BIS Licensing Efficiency Act of 2026 This bill establishes a timeline for the Department of Commerce's Bureau of Industry and Security (BIS) to make decisions on applications for export licenses and establishes certain reporting requirements. Specifically, the bill directs BIS to make a decision on whether to approve an application for an export license and notify the applicant of the decision within 90 days of receiving the application. If no licensing decision is made within 120 days of submission of the application, BIS must notify the applicant of the status of the application, the reason a decision has not been made, and request any additional information necessary to make a decision. BIS must submit quarterly reports to specified congressional committees on the processing of license applications and other requests for authorization for the export, reexport, release, and in-country transfer of controlled items. The bill also requires the Government Accountability Office to audit and report to specified congressional committees on the license review process of BIS.

Department of Homeland Security Appropriations Act, 2026 This bill provides FY2026 appropriations for various agencies and offices within the Department of Homeland Security (DHS), except for U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), and management and oversight activities of the Office of the Secretary. Specifically, the bill provides appropriations to DHS for the Federal Protective Service, the Office of Inspector General, the Transportation Security Administration, the U.S. Coast Guard, the U.S. Secret Service, the Cybersecurity and Infrastructure Security Agency, the Federal Emergency Management Agency (FEMA), U.S. Citizenship and Immigration Services, the Federal Law Enforcement Training Centers, and the Science and Technology Directorate. The bill does not provide appropriations for some agencies and activities that have been funded in prior DHS appropriations acts, including ICE, CBP, and management and oversight activities of the Office of the Secretary.

This joint resolution terminates the national emergency that was declared by President Donald J. Trump in an executive order on July 30, 2025, that also imposed an additional 40% tariff on certain imports from Brazil based on the emergency declaration. (The executive order exempted certain products, such as civil aircraft and parts, wood pulp, precious metals, energy and energy products, and fertilizers, from this additional tariff.)

Stop Illegal Fishing Act This bill requires the President to impose sanctions on foreign vessels and persons engaged in illegal, unreported, and unregulated fishing (IUU fishing). The bill directs the President to block and prohibit all transactions involving property (including interests in property) of a covered foreign vessel or person if such property comes within the United States or within the possession or control of a U.S. person. The President must also deny or revoke any visa or other entry documentation issued to or sought by a covered foreign person. Civil and criminal penalties apply to violations, including attempts or conspiracies to violate the sanctions. A covered foreign vessel is any vessel that is registered or operated under the authority of a foreign country and engages in IUU fishing. Covered foreign persons are individuals or entities that are not U.S. persons and knowingly (1) own any vessel that engages in IUU fishing, (2) work as a captain or senior crew member on any vessel that engages in IUU fishing, (3) operate as an entity primarily engaged in IUU fishing, or (4) serve as an officer or senior manager in an entity primarily engaged in IUU fishing. The President may waive the application of these sanctions after notifying Congress that the waiver is important to U.S. national security interests. Other exceptions apply, such as to provide life-saving assistance to a covered vessel. The bill directs the President to periodically report to Congress on efforts to carry out these provisions.

This resolution honors and remembers the victims of the crash of American Airlines Flight 587 in Rockaway Queens, New York. It also (1) honors and thanks the families, friends, and loved ones of the victims of the crash; (2) conveys the condolences of U.S. citizens to the families, friends, and communities of the victims; and (3) solemnly marks the 24 th anniversary of the crash.

New York-New Jersey Watershed Protection Act of 2025 This bill establishes programs to restore and protect the New York-New Jersey Watershed. The watershed is composed of all land area the surface water of which drains into the New York-New Jersey Harbor, the waters contained within that land area, and associated estuaries. Specifically, the bill requires the U.S. Fish and Wildlife Service to establish the New York-New Jersey Watershed Restoration Program, a nonregulatory program, to coordinate restoration and protection activities among government entities and conservation partners throughout the watershed. The bill also establishes the New York-New Jersey Watershed Restoration Grant Program, a voluntary grant and technical assistance program, to provide competitive matching grants to certain entities to implement restoration and protection activities for the watershed. The federal government may not maintain ownership of any land acquired under the bill except for the purpose of promptly transferring ownership to grant recipients. The bill ceases to have force or effect on October 1, 2031.

Federal Worker Childcare Protection Act of 2025 This bill authorizes certain federal employees to be reimbursed for childcare expenses paid during the government shutdown that began on October 1, 2025. Under the bill, any federal employee who was furloughed or worked without receiving a paycheck during the lapse in appropriations (i.e., government shutdown) that began on October 1, 2025, and paid for childcare during the lapse is eligible to be reimbursed for the childcare expenses if (1) appropriations are provided for this purpose, and (2) the employee submits a receipt from a childcare provider to the General Services Administration.
