Supplemental Security Income Equality Act

Supplemental Security Income Equality Act This bill extends Supplemental Security Income (SSI) benefits to eligible residents of Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa. SSI is a federal assistance program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. Under current law, residents of these territories are excluded from the program. Under the bill, the Social Security Administration may waive or modify statutory requirements relating to the provision of benefits as necessary to adapt the SSI program to each territory. The bill also eliminates a cap on payments to these territories from certain programs, including Temporary Assistance for Needy Families (TANF) and other grants to support aid for older individuals, blind individuals, and individuals with disabilities. Finally, the bill specifies that non-citizen U.S. nationals are eligible for SSI benefits under the same conditions as U.S. citizens. (Individuals born in American Samoa are nationals, but not citizens, of the United States.)

Export Controls Enforcement Act

Export Controls Enforcement Act This bill provides statutory authority for the Export Control Officer Program. Under the program, export control officers assist in monitoring the compliance of transactions subject to the Export Administration Regulations outside the United States to prevent and detect illicit diversion to unauthorized end uses, end users, or destinations. Specifically, the bill directs the Department of Commerce's Bureau of Industry and Security (BIS) to establish the program for five years and station at least 20 export control officers at U.S. diplomatic or consular posts. The bill also outlines the duties of export control officers. Additionally, BIS must appoint a director to lead the program.

PARTNER Act

Providing Appropriate Recognition and Treatment Needed to Enhance Relations Act or the PARTNER Act This bill authorizes the President to extend diplomatic immunities and privileges provided by the International Organizations Immunities Act, including immunity from certain lawsuits and exemption from property taxes, to specified international regional and research organizations.  Specifically, the bill authorizes the President to extend these immunities and privileges to the Association of Southeast Asian Nations (ASEAN), a regional organization with 10 members including Brunei, Indonesia, Singapore, and Vietnam; the Pacific Islands Forum, a regional organization with 18 members including Australia, Fiji, New Zealand, and Papua New Guinea; the Caribbean Community (CARICOM), a regional organization with 15 members and 6 associate members including Barbados, Grenada, Jamaica, and Saint Lucia; and the European Organization for Nuclear Research (CERN), an international research organization focused on particle physics. The bill also authorizes the President to extend to the permanent observer mission of the African Union to the United Nations the privileges and immunities provided to permanent missions to the United Nations of member states.

Digital Coast Reauthorization Act of 2025 This bill reauthorizes through FY2030 the Digital Coast program managed by the National Oceanic and Atmospheric Administration (NOAA) and makes other changes to the program. Through the program, NOAA administers a digital platform with data, tools, training, and other information to support coastal management needs. The bill requires NOAA to ensure that data and resulting integrated products developed under the program are fully and freely available on the program website and via other sources. Further, NOAA must support existing efforts to acquire and integrate data related to underground infrastructure and subsurface utilities.

ARMOR Act

AUKUS Reform for Military Optimization and Review Act or the ARMOR Act This bill expedites review processes for the export of certain defense articles and services to Australia, the United Kingdom (UK), and Canada.  Specifically, the bill exempts from certain congressional notification requirements the export or transfer of defense articles or services subject to the defense trade partnership between Australia, the UK, and the United States (AUKUS). (Under current law, exports and transfers of defense articles and services to Australia and the UK are exempt from certain export controls pursuant to AUKUS. Separately, approvals of certain commercial agreements and the export of certain defense articles, services, and equipment are generally subject to congressional notification requirements and a waiting period.) Under the bill, exports and transfers that are exempt from export controls pursuant to AUKUS are also exempt from these congressional notification requirements.  Further, the bill requires the Department of State to periodically review the list of defense articles and services excluded from AUKUS to ensure it includes only items that (1) are required by statute to be included, or (2) require licensing review for national security reasons.  Finally, the bill explicitly states that the existing expedited review process for applications to export certain commercial, advanced-technology defense articles and services to Australia, the UK, and Canada is available to all exports and transfers, including reexports, retransfers, temporary imports, and brokering activity. Such exports and transfers must take place wholly within or between the territory of these countries or the United States.

US-Japan-ROK Trilateral Cooperation Act This bill requires the Department of State to seek to enter negotiations with the governments of Japan and South Korea with the goal of establishing regular trilateral meetings (referred to as the  US-Japan-ROK Inter-Parliamentary Dialogue ) to facilitate closer cooperation on shared interests and values. The bill sets forth membership requirements for a group representing the United States in such meetings. The group must be composed of not more than eight Members of Congress appointed by congressional leaders to serve for a term of two years. The bill also sets forth guidance and requirements for meeting frequency and location, group leadership, gifts and donations, expenditures, and reports.

TRAVEL Act of 2025

The Territorial Response and Access to Veterans' Essential Lifecare Act or the TRAVEL Act of 2025 This bill authorizes the Department of Veterans Affairs (VA) to assign a physician who has been appointed in the Veterans Health Administration to serve as a traveling physician for a period of not more than one year. Such physician must provide health care to veterans at VA facilities located in American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands, and any other territory or possession of the United States. Traveling physicians must coordinate with non-VA providers when necessary to ensure high quality and coordinated care for veterans receiving hospital care and medical services. The VA must provide a relocation or retention bonus to traveling physicians.

Uyghur Policy Act of 2025 This bill addresses human rights issues concerning the Uyghurs and other minority groups residing primarily in the Xinjiang Uyghur Autonomous Region (XUAR) in China. The bill directs the Department of State to prioritize policies and programs to support the Uyghurs and members of other ethnic and religious minority groups in the XUAR and to lead coordination efforts for the release of certain political prisoners in the XUAR.  The State Department's Bureau of Educational and Cultural Affairs may make certain funds available to human rights advocates working on behalf of Uyghurs and members of other persecuted minority groups from the XUAR. The funds shall be used to facilitate the presence of such human rights advocates at public diplomacy forums to speak on issues related to the human rights and religious freedoms of persecuted minority groups in China. The State Department must ensure that Uyghur language training is available to Foreign Service officers. It must also ensure that a Uyghur-speaking member of the Foreign Service is assigned to U.S. diplomatic and consular posts in China.

Sanctioning Russia Act of 2025   This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government.   If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Specifically, the bill reauthorizes the IOOS through FY2030. The bill also directs the Interagency Ocean Observation Committee (which coordinates interagency planning, budgeting, and assessments for the system) to develop requirements and processes for regional offices and federally funded projects of the agencies of the committee to collaborate with the regional coastal observing systems for data sharing at regional levels.
