Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027.

NSF AI Education Act of 2025 This bill establishes, or authorizes the National Science Foundation (NSF) to establish, various scholarship, fellowship, and grant programs to promote education and professional development related to artificial intelligence (AI). The bill authorizes NSF to award scholarships and fellowships to college students focusing their studies on AI. NSF may also support AI-related professional development fellowships for (1) students and faculty, (2) K-12 teachers and school professionals, and (3) industry professionals seeking short-term appointments to teach AI. NSF must also establish up to eight centers of AI excellence at community colleges or area career and technical education schools. Designated centers must develop best practices for AI research and education, integrating AI into the classroom, and facilitating partnerships with the private sector, among other topics. This program must be administered in coordination with the Department of Commerce Regional Technology and Innovation Hubs program. NSF may make merit-based grants to eligible entities, including institutions of higher education and nonprofit organizations, for research on AI teaching models, integration of AI in the classroom, and AI’s impact on educational outcomes for students through grade 12. Awards must be used to (1) prepare K-12 teachers to integrate AI into their classrooms; and (2) research, test, and implement AI-related instructional materials, teaching models, and professional development for teachers. Finally, NSF may establish a pilot program through which regional cohorts will provide AI-related peer support, mentoring, and research experiences to K-12 teachers and school leaders.

Ensuring Patient Access to Critical Breakthrough Products Act This bill provides for Medicare coverage of medical devices that are approved under the Food and Drug Administration (FDA) Breakthrough Devices Program. (Under the program, manufacturers work with the FDA to expedite the review and approval of certain medical devices that provide for more effective treatment or diagnosis of life-threatening or irreversibly debilitating human diseases or conditions.) The bill allows designated medical breakthrough devices to be temporarily covered under Medicare during a four-year transitional period. Manufacturers must apply to the Centers for Medicare & Medicaid Services (CMS) to receive this designation. Qualifying devices must (1) have received priority review from the FDA, (2) received premarket approval (if applicable) based on clinical data that includes data from Medicare beneficiaries, (3) already generally qualify for Medicare coverage, and (4) not present an undue risk of harm that outweighs potential clinical benefits for Medicare beneficiaries. The CMS must approve or deny applications within six months of receipt and must provide an explanation in the case of a denial. In addition, the CMS must make permanent coverage decisions before the end of the transitional period upon a timely request to do so, as specified. The bill provides funds through FY2030 for the CMS to implement the bill.

Protecting Air Ambulance Services for Americans Act of 2025 This bill authorizes payment changes under Medicare for air ambulance services based on certain collected data and requires additional reporting from providers of these services. Current law requires providers of air ambulance services to report certain information regarding general costs and utilization to the Department of Health and Human Services; private health insurers are also required to report information relating to coverage of these services. The bill authorizes the Centers for Medicare & Medicaid Services to revise payment rates under Medicare for air ambulance services based on this data, and it requires providers of air ambulance services to specifically report information relating to costs and utilization under Medicare. The bill also requires the Government Accountability Office to report on the data that is collected under current law requirements and to recommend changes to Medicare payment rates accordingly.

Uncheck the Box Act This bill places restrictions on recurring political contributions or donations. Specifically, the bill prohibits any person from soliciting a recurring contribution or donation for a political committee, an independent expenditure, or an electioneering communication by any method that does not require the affirmative consent of the contributor or donor. In addition, the bill prohibits a political committee, a person funding an independent expenditure, or a person funding an electioneering communication from accepting a recurring contribution or donation unless the contributor or donor gave affirmative consent. This affirmative consent cannot be a passive action by the contributor or donor, such as failing to uncheck a prechecked box. Further, any person who accepts a recurring contribution or donation must (1) provide a receipt for the initial contribution or donation and for each recurrence that clearly and conspicuously discloses all material terms, (2) provide all information needed to cancel the recurring contribution or donation in each communication with the contributor or donor, and (3) immediately cancel recurring contributions or donations upon request of the contributor or donor.

Preventive Health Savings Act This bill requires the Congressional Budget Office (CBO), upon receiving a request from Congress, to determine if proposed legislation would reduce spending outside of the 10-year budget window through the use of preventive health care. Under the bill, the term preventive health care generally refers to an action that focuses on the health of the public, individuals, and defined populations in order to protect, promote, and maintain health and wellness and prevent disease, disability, and premature death. If CBO determines that the proposed legislation would result in net reductions in budget outlays from the use of preventive health care, any CBO projection regarding the legislation must include (1) a description and estimate of the reductions in outlays, and (2) a description of the basis for these conclusions. Any estimate provided by CBO pursuant to this bill must be used as a supplementary estimate and may not be used to determine compliance with the Congressional Budget Act of 1974 or any other budgetary enforcement controls.

