Career-Ready Student Veterans Act

Career-Ready Student Veterans Act This bill adds the following new criteria for state approval, with respect to the Department of Veterans Affairs (VA) educational assistance, of applications of educational institutions providing veterans with non-accredited courses: a program designed to prepare an individual for state licensure or certification must meet any state instructional curriculum licensure or certification requirements; or a program designed to prepare an individual for employment pursuant to standards developed by a state board or agency in an occupation requiring approval or licensure must be approved or licensed by that state board or agency. The VA may waive either of these two requirements if: the educational institution is accredited by an agency or association recognized by the Department of Education; the program did not meet the requirements at any time during the two-year period preceding the waiver date; the waiver furthers the purposes of the educational assistance programs or would further the education interests of individuals eligible for assistance under such programs; and the educational institution does not provide any incentive payment based on securing enrollments or financial aid to any persons or entities engaged in student recruiting or admission activities or in making decisions regarding the award of student financial assistance, except for recruitment of foreign students residing in foreign countries who are ineligible for federal student assistance. The criteria added by this Act also apply to approval of accredited courses at for-profit educational institutions.

Volunteer Organization Protection Act of 2015

Volunteer Organization Protection Act of 2015 Amends the Volunteer Protection Act of 1997 to expand liability protections to volunteer nonprofit organizations for harm caused by an act or omission of a volunteer on behalf of the organization. Prohibits such liability protections from applying if the organization: (1) would be liable under laws governing the direct or vicarious liability of organizations, and (2) expressly authorized the specific conduct constituting the act or omission. Bars such an organization from liability for harm caused by the organization, or a volunteer acting on its behalf, if the act or omission was at the request of, or pursuant to an authorization by, a state, the United States, or another governmental subdivision, provided that: (1) the requesting or authorizing governmental entity would have been immune either from suit or from liability in damages if it had engaged in the acts or omissions itself or through employees or independent contractors; or (2) the governmental employee, agent, or contractor would have been immune either from suit or from liability in damages by virtue of immunity extended to individual governmental actors. Prohibits punitive damages from being awarded against a volunteer nonprofit organization for the actions of a volunteer within the scope of the volunteer's responsibilities to the organization unless the claimant establishes by clear and convincing evidence that the organization itself expressly authorized the volunteer's action with a conscious, flagrant indifference to the rights or safety of the individual harmed.

Helping Veterans Exposed to Burn Pits Act This bill directs the Department of Veterans Affairs (VA) to establish a center of excellence in the prevention, diagnosis, mitigation, treatment, and rehabilitation of health conditions relating to exposure to open burn pits and other environmental exposures in Afghanistan or Iraq. The VA shall, in selecting the site, consider entities that: are equipped with the specialized equipment needed to study, diagnose, and treat health conditions relating to such exposure; have a publication track record of post-deployment health exposures among veterans who served in support of Operation Iraqi Freedom and Operation Enduring Freedom; have collaborated with a geosciences department that has a medical geology division; have developed animal models and in vitro models of dust immunology and lung injury consistent with the injuries of members of the Armed Forces who served in support of such Operations; and have expertise in allergy and immunology, pulmonary diseases, and industrial and management engineering. The VA shall ensure that the center collaborates with the Department of Defense (DOD), institutions of higher education, and other appropriate public and private entities to: provide for dissemination within the VA of best practices for the treatment of such conditions and the training of health professionals; provide guidance for the VA and DOD health systems in determining the personnel required to provide quality health care for members of the Armed Forces and veterans with such conditions; establish, implement, and oversee a comprehensive program to train VA and DOD health professionals in the treatment of such conditions; facilitate advancements in the study of the short-term and long-term effects of such exposure; conduct basic science and translational research on such conditions for the purposes of understanding the etiology of such conditions and developing preventive interventions and new treatments; and provide medical treatment to all veterans identified as part of the burn pits registry established under the Dignified Burial and Other Veterans' Benefits Improvement Act of 2012. The center shall have access to and make use of the data accumulated by such registry.

VA Accountability Act of 2015 This bill authorizes the Department of Veterans Affairs (VA) to remove or demote a VA employee based on performance or misconduct. The VA may also remove such individual from the civil service or demote the individual through a reduction in grade or annual pay rate. An employee shall have the right to an appeal before the Merit Systems Protection Board within seven days of removal or demotion. An administrative judge shall have to make a final decision within 45 days of such appeal or the original decision becomes final. The VA may not remove or demote an employee without the approval of the Special Counsel if the individual seeks corrective action from the Office of Special Counsel based on an alleged prohibited personnel practice. The appointment of an individual to a permanent position within the competitive service or as a career appointee within the Senior Executive Service shall become final after an 18-month probationary period, which the Secretary may extend. Final appointment to a permanent hire shall be made by the employee's supervisor. The Government Accountability Office shall study the amount of time spent by VA employees carrying out labor organizing activities and the amount of Department space used for such activities.

