Recognizes that Armed Forces members from the Inland Empire region of southern California, including San Bernardino and Riverside Counties, gave, and continue to give, to our nation. Commits to providing wounded warriors with the highest quality of medical care available, including for their families. Commends Inland Empire citizens and organizations who volunteer to support America's wounded warriors. Encourages Members and citizens to show support and appreciation for returning troops. Honors the sacrifices made by Armed Forces members from the Inland Empire and their families. Understands that the American people are forever grateful to Armed Forces members from the Inland Empire for their service to the United States.

Nonnative Wildlife Invasion Prevention Act - Requires the Secretary of the Interior to promulgate regulations establishing a process for assessing the risk of all nonnative wildlife species proposed for importation into the United States, other than those included in a list of approved species issued under this Act. Sets forth factors that must be considered, including the identity of the organism to the species level, the native range of the species, whether the species has caused harm to the economy, the environment, or other animal species or human health in similar ecosystems, and the likelihood of establishment or spread of the species in the United States. Provides procedures for issuance and expansion of a list of nonnative wildlife species approved for importation and a list of nonnative wildlife species that are prohibited. Establishes prohibitions on: (1) importation or transportation between states of nonnative species that are not included in the list of approved species; (2) permit violations; and (3) possession, purchase, sale, barter, release, or breeding of such species. Exempts from such prohibitions actions by law enforcement personnel to enforce this Act or by federal or state officials to prevent the introduction or establishment of nonnative wildlife species. Declares that nothing in this Act restricts the importation or transportation between states of such species by a federal agency for its own use if the species remains in its possession. Authorizes the Secretary to issue permits authorizing otherwise prohibited importation for scientific research, for medical, accredited zoological or aquarium display purposes, or for educational purposes that are specifically reviewed, approved, and verified by the Secretary if the Secretary finds that there has been a proper showing by the permittee of responsibility for the specimen and continued protection of the public interest and health. Allows the imposition of fees on persons who submit a proposal to include a species in either of the lists to recover the costs of assessing risks of nonnative wildlife species. Establishes a Nonnative Wildlife Invasion Prevention Fund into which such fees and fines for violations will be deposited. Redesignates the Invasive Species Council established by Executive Order 13112 as the National Invasive Species Council.

Recognizes the need to continue diabetes research. Commends hospitals, community clinics, educational institutes, and other organizations that are: (1) working to increase diabetes awareness; and (2) conducting research for methods to help patients and families in the Latino community suffering from diabetes. Congratulates the work of the Latino Diabetes Association. Expresses support for the designation of Latino Diabetes Awareness Month.

Housing Fairness Act of 2009 - Instructs the Secretary of Housing and Urban Development to conduct, and report to Congress on, a nationwide testing program to: (1) detect and document differences in the treatment of persons seeking to rent or purchase housing or obtain or refinance a home mortgage loan; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, home buyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. Amends the Housing and Community Development Act of 1987 to reauthorize the fair housing initiatives program. Expresses the sense of Congress that the Secretary should: (1) fully comply with such Act's requirements to establish, design, and maintain a national education and outreach program for the development and dissemination of the fair housing rights of individuals who seek to rent, purchase, sell, or facilitate the sale of a home; (2) use all amounts appropriated for such program; and (3) promulgate regulations on the fair housing obligations of each recipient of federal housing funds to affirmatively further fair housing. Directs the Secretary to implement a competitive matching grant program to assist private nonprofit organizations in: (1) conducting comprehensive studies of specified aspects of the causes and effects of housing discrimination and segregation; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Declares the importance of access to swimming lessons for all U.S. communities as an integral part of drowning prevention. Condemns the persistent high rates of drowning fatalities among children. Celebrates the passage of the Virginia Graeme Baker Pool and Spa Safety Act and the work of initiatives to educate parents and caregivers on water safety and drowning prevention. Encourages funding to support initiatives that provide all children access to swimming education.

