Baggage Fee Fairness Act of 2010 - Requires air carriers to refund passenger baggage fees within 30 days after the arrival of any passenger flight in which a piece of baggage is lost, delayed, or damaged. Makes it an unfair or deceptive practice for a domestic air carrier, foreign air carrier, or ticket agent to sell a ticket for air transportation but fail, before sale of the ticket, to: (1) ask the ticket purchaser if he or she has one or more pieces of baggage to check; and (2) inform him or her of the cost of checking each piece of baggage.

Hakalau Forest National Wildlife Refuge Expansion Act of 2010 - Expands the authorized boundaries of the Hakalau Forest National Wildlife Refuge to include all or a part of the lands or interests identified in the map entitled "Hakalau Forest National Wildlife Refuge Expansion Area" (May 2010). Permits the Secretary of the Interior to acquire by donation, purchase with donated or appropriated funds, or exchange such land and interests. Requires acquired lands and interests to become part of the Hakalau Forest National Wildlife Refuge. Prohibits all acquisitions of lands and interests under this Act from being the result of forced takings.

Recognizes the historical importance of the 60th anniversary of the outbreak of the Korean War, which began on June 25, 1950. Honors the noble service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that served in Korea since 1950 to the present. Encourages all Americans to participate in commemorative activities to pay solemn tribute to, and to never forget, the veterans of the Korean War. Calls upon the President to issue a proclamation recognizing the 60th anniversary of the Korean War and commemorating National Korean War Veterans Armistice Day. Reaffirms the U.S. commitment to its alliance with the Republic of Korea for the betterment of peace and prosperity on the Korean Peninsula.

Urges states to enact laws that address the crime of domestic sex trafficking of minors. Encourages the Department of Health and Human Services (HHS) to establish the pilot shelter for juvenile trafficking victims authorized by the Trafficking Victims Protection Reauthorization Act of 2005. Recognizes: (1) that the demand for commercial sex with minors is central to the problem of domestic sex trafficking and urges the Attorney General to make the arrest and prosecution of buyers a federal priority; (2) the need for standardized practices of identification and response to domestic sex trafficking of minors among law enforcement and service providers; and (3) the need for an adequate number of specialized residential facilities and services that are gender specific and trauma informed for the protection and restoration of trafficking victims.

Teacher and Principal Improvement Act - Amends title II (Preparing, Training, and Recruiting High Quality Teachers and Principals) of the Elementary and Secondary Education Act of 1965 to create a new Part E: Building School Capacity for Effective Teaching and Leadership. Directs the Secretary of Education to allot grants to states for subgrants to local educational agencies (LEAs) to improve teacher and principal quality through a system of teacher and principal induction, professional development, and evaluation that is developed, implemented, and evaluated in collaboration with local teacher, principal, and school leader organizations and preparation programs. Requires LEAs to include in such system: (1) a comprehensive, coherent, high quality formalized induction program for beginning teachers during their first two years of full-time employment; (2) high-quality effective professional development for teachers, principals, school librarians, and other school leaders at their lowest achieving schools; (3) a rigorous, transparent, and equitable teacher and principal evaluation system for all their schools; (4) ongoing high-quality support, coaching, and professional development for principals and other school leaders at their lowest achieving schools; (5) opportunities for teachers to assume new school leadership roles and training regarding such roles; and (6) significant and sustainable stipends above a teacher's base salary for teachers that serve as mentors, instructional coaches, teacher leaders, or evaluators under these programs. Directs LEA grantees to conduct a valid and reliable full population survey of teaching and learning, at the school and LEA level, the results of which are to inform and be integrated into such systems. Requires a formal evaluation of each system to be conducted by the state, an institution of higher education, or an external agency and the results disseminated widely.

Nurses for Impoverished Schools Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to make demonstration grants to eligible local educational agencies to reduce the student-to-nurse ratio in public elementary and secondary schools. Defines an "eligible local education agency" as one for which: (1) not less than 20% of the students served are from families with incomes below the poverty line; and (2) the student-to-school nurse ratio in public elementary and secondary schools is 750 or more students to every school nurse.

