Doug LaMalfa Federal Disaster Tax Relief Certainty Act

United States · United States Congress · 15 September 2025

Doug LaMalfa Federal Disaster Tax Relief Certainty Act This bill extends the federal tax deduction for qualified disaster-related personal casualty losses and the exclusion from gross income of qualified wildfire relief payments. Under current law, unreimbursed personal casualty losses arising in a qualified disaster area (qualified disaster-related personal casualty losses) are deductible (as an itemized tax deduction or as part of the standard tax deduction) if such losses exceed $500 per casualty. A qualified disaster area is an area with respect to which a major disaster has been declared during the period beginning in 2020 and ending 60 days after July 4, 2025, if the incident period begins on or after December 28, 2019, and on or before July 4, 2025. The bill extends the federal tax deduction for qualified disaster-related personal casualty losses by defining a qualified disaster area as an area with respect to which a major disaster has been declared if the incident period begins on or after December 28, 2019, and before January 1, 2027. The bill provides that the exclusion from gross income of qualified wildfire relief payments applies to such payments attributable to forest or range fires declared a federal disaster after 2014 and before 2027, regardless of when such payments are received. (Currently, qualified wildfire relief payments attributable to forest or range fires declared a federal disaster after 2014 and received after 2019 and before 2026 may be excluded from gross income.) The bill also provides statutory authority for several related tax rules.

Child Interstate Abortion Notification Act

United States · United States Congress · 12 August 2025

Child Interstate Abortion Notification Act This bill creates new federal crimes related to transporting a minor across state lines for an abortion. Specifically, the bill makes it a crime to knowingly transport a minor across a state line to obtain an abortion without satisfying the requirements of a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. The bill prohibits an individual who has committed incest with a minor from knowingly transporting the minor across a state line to receive an abortion. Finally, the bill makes it a crime for a physician to knowingly perform or induce an abortion on an out-of-state minor without first notifying the minor's parent.

DLARA

United States · United States Congress · 27 June 2025

Disaster Loan Accountability and Reform Act or the DLARA This bill modifies the Small Business Administration (SBA) disaster loan program to require additional oversight and reports regarding the program. First, the bill requires the SBA to report monthly on the operation of the disaster loan program. (Currently, the SBA must report only during the applicable period for a major disaster.) The report must estimate the date on which available funding for such loans will reach 10% of the most recent appropriation and the date on which the funds will be depleted. If a report is not submitted by the required date, no funds may be obligated for official travel by the SBA Administrator until the report is submitted.  Second, the President's annual budget must include separate statements regarding the appropriations request for SBA disaster loans and COVID-19 Economic Injury Disaster Loans (EIDL), including explanations for any difference between the amount requested and the 10-year average cost for such loans. Third, the SBA must notify Congress when the unobligated balance of amounts available for disaster loans is less than 10% of the 10-year average annual cost provided in the most recent presidential budget. Finally, the bill requires additional oversight of the disaster loan program, including Government Accountability Office reports on the disbursement of disaster loans and the cost of specified SBA rules that modified the loan program; and an SBA report on its actions to improve forecasting, data quality, and budget assumptions for the cost of disaster loans.

Poarch Band of Creek Indians Parity Act

United States · United States Congress · 25 June 2025

Poarch Band of Creek Indians Parity Act This bill applies the Indian Reorganization Act (IRA) to the Poarch Band of Creek Indians. Additionally, the bill reaffirms previous decisions by the Department of the Interior to take land into trust for the tribe under the IRA. A 2009 Supreme Court case,  Carcieri v. Salazar, decided that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the IRA was enacted in 1934. This bill (1) affirms the applicability of the IRA to the Poarch Band of Creek Indians, thereby deeming the tribe to be under federal jurisdiction as of June 18, 1934, for purposes of the IRA; and (2) reaffirms prior decisions by Interior to take land into trust for the benefit of the tribe.

PROTECT Act of 2025

United States · United States Congress · 5 June 2025

Protection for Reservation Occupants against Trafficking and Evasive Communications Today Act of 2025 or the PROTECT Act of 2025 This bill expands special tribal criminal jurisdiction (STCJ) to include certain controlled substance-related offenses and firearms offenses. It also allows tribal courts to execute warrants for electronic material. STCJ allows participating tribes to investigate, prosecute, convict, and sentence both Indian and non-Indian offenders who commit covered crimes in Indian country against Indian victims. Covered crimes currently include assault of tribal justice personnel, child violence, dating violence, domestic violence, obstruction of justice, sexual violence, sex trafficking, stalking, and a violation of a protection order. The bill expands STCJ to allow participating tribes to prosecute individuals for controlled substance-related offenses (i.e., drug trafficking, unlawful drug possession, or unlawful possession of drug paraphernalia) and firearms offenses (i.e., use or possession of a firearm in furtherance of a covered crime or by a person who has been convicted of domestic violence). Additionally, the bill allows participating tribes to exercise STCJ over a controlled substance-related offense or a firearms offense if neither the defendant nor the alleged victim is an Indian. (Currently, this exception only applies in cases of obstruction of justice or assault of tribal justice personnel.) The bill allows offenders convicted pursuant to STCJ to be incarcerated through the Bureau of Prisons Tribal Prisoner Program. The bill gives tribal courts the same authority as state courts to compel service providers to disclose stored electronic communication information through court-issued warrants, court orders, or administrative subpoenas.
