Disaster Resiliency and Coverage Act of 2024 This bill establishes a grant program for certain hazard mitigation measures for homes in disaster risk areas and provides a tax credit for up to 30% of expenditures on such mitigation measures. It also excludes from taxable income certain payments for residential hazard mitigation and federal emergency agricultural assistance. The bill requires the Federal Emergency Management Agency (FEMA) to award grants to states and Indian tribal governments for specified hazard mitigation activities on residential properties at a high risk of experiencing a major disaster. FEMA must establish disaster risk areas in which homes are eligible for the grant funding. Individual residential households, subject to certain income limitations, may receive up to $10,000 (adjusted for inflation) for eligible hazard mitigation activities, such as reinforcing a roof, installing a flood control system, or reducing flammable vegetation near the home. The bill also provides an income tax credit to individuals and businesses for up to 30% of expenditures on the specified residential mitigation activities eligible under the grant program. Additionally, under current law, payments for disaster relief and payments under federal hazard mitigation programs are excluded from taxable income. The bill specifically excludes from taxable income payments to an individual for hazard mitigation improvements to their residence under any program established or administered by a state or local government. The bill also excludes certain federal emergency and disaster agricultural assistance from taxable income as a type of disaster relief payment.

Restructuring Environmentally Sound Pensions in Order to Negate Disaster Act of 2024 or the RESPOND Act of 2024 The Federal Retirement Thrift Investment Board must establish an advisory panel on the economics of climate change to advise and report on how the board can implement investment strategies that align with the United States’ goal of zero greenhouse gas emissions by 2050. The board must then assess whether implementing low-carbon investment strategies is profitable and consistent with its duties. If the board is unable to find that such strategies would be profitable, the bill establishes the Climate Choice Stock Index Fund as part of the Federal Employees Retirement System's Thrift Savings Plan. This fund is established as an investment portfolio that performs similarly to other plan index funds, but does not invest in fossil fuels. Zero-Emission Vehicles Act of 2024 or the ZEVs Act of 2024 This bill requires the Environmental Protection Agency (EPA) to establish a zero-emission passenger vehicle standard. Specifically, the bill sets a schedule for increasing the percentage of zero-emission vehicles a vehicle manufacturer delivers for sale, culminating in a requirement to sell only zero-emission vehicles from 2035 on. The bill also requires the EPA to establish a zero-emission vehicle credit program that approves one zero-emission vehicle credit for each zero-emission vehicle delivered for sale in the United States and partial credits for qualified electric vehicles based on the estimated proportion of the mileage driven on the battery. Manufacturers that fail to meet the minimum required percentage of zero-emission vehicle sales must submit to the EPA a quantity of zero-emission vehicle credits sufficient to offset the excess. Credits may also be sold, transferred, exchanged, or retired in certain circumstances. The bill imposes civil penalties for the failure to comply with zero-emission vehicle credit standards, with collected penalties being deposited into the Highway Trust Fund. After 2035, the EPA must issue injunctions on the manufacture of passenger vehicles other than zero-emission vehicles.

Stronger Communities through Better Transit Act This bill requires the Department of Transportation (DOT) to establish a grant program to support operating projects for public transportation and related service improvements, particularly in underserved communities and areas of persistent poverty. Specifically, the bill requires DOT to allocate funding under the program for urbanized areas, states, and Indian tribes that are recipients of funds under either the Federal Transit Administration's (FTA's) Urbanized Area Formula Funding program or Formula Grants for Rural Areas program. Eligible recipients may use funding for operating costs associated with projects that improve public transportation service for transit-dependent populations and support increased transit ridership (e.g., service expansion, information technology enhancements, and workforce development). The bill requires DOT to apportion the funding so that recipients receive funds that are proportional to their share of operating costs. The bill also provides for an increased federal cost share for operating assistance for projects or programs carried out in areas of persistent poverty or underserved communities. DOT must set up a multimodal access measurement interface for public agencies to aid transit agencies in determining and reporting on access to jobs and essential services. A grant recipient must also (1) report specific information to the FTA for inclusion in the National Transit Database, and (2) survey transit riders and non-riding residents regarding transit service improvements. Further, the bill expands the purposes of the public transportation programs to include supporting public transportation's role in combating climate change through growing/retaining transit ridership.

Incorporating National Support for Unprecedented Risks and Emergencies Act or the INSURE Act The Department of the Treasury must establish a catastrophic property loss reinsurance program that provides reinsurance to qualifying insurance companies. (Reinsurance protects insurers from large losses.) To qualify for reinsurance coverage, insurers must offer an all-perils insurance policy for residential or commercial property and offer incentives to policyholders for activities that reduce losses. The bill provides for a phase-in of the program over several years to cover different catastrophes and perils, including floods, hurricanes, and wildfire. When flood coverage is phased in, the National Flood Insurance Program may no longer issue new policies. The bill establishes the threshold for payouts, guidelines for premium rates, and a Federal Catastrophe Reinsurance Fund for the purpose of investing the premiums paid by insurers and for the issuance of notes and bonds. Treasury must establish a grant program to incentivize investments in loss-reduction activities and to encourage states to require insurers to offer an all-perils property insurance policy. Treasury must report on the feasibility of (1) funding the relocation of homes and businesses that have become uninsurable, and (2) including earthquakes as a peril in all-peril policies. Earthquakes must be added to the program as a covered peril at the earliest of eight years after the date of enactment or the date on which the report is submitted. Treasury must also establish a pilot program for multiyear all-perils property insurance.

Specifically, the bill modifies requirements for a cost-sharing program for the management of recreation facilities established by the Water Resources Development Act of 1992. Currently, the U.S. Army Corps of Engineers may enter into cooperative agreements with nonfederal public and private entities to provide for operation and management of recreation facilities and natural resources at civil works projects. The bill requires private entities entering such agreements to be nonprofit. The bill requires the Corps, before entering into a cooperative agreement, to ensure that such entities have the authority and capability to (1) carry out the terms of the agreement, and (2) pay any damages in the event of a failure to perform. It also authorizes the Corps to allow private nonprofit entities to collect user fees. Currently, only nonfederal public entities may collect such fees. Qualifying individuals must live at home, be limited with respect to at least two activities of daily living, and not be eligible for certain other home services (e.g., home health services), along with other specified criteria. The CMS must report on the impact of the program with respect to clinical outcomes and costs, particularly with respect to hospital admissions.