Clean Air and Building Infrastructure Improvement Act This bill requires the Environmental Protection Agency (EPA) to publish timely guidance related to regulations on national ambient air quality standards (NAAQS) and exempts certain preconstruction permits from the 2024 fine particulate matter standard under the Clean Air Act. First, the bill requires the EPA to concurrently publish final regulations and guidance on the implementation of the regulations when it publishes any final rule establishing or revising NAAQS. If the EPA fails to publish the final regulations and guidance for the new or revised NAAQS, the updated standard must not apply to the review and disposition of a preconstruction permit application until the EPA publishes the final regulations and guidance. (A preconstruction permit is a permit required under the Clean Air Act for the construction or modification of a stationary source and includes permits issued by the EPA or a state, local, or tribal permitting authority.) Further, the bill exempts the review and disposition of preconstruction permit applications from the 2024 fine particulate matter standard if (1) an application is complete on or before the date the area involved is officially designated as a nonattainment, attainment, or unclassifiable area; or (2) the permitting authority publishes notice of a draft permit before the date that is 60 days after a final area designation is made.

Yuhaaviatam of San Manuel Nation Land Exchange Act This bill authorizes a land exchange between the Yuhaaviatam of San Manuel Nation (also federally recognized as the San Manuel Band of Mission Indians) and the federal government. The tribe is located on the San Manuel Indian Reservation near the cities of Highland and San Bernardino in California. Specifically, if the tribe offers to convey to the federal government all right, title, and interest of the tribe in and to approximately 1,460 acres of land, then the Forest Service must accept the offer and convey all right, title, and interest of the federal government in and to approximately 1,475 acres of National Forest System land. The Forest Service must accept the offer and convey the land as soon as practicable within 120 days of receiving the offer. As a condition of the land exchange, within 120 days of the bill's enactment, the tribe must enter into an agreement with the Forest Service under which the tribe agrees to preserve the historical and cultural integrity of the Arrowhead landmark site. The site is located in the foothills of the San Bernardino Mountains directly above San Bernardino, California. Land acquired by the Forest Service shall become part of the San Bernardino National Forest.

Cross-Boundary Wildfire Solutions Act This bill directs the Government Accountability Office to study wildfire mitigation across land ownership boundaries and make recommendations to simplify cross-boundary wildfire mitigation between federal land management agencies and state, local, and Indian tribal governments.

Securing America's Critical Minerals Supply Act This bill requires the Department of Energy (DOE) to secure the supply of critical energy resources that are essential to the energy security of the United States. A critical energy resource means an energy resource (1) that is essential to the energy sector and energy systems of the United States, and (2) the supply chain of which is vulnerable to disruption. As part of its duties, DOE must conduct ongoing assessments of energy resource criticality, the U.S. supply chain of critical energy resources and its vulnerabilities, the diversity of domestic critical energy resource supply chains, capacity constraints on the domestic production of critical energy resources, federal regulations affecting the domestic production or importation of critical energy resources, how energy security is affected by reliance on imports of critical energy resources, and how adversarial nations seek to exploit critical energy resource markets to undermine investment in the United States. DOE must also facilitate the development of strategies to strengthen critical energy resource supply chains, develop substitutes and alternatives to critical energy resources, and improve technology that reuses and recycles critical energy resources.

Power Plant Reliability Act of 2025 This bill modifies the process that the Federal Energy Regulatory Commission (FERC) uses to determine, upon a complaint from a state commission, whether a public utility (i.e., power plant) must remain open because the retirement of the power plant will make the bulk power system unreliable, including by allowing transmission organizations to also file complaints with FERC. If FERC finds that any interstate service of any public utility is inadequate or insufficient, or is likely to become inadequate or insufficient within five years of receiving such complaint, then FERC must determine the proper, adequate, or sufficient service to be furnished through an order, rule, or regulation (order). The bill specifies that FERC may order a power plant to remain open for up to five years. Any affected state commission, transmission organization, or power plant may request that FERC extend such order. A FERC order must determine (1) any rate or charge necessary to provide compensation for the additional costs of the service, and (2) the cost allocation of any rate or charge. A power plant owner or operator must notify FERC and affected state commissions or transmission organizations at least five years before any planned retirement of a unit of an electric generating facility except in the case of an emergency or similar event that renders a unit inoperable. The bill exempts from federal, state, and local environmental laws and regulations any action taken by a generating facility to comply with such orders.
