This resolution condemns the human rights violations of the Iranian regime and Iranian President Ebrahim Raisolsadati. The resolution also (1) finds the United Nations (U.N.) Security Council holding a moment of silence for the death of Ebrahim Raisolsadati to be inconsistent with the values of the U.N. Charter, and (2) denounces the decision of Robert Wood, U.S. Deputy Ambassador to the U.N., to participate in the moment of silence.

This bill provides eligibility to U.S. citizens who are serving in the Israeli Defense Forces for benefits and protections available under the Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Servicemembers Civil Relief Act (SCRA). Specifically, the bill requires the service of such citizens to be regarded in the same manner as service in the uniformed services under USERRA or military service under SCRA. The USERRA provides protections for members of the uniformed services regarding employment and reemployment rights, including in matters with state and private employers. The SCRA provides financial and legal protections to active-duty servicemembers, including by suspending certain judicial proceedings or financial responsibilities that may adversely affect them during military service.

Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act This bill addresses various programs, benefits, and services provided by the Department of Veterans Affairs (VA), including those related to health care, educational assistance, home loans, homelessness, and disability and memorial affairs. Among other elements, the bill modifies the administration of the Veterans Community Care Program, including by providing protections for care agreements between veterans and clinicians; increases the expenditure cap for non-institutional care alternatives to nursing home care; provides certain support to family caregivers under the Program of Comprehensive Assistance for Family Caregivers; modifies the administration of certain educational assistance programs and benefits, including by removing the expiration on a surviving spouse’s entitlement under the Marine Gunnery Sergeant John David Fry Scholarship; expands the Native American Direct Loan program by allowing Native American veterans to refinance other existing mortgage loans on the same property if certain conditions are met; requires the VA to provide a burial and funeral allowance for certain veterans who die prior to October 1, 2026, in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care); temporarily increases the maximum rate of per diem payments provided by the VA to entities that furnish services and transitional housing to homeless veterans; authorizes a program to modernize the electronic health record and other relevant health information technology systems of the VA; and addresses various oversight and reporting matters.

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

Illegitimate Court Counteraction Act This bill imposes sanctions against foreign persons (individuals and entities) who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting certain individuals. The bill categorizes as protected persons (1) any U.S. individual, U.S. entity, or person in the United States, unless the United States is a state party to the Rome Statute of the ICC and provides formal consent to ICC jurisdiction; and (2) any foreign person that is a citizen or lawful resident of a U.S. ally that is not a state party to the Rome Statute or has not consented to ICC jurisdiction. If the ICC attempts to investigate, arrest, detain or prosecute a protected person, the President must impose visa- and property-blocking sanctions against the foreign persons that engaged in or materially assisted in such actions, as well as against foreign persons owned by, controlled by, or acting on behalf of such foreign persons. The President must also apply visa-blocking sanctions to the immediate family members of those sanctioned. Upon enactment, the bill rescinds all funds appropriated for the ICC and prohibits the subsequent use of appropriated funds for the ICC.

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship in order to register to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by specified sources. Additionally, the bill requires states to remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill also establishes criminal penalties for registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The Election Assistance Commission must, within 10 days, adopt and transmit guidance for implementing the bill's requirements to chief state election officials.

This joint resolution nullifies the rule titled Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles and published by the Environmental Protection Agency on April 18, 2024. The rule established and modified requirements for certain light-duty or medium-duty vehicles (e.g., cars, trucks, and sports utility vehicles that are under a certain weight), including requirements related to (1) emission standards, such as a greenhouse gas emission standard; (2) the durability of batteries for certain electric and hybrid vehicles; and (3) measuring fuel economy.

Ammunition Supply Chain Act This bill requires the Department of the Army to report to Congress on the U.S. supply chain for smokeless gunpowder, including nitrocellulose, nitroglycerin, and acid production, essential to ammunition manufacturing.

Sets forth the rule for consideration of the bill (H.R. 6323) to modify the availability of certain waiver authorities with respect to sanctions imposed with respect to the financial sector of Iran, and for other purposes; providing for consideration of the resolution (H. Res. 1143) condemning Iran's unprecedented drone and missile attack on Israel; providing for consideration of the bill (H.R. 4691) to provide for congressional review of actions to terminate or waive sanctions imposed with respect to Iran; providing for consideration of the bill (H.R. 5947) to provide for the rescission of certain waivers and licenses relating to Iran, and for other purposes; providing for consideration of the bill (H.R. 6046) to designate Ansarallah as a foreign terrorist organization and impose certain sanctions on Ansarallah, and for other purposes; and providing for consideration of the bill (H.R. 4639) to amend section 2702 of title 18, United States Code, to prevent law enforcement and intelligence agencies from obtaining subscriber or customer records in exchange for anything of value, to address communications and records in the possession of intermediary internet service providers.