Homes for Heroes Act of 2009 - Amends the Department of Housing and Urban Development Act to establish in the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veteran access to HUD housing and homeless assistance programs; (2) coordinate all HUD programs and activities relating to veterans; and (3) serve as a HUD liaison with the Department of Veterans Affairs (VA). Directs the HUD Secretary to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for very low-income veteran families (that is, families with incomes not exceeding 50% of the area median income). Amends the United States Housing Act of 1937 to: (1) make housing rental vouchers available to all homeless veterans, regardless of medical condition; and (2) include veterans in public housing planning. Excludes veterans' benefits from income for purposes of HUD assisted housing rental determinations. Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans; and (2) report annually to specified congressional committees and the VA Secretary on HUD activities relating to veterans.

Ocean and Coastal Mapping Integration Act - Directs the President to establish a a program to develop a coordinated and comprehensive federal ocean and coastal mapping program for the Great Lakes and coastal state waters, the territorial sea, the exclusive economic zone, and the U.S. continental shelf that enhances ecosystem approaches in decision-making for conservation and management of marine resources and habitats, establishes research and mapping priorities, supports the siting of research and other platforms, and advances ocean and coastal science. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to convene or use an existing interagency committee on ocean and coastal mapping to implement such program and to coordinate federal ocean and coastal mapping and surveying activities with other federal efforts (including the Digital Coast, Geospatial One-Stop, and the Federal Geographic Data Committee), international mapping activities, coastal states, user groups, and nongovernmental entities. Authorizes the Administrator to convene an ocean and coastal mapping advisory panel consisting of representatives from nongovernmental entities to provide input regarding activities of the committee. Directs the Administrator to develop a plan for an integrated ocean and coastal mapping initiative within NOAA that: (1) identifies all ocean and coastal mapping programs within NOAA, establishing priorities; (2) encourages the development of innovative ocean and coastal mapping technologies and applications; and (3) documents available and developing technologies, best practices in data processing and distribution, and leveraging opportunities with other federal agencies, coastal states, and nongovernmental entities. Authorizes the Administrator to establish joint ocean and coastal mapping centers of excellence (including a joint hydrographic center) in institutions of higher education to conduct specified activities, including: (1) research and development of innovative ocean and coastal mapping technologies, equipment, and data products; and (2) mapping of the U.S. outer continental shelf. Requires the Administrator to continue developing a strategy for expanding contracting with nongovernmental entities.

Next Steps for Haiti Act of 2009 - Authorizes the Director of Foreign Assistance, in consultation with the government of Haiti and Haitian civil society organizations, to establish the Haiti Professional Exchange Program whose purpose shall be to assign qualified Haitian Americans and others to provide technical assistance to help Haiti improve in areas vital to its growth and development, including education, energy, environment, health care, infrastructure, security, transportation, and disaster preparedness. Requires that the Director establish an outreach program to encourage Exchange Program participation. Sets forth Program provisions. Authorizes appropriations. Directs the Secretary of State to implement a student loan forgiveness program for Program participants.

Social Security Fairness Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Ocean Conservation, Education, and National Strategy for the 21st Century Act - Declares that the purpose of this Act is to secure for future U.S. generations the full range of benefits of healthy marine ecosystems. Specifies a national ocean policy and related principles. Requires each federal agency to act in accordance with that policy. Reestablishes the National Oceanic and Atmospheric Administration (NOAA) and its leadership. (NOAA was created by the Reorganization Plan No. 4 of 1970.) Includes in NOAA the National Weather Service and the Science Advisory Board. Establishes a National Ocean Advisor in the Executive Office of the President. Reestablishes in the Executive Office of the President the Committee on Ocean Policy, which was originally established by executive order. Establishes a Council of Advisors on Ocean Policy to advise the President. Designates nine ocean regions to promote coordinated regional efforts to implement the national ocean policy. Requires the NOAA Administrator to establish or designate a Regional Ocean Partnership for each region and requires each Partnership to prepare a Regional Ocean Strategic Plan. Establishes the Ocean and Great Lakes Conservation Trust Fund. Requires payments to coastal states for Regional Ocean Strategic Plan activities. Requires the United States Postal Service (USPS) to print a special postage stamp to enable the public to help protect, maintain, and restore marine ecosystems.