Improving Access to Workers' Compensation for Injured Federal Workers Act - Amends the Federal Employees' Compensation Act to include physician assistants, nurse practitioners, clinical nurse specialists, certified nurse midwives, and certified registered nurse anesthetists as eligible providers of medical, surgical, and hospital services and supplies under such Act.

Directs that a lapel button be designed, as approved by the Secretary of Defense (DOD), to identify and recognize the spouse of a member of the Armed Forces who is serving or has served in a combat zone for more than 30 days. Requires such button to be known as the spouse-of-a-combat-veteran lapel button. Authorizes the Secretary to use appropriated funds to procure such buttons, and to provide for their presentation to eligible spouses. States that the 30-day service period shall not apply if the member is killed or wounded before its expiration. Expresses the sense of Congress that, as soon as the buttons become available, the Secretary should: (1) widely announce their availability through military and public information channels; and (2) encourage commanders at all levels to conduct ceremonies recognizing the support provided by such spouses and to use such ceremonies as an opportunity for members to present their spouses with the button.

Directs the Election Assistance Commission to make a single payment to the Commonwealth of the Northern Mariana Islands in an amount equal to the aggregate amount of the payments which would have been made to the Commonwealth under title I of the Help America Vote Act of 2002 for election administration improvement activities if: (1) the Commonwealth had been treated as a state at the time payments were made under such title to other states; and (2) the Commonwealth had been subject to the same minimum payment amounts applicable to the Commonwealth of Puerto Rico, Guam, American Samoa, and the United States Virgin Islands. Directs the Commonwealth to use such payment to carry out the same election administration improvement activities for which states received similar payments under the Help America Vote Act of 2002. Amends the Help America Vote Act of 2002 to treat the Commonwealth of the Northern Mariana Islands as a state.

Expresses the sense of Congress that the President should: (1) make the conclusion of a free trade agreement between the United States and Taiwan one of the top U.S. priorities when initiating bilateral free trade agreements with foreign countries; and (2) foster the expansion of trade opportunities with Taiwan by instructing the United States Trade Representative (USTR) to expedite negotiations on a free trade agreement between the United States and Taiwan.

Healthy Communities through Helping to Offer Incentives and Choices to Everyone in Society Act of 2010 - Revises federal health law to address obesity, including through: (1) routine collection of data needed to calculate body mass index (BMI); (2) expansion of coverage for obesity under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP, formerly known as SCHIP); (3) programs to promote healthy eating behaviors and physical activity; and (4) training of health care professionals on how to treat and prevent obesity and aid individuals who are obese or overweight. Amends the Richard B. Russell National School Lunch Act to expand the nutritional requirements of food offered through child and adult food programs. Includes a physical activity component for children's food programs. Sets forth provisions to expand physical activity through: (1) programs to connect children and families with the outdoors; (2) guidelines for physical education in elementary and secondary schools; (3) inclusion of physical education as a core academic subject in schools; (4) tax incentives for employer provided membership to athletic or fitness facilities; and (5) enrichment programs, such as summer camps, for children on Indian reservations and tribal lands. Sets forth provisions to improve knowledge of and access to healthy foods through: (1) educating consumers about physical activity and lifestyles; (2) infrastructure improvements to food programs; (3) expansion of retail food stores offering affordable, nutritious foods in underserved communities; and (4) expansion of urban community gardens. Authorizes the Secretary of Transportation (DOT) to make grants to assist local planning decisions and policies that increase the access of individuals to physical activity. Expands the program to provide safe routes to schools to include high school students. Authorizes the Secretary of Health and Human Services (HHS), acting through the National Center for Health Statistics, to provide for the: (1) collection of data for determining the fitness levels and energy expenditures of children and youth; and (2) analysis of data collected as part of the National Health and Nutrition Examination Survey and other data sources.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

West Coast Ocean Protection Act of 2010 - Amends the Outer Continental Shelf Lands Act to prohibit Secretary of the Interior from issuing a lease for the exploration, development, or production of oil or natural gas in any area of the outer Continental Shelf off the coast of California, Oregon, or Washington.