Sultana Steamboat Disaster Commemorative Coin Act of 2024 This bill directs the Department of the Treasury to mint and issue not more than 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the Sultana steamboat explosion that occurred on April 27, 1865, on the Mississippi River. All surcharges received by Treasury from the sale of such coins must be paid to the Sultana Historical Preservation Society Inc. for the purpose of establishing, operating, and maintaining a museum.

Rosie the Riveter Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition and celebration of the women who contributed to the U.S. home front during World War II. All sales of coins issued under this bill must include a surcharge to be paid to the Rosie the Riveter Trust to support the National Park Service in maintaining and repairing the Rosie the Riveter WWII Home Front National Historical Park.

Sets forth the rule for consideration of the bill (H.R. 1023) to repeal section 134 of the Clean Air Act, relating to the greenhouse gas reduction fund; providing for consideration of the bill (H.R. 1121) to prohibit a moratorium on the use of hydraulic fracturing; providing for consideration of the bill (H.R. 6009) to require the Director of the Bureau of Land Management to withdraw the proposed rule relating to fluid mineral leases and leasing process, and for other purposes; providing for consideration of the concurrent resolution (H. Con. Res. 86) expressing the sense of Congress that a carbon tax would be detrimental to the United States economy; providing for consideration of the resolution (H. Res. 987) denouncing the harmful, anti-American energy policies of the Biden administration, and for other purposes; and providing for consideration of the bill (H.R 7023) to amend section 404 of the Federal Water Pollution Control Act to codify certain regulatory provisions relating to nationwide permits for dredged or fill material.

Protect Our Letter Carriers Act of 2024 This bill requires or authorizes certain actions related to the U.S. Postal Service (USPS). The bill requires the Department of Justice to appoint an assistant U.S. attorney in each judicial district to coordinate and supervise the investigation and prosecution of various crimes related to postal services (for example, assault on a postal service employee, breaking into a post office, or obstruction of mails). The bill also requires the U.S. Sentencing Commission to amend sentencing guidelines to provide that the assault or robbery of a postal employee shall be treated the same as the assault of a law enforcement officer. Additionally, the bill authorizes appropriations for the USPS to install high security collection boxes and replace older versions of the universal mailbox key with electronic versions.

Improving Law Enforcement Officer Safety and Wellness Through Data Act This bill requires the Department of Justice to report on (1) targeted attacks on law enforcement officers, (2) the feasibility of incorporating such attacks into existing crime reporting systems, and (3) the mental health resources that are available to law enforcement officers.

Laken Riley Act This bill requires the Department of Homeland Security (DHS) to detain certain non-U. S. nationals ( aliens under federal law) who have been arrested for burglary, theft, larceny, or shoplifting. The bill also authorizes states to sue the federal government for decisions or alleged failures related to immigration enforcement. Under this bill, DHS must detain an individual who (1) is unlawfully present in the United States or did not possess the necessary documents when applying for admission; and (2) has been charged with, arrested for, convicted for, or admits to having committed acts that constitute the essential elements of burglary, theft, larceny, or shoplifting. The bill also authorizes state governments to sue for injunctive relief over certain immigration-related decisions or alleged failures by the federal government if the decision or failure caused the state or its residents harm, including financial harm of more than $100. Specifically, the state government may sue the federal government over a decision to release a non-U. S. national from custody; failure to fulfill requirements relating to inspecting individuals seeking admission into the United States, including requirements related to asylum interviews; failure to fulfill a requirement to stop issuing visas to nationals of a country that unreasonably denies or delays acceptance of nationals of that country; violation of limitations on immigration parole, such as the requirement that parole be granted only on a case-by-case basis; or failure to detain an individual who has been ordered removed from the United States.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Protecting Privacy in Purchases Act This bill prohibits payment card networks from using merchant codes that distinguish firearms retailers from other retailers. The Department of Justice must enforce this bill and report annually on the resulting investigations and cases.
