Protecting Free Vaccines Act This bill requires Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and private health insurers to cover, without cost-sharing, vaccines that were recommended by the Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices as of October 25, 2024. The requirement ends on January 1, 2030.

Redistricting Reform Act of 2025 This bill sets forth requirements for congressional redistricting and generally prohibits mid-decade redistricting. Specifically, the bill requires that congressional redistricting be conducted in accordance with a plan developed by (1) a state-established independent commission; or (2) if such a commission does not enact a plan, a three-judge panel from a U.S. District Court. This requirement does not apply to a state that has a plan developed and approved by an independent redistricting commission that complies with specified requirements. The bill outlines the criteria for a redistricting plan, including that congressional districts must be drawn to (1) ensure the practical ability of a protected group to participate in the political process, nominate candidates, and elect representatives of choice; and (2) represent communities of interest and neighborhoods. Additionally, the bill prohibits the use of a redistricting plan that was drawn with the intent (or has the effect of) materially favoring or disfavoring any political party. Further, the bill establishes the requirements for appointing members to a state-established independent redistricting commission, including diversity requirements. The Government Accountability Office must report on the extent to which these commissions meet the diversity requirements. The bill includes a provision to prevent states from redistricting more than once following an apportionment (i.e., mid-decade redistricting). The bill also directs the Election Assistance Commission to make payments to states to carry out congressional redistricting.

Responsible Retirement of Law Enforcement Firearms Act of 2025 or the RRLEF Act of 2025 This bill establishes a framework to limit the transfer of firearms to and purchase from federally licensed gun dealers whose firearms have a short time to crime. The term short time to crime means a period of three years or less between the date of the last known retail sale of a firearm and the date a firearm is recovered in an actual or suspected criminal offense. Specifically, the bill directs the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to notify a state or local law enforcement agency if a firearm transferred by the agency is used, or suspected of being used, in the commission of a criminal offense, as traced by the National Tracing Center. Additionally, the bill directs the ATF to publish annually a list of federally licensed gun dealers who have 25 or more traces of firearms with a short time to crime in at least two of the three previous years. The bill prohibits a state (including the District of Columbia), territory, or local government that receives funds under the Edward Byrne Memorial Justice Assistance Grant Program from transferring a firearm to, or purchasing a firearm from, a dealer on the list. The bill removes limits on the authority of the ATF to disclose firearms tracing data.

Faster Labor Contracts Act This bill establishes mandatory deadlines for parties negotiating an initial collective bargaining agreement (CBA) and provides for mediation and arbitration to finalize CBAs. Under the bill, CBA negotiations must begin within 10 days after an employer receives a written request from a newly recognized or certified bargaining representative. The bill provides that parties must make every reasonable effort to conclude and sign a CBA. Further, the bill provides that, if the parties have not reached an agreement after 90 days, either party may request mediation by the Federal Mediation and Conciliation Service (FMCS). The bill directs FMCS to use its best efforts to secure an agreement. If mediation does not result in an agreement within 30 days (or an additional period agreed to by both parties), FMSC must refer the parties to an arbitration panel to render a decision settling the dispute. The panel must consider specified factors, including the employer's financial prospects and employees' cost of living. The resulting CBA is binding on the parties for two years. (Parties may agree to amend the terms during the two-year period.) The bill specifies that (1) an employer must maintain current wages, hours, terms, and conditions of employment during negotiations; and (2) an employer's duty to collectively bargain continues even if a representative has been decertified. The Government Accountability Office must report to Congress regarding the average number of days between the certification or recognition of a bargaining representative and the date the initial CBA was executed.

Protecting Health Care and Lowering Costs Act 2025 This bill makes permanent temporary provisions that generally expand eligibility for and increase the amount of the premium tax credit. This bill also repeals multiple Medicaid, Medicare, and health-related tax provisions enacted by the One Big Beautiful Bill Act (OBBBA). Currently, eligible taxpayers may claim the premium tax credit, which applies toward the cost of obtaining health insurance through health insurance exchanges. To qualify, a taxpayer’s household income must meet or exceed 100% of the federal poverty level (FPL) and, after 2025, may not exceed 400% of the FPL (maximum income limit). For 2021-2025, the maximum income limit is eliminated, which generally expands eligibility for the premium tax credit. Further, under current law, the amount of the premium tax credit is partially based on the taxpayer’s household income multiplied by the applicable percentage. The applicable percentage varies depending on which of six income ranges (adjusted for inflation after 2025) the taxpayer’s household income falls within. For 2021-2025, the applicable percentages are lowered and the adjustment of the applicable percentages for inflation is eliminated, which generally increases the amount of the premium tax credit. The bill permanently eliminates the 400% maximum income limit, lowers the applicable percentages, and eliminates the inflation adjustment for the applicable percentages. Finally, the bill repeals multiple Medicaid, Medicare, and health-related tax provisions enacted by the OBBBA, including certain Medicare and Medicare eligibility and verification requirements, the reduced window for retroactive Medicaid coverage, and premium tax credit verification requirements.

Reducing Hereditary Cancer Act This bill provides for Medicare coverage of germline mutation testing for individuals with a personal or family history of a hereditary cancer gene mutation or suspected history of hereditary cancer, as well as for associated coverage of risk-reducing surgeries and screenings.

Supporting Apprenticeship Colleges Act of 2025 This bill directs the Department of Education to award grants to institutions of higher education that sponsor construction and manufacturing-oriented registered apprenticeship programs for (1) expanding or supporting outreach to high schools, local businesses, local workforce development boards, and apprenticeship intermediaries; and (2) providing advising and support services to students who are enrolled in these apprenticeship programs.

SBA IT Modernization Reporting Act This bill requires the Small Business Administration (SBA) to implement the recommendations from a Government Accountability Office (GAO) report published on November 6, 2024, related to modernizing the SBA's information technology systems. Specifically, the SBA must address risks related to its certification project that allows small businesses to apply for and manage government contracting certifications. The GAO recommendations include developing a project risk management strategy and risk mitigation plan and managing cybersecurity vulnerabilities. The SBA must submit to Congress an implementation plan for the modernization not later than 180 days after the enactment of this bill.