Supporting Transparent Regulatory and Environmental Actions in Mining Act or the STREAM Act This bill amends the Surface Mining Control and Reclamation Act of 1977 to direct the Department of the Interior to make publicly available, 90 days before publication, any draft, supplemental, final, or emergency rule, or any environmental analysis or economic assessment, and each scientific product upon which the Secretary has relied in developing the rule, the analysis, or the assessment. For scientific products receiving federal funds Interior must also make publicly available: (1) the raw data used for them, and (2) the background information of the authors of the scientific study. If Interior withholds any scientific product for more than six months, it must withdraw the rule, environmental analysis, or economic assessment. Interior shall contract with the National Academy of Sciences for its Board on Earth Sciences and Resources to conduct a detailed, comprehensive study of the effectiveness of the "Surface Coal Mining and Reclamation Operations Permanent Regulatory Program; Stream Buffer Zones and Fish, Wildlife, and Related Environmental Values" Final Rule in protecting perennial and intermittent streams through the use of stream buffer zones. Until one year after publication of the Board's report to Congress, Interior may not issue any proposed or final regulations under the Act that relate either to stream buffer zones or to stream protection. The Surface Mining Control and Reclamation Act of 1977 is further amended to declare that nothing in it authorizes Interior to take any action that duplicates, enforces, or determines compliance with specified mining, environmental, or fish and wildlife law.

By the first day of FY2018 the Comptroller General must initiate a study on the plan's effectiveness, assessing whether contracts were accurately labeled as bundled or consolidated.

Women Veterans Access to Quality Care Act of 2015 Directs the Department of Veterans Affairs (VA) to: (1) establish standards to ensure that all VA medical facilities have the structural characteristics necessary to adequately meet the gender-specific health care needs of veterans at such facilities, including privacy, safety, and dignity; (2) integrate such standards into its prioritization methodology with respect to requests for funding major medical facility projects and major medical facility leases; and (3) report on such standards, including regarding the facilities that fail to meet such standards and the costs of projects and leases required to meet them. Requires the VA to: (1) use health outcomes for women veterans furnished health care by the the VA in evaluating the performance of VA medical center directors, (2) publish on its website information on such performance and on health outcomes for women veterans for each VA medical facility, (3) ensure that every VA medical center has a full-time obstetrician or gynecologist, and (4) carry out a pilot program to increase the number of residency program positions and graduate medical education positions for obstetricians and gynecologists at VA medical facilities in not less than three Veterans Integrated Service Networks. Directs the VA to develop procedures to share information that includes military service and separation data, personal email addresses and telephone numbers, and mailing addresses of veterans with state veterans agencies in electronic format as a means of facilitating the furnishing of assistance and benefits to such veterans. Allows a veteran to elect to prevent their information from being shared. Directs the Government Accountability Office to carry out an examination of whether VA medical centers are able to meet the health care needs of women veterans.

Strengthening Fishing Communities and Increasing Flexibility in Fisheries Management Act This bill revises and reauthorizes through FY2019 the Magnuson-Stevens Fishery Conservation and Management Act (MSA). Revisions are made to: (1) requirements for fishery management plans for overfished fisheries; and (2) catch limit requirements, including by authorizing Regional Fishery Management Councils to consider changes in an ecosystem and the economic needs of the fishing communities when establishing the limits. To distinguish between fish that are depleted due to fishing and those that are depleted for other reasons, the term "depleted" replaces the term "overfished" throughout the MSA. Fishery impact statements must analyze the impacts of proposed actions in fishery management plans on the quality of the human environment. The National Oceanic and Atmospheric Administration (NOAA) must issue regulations governing the use of electronic monitoring of fisheries. NOAA may obligate amounts received as fisheries enforcement penalties for collecting information on data-poor fisheries. NOAA must publish a plan for implementing the Cooperative Research and Management Program. The offshore jurisdiction of Louisiana, Mississippi, and Alabama is extended from three miles to nine miles for the recreational management of red snapper. The Gulf States Marine Fisheries Commission must conduct all fishery stock assessments used for management purposes by the Gulf of Mexico Fishery Management Council for the fisheries managed under the Council's Reef Fish Management Plan. Any commercial catch share allocation in a fishery in the Gulf of Mexico may only be traded by sale or lease within the same commercial fishing sector.

