Closing the Meal Gap Act of 202 1 This bill revises the requirements for calculating Supplemental Nutrition Assistance Program (SNAP) benefits. The bill increases the minimum SNAP benefit and requires benefits to be calculated using the value of a low-cost food plan. The Department of Agriculture (USDA) must determine the requirements for the low-cost food plan, which is the diet required to feed a family of four, consisting of a man and a woman 19-50 years of age, a child 6-8 years of age, and a child 9-11 years of age. USDA must (1) reevaluate and publish the market baskets of the plan by January 1, 2027, and every five years thereafter, based on current food prices, food composition data, consumption patterns, and dietary guidance; and (2) make adjustments to the plan to account for household size, changes in the cost of the diet, and the costs of food in specified areas. The bill modifies the requirements for calculating household income to determine SNAP eligibility by (1) authorizing a standard medical expense deduction for households containing an elderly or disabled member, and (2) eliminating the cap on the excess shelter expense deduction. The bill eliminates certain work requirements for SNAP. The requirements apply to able-bodied adults who are ages 18-49 and have no dependent children. The bill allows Puerto Rico, American Samoa, and the Northern Mariana Islands to participate in SNAP. Currently, the three territories receive block grants instead of participating in SNAP.

Ending Platform Monopolies Act This bill prohibits large online platforms, as designated by the Department of Justice or Federal Trade Commission, from offering certain products or services from another line of business that is owned or controlled by the platform. Specifically, such platforms are prohibited from owning or controlling another line of business that (1) uses the platform to sell products or services, (2) offers a product or service that the platform requires a business user to purchase or use as a condition for access to the platform, or (3) gives rise to a conflict of interest. For example, under the bill, Amazon.com, Inc. may be prohibited from offering for sale on Amazon.com privately labeled products or services (e.g., Amazon Essentials, AmazonBasics, etc.) if designated as a large online platform. Finally, the bill prohibits a director, officer, employee, or agent of a platform from simultaneously serving in the same or a similar role with a formerly affiliated entity.

Specifically, governments may not limit a provider's ability to prescribe certain drugs, offer abortion services via telemedicine, or immediately provide abortion services when the provider determines a delay risks the patient's health. Toxic Free Food Act of 2021 This bill requires the Food and Drug Administration (FDA) to revise its regulations relating to food additives that may be considered generally recognized as safe (GRAS). (A substance deemed GRAS is not subject to the premarket review requirements for food additives. A manufacturer may notify the FDA that it has determined that a substance is GRAS.) The FDA must maintain a public website with each GRAS submission and supporting information. There must be a period of at least 90 days for the FDA and the public to review and object to such submissions. Clean Water Standards for PFAS Act of 2021 This bill directs the Environmental Protection Agency (EPA) to develop requirements and incentives to limit the discharge of perfluoroalkyl and polyfluoroalkyl substances (PFAS) into certain waters of the United States. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Within two years, the EPA must publish water quality criteria for each measurable perfluoroalkyl substance, polyfluoroalkyl substance, and class of PFAS. The water quality criteria must determine how much of these substances can be present in water before it is likely to harm human health. Within four years, the EPA must publish a final rule that establishes, for each priority industry category specified in the bill, effluent limitations guidelines and standards for the discharge of each measurable perfluoroalkyl substance, polyfluoroalkyl substance, and class of PFAS. Under the Clean Water Act, effluent limitations restrict the quantities, rates, and concentrations of chemical, physical, biological, and other constituents which are discharged from point sources (e.g., a discernible source such as a pipe) into navigable waters, the ocean, or other specified waters.