Anti-hunger Empowerment Act of 2009 - Amends the Food and Nutrition Act of 2008 (formerly known as the Food Stamp Act of 1977) to replace current supplemental nutrition assistance program (formerly known as the food stamp program) administrative cost provisions with provisions authorizing 75% reimbursement for specified state activities to increase program access. States that fingerprinting shall not be required for program participation. Beyond the Soup Kitchen Grants Program Act of 2009 - Directs the Secretary of Agriculture to establish a Beyond the Soup Kitchen pilot program to provide grants: (1) to a primary community-based nonprofit feeding and anti-hunger group in each designated pilot community which shall allocate subgrants to other nonprofit feeding and anti-hunger groups in such community; and (2) for technical assistance grants. Sets forth program provisions.

Teacher Education Assistance Creating Hope for Our Future Act of 2009 or TEACH for Our Future Act of 2009 - Amends the Higher Education Act of 1965 to expand the loan forgiveness available to public elementary and secondary school teachers under the Federal Family Education Loan (FFEL) and Direct Loan (DL) programs. Makes inapplicable to public school teachers the requirements limiting loan forgiveness to: (1) new borrowers on or after October 1, 1998; and (2) highly qualified teachers in certain schools that serve a high proportion of disadvantaged students. Maintains the requirement that such teachers teach full-time for five consecutive complete school years before becoming eligible for loan forgiveness. Raises to $25,000 the amount of the FFEL or DL outstanding that may be forgiven after a public school teacher's fifth complete school year of teaching. Maintains current loan forgiveness eligibility requirements for private elementary and secondary school teachers.

Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war or survivors of compensable injured residents (such payments to be made after payments have been made to surviving Guam residents). Defines "compensable Guam decedent" and "compensable Guam victim." Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury. Authorizes the Commission to adjudicate claims and determine payment eligibility. Requires: (1) claims to be filed within one year after the Commission publishes public notice of the filing period in the Federal Register; and (2) the Commission to make filing period information available to the public through the media in Guam. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation, or both.

Haitian Protection Act of 2009 - Requires the Secretary of Homeland Security to designate Haiti as a country whose qualifying nationals may be eligible for temporary protected status. Provides for: (1) an initial 18-month designation period; and (2) authorization for temporary travel abroad.

Community AIDS and Hepatitis Prevention Act - Provides that nothing shall prohibit the use of federal funds to establish or carry out a program of distributing sterile syringes to reduce the transmission of bloodborne pathogens, including the human immunodeficiency virus (HIV) and viral hepatitis.

Amends the Legislative Branch Appropriations Act, 1987 to allow the Clerk of the House of Representatives, at the request of a Member of the House, to donate computers and related peripheral tools previously used by the Member to a public elementary or secondary school designated by such Member without regard to whether the donation: (1) is a cost to the government; or (2) has a recoverable value.

Commission on Wartime Relocation and Internment of Latin Americans of Japanese Descent Act - Establishes the Commission on Wartime Relocation and Internment of Latin Americans of Japanese descent. Directs the Commission to: (1) extend the study of the Commission on Wartime Relocation and Internment of Civilians to investigate U.S. relocation, internment, and (in some cases) deportation to Axis countries of Latin Americans of Japanese descent held in U.S. custody from December 1941 through February 1948; and (2) recommend appropriate remedies to Congress based on preliminary findings by the original Commission and new discoveries. Terminates the Commission 90 days after submission of its report to Congress (as required by this Act).

Amends the Immigration and Nationality Act, in the case of an alien subject to removal, deportation, or exclusion who is the parent of a U.S. citizen child, to authorize an immigration judge to decline to order such removal if the judge determines that such action is against the child's best interests. States that such discretion shall not apply with respect to an alien whom the judge determines: (1) is excludable or deportable on security grounds; or (2) has engaged in sex trafficking or severe forms of trafficking in persons.
