offerings from SEC registration requirements but prohibits general solicitation or general advertising with respect to such offerings. Specifically, this prohibition shall not apply to events with specified kinds of sponsors—including "angel investor groups" unconnected to broker-dealers or investment advisers—where presentations or communications are made by or on behalf of an issuer, if the advertising does not refer to any specific offering of securities by the issuer; the sponsor does not provide investment recommendation or advice to attendees, engage in investment negotiations with attendees, charge certain fees, or receive certain compensation; and no specific information regarding a securities offering is communicated beyond the type and amount of securities being offered, the amount of securities already subscribed for, and the intended use of proceeds from the offering.

Younger Onset Alzheimer's Act This bill makes individuals with younger-onset Alzheimer's disease (i.e., individuals who experienced onset of the disease before age 60) eligible for certain federal grants and programs that support older adults. Under current law, these grants and programs serve only individuals 60 and older.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in the District of Columbia and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2021. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

ABLE Age Adjustment Act This bill increases from 26 to 46 the age threshold for tax-favored ABLE (Achieving a Better Life Experience) accounts. (ABLE accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses. To establish an account, an individual must have a qualifying impairment that began before the individual attained the age threshold.)

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which must make the medal available for display at other locations associated with Rosie the Riveter.

Horseracing Integrity Act of 2019 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent, private non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races; and (2) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission shall have oversight over the authority. An interstate compact may be established after five years to take over the authority's duties.

Resident Physician Shortage Reduction Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, with an aggregate increase of 3,000 positions per fiscal year for five years. Of these positions, at least one-third must be for hospitals that are already operating above applicable resident limits, subject to specified distribution rules.

Tomb of the Unknown Soldier Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 100,000 $1 coins in commemoration of the centennial of the establishment of the Tomb of the Unknown Soldier. All sales of such coins shall include a surcharge of $10 for each coin. All surcharges received by Treasury from the sale of such coins must be paid to the National World War I Museum and Memorial to assist in the commemoration of the centennial.

This bill repeals the limitation on the amount of distilled spirits excise taxes covered over (paid) to the treasuries of the Virgin Islands and Puerto Rico. The bill also requires the Department of the Treasury to transfer a portion of the amount required to be covered over to Puerto Rico to the Puerto Rico Conservation Trust Fund.

Lonnie Kilpatrick Central Pacific Relief Act This bill provides a presumption of service-connection for diseases associated with exposure to certain herbicide agents to veterans who served on (1) Guam or American Samoa, or in the territorial waters thereof between January 9, 1962, and July 31, 1980; or (2) Johnston Atoll or a ship that went to Johnston Atoll between January 1, 1972, and September 30, 1977. Under a presumption of service-connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Additionally, the bill expands eligibility for hospital care, medical services, and nursing home care to veterans with a disability associated with exposure to certain herbicides during specified times of military service on Guam, American Samoa, or Johnston Atoll.

National Monument Creation And Protection Act or the National Monument CAP Act This bill allows the President to declare by public proclamation an object or objects of antiquity (currently, historic landmarks, historic and prehistoric structures, and other objects of historic or scientific interest) that are situated on lands owned or controlled by the federal government to be national monuments. "Objects of antiquity" means relics, artifacts, human or animal skeletal remains, fossils, and certain buildings constructed before enactment of this bill. The bill prescribes limits on land that may be declared to be a national monument based on acreage, proximity to other national monuments, whether it has been reviewed by the Department of the Interior or Agriculture (USDA) under the National Environmental Policy Act, and whether it has been approved by each county and state within whose boundaries it will be located. Such limitation shall not apply to a designation made to prevent imminent and irreparable harm to the object or objects of antiquity to be protected. Such exception shall end after one year and may be used only once. The President may reduce the size of any declared national monument: (1) by 85,000 acres or less; or (2) by more than 85,000 acres only if the reduction has been approved by each county and state within whose boundaries the monument will be located and reviewed by Interior or USDA under the National Environmental Policy Act. The bill prohibits any land from being declared as a national monument in a configuration that would place nonfederally owned property within the monument without first obtaining the owners' written consent.