Recognizes: (1) all former Vietnamese boat people and the Vietnamese-American community on the occasion of Asian/Pacific American Heritage Month; (2) the arrival of the Vietnamese boat people, their journey to freedom, and their assimilation into and contributions to U.S. society; and (3) Boat People SOS and other volunteer agencies and nongovernmental organizations that facilitated the Vietnamese refugees' resettlement, adjustment, and assimilation into U.S. society.

21st Century Full Employment and Training Act - Directs the Secretary of Labor to establish a Full Employment National Trust Fund. Amends the Internal Revenue Code to impose a tax on certain covered securities transactions, payable by trading facilities that deal in such transactions. Requires amounts collected to be deposited into the Fund for: (1) Employment Opportunity Grants to states, local governments, and Indian tribes for job creating activities in communities where the rate of unemployment is higher than a specified graduated percentage for a number years; and (2) the Secretary to fund Workforce Investment programs. Directs the Secretary to convene a national employment conference to bring together leaders of small and larger business, labor, government, and other parties to discuss employment, with particular attention to structural unemployment and the plight of disadvantaged youth.

National School Lunch Protection Act of 2010 - Directs the Secretary of Agriculture to issue guidance to school food authorities participating in the school lunch and breakfast programs covering program rules pertaining to the costs that may be charged to the nonprofit school food service accounts of such authorities, including indirect and direct costs. Requires the Secretary to assess the extent to which school food authorities pay such indirect and direct costs, and then issue additional guidance relating to the types of costs that are reasonable and necessary. Authorizes the Secretary, after the completion of such assessment, to promulgate regulations addressing: (1) any identified deficiencies in the allocation of such indirect and direct costs to school food authorities; and (2) the authority of school food authorities to reimburse only those costs identified by the Secretary as reasonable and necessary.

Recognizes: (1) National Missing Children's Day; (2) that one of the most important tools for law enforcement to use in the case of a missing child is an up-to-date, good quality photograph (and urges all parents and guardians to maintain such a photograph); and (3) the vital role of law enforcement and the criminal justice system in preventing kidnappings and the abduction of children and in locating missing children. Acknowledges that National Missing Children's Day should remind Americans not to forget the children who are still missing and not to waver in the efforts to reunite them with their families.

Defense Sexual Trauma Response Oversight and Good Governance Act (Defense STRONG Act) - Establishes within the Department of Defense (DOD) a Director of the Sexual Assault Prevention and Response Office to serve as the single point of authority, accountability, and oversight for DOD policy regarding prevention of and response to sexual assault, and to provide oversight to ensure that the sexual assault programs of the military departments comply with DOD policy. Requires the assignment within each military department of at least one full-time Sexual Assault Response Coordinator and one full-time Sexual Assault Victim Advocate, allowing the Secretary of the military department concerned to assign additional coordinators and/or advocates based on the demographics or needs of the unit. Allows only members of the Armed Forces (members) or DOD civilian personnel to be assigned as coordinators or advocates. Directs the Secretary of Defense to establish a professional training and certification program for such coordinators and advocates, and requires performance evaluations of all coordinators and advocates. Entitles any member, or dependent of a member, who is the victim of a sexual assault to legal assistance provided by a military legal assistance counsel and Victim Advocate service, regardless of whether the member or dependent elects unrestricted or restricted (confidential) reporting of the assault. Makes privileged any communications between a member or dependent and a Victim Advocate. Directs the Secretary to provide for the inclusion of a sexual assault prevention and response training module at each level of professional military education.