Improving Veterans Access to Quality Care Act of 2015 Directs the Secretary of Veterans Affairs (VA) to revive, for a three-year period, VA's Intermediate Care Technician Pilot Program that was carried out between January 2013 and February 2014. Requires VA to: (1) expand the pilot program to include at least 250 intermediate care technicians, and (2) give priority in assigning those technicians to VA facilities at which veterans have the longest wait times. Requires the Secretary of Defense (DOD) to transfer credentialing data regarding DOD health care providers that are hired by VA to VA. Authorizes VA to allow a covered nurse to practice to the full scope of the nurse's practice, as defined by the applicable national professional association, under a set of VA-approved privileges, regardless of the state in which VA employs the covered nurse. Defines a "covered nurse" as an advanced practice registered nurse who is employed by VA as: (1) a nurse midwife, (2) a clinical nurse specialist, (3) a nurse practitioner, or (4) a certified registered nurse anesthetist.

Illegal, Unreported, and Unregulated Fishing Enforcement Act of 2015 This bill amends the High Seas Driftnet Fishing Moratorium Protection Act to direct the National Oceanic and Atmospheric Administration (NOAA) and the Coast Guard to enforce specified laws to address illegal, unreported, or unregulated (IUU) fishing, including through vessel forfeiture and civil and criminal penalties. NOAA may: (1) help other nations combat IUU fishing and achieve sustainable fisheries; (2) disclose information to government agencies, international fisheries management organizations, and foreign governments to enforce or assist in enforcing fisheries policies; and (3) publish a list of vessels and vessel owners engaged in IUU fishing and take action against listed vessels and owners. This bill subjects a nation to sanctions only if NOAA certifies that the nation is not addressing IUU fishing or activities resulting in bycatch of a protected living marine resource. Currently, such nations are subject to denial of port privileges and other sanctions unless NOAA has certified that they are addressing such activities. This bill amends the Magnuson-Stevens Fishery Conservation and Management Act to expand enforcement authority to include violations of a treaty or binding conservation measure. Antigua Convention Implementing Act of 2015 This bill amends the Tuna Conventions Act of 1950 to implement the Convention for the Strengthening of the Inter-American Tropical Tuna Commission Established by the 1949 Convention Between the United States of America and the Republic of Costa Rica, also known as the Antigua Convention. The Eastern Pacific Tuna Licensing Act of 1984 is repealed. Puerto Rico Statehood Admission Process Act

Puerto Rico Statehood Admission Process Act Authorizes the State Elections Commission of Puerto Rico to provide for a vote on Puerto Rico's admission into the Union as a state within one year of this Act's enactment. Requires the governor of Puerto Rico to transmit the results of such vote to the President, the Speaker of the House of Representatives, and the President Pro Tempore of the Senate within 10 days after the certification of the vote by the Commission. Directs the President, if a majority of the votes cast are for Puerto Rico's admission as a state: (1) within 30 calendar days of receipt of the certified results, to issue a proclamation to begin the transition process that will culminate in Puerto Rico's admission as a state effective January 1, 2021; and (2) within 90 calendar days of such receipt, to appoint a Commission on the Equal Application of Federal Law to Puerto Rico, which shall survey U.S. laws and submit recommendations to Congress by July 1, 2018, as to how laws that do not apply, or that apply differently, to the territory should be amended or repealed to treat Puerto Rico equally. Requires Puerto Rico to carry out necessary actions by January 1, 2020, to enable it to hold elections for federal office in November 2020, including the election to the 117th Congress of two U.S. Senators and the number of Representatives to which it would have been entitled for the 116th Congress if it had been a state during such Congress. Provides for a temporary increase in the membership of the House of Representatives initially and a permanent increase effective with the taking effect of the first reapportionment occurring after the regular decennial census conducted for 2020. Requires the President, following a transition process, to issue a proclamation declaring that Puerto Rico is admitted to the Union on an equal footing with the other states, effective January 1, 2021. Sets forth provisions regarding the continuity of government and the continuity of laws of Puerto Rico.

Calls on the Administration, the Department of State, and European allies to work with Greece and NATO allies to ensure that bilateral disputes do not impede Macedonia's NATO accession. Urges NATO members to formally extend an invitation to Macedonia to join NATO at one of the next meetings of the North Atlantic Council or NATO Summit in Poland in 2016.

Prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Retired Pay Restoration Act

Retired Pay Restoration Act Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (under current law, only a disability rated at 50% or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.