Verification Alignment and Service-disabled Business Adjustment Act or the VA-SBA Act This bill transfers responsibility for verifying that a small business concern is owned and controlled by a veteran or service-disabled veteran, for the purposes of eligibility for certain procurement programs, from the Department of Veterans Affairs (VA) to the Small Business Administration (SBA). Specifically, the bill transfers maintenance of the database of veteran-owned and service-disabled veteran-owned businesses to the SBA. For the purposes of procurement programs for small businesses owned and controlled by service-disabled veterans, the SBA must certify the status of such businesses, require their periodic recertification, and penalize any small business that misrepresents its status. Accordingly, the bill also abolishes the Center for Verification and Evaluation of the VA and transfers all of its functions to the SBA.

Long-Term Care Veterans Choice Act This bill authorizes the Department of Veterans Affairs (VA) to enter into contracts to place certain disabled veterans in medical foster homes at the request of such veterans. Specifically, the bill concerns veterans with service-connected disabilities to whom the VA is required to provide nursing home care. Medical foster homes are homes designed to provide non-institutional, long-term, supportive care for veterans who are unable to live independently and prefer a family setting. In any year, not more than a daily average of 900 veterans placed in a medical foster home may have their care covered.

Minority Business Development Act of 2019 This bill permanently authorizes the Minority Business Development Administration to assist socially and economically disadvantaged business concerns. Specifically, the bill redesignates the Minority Business Development Agency as the Minority Business Development Administration (MBDA). The MBDA shall (1) assist disadvantaged business concerns entering domestic and foreign markets by providing education and training, management and technological assistance, a skilled labor pool, and financial and marketing services; and (2) encourage such businesses to establish joint ventures and projects among themselves or in cooperation with public or private sector organizations. In addition, the Securities and Exchange Commission must consult and cooperate with the MBDA to promote access by disadvantaged businesses to securities markets.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment services for congenital anomalies and birth defects, such as reconstructive services and prosthetics. Coverage must include services that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation-exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. Under a presumption of service-connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Vietnam Human Rights Act This bill amends various reporting requirements related to foreign assistance and human rights. It also authorizes various aid programs related to Vietnam. In its annual reports to Congress on human rights in foreign countries and U.S. security assistance programs, the Department of State shall include assessments of online freedom of expression in each country, including efforts by governments to censor information, punish individuals for their speech, and monitor communications. The State Department's annual report on human rights in Vietnam shall include information regarding the country's progress in various areas, including with respect to ending torture and violence against religious groups and returning property improperly confiscated by the Vietnamese government. The bill authorizes the State Department to establish programs to (1) monitor and halt sex trafficking of women from Vietnam and other Asian countries, and (2) address Vietnam's growing sex-ratio disparity. It authorizes the President to provide assistance for ethnic minority groups in Vietnam affected by human rights violations and directs the State Department to report on such efforts.

Territories Health Equity Act of 2019 This bill alters provisions under Medicaid, Medicare, and Medicare Advantage relating to U.S. territories, and generally modifies and establishes programs to expand health insurance coverage for residents. Among other things, the bill eliminates Medicaid funding limitations for U.S. territories beginning in FY2020; repeals provisions that exclude residents of Puerto Rico from a certain automatic enrollment process for Medicare medical services; establishes minimum criteria for certain elements used in Medicare Advantage payment calculations for areas within U.S. territories; and allows residents of U.S. territories who are unable to obtain health insurance through their employer or a health insurance exchange to instead obtain coverage through the District of Columbia exchange, including coverage that is available to Members of Congress and their staff.

LWCF Parity for Territories and DC Act This bill requires that the same apportionment formula be applied to specified U.S. territories (i.e., Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Northern Mariana Islands) and the District of Columbia as is applied to states with respect to amounts made available for state purposes from the Land and Water Conservation Fund.

Young Fishermen's Development Act of 2019 This bill directs the National Sea Grant Office in the National Oceanic and Atmospheric Administration to establish a Young Fishermen's Development Grant Program to provide training, education, outreach, and technical assistance initiatives for young fishermen. The office shall make competitive matching grants to support local and regional training, education, outreach, and technical assistance initiatives for young fishermen, including programs, workshops, and services related to (1) seamanship, navigation, electronics, and safety; (2) vessel and engine care, maintenance, and repair; and (3) sustainable fishing practices. Grant recipients must be a collaborative state, tribal, local, or regionally based network or partnership of public or private entities. In awarding grants, the office shall give priority to partnerships and collaborations that are led by or include nongovernmental fishing community-based organizations and school-based fisheries educational organizations with expertise in fisheries and sustainable fishing training and outreach. Grants may not be used to purchase a fishing license, permit, quota, or other harvesting right.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund into which, through FY2024, there shall be deposited an amount equal to 50% of all energy development revenues due to the federal government from oil, gas, coal, or alternative or renewable energy development on federal lands and waters. Deposited amounts must not exceed $1.3 billion for any fiscal year. From such amounts 80% shall be allocated to the National Park Service for high-priority deferred maintenance projects, ensuring parity between transportation and nontransportation projects; 10% shall be for the national wildlife refuge system maintenance backlog; 5% shall be for the public access and recreation backlog on public lands; and 5% shall be for school construction and deferred maintenance backlogs. The Department of the Interior must submit to Congress, with the President's annual budget submission, a list of projects receiving allocations from the fund and a description of each such project. Interior, and other specified agencies, may accept cash or in-kind donations that advance efforts to reduce maintenance backlogs and encourage public-private partnerships.