National Marine Fisheries Service Ombudsman Act of 2010 - Establishes an Office of the Ombudsman in the National Marine Fisheries Service which shall be under the direction of the Ombudsman of the National Marine Fisheries Service, who shall be appointed by the Administrator of the National Oceanic and Atmospheric Administration (NOAA). Requires the Ombudsman to maintain a regional Ombudsman in each of the regions for which a Regional Fishery Management Council. Requires the Ombudsman to report solely to, and be under the general supervision of, the Administrator and allows the removal of the Ombudsman only by the Administrator for neglect of duty, misconduct, or inability to perform the duties of the office of the Ombudsman. Sets forth the duties of the Ombudsman, including: (1) to act as a neutral third party who conducts informal, impartial fact finding and investigations; (2) to identify points of conflict or contention (and to mitigate such points of conflict or contention) between the fishing industry and the National Marine Fisheries Service with respect to the implementation and enforcement of regulations; (3) through each regional ombudsman, to serve as a point of contact for local fishermen and businesses that are regulated by the National Marine Fisheries Service; and (4) to maintain a public Internet site that includes contact information for each regional office.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Military Families Financial Preparedness Act - Requires the following information to be included as part of preseparation counseling provided to members of the Armed Forces and their spouses: (1) survivor benefits available through the Secretary of Defense (DOD) or Veterans Affairs (VA); (2) budgeting, saving, credit, loans, and taxes; (3) home loan services and housing assistance available through DOD or the VA and counseling on responsible borrowing practices; and (4) additional counseling regarding the member's actual entitlement to benefits and how to apply for such benefits.

Communities of Color Teenage Pregnancy Prevention Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to award competitive grants to eligible entities for new and existing program interventions to provide youth in racial or ethnic minority or immigrant communities the information and skills needed to reduce teenage pregnancies and develop healthy relationships. Directs the Secretary to award competitive grants to carry out multimedia campaigns to provide public education and increase public awareness regarding teenage pregnancy and related social and emotional issues. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants for research on teenage pregnancy that includes: (1) investigating the incidence and prevalence of teenage pregnancy and births in racial and ethnic minority or immigrant communities; and (2) examining factors that lead to teenage pregnancy among youth in foster care or juvenile justice systems.

Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Weekends Without Hunger Act - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to implement a five-year pilot program providing commodities to nonprofits for the provision of nutritious food to at-risk school children on weekends and during extended school holidays during the school year. (At-risk school children are those who participate in the school lunch program and reside in an area served by a school in which at least 50% of the students receive free or reduced price meals under the school lunch or breakfast programs.) Includes elementary and secondary schools, school food authorities, and emergency feeding agencies as eligible nonprofit recipients of such commodities. Requires commodity recipients to satisfy safe food storage, handling, and delivery standards established by the Secretary.

White House Conference on Haiti Act of 2010 - Directs: (1) the President to call the White House Conference on Haiti, to be convened not later than six months after the selection of the Policy Committee, in order to make fundamental policy recommendations on ways to assist in Haiti's recovery and long-term development; and (2) the Secretary of State and the Secretary of Homeland Security (DHS) to plan and conduct the Conference. Establishes the Policy Committee not later than June 30, 2010, and requires a preliminary and final report from the Committee. Requires, within one year after the Conference adjourns, an initial status report from the Under Secretary of State for Public Diplomacy and Public Affairs on the implementation of the recommendations, as well as subsequent status reports every five years thereafter from the Comptroller General until all final report recommendations are achieved. Requires specified congressional committee hearings on the recommendations, status reports, and recovery and long-term development of Haiti.

Reserve Retirement Deployment Credit Correction Act - Removes the requirement that days of active duty or active service used to reduce the minimum age at which a member of the reserves may retire for non-regular (reserve) service must occur in the same fiscal year.

Expresses the sense of the House of Representatives that: (1) the current policy that prohibits sending a presidential letter of condolence to the family of a member of the Armed Forces who has died by suicide only serves to perpetuate the stigma of mental illness that pervades the Armed Forces; and (2) the President, as Commander-in-Chief, should overturn the policy and treat all military families equally.

Coastal Jobs Creation Act of 2010 - Directs the Secretary of Commerce to implement a Coastal Jobs Creation Grant Program which shall include: (1) cooperative research to collect and compile economic and social data related to recreational and commercial fisheries management: (2) establishment and implementation of state recreational fishing registry programs; (3) training and deploying observers authorized or required under the Magnuson-Stevens Fishery Conservation and Management Act; (4) preservation or restoration of coastal resources identified for their conservation, recreational, ecological, historic, or aesthetic values; (5) redevelopment of deteriorating and underutilized working waterfronts and ports; (6) research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies; (7) cooperative research to collect data to improve, supplement, or enhance fishery and marine mammal stock assessments; and (8) other specified activities. Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.