American Fisheries Advisory Committee Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish the American Fisheries Advisory Committee to advise on an existing grant program to address the needs of fishing communities, optimize economic benefits by building and maintaining sustainable fisheries, and increase opportunities to keep working waterfronts viable. NOAA must establish five regions within the committee. The committee must consist of members chosen regionally and across all sectors of the fishing industry. Additionally, the committee must (1) identify the needs of the fishing industry, (2) develop grant proposals to fund projects that address the industry needs, (3) review grant applications, and (4) provide NOAA with grant applicants for approval. NOAA may not approve a grant application unless the application is selected for funding by the committee.

VA Website Accessibility Act of 2019 This bill directs the Department of Veterans Affairs (VA) to report to Congress regarding the accessibility of VA websites (including attached files and web-based applications) to individuals with disabilities. The report shall identify websites, files, and applications that are not accessible to such individuals and include the VA's plan to make each of them accessible.

Veterans' Compensation Cost-of-Living Adjustment Act of 2019 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2019, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. The percentage increase in benefits shall be the same as the cost-of-living increase for Social Security recipients.

VA Hiring Enhancement Act This bill modifies requirements and procedures related to hiring physicians and applicants for certain other professional positions at the Department of Veterans Affairs (VA). Specifically, the bill negates enforcement of a noncompete agreement that an applicant for such an appointment in the Veterans Health Administration (VHA) has entered into with a non-VA facility or party. As a condition of terminating the noncompete agreement, the applicant must agree to serve at the VHA for one year or until the expiration of the noncompete agreement, whichever is later. Eligibility requirements for a VA physician's appointment are revised to require completion of a residency program rather than an internship. The bill also authorizes the VA to offer a contingent physician's appointment to an individual if the VA anticipates that the individual will, within two years of the offer, complete a residency program leading to board eligibility in a specialty and meet other requirements for the appointment.

This bill establishes that a U.S. national who otherwise qualifies may become a citizen upon establishing residence and physical presence in a U.S. outlying possession (i.e. America Samoa and Swains Island). Currently, U.S. nationals must become a resident of a state to qualify for naturalization. Individuals born in an outlying possession are U.S. nationals but do not automatically acquire citizenship through birth in an outlying possession. The bill also waives certain naturalization requirements, including those related to English language proficiency and participation in a public ceremony, for individuals who have continuously resided in an outlying possession or state from birth to the approval of a naturalization application. The Department of Interior may issue a grant to America Samoa for holding a referendum on whether those born or residing in America Samoa should be declared U.S. citizens.

U.S. Nationals Employment Act of 2019 This bill amends the Immigration and Nationality Act to include full-time employment created for U.S. nationals to count toward the eligibility requirements for an EB-5 commercial enterprise. The EB-5 program provides an employment-based immigration preference for aliens who establish a commercial enterprise in the United States that creates full-time employment for at least 10 U.S. citizens or lawful permanent residents. All U.S. citizens are U.S. nationals, but some individuals born in an outlying U.S. possession (i.e., America Samoa and Swains Island) are U.S. nationals but not citizens.

This bill establishes that minors born in the outlying U.S. possessions (i.e., America Samoa and Swains Island) shall be eligible to obtain citizenship through a U.S. citizen parent. Currently, a child born outside the United States may automatically acquire citizenship through a parent by satisfying certain requirements. The bill amends the Immigration and Nationality Act to establish that this same citizenship path is available to non-citizen national minors. This path to citizenship is distinct from rights acquired at birth, and is open to individuals such as minors who were adopted by a U.S. citizen.
